New leader takes over Norfolk's Joint Force Command, Second Fleet

Douglas Perry officially took the helm of two Norfolk-based commands Friday — NATO's Joint Force Command and the U.S. Second Fleet. Secretary of the Navy Carlos Del Toro served as a guest speaker for the ceremony, which was delayed several months due to a military promotion blockade in Congress.
