But a new Senate Report is showing agents have not lived up to that motto. The bipartisan committee from the Homeland Security Committee found multiple agency failures culminating in a gunman taking a close Range Shot at the former president while he was campaigning in butler, pennsylvania, two months ago. Senator Richard Blumenthal said the public should be, quote, aghast and astonished at the sheer number of issues that they uncovered, including Glaring Holes in Donald Trumps protection plan, gaps in communication, and questions about who was really in charge. Other committee members, well, they agreed. I think how many failures by the Secret Service occurred, one after another, sort of a constellation of everything that could go wrong went wrong. Its bad enough having one point of failure, when you have many, the cumulative impact of that makes a dangerous situation even more dangerous. Again, a bipartisan team looking into this. Joining us now, Nbcs Justice and Intelligence Correspondent ken dilanian. Nbcs Julie Tsirkin whos on capitol hill, Garrett Haake is in washington, and robert mcdonald, a retired supervisory special agent for the u. S. Secret service joins us as well. Ken, i want to start with you. What did this report find . Perhaps the most striking finding is nobody was in charge of security for the Butler Event the agents and officials pointed fingers, deflected blame and didnt acknowledge how badly they mishandled this. The Secret Service said some of those people would be. And then because of a series of astonishing communication failures, the Secret Service agents protecting mr. Trump did not learn key information about the threat as local police discovered it. The report confirmed that local police and the Secret Service were not in consistent radio communication. It said the Secret Service was not notified about an individual on the roof of the building. Police learned that two minutes before the shooter opened fire. They were notified, but that information was not relayed to the team protecting trump who could have rushed him off the stage had they known that. The report said the Secret Service had counter Drone Technology that might have spotted crooks flying the drone hours before the rally. The senate investigators found the agents in charge of the system on site didnt know how to operate it and spent hours on the phone with Tech Support trying to get it to work. Secret Service Leadership denied alternates requests including a Counter Surveillance Team that may well have discovered the shooter before he got on that roof. Now, the Secret Service in a statement is acknowledging some of these failures and saying that they are already implementing fixing in some of them and promising to work to fix their communication woes. Seems like they have a long way to go. Communication woes is glaring issue. Ill get to that in a moment. The Secret Service director in charge at the time was already resigned. What does the committee want now . Well, they want answer, the way one senator Whos Part of producing this bipartisan report put it is that they need to know what the Chain Of Command is at the Secret Service. More pointedly, theyre asking for more information, and theyre pointing to Stone Walling from the department of Homeland Security as a whole. That is something in part that Senator Richard Blumenthal had pointed out in a statement. He said, quote, we have a lot of unanswered questions, and a lot of evidence and other materials that we are still seeking from the Secret Service, most especially the department of Homeland Security that has been less forthcoming than we need and deserve a reminder. This is an interim report. This is just step one for them to put into one place all of these glaring misbehavings, and everything that went wrong that you heard ken talk about. Their investigations are far from over. Theres a parallel effort happening in the house, a bipartisan Task Force there holding hearings, calling people in so they can have more information. We heard from senator josh hawley, talking directly to a whistleblower. Directoring rowe is disputing accounts the whistleblower is making, and there are inconsistencies that are not lining up. Congress has two roles when it comes to the investigation. One is oversight, and if the agencies need more resources and funding to get the job done. Yesterday we saw a bill passed in the Senate And House earlier last week that would just go to that effect. Really the question the senators is asking is whether they need more manpower or more resources and certainly they believe they have identified many things that went wrong when it comes to the rally in july, and they will continue identifying them, at least until The End of the year. Katy. So, julie, Thank You, garrett, whats the reaction from Trumps Team or Donald Trump himself . Theres been none to the reported sale. No specific reaction to it. The Way Trump has dealt with the issue of butler in general is to walk a thin line here. Heres personally quite fond of his security detail. He has praised their work. He has been critical of the broader effort to protect him, suggesting that the u. S. Government, the Secret Service more broadly had not moved fast enough to respond to threats against his life and nor needs to be dOne On that end. He has, as recently as earlier today, been beating up on the fbi, one of his favorite foils in the government for slow walking the investigation and their efforts to get into the suspects cell phone. Were going to hear more from Donald Trump about the investigation, more pressure to make sure he has adequate security going forward. Hes not been interested in critiquing the kind of finer details of the way the Secret Service protects him, in part because hes seeing these people every day, and hes quite fond of some of them personally. Robert, when youre hearing about what the committee found, theyre talking about leadership, well get to communication in a moment. Theyre talking about leadership. Is this a Leadership Issue . Would this have not happened if there was different leadership at the top of the Secret Service at the time . Good afternoon, its nice to be with you. I think its a leadership problem, and i think its a problem of potential complacency, with respect to the advances. You have been around us enough to know how these things work. We go out, do a protective advance, and we implement a security plan, brief on the plan and implement the plan. There were a lot of failures here, and quite frankly, reading this Report Today in preparation to come on with you brings a lot of disappointment, a lot of things pointed out in the report are Secret Service 101. They should not have been mishandled. Its the things we do every day. Those of us who have worked in the service a lot of years tell you how many times we lay await at night in the hotel room, trying to think of everything we can do to implement a robust security plan. A lot of disappointment and a lot of answers need to come. I was talking to a former head of or somebody in charge of the agency that is in charge of the Secret Service, and they were saying that complacency was an issue. It has been so long since anybody got close to president , since there was a real Assassination Attempt, felt like it couldnt happen any longer. They werent trained in the every day of it, like the 60s, 70s and early 80s. Robert, the question of communication, that one is really glaring. After 911, that was the big issue. The agencies werent communicating with Each Other. They needed to find a way to improve that. Thats why Homeland Security was created. The fact that the Secret Service, which is a department within the Homeland Security agency had a problem communicating with local law enforcement, how can that be . Thats one of the glaring questions thats going to be devilled into. While the Secret Services Communication Plan usually deal with a lot of facetoface communications and different agencies on different frequencies, talking to Each Other realtime, looking at Each Other One On one in the Command Post, its not just only about technology. Thats important, but its also about making sure that everything is seamless with respect to a protective advance, whether its the counter snipers, the Command Post people, all of those things have to be seamless, and its the responsibility of that Lead Advance Agent, while not a supervisor, until the supervisor hits the ground and does a walk through that, Lead Advance Agent is in charge of everyOne On that advance team. Thats where the initial leadership that has to come from. Then the other designated leadership comes in to bless off on the plan. That Lead Advance Agent is responsible for the plan. At the very least, lessons learned the past few months. The Trump Team has made the allegation that they have requested resources, they had requested more secret from Secret Service but were denied. Heres what the Acting Director of the Secret Service said last week. So based on the asset, based on the information i have right now, the asset request, all of the assets that were asked for were approved, and so what were looking at now, were there additional ones that came through in other channels, but what i can tell you, based on the information i have now, the assets were approved. Are they making that claim that they asked for resources and were denied . Well, look, its not something that comes up every day. It was something that was in the report, the magnetometers were not delivered. Whether this happens on a Day By Day Basis, i dont know, katy, but i can tell you the same Secret Service director was pressed hard about this at the News Conference after the second Assassination Attempt in florida, he has made the argue argument then and since that trump is now going to get every resource that is available to the current President Of The United States will be available to him. Its just a matter of fitting round pegs in square holes at every event the Trump Campaign does. Do they have the resources they asked for there. Is the event scaled right . What about the events, going golfing, how does that get staffed . This is going to be the kind of thing we have to track on a Day By Day Basis every time Donald Trump is in public. The Threat Profile remains high, and the wait hes protected on the trail, its a moving operation here. What about the update that Donald Trump got about threats to his life from iran . What did he hear from this briefing . This is interesting. Donald trump eshooed getting intelligence updates. He doesnt want to get accuse of leaking it. We know by his own words and confirmed by the office of intelligence, he did get briefed of ongoing threats and past threats on groups linked to iran. Trump was quick on Social Media to say this is basically unacceptable. He has this event youre showing now, just a few moments ago, suggested that Joe Biden needs to come out and say if anything happens to trump, Hell Blow iranian cities to smithereens, trumps words there. Israel might be headed toward a Deepening Confrontation to its north after months of rocket fire, the Idfs Chief of staff told troops the most recent Air Strikes are to partly prepare for a possible Ground Invasion. Hezbollah, which has taken a heavy battering over the last week, and been firing back now sending a rocket further into israel than ever before, targeting that site in tel aviv. Joining us now, nbcs Matt Bradley in beirut. Matt. Yeah, katy, so the situation here looks increasingly desperate, in just the past couple of hours, you heard as we said from Israels Chief of staff, speaking to his soldiers, we use the term boots on the ground, he told his troops, to prepare your boots for maneuvers. That was the language he used and hes said to be prepared to move to fortified villages and towns that hezbollah had prepared for a Ground Invasion. He said be prepared to overwhelm hezbollah with a show of professionalism that hezbollah has not seen before. This really does ramp up the tensions, and those tensions were already Sky High over the past two days. You know, we have already passed since monday, the 600 death mark, ever since monday. Now, in those two days. 600 people killed is an enormous number. If you remember the last time there was a big war between Hezbollah And Israel in 2006, there were more than A Thousand people killed, over the course of 30 days, and by the way, over the past 11 months or nearly 12 months now, a year, we have seen about 550 people killed during that entire time. The past two or three days, we have seen the same number of lebanese people killed as have been killed in the past year, over what was pretty fierce fighting between Hezbollah And Israel. Things have ratcheted up quite a bit, and this is obviously a major cause for concern here among the lebanese people, but also for the entire region. And we just saw, it looked as though some sort of projectile that was fired from iraq was just sent towards the israeli city in the south. That just goes to show, its the first real glimpse of how this conflict, that now goes over the border between Israel And Lebanon could be internationalized to reach across the entire region. Theres a lot of Talk And Fear in israel that iran could involve itself, and we just heard in the past couple of days, reporting from axios that said that hezbollah had actually reached out to patrons, iran, and asked iran for help, direct intervention against the israelis, kind of like what we saw back in april when the unprecedented volley of missiles were fired from iran, answering to an attack, that the israelis have launched against an iranian Diplomatic Mission in syria. Now it looks as though, we could see an internationalization of this conflict. Again, not just over the southern border between Lebanon And Israel but the entire region, katy. Matt bradley, Thank You. Joining us now, former Deputy Assistant Secretary of state in the obama administration, joel reuben. My first question is does the idf have enough manpower to do a Ground Invasion into southern lebanon. Katy, its a very dark moment right now, and to your question to answer directly in the near term, israel, the idf does have enough manpower for a near term incursion, but thats not going to be The End of the story, and thats the problem. The history of the wars between israel and whomever it is in lebanon, be it the plo in years past, hezbollah in 2006 is that it would go in, it would go in on the ground, it would do what israeli leaders thought was taking care of business, and not be able to really hold that ground. And israel suffered a painful 18year experience in lebanon, after 18 years of major ground conflicts, frankly, there, and so thats a real problem. I think for israel, just to add this one thing. Israel right now is hoping, i believe, to keep it as an air conflict, but the more this drags on and when there are missile examples, as with going into tel aviv, the more pressure there is for a Ground Incursion to take place. We talk a lot about the Death Toll from israel and the innocent civilians who have been caught up on both sides, when were talking about hezbollah, it is a terrorist organization, defined so as such by the west, the united states included. What are they doing . Its not like lebanon is going to war with israel. Its hezbollah. Thats right. What are they doing Hiding Missiles and hiding weaponry within residential neighborhoods . Theyre up to no good. What they have been doing for years since 2006 is Stockpiling Hundreds Of Thousands of missiles, obtained from iran, developed organically, several weeks ago, it was reported israel blew up a Missile Production Facility on the border of syria that hezbollah benefitted from and Iran And Russia worked at. These missiles are pointed at israel for a reason. You see broad popular support in israel right now for this effort, these attacks. In many ways, the recent Pager Attacks was done as a preemptive strike, to disable hezbollah communications, to not just send a message, but also to make it difficult for hezbollah to respond. These missiles that have been used as a threatening mechanism from the north into israel, over the past year, hezbollah has basically depopulated much of Northern Israeli through unprovoked attacks into the territory. Its a real conundrum for the israeli defense forces. 60,000 displaced. A lot of political pressure to get the folks back, as much to get the hostages back. Let me ask you about the other war thats on right now, The One in ukraine. President zelenskyy was addressing the u. N. General assembly today. Heres part of what he said. And russia found very special bodies for that, North Korea, and iran, telling choice and friends. And now, every neighbor of Russia And Europe and Central Asia feels that the war could come to them as well, and just think what kind of losses that would mean for the world. Hes calling russia turning to North Korea and iran saying what a telling choice of friends. What is the status . Is that country, is ukraine any closer to either winning the war or finding a negotiated peace with russia . Right now, ukraine is holding, but what were watching is a desire by President Zelenskyy and hell speak to President Biden about this, a desire to have our authorization to use american Military Equipment and missiles to shoot into russian territory because theres a real concern that russia is going to knock out ukraines energy grid, heading into the winter. So were not necessarily closer at this stage to a resolution. Certainly not. And these alliances that russia is engaged in with iran in particular, where iran is sending Missile Technology to russia. Think about that. Iran is sending Missile Technology to a former major Super Power to help support its ability to invade a European Country thats a really dark moment. That unfortunately means that russia has a continued supply of Military Equipment, and so i dont think we see an immediate end to this in the near term. Donald trump was focused on a lot of things that were not Mark Robinson in the last hour, katy. What did he say today . What was the message to voters in North Carolina . Its a purple state. Its potentially a tossup between the two candidates, what was his pitch . Reporter there are actually two massive headlines oftentimes at these rallies and events we hear the same lines delivered by Donald Trump. And ill try to keep this tight for you and the congressman. On tariffs, Donald Trump threatened if he were to be president this 2025 to not only expand by putting on and implementing aggressive tariffs, but also by telling countries that, you know, if you dont play ball with us, then were going to cut off your ability to send your goods into the united states, and when youre talking about a country like china, which of course in his first administration, he went Toe To toe with in a Tit For Tat tariff war, there is the potential for repercussion that will play out in the first administration that china, as they did in 2018, 2019, was they put retaliatory tariffs on united states goods that were being exported from here. And after traveling the country, talking about whether it would be Soybean Farmers or Lobster Farmers and folks that lived in manufacturing companies, theres hundreds of billions of dollars of goods that leaves the united states. There is a potential threat that if Donald Trump were to cut off Chinas Ability to send goods, not goods that many americans rely on, it would close off markets that u. S. Companies and farmers rely on overseas in places like china. The second headline, Volodymyr Zelenskyy, Donald Trump has learned today is not going to meet with the ukrainian president in New York tomorrow, despite suggestions he would potentially do just that. And Donald Trump here, in the most explicit ways yet, from zelenskyy, and the podium behind me. Hes making nasty dispersions toward your favorite president. We continue to give billions of dollars to a man who refuses to make a deal. Donald trump articulated the idea that theres not enough money in the world to rebuild ukraine. There have been conversations, katy, about if Donald Trump wins the presidency in 2025, would he be committed to providing financial support to ukraine, and in the most direct way we have heard from Donald Trumps mouth yet here, the key from the podium suggested in North Carolina today that the u. S. Should take a serious look at no longer sending money and a very skeptical cry on zelenskyy, calling him the greatest salesman here, this could have far reaching implications, he wants to broker a deal, theres the suggestion here today that ukraine is part of the deal, should potentially see the land that russia has already acquired here at this point. Just so you know on this, vaughn, was he asked about this, or just start talking about it while he was giving his economic speech, his Manufacturing Speech . No, at The End of his remarks, he went off teleprompter and went on a 7, 8minute riff about President Zelenskyy, and we should note, yesterday at the u. N. , General Assembly for Joe Bidens speech, and of course in pennsylvania earlier this Week And Josh shapiro. He keeps going to make charlie these specific policy speeches, but instead of the headline about the policy coming out about the speeches, the big headline is often about something else. This time, what hes saying about zelenskyy, making it clear about what he wants to do or what he wants to potentially give to vladimir putin, if he were back in office, but let me focus on the economy because that is where the polls we see are tightening between Kamala Harris and Donald Trump. He still maintains the lead, theres a new fox News Poll that shows 5 point behind, where President Biden was 15 points behind in march. On economics, why do republican voters or those who like Donald Trump still see him as better on the economy. Hes talking about these tariffs, vaughn just outlined all of the ways in which the u. S. Producers might suffer from this, not to mention american consumers on goods theyre trying to get from out of this country. Why do folks still give republicans and Donald Trump so much credit on the economy . Traditionally, republicans have enjoyed better ratings on the economy because of lighter taxes and a lighter regulatory touch, and i think thats been with him. Theres a real incoherence to Donald Trumps economic message. Here he is insisting that countries invest in manufacturing in the united states while at the same time hes for blowing up a deal, nippon steel, they want to buy u. S.
