Naveen Patnaik dedicates Parikrama Prakalpa to people at grand religious congregation

Patnaik’s trusted lieutenant V K Pandian, who recently joined the BJD after quitting IAS, was present, along with Dibyasingha Deb, the scion of the erstwhile royal kingdom of Utkala, when the Parikrama Prakalpa plaque was unveiled.
