No additional restrictions can be imposed on freedom of speech of public functionaries: SC

Delivering its verdict on the right to freedom of speech, the Supreme Court on Tuesday said additional restrictions against free speech cannot be imposed except those mentioned under Article 19(2) of the Constitution.
