North Carolina Gov. Roy Cooper declares 'state of emergency' for public education

Gov. in a speech Monday attacks the plans by lawmakers in the General Assembly to pay teachers too little, cut taxes too much and allow millionaires to have state money to attend private schools, all of which he said would undermine public schools.
