He said his choice has been clear and he invoked Vice President harris in standing with him. We know there are conversations at a high level between the u. S. And ukrainians that speak to a Potential Disconnect here, and i think the event thats on President Bidens schedule later today speaks to that. Hes going to be hosting other G7 Leaders where theyre going to make a joint declaration about the Reconstruction And Rebuilding of ukraine. That title alone suggests a hope for an End Point that comes sooner rather than later. But i think as interesting as it was to hear from President Zelenskyy to the broader u. N. Today talking about the continued threats that ukraine faces, the warning against a frozen truce rather than a lasting peace, his commence were much more blunt yesterday to a smaller gathering, the u. N. Security council, when he talked about the need not just for plans, we need action, he said is needed. He said that russia can only be stopped by force. And so President Zelenskyy will be attending this meeting later today. This will be the first opportunity he may have to discuss with President Biden one of the major asks that ukraine has been asking of the west, not just the united states, but the ability to use some of those weapons that have been provided to ukraine to strike deeper into russian territory. This Meeting Today will come ahead of a more formal sitdown that President Biden will host President Zelenskyy at the White House tomorrow. President zelenskyy will also be meeting with Vice President harris. But, ana, to the political dynamic at home, interesting our team covering President Trump reporting this morning that he will no longer be meeting with President Zelenskyy. Thats a meeting thats not on his schedule, a significant development as weve heard trump on the Campaign Trail really criticizing President Zelenskyy, talking about how every time he comes to the u. Igor, coming back to what we just heard from zelenskyy, he really stressed the nuclear threat. What is zelenskyy hoping to achieve with his Speech Today and what do you see as his hurdle . First of all, i have to point out the fact that the nuclear threat is real. Its not a game, its not a strategy. Its a real threat. The case with the Zaporizhzhia Power Plant that happened in 2022 is a real case. And god forbid, if one of the missiles goes astray, it will be chernobyl 2. 0. The threat is clear and President Zelenskyy is trying to get the world to wake up to the fact were on the brink of a nuclear tragedy is nobody is paying attention. There was more to his speech. First of all, there was a comment that i think was a jab at President Trump, a direct jab, because nobel peace prize, that was what President Trump was interested in back in 2019 when President Zelenskyy had his first runin with him. And, also, i think the most important message was about peace, the real just peace. Because the quickest way to peace is actually losing the war. But losing the war means losing a sovereign nation, losing 40 odd million europeans to a dictator. So what President Zelenskyy is trying to get to here is to get the world to wake up to the fact that we need not just a frozen conflict in two weeks or so. And i think to that point he emphasized its not just about ukraine. Ambassador mcfaul, zelenskyy echoed something weve heard from President Biden, that vladimir Putin Wont Stop at just ukraine. Here is that section of the peace. No just peace without ukraine, and i think every leader, every country, that supports us in this, that understands us, that sees how russia, a country more than 20 times larger than ukraine in territory, still wants even more land, more land, which is insane. And is seizing it Day By day, while wanting to destroy its neighbor. Ambassador, what do you think was his Target Audience Today . Mr. Trump, mr. Vance, on the Campaign Trail, theyve been talking very flippantly, naively, about im just going to call up these two guys and tell them they have to have peace, and when you look at what they mean by that, they mean telling ukrainians to give up their territory. Land for peace. And President Zelenskyy is making Crystal Clear that hes not interested in that kind of peace. First and foremost because he doesnt want to give territory to an imperial invader and i thought that framing was also important at the United Nations to remind the world this is imperialism, but, secondly, been there, done that. Putin took territory in 2014 and he didnt stop. And i think President Zelenskyy wants to remind people that that is not a just peace and its also not a permanent peace by just trying to force ukraine to give territory to putin. That Wont Lead to a sustained peace. Ambassador taylor, the word he kept coming back to was peace and hes been talking about a Victory Plan lately hes planning to lay out in maybe some of those closeddoor meetings. But he didnt talk to a Victory Plan today. What do you make of that . Ana, he told many of us that his first description of the Victory Plan was going to be to President Biden, and he has a short opportunity to do that today and a longer opportunity to do that tomorrow. I think he will hear a general outline of the Victory Plan, which he has been clear about. Its how to put pressure on the russians to realize that theyre not going to win this war. To realize theyre not going to be able to take over ukraine. To realize that ukraine will continue to exist because the americans will not give up, the ukrainians will not give up, the europeans will not give up. Thats his Victory Plan. Its a demonstration, its got military components, it has economic components, diplomatic components. We heard some of those diplomatic Components Today in his tenpoint Peace Plan which he described in his speech just now. So that is the Victory Plan, and it is to put pressure on the russians to realize theyre not going to win this war. And we all talked about how Donald Trump sees this conflict very differently. Here he was speaking about u. S. Aid to ukraine just yesterday. Watch. Every time zelenskyy comes to the united states, he walks away with 100 billion. I think hes the greatest salesman on earth. But were stuck in that war unless im president. Ill get it done. Ill get it negotiated, ill get out. Weve got to get out. Biden says, we will not leave until we win. What happens if they win . Thats what they do, they fight wars. Somebody told me the other day, they beat hitler, they beat napoleon. Thats what they do, they fight. Igor, whats your reaction to that . Well, its kind of difficult to react to that with a straight face. Ill do my best. First of all, he said, what if we lose this war. So the fact that President Trump is proposing to lose this war to putin, the question that i have, as a member of the Western Civilization is why . Whats his motivation to propose to lose to putin . Ill leave that question open. Ambassador, how strong is the resolve of the other leaders listening to that speech to keep spending money, to keep Sending Resources to help ukraine, especially as they hear trump basically saying, if i win, the ukraine Aid Era is over . I think the resolve is strong within the nato alliance, especially those closest to the war. You saw some very strong speeches at the United Nations supporting the war and explaining why this idea of pulling out will not lead to peace. I want to emphasize that. Trump has a mythical argument here that if i put pressure on zelenskyy to give this territory to putin, theres going to be Peace In europe. Thats not true. Weve been there, weve done that. Remember, this war started in 2014, not 2022. And i want to remind your listeners, President Trump was president for four years during that war, he did nothing to stop that war. Why should anybody believe that hell be more successful this second time around . But the Bottom Line is, there wont be peace unless the russian soldiers are stopped, just as President Zelenskyy said. So if you want peace, we to give them the means to stop the russian invasion. Ambassador taylor, to that idea of what those means are, we know zelenskyy is making this Big Push for allies to provide these longrange missiles so that he can hit further into russia. Do you think that allies and western nations will back that . Absolutely, ana. I think they may have already decided to back that. We will hear sometime soon what the nations have decided. I think that they will decide, as they have in the past every time theyve had to make a decision like this, whether its a Weapons System or the ability to shoot into russia, 10, 15 kilometers, theyve always had a hard time, taken the time to debate, too much time to debate, but then theyve made the right decision. I believe, yes, they will make the decision to allow ukrainians to use longrange weapons at military targets inside russia, and that will be part of this Peace Plan. In florida, millions of people are under a State Of Emergency as tropical Storm Helene barrels toward the gulf coast. At this hour, helene is nearing Hurricane Strength and could be a category 3 when it makes landfall tomorrow. All of South Florida right now is under a tropical Storm Warning as Officials Order evacuations for some barrier islands, lowlying communities and longterm care facilities, with lifethreatening Storm Surge expected all Up And Down the states west coast. Nbcs Marissa Parra is in Pinellas County. Angie lassman is tracking the storms path. Here is the deal, weve got most of the state of florida under tropical watches and warnings and alerts. You can see where the Hurricane Warning has been extended into georgia from the florida coast, mainly looking at the Big Bend stretching down to tampa. Weve got the expected impacts far reaching across parts of the southeast, even into the Tennessee Valley through the next couple of days. We are nearing Hurricane Strength, weve got 70mileperhour winds, Northwest Movement at 9 miles per hour. The system doesnt show any signs of slowing down. Instead, it will enter the warm waters of the gulf of mexico, continue to intensify. Well see wind shear, warm waters and plenty of moisture to tap into. Its going to be no surprise when it reaches major Hurricane Status as it approaches the florida coastline. The timing, about 6 00 to 10 00 p. M. Tomorrow. Places like tampa not in the cone. That doesnt mean the impacts wont be reaching across most of the state of florida and into the southeast, and even as the system weakens, were going to be looking at threats as we get into friday. One thing about this system, it is massive, it is expected to grow as it enters the gulf waters, even as we look ahead to tomorrow in the morning hours, its going to be over 400 miles wide. That means the impacts, the really strong winds will be pushing all of that water up against the coast for a larger amount of area. It will be larger Storm Surge and strong winds are going to be more expensive. The tropical Storm Force winds will cover most of the state of florida as we get into the later parts of today, Theyll Start for South Florida. As we go through the day tomorrow, theyll spread farther to the north. The Storm Surge, the highest of course closer to the center, so 10 to 15 feet of water piling up at the coastline. We know that water is the Number One killer when it comes to these kinds of things. Notice down toward Tampa Bay, 4 to 8 feet of Storm Surge, that is something that would be quite impactful. On top of that, were going to see the Flash Flood Risk into parts of the southeast. Upwards of a foot of rain is expected in some spots into friday. It sounds ominous. Marissa, how are people preparing . What kind of impact are they expecting there . Ana, good morning. So where there is a hurricane or tropical storm approaching, theres probably a Sandbag Station and thats where we are right now. This is the Tampa Bay region and we are seeing families starting to fill sandbags to protect their homes and a lot of people are telling me theyre doing it For The First Time. One gentleman with this truck is actually filling sandbags for his community. So were seeing a lot of people doing those preparations, ana. I want to show you something that maybe you havent seen before. What youre about to see is video of something called an aqua fence. Its a Tenfoot Barrier surrounding the only level 1 Trauma Center in the region. This is tampa general hospital. That fence eventually allows them to brace themselves and stay operational for up to 15 feet of Storm Surge. Ana, this is something that this entire region is bracing for. Peer in Pinellas County and theyre seeing mandatory evacuations for those in lowlying areas, those in mobile homes. We have talked about the massive scope of this. We just heard that from angie. We know there are at least 61 counties that have declared a State Of Emergency. So a lot of preparation is happening in different ways, even for those who arent expecting hurricaneforce winds, the Storm Surges, the flooding, a big risk. And remember, a lot of these communities are still recovering from different hurricanes, whether its Hurricane Debby most recently that impacted in terms of floodwaters. A bipartisan Senate Report released just this morning highlights a series of Secret Service failures before the first Assassination Attempt on former President Trump in pennsylvania back in july. Among the findings here, the Secret Service, were learning, was made aware of a suspicious person 27 minutes before the shooting. There was a breakdown of communication with officers, not in constant radio contact, instead relying on Cell Phones. And the Trump Team was denied specific assets it wanted for this rally, like a team to help coordinate tactical assets. Lets get more on this from nbcs ryan nobles, and Ryan Reilly also with us. Walk us through what else is detailed in this report. Reporter ana, its pretty astonishing because weve learned quite a bit about the Communication And Security breakdowns around this Assassination Attempt. With each new investigation comes a new report with new startling details about what went wrong on that day. What really stands out in this new Senate Report is this lack of communication between the various Law Enforcement agencies that were responsible for protecting the president. For instance, local Law Enforcement and the Secret Service personnel on the ground were not even on the same radio channel. They were only able to communicate through Cell Phones or in person, which made it very difficult for them to get real time updates, and it was that local Law Enforcement presence that first spotted the shooter on the roof, before the shots rang out. And it was also a breakdown in communication that left that roof unprotected. Listen to what the chair and the Ranking Member of the House Homeland Security or the senate Homeland Security committee told us about their report. When you look at the failures when it comes to communication, when it comes to planning, when it comes to reacting when a suspicious person became obvious to local officials, it was something that could never happen again, and clearly a lot of changes need to occur. I think how many failures by the Secret Service occurred, one after another, it was sort of a constellation of everything that could go wrong went wrong. God forbid something happen and people believe that he wasnt given the same security, so now he is going to get the same security as the Vice President and the president , and i think thats justified. Reporter if there is any good news that came out of this report, ana, it is that the senators believe that a lot of these errors were human in nature and can be fixed through simple policy changes. In other words, local Law Enforcement should be in constant communication with Secret Service. There should be one person in charge of the entire Security Perimeter to make sure that every single location is protected and paid attention to. Its something that theyre hoping the Secret Service implements immediately, because we are at the height of a very competitive campaign. And Ryan Reilly, there are also some new developments with the second apparent Assassination Attempt on Donald Trump, right . Whats the latest with that suspect . Yeah, so you remember the suspect was initially charged with the sort of lower level oh offenses and that was used to hold him. And prosecutors succeeded in getting a judge to order he be held until trial. We knew there was probably going to be a Federal Grand Jury that came in and indicted him on other charges at some point. So despite Donald Trump saying initially earlier this week that he believed that the fbi was downplaying this attack, thats not, in fact, what we know now happened. The Federal Grand Jury indicted the suspect on the most serious charges you could possibly imagine, ones that could hold this individual in jail for the remainder of his living days on earth. So he could potentially see a Prison Sentence for the rest of his life if convicted of these charges at The End, ana. Ryan reilly and ryan nobles, dynamic ryan duo today. Vaughn, while i have you, we started the Show Hearing from President Zelenskyy from ukraine and i understand you have new reporting about why President Trump, the former President And Zelenskyy are not meeting this week. What happened . Reporter right. Last week Donald Trump implied that he was going to meet with zelenskyy. Zelenskyy himself said that he was going to meet with Donald Trump. Im told by a Campaign Official that Donald Trump chose to ultimately not set up this new York Meeting with the ukrainian president out of frustration with his appearance in pennsylvania, alongside, the way this official put it, a harris surrogate. We saw zelenskyy refer to j. D. Vance as too radical on the russia ukraine issue, and this official tells me they believe that zelenskyy intends to, in the words of this official, interfere in this election. Its not clear exactly what that means, but they said they believe that democrats will continue to prioritize ample u. S. Financial backing of ukraine into 2025 and beyond. And as we heard from Donald Trump just yesterday on that campaign stage, he questioned whether that was a good investment, by calling Zelenskyy One of the greatest salesmen on earth, and saying that russia had beat the likes of napoleon and hitler, and what they do is they fight, seemingly showing reticense. Meantime, yamiche, the Vice President will be in Pittsburgh Today as shes trying to chip away at trumps lead in the polls on the economy. What does she have planned . Reporter thats right. Well, Vice President harris is set to deliver a major economic speech, Campaign Aides tell me this is focused on voters and making sure they understand that the Vice President is fighting for them, that she understands their pain, that she really has a vision for the economy thats going to help all americans rise and really reach their full potential. Its interesting, because they are billing this as a pragmatic speech and she really wants to talk about sort of what she would do for Everyday Americans who have Kitchen Table challenges. I should tell you, of course, over and over, ive heard from voters that say the economy is their Number One issue and it is impacting how theyre going to vote. I also think we should point out that the harris campaign, theyre putting out statements really highlighting not just what shes going to do, but what she has done in the past. And i want to point out terrence woodbury, Polling African American voters for the Vice President. He said those working to start their new businesses, first homeowners and those dealing with weight of Student Loan have been impacted by the work of Vice President harris and he says theyre going to continue to be impacted and shes going to continue to do that work when she builds an opportunity economy. So we should expect the Vice President to be using that word, opportunity economy, and we should be expecting her to lay out how she really sees the struggles that americans are going through and how she wants to impact that. Matt, whats the latest there in the region and how are officials responding to fierce of escalation . Reporter yeah, were hearing the Death Toll increasing, just now in the past couple of hours it has broached the 600 mark since the week began. Theres now approximately 615 people killed here in lebanon ever since israels latest expansion of bombardments against hezbollah started at the beginning of the week. And of course this follows last week when we saw unprecedented attacks against pagers and walkietalkies that were held by hezbollah and this has been widely blamed on the israelis. So this is an attack that could go in any direction from now on. And weve been hearing up until now no real indication that israel had been preparing for a ground invasion, until this morning. And we just heard from the head of israels Northern Command saying that soldiers there should be ready for maneuvers and weve been hearing from the israeli military saying they are calling up Reserve Brigades and preparing for action on the northern front. So this after a week of increased hostilities, far beyond what weve seen over the last year. We support solving the problem, but we believe the best way to solve it is through diplomacy, not through war. Reporter its not just the united states, ana. Youre going to be hearing tonight from the United Nations security council, convening for the second time in the past week to discuss whats going on here in lebanon, and you can expect to hear some very, very strong words against israel, ana. Do you agree with jordan, Iraq And Egypt that israel is pushing the region toward allout war . Well, i think were really at an Inflection Point as President Biden said at the United Nations yesterday, in the context of World Affairs and the united states. I think israel is at that Inflection Point right now. We have to remember they have been under assault for the past year from within, with hamas, and now from without in terms of hezbollah, and also iran. So the israelis have taken the position, were not going to allow you to continue to attack us. Were going to respond in ways that will degrade you and send the signal that were not going to allow you to destroy our country. The administration, the biden administration has taken the position, we support you, but you need to take care that you dont kill innocent civilians on a large scale. Collateral damage is a word we hate to use. It means youre killing innocent people. And so that is going to, on a shortterm basis, perhaps youll be winning the battle as such, long Term Youll lose the war because youre creating more enemies than you currently have. So i think what the biden administration is trying to do is say, were with you, but you need to take Care And Target your enemy in a way that you reduce the casualties to innocent women and children and non combatants. And that means diplomacy is the better course. We keep hearing from the biden administration to deescalate. The question, is israel listening and are they taking that message to heart . I do want to ask you about this update in terms of the escalation were seeing between these two factions, while hezbollah and then israel, of course. Hezbollah firing more than 300 rockets at israel yesterday, even Targeting Tel Aviv, the countrys economic center, For The First Time. What does that tell you . It tells me that lebanon, or at least hezbollah, will be inviting a massive retaliation by the israelis. That is what the israelis are telling them and thats what they will do. So i think cooler heads need to prevail at this particular point. We need to a is cessation of hostilities and exchange hostages. Israel is never going to be safe as long as theres an independent Palestinian State. Theres never going to be an independent Palestinian State unless they recognize israels right to exist. Those are the fundamental truths. Until both sides understand the path to peace, this is going to continue as it has continued over history, over millennium. The path to peace is going to require people to say israel has a right to exist and palestinians need to have a homeland as well. Until that happens, theres going to continue to be warfare. Hezbollah is supported by iran, which we know is trying to interfere in the u. S. Election. And just yesterday the Trump Campaign says the former president was briefed by top u. S. Intelligence officials on, quote, real and specific threats from iran to assassinate him. Now, iranian officials have called this allegation unsubstantiated and malicious. How are you looking at this threat from iran . Well, i take every threat seriously and we have to remember, however, the last two Assassination Attempts were carried out by White Males, not by migrants or people of color, but by White Males who had registered as republicans. Now, whether or not the iranians are threatening this, this will be a very bad move on their part to even contemplate this, because we would retaliate against the iranians if they should kill a u. S. Leader, someone who is on the verge, at least within range of winning a new term as president of the united states, if you Plan An assassination and were successful, or even if youre unsuccessful, you are going to receive a response from the united states that will be devastating. Mr. Secretary, you just endorsed Vice President harris in the upcoming election and you were one of more than 700 former military and national security officials to do so this week, saying in an open letter, and i quote, this election is a choice between serious leadership and vengeful impulsiveness. I just want to remind our viewers, youre a former republican senator, you did serve in a democratic administration in the clinton years. Why did you decide to endorse the Vice President and what do you see as the stakes of this election from a national Security Perspective . The Rule Of Law is at stake. We saw Donald Trump incite, if not conspire with an Insurrectionist Mob to overthrow our government, and while it was taking place, sitting back and watching to see whether or not his own Vice President was going to be hung or killed or the speaker of the house murdered and other members of congress. That alone would be enough to persuade people to say, that man should never be allowed in the White House again. He abdicated his responsibility, his oath of office, to protect and defend, and for that reason alone he should never be nearby the Oval Office again. Reporter well, one of the democrats favorite refrains the entirety of this congress has been that they will do the same that is in the best interest of the american people. Certainly this latest salvo of the Government Funding Debacle allows them yet another opportunity to do that. Ill be going downstairs to talk with leader Hakeem Jeffries in the next few minutes and i imagine hes going to say some version of that, that, of course, democrats are willing to provide the votes here because keeping the government open is the right thing to do. But, of course, in getting here, Speaker Johnson had to go through a Plan A that you and i have just about talked to death that was both the preference of some conservative hardliners in his party, but was also the preference of former president Donald Trump, who wanted to see a sixmonth kicking of the can down the fiscal road, putting funding to march of 2025, and then also insisting that they include this socalled save act, a proof of Citizen Election Legislation piece that was never going to pass in the senate. That brings us to where we are right now, which is whats on the screen, which funds the government at current levels, also adds 231 Million for Secret Service to use in this very tumultuous period leading up to the election as they try to ramp up Security Efforts on the Campaign Trail and then, of course what is not in the bill is that save Act Legislation and thats why you see it, the top of the screen, theyre doing this by a twothirds support metric and thats because theyre doing it through a procedural slight of hand called suspension. That means you need a twothirds majority and the open question here is will a majority of republicans even vote for this or will it be democrats that carry it over the line. Ali, is johnson worried about political blowback . Reporter he sort of has to be, right . We have seen another speaker just in the last two years, the same congress, be felled by making a bipartisan deal to keep the government open and funded. Certainly Speaker Mccarthy is a lesson to be learned, but whether or not johnson can avoid the same outcome is open for debate. There is going to be an election that is held here in congress after things shake out and we figure out if republicans still hold the majority in this chamber or if theyre going to be in the minority party. Either way, johnson wants to be in that Leadership Structure as Speaker Or Minority leader and this could be the thing that makes it harder and it was already going to be hard.
