North Dakota lawmaker used 'homophobic, racially abusive and discriminatory' language during DUI arrest

North Dakota state Rep. Nicolas Rios made abusive comments to Williston police officers during the drive to the jail. Rios zeroed in on one's accent, telling him that foreigners shouldn't be arresting Americans.
