Assembly aS President of the united states. Itll be my last. Ive seen a remarkable sweep of history. I was first elected office of the united states of america as a u. S. Senator in 1972. Now, i know i look like im only 40. I know that. President Joe Biden Yesterday with a lighthearted start to his final United Nations address. Well bring you much more of the president s major speech to World Leaders straight ahead. Meanwhile, the former president , continues to take a much different tone on several Foreign Policy issues including Russias Invasion of ukraine. Well also play for you those comments. And well bring you the latest out of The Middle East as israel and the lebanonbased militant group, hezbollah, appear to be moving closer to an allout war. Good Morning And Welcome to way too early on this wednesday, september 25th. Im jonathan lemire. Thanks for starting your day with us. And we have a lot to get to this morning, and well begin with president Joe Bidens speech at the United Nations general assembly. This was bidens fourth and final address to World Leaders while serving aS President of the united states. Bidens wide ranging speech highlighted the threats to international alliances, Russias Invasion of ukraine, and of course, the escalating conflicts in The Middle East. Therell always be forces that pull our countries apart and the world apart, regression, extremech, chaos, and cynicism, a desire to retreat from the world and go it alone. Our task our task is to make sure that the forces holding us together are stronger than those that are pulling us apart, that the principles of partnership, that we came here each year to uphold, can withstand the challenges, that the center holds once again. My fellow leaders, i truly believe were at another Inflection Point in world history. The choices we make today will determine our future for decades to come. We stand behind the principles that unite us, we stand firm against aggression, when we end the conflicts that are raging today, when we take on global challenges like climate change, hunger and disease, when we plan now for the opportunities and risk for revolutionary new technologies. Putins war has failed at his core aim. He setout to destroy ukraine, but ukraine is still free. He setout to weaken nato, but nato is bigger, stronger, more united than ever before with two new Members Finland and sweden. But we cannot let up. The world now has another choice to make. Will we sustain our support to help ukraine win this war and preserve its freedom, or walk away and let aggression be renewed and a nation be destroyed . I know my answer. We cannot grow weary. We cannot look away. And we will not let up on our support for ukraine, not until ukraine wins a just and endurable peace on the u. N. Charter. I put forward with qatar and egypt the Ceasefire And Hostage deal. Its been endorsed by the u. N. Security council. Now is the time for the parties to finalize its terms, bring the hostages home, and secure security for Israel And Gaza free of hamas grip, end the suffering in Gaza And End this war. October 7th since October 7th weve also been determined to prevent a wider war that engulfs the entire region. Hezbollah, unprovoked, joined the October 7th attack launching rockets in israel. Almost a year later two men on each side of the israeli, Lebanon Bord remain displaced. A fullscale war is not in anyones interest. Even in a situation thats escalated, a diplomatic solution is still possible. In fact, it remains the only path to lasting security to allows the residents from both countries to return to their homes and borders safely. Thats what were working tirelessly to achieve. Meanwhile, israeli prime Minister Benjamin Netanyahu iS Pushing back his scheduled address to the general assembly. An official tells Nbc News that netanyahu was supposed to speak at the u. N. Tomorrow but will now give his speech on friday. The change comes as israel is launching an extensive attack against hezbollah across lebanon. According to the prime ministers office, netanyahu will now leave the u. S. Tomorrow and plans to return to israel on saturday. Meanwhile, on the same Day President biden spoke to the u. N. About the importance of alliances, former President Donald Trump had a Campaign Event in savannah, georgia. In his speech he not only undermined Americas Position in supporting ukraine, but once again claimed that only he can resolve that conflict. I will prevent World War 3, and you are very close to World War 3. Biden and kamala got us into this war in ukraine, and now they cant get us out. They cant get us out. I watched him. We will win, we will. Hes been saying that for three years. Every time zelenskyy comes to the united states he walks away with 100 billion. I think hes the greatest salesman on earth, but were stuck in that war unless im president. Ill get it done, ill get it negotiated, ill get out. Weve got to get out. Biden says we will not leave until we win. What happens if they win . Thats what they do, they fight wars. As someone told me the other day, they beat hitler, they beat napoleon. Thats what they do, they fight, and its not pleasant. Joining us now twotime pulitzer prizewinner, Nbc News National Security editor, david rhodes. The author of the new book with the title where tyranny begins, the justice department, the fbi, and the war on democracy. Thanks for starting us off this morning. A lot of Flash Points right now but lets start with The Middle East. As noted prime Minister Netanyahu keeping his trip short with the escalating violence there. How close do you think we are and the people you speak to, how close do they believe we are to coming to an allout war . The key thing is whether israel launches a Ground Invasion, these heavy, heavy strikes in one day over 500 people were killed in Southern Lebanon. That was more than the number nearly the same as the roughly 600 who died since October 7th, hitting hezbollah, which is definitely a threat to israel. So the key is the u. S. Is watching to see if israeli Ground Forces and tanks move towards the border there. If there is an israeli Ground Invasion other arab nations, Jordan And Egypt are coming under pressure to sort of mask their forces towards the israeli border, and thats the regional War Everyone is very worried about. Certainly its been a priority from the biden administration throughout to try to deescalate that conflict as well as bring a ceasefire to gaza. Lets spend a minute talking about President Biden. His u. N. Address and pretty pointed remarks talking about how made the decision to abandon his Reelection Bid and that felt like it was aimed at a couple of people in that room or potentially some watching from israel. What sort of legacy and Foreign Policy do you think the former president will leave here . And perhaps more importantly does he leave a safer world behind him . Its an epic war for this environment and the postwar system. The u. N. Seems to slow or stop the war. And critics said the u. N. Protects with its veto and theres a real i think deterioration in the relationship between biden and netanyahu. Theyre not meeting this week, and the u. S. Doesnt really know what the u. N. Is going to do. The u. S. Has resorted to sort of aerial monitoring of u. S. Troops to know if there is an israeli Ground Invasion of lebanon coming. Its sort of an extraordinary week at the u. N. Its a moment for the u. N. To step up, the whole international System Binding is defending and then we can talk about trump is offering thats where i want to go in our brief last question is the idea the Contrasting Visions Of The Future here that trump iS Presenting and clearly willing to work with putin to negotiate a deal there. And then we assume Vice President would largely continue President Bidens view of the world, its a stark choice. It is. And you saw in trumps remarks he didnt mention one word, putin. He talked about like biden starting the war in ukraine. It was Vladimir Putin who did that, invading a solveren nation, Jailing Journalists in his own Country And Anyone who opposes him. Hes aa thoritarian dictator. His efforts to solve conflicts in North Korea and other places didnt work. Well see. Wide biden doesnt have an either but this a stark choice. David, thank you again for starting us off this morning. Hitting another story now. Federal prosecutors have charged the man who was spotted with a gun outside trumps Florida Golf Course with attempted assassination of a president ial candidate. This new charge stems from the September 15th incident when Secret Service agents spotted 58yearold Ryan Routh with an Assault Weapon with the Guns Barrel protruding from the bushes of the West Palm Beach golf course. Routh was also charged with two more counts, possessing a firearm and assaulting a federal officer. In all routh now faces five Felony Counts and could face life in prison if convicted. The case has been assigned to u. S. District judge aileen cannon. Yes, she is indeed the same trumpappointed judge who dismissed the criminal Documents Case against the former president earlier this year. Meanwhile, a just released report is revealing new information about the first Assassination Attempt against trump. Thats the one from july in butler county, pennsylvania. In the interim report, senate investigators state a lack of communication, preparation, and allocation of Resources Led to vulnerabilities in the Secret Service protective posture on the day that a Gunman Shot and Hit Trump in the ear during a rally. A man in the crowd was also killed. Senate Homeland Security Gary peters spoke to Nbc News about the reports findings. Well, it just stands out a multiple level of failures from Secret Service. Obviously it was their job to make sure they were protecting Donald Trump. And when you look at the failures when it comes to communication, when it comes to planning, when is comes to reacting when a suspiciouS Person became obvious to local officials, it was something that could never happen again, and clearly a lot of changes need to occur. The report also includes new information about how Secret Service agents on the ground and local Law Enforcement were not working together to make sure the venue was safe, and how the Trump Protective Detail repeatedly asked for additional resources and was denied. The report ends by highlighting additional outstanding lines of inquiry the Committee Plans to pursue as a part of its ongoing investigation. Shell make a stop in pittsburgh where her campaign says shell deliver a major speech outlining her vision of the u. S. Economy. She previewed that speech to reporters on sunday. Its about what we can do more to invest in the aspirations, the ambitions of the american people while addressing the challenges that they face whether it be the high price of groceries or the difficulty in being able to acquire homeownership. The Harris Campaign has been pushing hard to close the Polling Gap between the Vice President and Donald Trump and who americans trust more to handle the economy. On a related topic despite criticism from many economists, former President Trump continues to pitch tariffs as a way to lower costs for americans. If you dont make your products here, then you will have to pay a tariff, a very substantial tariff when you send your product into the united states. And by the way, you know, for years they knocked the word the Word Tariff properly used is a beautiful word, one of the most beautiful words ive ever heard. Its music to my ears. A lot of bad people didnt like that word, but now theyre finding out i was right, and we will take in hundreds of billions of dollars into our treasury and use that money to benefit the american citizens, and it will not cause inflation, by the way. That was trump in Georgia Yesterday and on Capitol Hill Senate Minority Leader Mitch Mcconnell was asked about the former president S Plan to raise tariffs. Take a look at what mcconnell had to say. You know, im not a fan of tariffs. They raise prices for american consumers. Im more of a free Trade Kind of republican that remembers how many jobs are created by the exports that we engage in. So im not a tariff fan. A rare break in policy there from mcconnell. Time now for the weather and lets go to Angie Lassman with the forecast and i know you have your eye on a major storm. Yeah, tropical storm helene. And this is the Area Waeg Goto watch for direct impact here as we get into your thursday, but meanwhile the system still just to the east of mexico. 65 mile per hour winds. Thats up just a tick with the pressure down just a little bit with the latest updates. Still tropical Storm Strength but expected to become a Hurricane Category one later today. And then it spends some time over really warm waters, a low sheer environment with plenty of moisture to tap into, so no surprise if we get rapid intensification happening with this system before it makes landfall. That means major hurricane at landfall as we get into thursday, late in the Day Evening hours for parts of the big bend area. This will move to the north, and well see it kind of bring some heavy Rain Threat to folks across that region. But the Storm Surge will be impressive, 10 to 15 feet closer to the system center. Even still as you go down to Tampa Bay, 4 to 8 feet for Storm Surge. This is big system, so weve got Rain Extending well into interior areas of the southeast. The Flooding Concern will be there. This is something well deal with a couple of days. I mention its expansive. Our tropical Storm Wind Field as it sits right now to places like Tampa Bay over 400 miles from the center. That means wind damage, rain, all of that is going to extend farout from the central of the system. Angie lassman, thanks so much. Well be checking back in with you on this. Back to politics now, and Vice President Kamala Harris has voiced support for ending the Senate Filibuster to pass a law in order to restore the protections of roe v. Wade. I think we should eliminate the filibuster for roe, and we need and get us to the point where 51 votes would be what we need to actually put back in law the protections for reproductive freedom. Following those remarks, which came during an interview on a Wisconsin Radio station, independent senator joe manchin, a staunch superior courter of the 60vote Threshold revealed he will now not endorse harris for president. Ive been very, very clear on how strongly i believe that when you go down that slippery path you dont just do it for one issue. There are so many important issueS People have. Would you endorse her for president then . Im not endorsing her. Manchin had not yet previously endorsed harris and lets remember did not endorse Joe Biden in the 2020 election. Joining us now white House Reporter for the associated press, colleen long. The coauthor of an important new book titled im sorry for my loss, an urgent examination of reproductive care in america. Well get to your book in just a moment. First lets get your reaction to Yesterdays News here. Harris saying she would support to end the Fill Bister but the senator of arizona responded this way. Quote, to state the supremely obvious eliminating the filibuster to Codify Roe v. Wade would also enable a future congress to ban abortion nationwide. Talk about the politics of abortion and the filibuster. Yeah, thanks, john. So, you know, i think harris is echoing a biden administration policy. As you know the president had been opposed to any Filibuster Reform up until pretty recently, and then he also said that he would support ending the filibuster in order to Codify Roe. So Harris Isnt going beyond what the administration is saying, but i think its an important statement on where the democrats are right now with Abortion Rights as a major driver for the 2024 election. You know, you see harris speaking routinely about how she believes roe was wrongly decided, that the constitutional right to abortion needs to be restored, and the filibuster or where guess i should say ending the filibuster specifically for roe would be one way to do it. Certainly since the Dobbs Decision Abortion rights largely undefeated at the ballot box. Well have to see if thats the case this november. You expertly report in your book with your coauthor the extremely complicated nuances of losing a pregnancy, ending a pregnancy, and more. Tell us a little bit about what you found are some of the things that people are simply most misinformed about. Yeah, i think we started this research to investigate why we in the u. S. Are so illequipped to talk about Pregnancy Loss. In the middle of the Research Roe was overturned, and it took on a more critical urgency because we really understood that people are unaware of how connected all of the reproductive Health Care issues are. So the same procedures that are used in abortion are also used to treat Pregnancy Loss because we separate them, you know, culturally and we talk a lot about a perfect pregnancy and ending an unwanted pregnancy, we ignore everything in between. Were seeing now that, you know, increasingly people who never intended to end a pregnancy are getting caught up in restrictions since the fall of roe. The new book is im sorry for my loss, an urgent examination of reproductive care in america. It is deeply powerful and personal. It is on sale now. Pick up a copy. White House Reportr for the associated press, colleen long, thank you for joining us this morning. Really appreciate it. Thank you, john. Next up here well go live to cnbc for an early look whats driving Wall Street as investors try to shake off the latest Consumer Confidence report. Way too early will be right back with that. Heres to getting better with age. Heres to beating these two every thursday. Help Fuel Today with boost high protein, complete nutrition you need, and the flavor you love. So, heres to now. Now available Boost Max time now for business, and for that lets bring in cnbcs Arabile Gumede who joins us live from london. Good morning, arabile. So now that the Central Bank has begun to lower Interest Rates here in the u. S. , the economy is becoming a significantly bigger focus for investors. How is Wall Street looking early this morning . Yeah, so youre quite right. I mean, its really just been about the data for the longest time, right . And now youve seen that bump of 50 Basis Point Cut in Interest Rates, its moved from cut to cadence. Just how quickly and how fast will the Central Bank be cutting Interest Rates from here . But the market is looking at all that and asking itself is there enough room over here to look at other stocks, some that do relatively well in a low interest rate environment. So you find some stocks are managing to move even higher. Having said that you still saw a 41st record high for the S P 500 yesterday. The Dow Jones Industrial also managed to move higher. You even had the nasdaq going up 0. 5 . Still significant gains in this market. May not be as much as before but still upward momentum. Were seeing american consumers are feeling a little less confident as concerns about jobs are taking Center Stage in the election. Indeed, so thats the Consumer Confidence Figure that just came out yesterday. That figure ultimately dropping to the lowest since august 2021. That was back when covid19 was happening, and really the market has been trying to find exactly where the weaknesses have been. It really has been in pretty much job as well as business conditions, actually. Those have been the key elements. If jobs are very important, lets Take A Look at the unemployment figure. That has been quite important for the Central Bank as well, and Thats Something theyre focused on. So the rate now for that Consumer Confidence Figure is 98. 7. In fact, all five subsindices that make up the Consumer Confidence index, actually, all of them managed to fall off as well, so that gives you a clear sense that consumers not necessarily as confident, but for now still spending as much as they have in the past. And lastly, significant headline here. The u. S. Department of justice has filed a lawsuit against the Credit Card Company visa and accused it of having an illegal monopoly. Tell us the impact that could have on the debit card market. Thats huge. Lets remember around 60 of transactions actually run through Users Debit Payment system actually. Thats going to be quite significant because thats at least 7 Billion at the very least in charges that theyre able to actually charge consumers now. Ultimately, if they did indeed have this monopolistic advantage then, that just means they were able to charge consumers whatever it is they are they wanted, it meant consumerS Paid a whole lot more for goods and services, so prices were actually a whole lot higher than perhaps was intended at that time. So this could be very significant, if this really does come to bear. Could it mean lower prices . Could it mean a slash on rates and charges that are charged then by Credit Card companies . Of course Visa And Master card, the other competitor in this space, do occupy a significant portion of those Visa Payments or of the payments that happen on debit and Credit Cards as well. All right, cnbcs Arabile Gumede, live from london, thank you as always. Next up here well return to The Middle East and bring you the latest on israels extensive attack against hezbollah as President Biden and other World Leaders urge both sides to deescalate. And lebanese officials estimate that about 27,000 displaced people are now in temporary shelters. And they believe that number will only continue to grow. Lebanon officials said it yesterday, an israeli strike near beirut destroyed a 6story building killing at least six people. The Israeli Military claims a senior Hezbollah Commander died in that attack. In total the Lebanon Health Ministry believes that more than 500 people have died since the strikes began on monday. Theyre seen as more credible than the Health Ministry there in gaza. Meanwhile, in israel, hezbollah says it targeted the mossad headquarters, but that rocket was intercepted by the idf. This was the first time israel has tried to strike within tel aviv. Joining us now national Security Analyst for Nbc News and msnbc, clint watts. Good to hear from you this morning. We heard from president Biden Yesterday saying the urging deescalation, suggesting violence was not the right path here. But were seeing the conflict at least for the moment only escalate. Give us your analysis of where things stand right now between israel and hezbollah. Yeah, jonathan, whats fascinating is the amount of pressure the Israeli Military iS Putting on in really what is successive conflicts. If we rewound were coming up on the first anniversary of October 7th. The first campaign on gaza went on for many months and the campaign against hezbollah almost in quick succession. Weve seen that in a slow, deliberate way with israel escalating its strikes. The pager attack, then the Walkietalkie Attack the very next day, about 48 hours later a Missile Strike against many of hezbollahs senior commanders and top commanders. When you put all that together, that is disabling the Command And Control of hezbollah, so i think the next question is will israel take this into a Ground War in Southern Lebanon . This would be Prep Operation of a battlefield using Air Strikes, just looking at it from a military perspective. Clint, do you think thats whats happening here . Is this indeed Prep Operations for a Ground Assault . And if thats the case, what would that Ground Assault look like . What sort of defense would the Israelis Encounter . Jonathan, if you go back to 2006 the Israeli Military went into a full On War in Southern Lebanon with hezbollah, and it did not go well. They took significant casualties and setbacks, didnt exactly lose the conflict but they met a lot of trench warfare, a lot of in place positions in hezbollah. In this case what it looks like theyre focusing on is the hezbollah leadership first, going after key units and their most specialized units and now doing Air Strikes across the country in a way thats moving the population out of Southern Lebanon back up towards the north. It would be what you might see if you were preparing for some sort of ground conflict. Going into Southern Lebanon, though, is a very different situation than the conflict in gaza. This is a militarized region, you could think of it as a dmsz, series of trench lines, missiles, much more sophisticated weaponry and you also want to know would iran jump into the conflict. There were some Reports Yesterday Hezbollah would be seeking out iran, which be natural to do. Could this really escalate where a Nation State like iran jumps in a much more dramatic way. Clint, lastly and briefly on iran theyve had moments in the last year where they could have chosen to escalate and for the most Part Theyve chosen not to. Do we think this time would be different . Jonathan, i i would not know really at thiS Point. I would have thought iran would have come into this conflict in a much more significant way before any of this happened, whether it was the conflict in gaza. Remember the attack that actually occurred in tehran where they killed the senior Hamas Leader . And then looking at whats going on with occurred in tehran where they killed the senior Hamas Leader. And now looking at whats going on with hezbollah, everyone thinks iran would have joined into this conflict already. And they have not. They have stood back and really waited from afar, doing things like cyber attacks, maybe, and not really getting into a military fight. I dont know what that line would be. The Correction And Restraint in all of the previous areas is, we cant see a conflict, because iran would jump into the conflict almost instantly. Thats not been the case. We have seen iran jump in a dramatic way. And as it goes on, you do not see iran engage to break all of the assumptions that have been put into the conflict in The Middle East for many years. Lots to follow here in the days and hours ahead. National Security Analyst for Nbc News and msnbc, clint watts, i appreciate your input. Up next on way too early, turning to politics. And it was really another example of how republican speakers in the last two years had been constantly squeezed when they tried to Dot Bake Function of funding the government. This is where you watched Kevin Mccarthy about a year ago try to keep the government open, when it would have benefited no one to shut the government down. This conference awarded him with taking the gavel and kicking him out of the job. And now johnson, basically the same scenario, 40 days from election day. He said it in a right way. He wrote the letter to his colleagues. But i heard this from exactly those colleagues, too. It would be political malpractice to be the party that allows the government to shut down this close to an election. And this is why were watching him going forward with this Funding Path with basically a clean resolution that will fund the government until December 20th. Im a little scared about my holiday plans. But this is kind of the best Case Scenario, even though it may be the worst Case Scenario for johnson himself to keep the government open, whether as Speaker Or Leader of the minority party. Refundable reservations. Thats my advice for the holiday travel. Lets talk about additional charges to be the second Assassination Attempt of Donald Trump but the senate just released details of itS Probe into the first attempt. Yeah. One in pennsylvania. Tell us what they found. Yeah, this is an important piece of the investigatory puzzle. Were watching the senate take its own investigations, even though tomorrow, even though congress will technically be out of session, and were watching that Task Force on the Assassination Attempt in butler, pennsylvania, do its first hearings. But the Senator Report is notable in that it further outlines some of the things that actually went wrong that day. Ill put up for you on the screen just some of these key findings. But chief them is lack of preparation, allocation of resources. You dig deeper into what the Homeland Security and government Affairs Committee found on the senate side. The Trump Detail were denied various assets for the rally. Thats as simple as asking for about 13 magnetometers and only being given ten. Perhaps the most stunning thing i found reading through the interim report is the fact that Secret Service and the local Law Enforcement assets were not communicating directly on radio. They were communicating on cell phones, and so it made their Communication Ability that much more plodding, that much more lagging, and it gave them more invisible spots. Leading to exactly the kind of thing we saw where the shooter was identified to be on the roof about two minutes before he actually fired a shot. But trumps immediate Detail Wasnt actually notified. Thats another thing yet in this report and thats why and i imagine Senator Blumenthal will say this later on morning joe, they have answers but theyve got way more questions than they do answers, even at this stage, of having done some preliminary finding and interviews but, of course, still wanting to do more. And security is so paramount over the stretch of the election. Absolutely. And the week of United Nations generally assembly. Were going to here from Vice President harris today, shes going to be in Pittsburgh Today discussing the economy. She hasnt given the details of her plan, today, shes going to do that. Exactly, unveil be the economic agenda. We heard about this in broad terms. Basic when youre competing in a sound bite culture, candidates do this all the time, to metabolize, youre not giving a full rundown, piece by Piece And Point by point. But yet, at the same time, you do want to give people more substantive to chew on in the election cycle. Going to a place like pittsburgh, being absolutely crucial, at the same time trying to do that with the continued pervasiveness of the joy that has carried through. I also think location is critical for this. Pittsburgh has central for the biden campaign. And the Harris Campaign. And pennsylvania is all important. Make senses shes doing it there. Arguably, the most important state on the map with razorthin polls. Nbc News Correspondent ali vitali, thank you so much. Of course, well have coverage of that speech later today. Thank you to all of you for getting up way too early on wednesday morning. M
