Featured: Options and Tradeoffs: Rent Stabilization Policies This April, Urban Land Institute Minnesota and the Federal Reserve Bank of Minneapolis hosted an online event, “Rent Stabilization: Policy Choices and Impacts.” This virtual event, the first of a four-part series on rent stabilization, featured a keynote address by New York University’s Sophie House, followed by a panel discussion. The panelists discussed the diversity of rent stabilization rules, the state of research on the topic, and the outcomes of such policies. In Practice: Transfiguration Place Apartments Gains Its Third Life as Affordable Housing in Detroit’s Banglatown Re-opened in January 2022 after a year-long, $7.2 million adaptive reuse project, Transfiguration Place Apartments is a 19-unit affordable development in Detroit’s Banglatown neighborhood. The two-story brick building was built in 1926 and served as a school until 2014. Ethos Development Partners and Cinnaire partnered to convert the vacant school into modern apartments with all-new electrical and HVAC systems. The renovation also added new community and laundry rooms on the first floor. Trending: Understanding the Implementation of Rent Reporting Programs for Residents of Affordable Housing in California While homeowners can report their mortgage payments to credit bureaus to build their credit histories, renters have largely been excluded from building credit through rental payments. In 2020, the California State Legislature passed Senate Bill 1157, requiring private landlords with 15 or more subsidized housing units to allow tenants to have their rent payments reported to major credit bureaus. One year after implantation, PD&R staff interviewed eight property owners and managers in California who use HUD’s project-based rental assistance program to understand their experiences with the implementation of the bill.
