Newport Beach sober living homes owner indicted for allegedly paying nearly $175,000 to 'body brokers'

Scott Raffa, 57, was arrested Saturday at the Los Angeles International Airport. Authorities said he engaged in the illegal practice from April 2020 to October 2021.
