Instead, you have a continued stalemate. Also the potential new escalation with the situation now in lebanon. Theres continued tension in that relationship with israel as the administration is urging them to deescalate rather than escalate there. This is a speech that had long been in the works before that situation developed but you could see coded language i believe in the president s Remarks Today urging more restraint. Reporter now, in terms of the conversations on the sidelines of the u. N. , the president at any moment now is slated to speak at an event about an international coalition his administration has worked to build to deal with this challenge of synthetic drugs. A major problem domestically in this country, but one that is an example as he has put it of the ways in which international partners can come together to tackle these challenges. Courtney is at the pentagon for us. What more can you tell us . This is a small number of u. S. Troops. A few dozen according to the officials we spoke with but it really underscores the concern that continues to persist about the Security Situation in the Middle East. Now, according to pentagon press secretary, he said this very small number of troops was, were going to the region in response to the ongoing Security Situation in the Middle East. Now, this includes what we have seen in the past 24 to 48 hours, hundreds of strikes taken by the israelis into beirut, into lebanon, against lebanese hezbollah. About 500 people killed. Scores more injured. The u. S. Already has a pretty robust Military Presence in the region. About 40,000 u. S. Troops there now. Thats actually more than the u. S. Had at another heightened point of tension this year in the region back in april when iran lobbed Hundreds Of Projectiles towards israel. The u. S. And other allies shooting the vast majority of those down. The u. S. Military now has more troops in the region than they did at that time. That includes a Carrier Strike Group led by the u. S. S. Abraham lincoln. What were expecting to hear is whether another Strike Group may join the lincoln in the region as an additional show of force. Of course, it brings with it about 5,000 Men And Women in the u. S. Military. A number of aircraft, surveillance capabilities, strike capabilities, but it also brings with it just the presence of an aircraft carrier. That provides the deterrence that the pentagon has been talking about frankly since October 7th. Most of the time when they talk about the u. S. Military presence in the region, they talk about it as being there to potentially deter against this conflict growing into a larger war, chris. Thank you. Now to the increased secret Service Protection for former President Trump as were learning there was yet another threat on his life. Garrett haake is covering the campaign. What more can you tell us . This threat originated in idaho where a man placed threatening Phone Calls, authorities say nine of them, to maralago back in late july, early august. Calls threatening Donald Trumps life. That person was quickly arrested in early august and charged with making these calls threatening to kill the former president. This is part of what trump advisers describe as clearly an enhanced Threat Environment against him with more threats coming from more places. Weve seen the Secret Service respond. Some of their responses quite easy to see like an agent whos been essentially in Donald Trumps Back Pocket when he comes up and down his airplane stairs. One of the moments in which hes most exposed to view. Some of these changes i think were not going to see but are going to be clearly present in how the campaign continues to plan its events. The Candidates Interaction with the crowd and perhaps even whether hes able to golf or not remains an open question as the Secret Service grapples with what steps they will need to take to keep him safe between now and Election Day. Good to see you again, governor. You are the only republican elected governor of North Carolina in the 21st century. I know that you have worked very hard to build your party in your state. How damaging is this to republicans in North Carolina . We had a great opportunity to take back the Governors Mansion but we elected the wrong person in the primary who he beat three extremely well qualified candidates who i think would have won the general election had they been elected. Youve got to understand at the national scene, Mark Robinson on the Campaign Trail was the most effective, bombastic, dangerous speaker that ive ever seen in my political, his life. Really, ever, in your life . Yes. He took the oxygen out of the room when he came into a room. I tried to follow him one time after i was out of office and i said that would be a waste of time. I could tell he had the audience stirred up. He said some things that i strongly disagreed with. And but i saw the dynamic way he pulled an audience in and he did this through the social media. He became famous through the social media. Thats how he became a Rising Star through a Youtube Presentation of a greensboro City Council Meeting and he went straight from that to Lieutenant Governor. It just shows that if you shoot up very fast and theres been no vetting on a candidate then they try to go to the next level, they probably fall harder than they rose. So, does the republican party have a Vetting Problem . Its not as though yes. Some of the things werent out there. Right . No. There were a lot of things that people knew behind the scenes that this guy could be trouble. I know ive talked about him for the last two or three years regarding how he ran his campaign. He ran he had two nonprofits with his wife that are under investigation. The bombastic remarks that would not do well in a general election. So, this has been a Time Bomb waiting to explode and the most recent story finally was the lighting of the fuse. And they did it at a time on the day in which we could accept his resignation and replace him with another candidate. So the timing by whoever released this and got this story going was well done. In political circles by the Opposition Research. But what we didnt do as a party was sufficient Opposition Research to let that be known to the primary voter and sadly to a lot of the donors that have also given him a lot of money not knowing a lot of this information that is now getting out. Its a failure of our party and frankly, Michael Watts whos now chairman of our National Party was chairman of the republican party when mr. Robinson or Lieutenant Governor was running for Lieutenant Governor. Many of us warned him that wait a minute, we could be in trouble. Especially in the general election. But those warnings werent listened to. So even if he wanted to, its too late as you point out for him to get out of the race and be replaced and hes shown no indication that even if that wasnt the case, that he would do it. Right. But what does it say to you that he is threatening a Lawsuit But Hasnt filed anything thats been reported or that he has said has happened. And hasnt done anything to prove his claim or has not put forward anything to prove his claim that this was all manufactured. Well, let me just put it. Ive been in many campaigns here in North Carolina. Four statewide campaigns. Seven mayoral campaigns and if anyone made a statement like that that would impact my ethics and family, i would fight it with specifics. Not just saying i would sue you or go after the network, but i would be communicating the specifics of why this is false. I would have done it the Bay Day before it came out. I think the media gave him a Day Advancement to respond. At that time, i would have threatened that you will see a lawsuit on your hands because this is totally false. But to deal with long after the accusations are out there, its far too late. And the fact of the matter is therest a lot of information out there beforehand. I think within my partys circles and among the current politicians that are in office, they assume more informations going to be coming out now. Thats what worries them even more is now that theyre semi defending him, but semi running away from him, what happens when more drip, drip, drip or another massive point of information comes out possibly about mark. I hope its not true, but im telling you. If something like that was said about me, i would be standing strong and giving specifics on defending myself and my character. I do believe character counts. So not surprisingly, both of the republican u. S. Senators in North Carolina have been asked about this and i want to play that for you, governor. Despite the allegations though, do you still you know, ive had conversations with him. Again, theyre very disturbing. Its up to North Carolina voters. If they are true, the allegations are true, then clearly hes unfit to serve in any elected office. But i think theres a period of time where we should give the campaign the opportunity to move forward with legal action and in the absence of that, then you can only draw one conclusion in my opinion. And that would be that they are well founded and that he should step away from the race. Yeah, so sounds a lot like you. Hes saying if there was evidence to the contrary, we should have it. Real quick, whats ironic is Mark Robinson did an ad for the Conservative Club For Growth for Ted Bud against me by the way, it was very false negative ad. Im actually glad that Senator Bud is speaking up since Mark Robinson did an ad in favor of his u. S. Senate campaign. I know how Tom Tillis feels. Tom does not put up with this type of behavior. Even before this came out, i know many of the current congressmen and senators had concerns about his Business Ethics and some of the accusations that are being investigated. Thats how powerful Mark Robinson was with the base out in the field and stumping. He was extremely powerful voice but for some of us, We Saw Dark Clouds ahead. So, you heard what the former governor had to say. And let me start with the vetting process. Obviously, its not just robinson. But is this do you think an internal systemic problem or is it a we can get away with It Problem or a Trump Problem . Because he was endorsed before or during the primary season before people went to the polls. Whats going on here . Well, republicans both in 2022 and in some races this year, have depended on candidates who rose quickly through the republican politics because of their charisma but were not well vetted. That was certainly the case with candidates in the midterms who underperformed more traditional republicans by eight points on average. Im talking about republicans who either emulated trumps Maga Orientation or favored flat bans on abortion. This time around, candidates like Kari Lake and Mark Robinson are woefully underperforming trump. The latest New York times Siena Poll found that Kamala Harris and Josh Stein both had 47 of the vote but Donald Trumps at 49 in North Carolina and robinson at 37. I do think there comes a point where a candidate is so toxic and tarred by a scandal that is just Beyond The Pale that voters decouple that candidate from their party. I dont think democrats should get carried away with the narrative that theres going to be reverse Coat Tails in North Carolina and suddenly this makes it a lot easier for harris to win the state. There have been republicans who expressed this concern that it could impact the president ial race in North Carolina but not necessarily so in your view . Well, look. It does play into a larger narrative that democrats are trying to drive about the republican party. The Harris Campaign is up with Ads Linking trump To Robinson and trying to drag trump down. But i do think the bigger driver of why North Carolinas gotten closer is that number one, Kamala Harris has Reenergized Black Voters who make up 21 of the states electorate. Shes seeing gains among College Graduate voters in general and there are a lot of College Graduate both white and nonwhite voters in North Carolina. Kamala harris has raised more money in the last month and it is slated to outspend the republican side when you add up the groups. 58 Million to 39 Million on the air waves. Thats substantial and democrats, whereas they were kind of leaving North Carolina for dead in the summer, theyre making a large investment here and its a state that was decided by 74,000 votes in 2020. So, i think its going to be one of our best early indicators on Election Night and its also probably moved ahead of Georgia And Arizona in terms of democratic opportunity. Which is something i wouldnt have suspected a month or two ago. So, polls aside, and i recognize there is value in polls in lots of different situations. But because you know the state so well and because this state is to important as we know, what do you think the real number of undecided or persuadable voters is right now in North Carolina . Well, in all of these polls, both nationally and in these battleground states, were looking at perhaps 6 to 7 of voters who are truly up for grabs. Do you think its that high . We may be talking about 4 or 5 the campaigns are fighting over. Some of this is mobilization and getting soft supporters to the polls. Others there are genuinely persuadable voters and there are parts of the state that are small town and rural where democrats are still sliding backwards. There are more parts of the state, more populous parts, Around Charlotte where democrats are gaining ground. The places ill be watching are places like Kabaras County North of charlotte where you have a lot of Swing Voters. Its a diversifying part of the state. And newhanover county. Now available boost max today, an Appeals Court of three Trump Appointed Judges is Hearing Arguments in a major Election Case that legal experts say could have national implications. Rnc versus Wetzel Centers around Mississippis Mail in Ballot Rules which allow ballots arriving up to five days after the election to be counted as long as theyre postmarked on or before Election Day. 18 other states and jurisdictions have similar rules in place, but the rnc is arguing it violates federal statutes. Joining me now, lisa rubin. Walk us through both sides of this case and what it might mean. The plaintiffs are arguing this Mississippi Statute, which parallels roughly 20 other states, allows the counting of ballots that are postmarked prior to the election for up to five days after the election. They say that that interferes with the federal statute that prescribes the date for the election. For president ial elections. When its supposed to happen in november. However, mississippi says it doesnt conflict at all because the votes are being Cast On or before Election Day. Its just a function of when they are delivered and when they are counted. Theres no conflict at all. Okay, so is there any federal law which prohibits these legally cast ballots from being counted. Well, according to the plaintiffs in this case, there is. They say that the federal statute that sets the date for the president ial election is what precludes mississippi from having this statute that allows the belated counting. They also say that the first and 14th Amendment where violated by Mississippis Statute. If the Fifth Circuit, which is hearing this argument today, decides that Mississippis Statute is unlawful, that could potentially set up a Showdown In The Supreme Court which has a precedent called purcell and it stands for proposition that federal courts arent supposed to interfere with State Statutes regarding the Administration Or Operation of elections so close in time to an election. But will the Supreme Court in this instance say that the principle blocks a court from interfering with Mississippis Statute . Thats the reason why folks like our colleague, joyce vance, have said this is a case that could have widespread national impact. So all of those 19 states potentially, 18 plus mississippi, could be put under the same ruling, whenever it might be, if they want to pursue it. If the Fifth Circuit says the Mississippi Statute is unlawful and if this gets escalated to the Supreme Court before the election. Those are two big ifs but if that were to happen and if there is a showdown prior to the election, yes. Theoretically it could impact all of those other states that similarly allow the counting of ballots that are postmarked prior to Election Day after Election Day itself. Lisa rubin, thank you so much. Thank you. At this hour, Donald Trump is back in Battleground Georgia for the first time in almost two months and he just finished speaking there, by the way. Notably absent from Todays Event is the states popular republican governor with the president ial race there still too close to call. Brian kemp, who trump spent ten minutes railing against just last month, but today, he seems to have had a change of Heart Offering Nothing but kind words. I also want to thank Governor Kemp. Hes been fantastic. He really has been fantastic and were going to get this down, but i want to thank Governor Kemp for his support. Great support. Tia mitchell is the Washington Correspondent for the atlanta journal constitution. What should we make of the nice Donald Trump when talking about Kemp Today . Well, i think we should make of it that the folks who got in his ear after his critical comments in august made a difference and they basically convinced him that theres no political upside to picking a fight with the popular governor. And he seems to have listened. Kemp, for his part, always kind of never played into the beef and so it was always on trump to kind of make nice and he did. Not weeks after the rally but now hes doing it in Georgia Kind of speaking directly to georgia voters making it clear that im not sure if hes changed his mind about kemp, but at least his forward facing messaging about kemp is much different. Youre right that kemp has stayed above the fray. What does it help him not to because he is very popular and youve got to wonder though if trump invited him and we dont know that he would, but if he invited him to a future rally if kemp would say im busy. Yeah, that to me is one of The Big Question Marks is if Kemp And Trump will ever share the stage. I think thats going to be up to kemp. I think trump would love for kemp to show up and make a symbolic gesture that they truly buried the hatchet and that kemp is all in, but thus far, it seemed that kemp has refrained from that. Hes doing other things. Hes telling people he supports trump. He said hes putting his Political Machine behind electing trump but will Brian Kemp show up somewhere where trump will also be . That remains to be scene. There are a couple of other things going on in your state that are interesting. So i want to ask you about them. One is that the State Election Board is proposing a plan that would make pictures, photos of ballots available to voters within three days after the election. Whats the point and is it going to happen . So the point is to allow for inspection of ballots. This again is something to appease the folks who are believing misinformation and lies about Georgias Election System not being secure. Not being accurate. So to try to appease those folks, the thinking is they would be able to inspect ballots quickly. Now, there is, there is a way to inspect ballots now but the State Election Board is considering new rules to kind of put the pictures online and make it more accessible. Theyre saying its about widening the accessibility. Being transparent, but of course, a lot of critics are talking about a, you know, county Election Boards are already stretched thin in the days after the election. This would be yet another task for them. There also are Security Concerns quite frankly about putting images of ballots online. So, but again, its just a, its another one of the Laundry List of things the georgia Election Board kind of remade to be much more conservative leaning are pushing through prior to this years election. And just a little tidbit here. Your paper reported the Trump Campaign launched a social Media Ad over the weekend. It featured the image of a beautiful Mountain Range in georgia. Problem is, it was the wrong georgia. It was a Stock Photo of a Mountain Range in the country of georgia. This is widely regarded as the most professional Campaign Staff Trump has had. Im wondering if people are buzzing about this. Are they talking about it . Yeah . Quite a talker when we put it in our Newsletter Yesterday because it does seem like such a blunder, you know . With me now, Donna Edwards and both are msnbc political analysts. Congresswoman, i want to start with the Vice President. Do you think its a good move for her to visit the border . Republicans have been after her about that for a long time. Well, she hasnt visited the border since she became the nominee. Obviously, she did when she was as shes been Vice President. Look, i think its important she has an important message to tell about immigration. Both about where she sees her policies. But also about the reduced number of Border Crossings that there have been over the last couple of years since the beginning of the biden harris administration. And she can highlight the negative and dangerous way that Donald Trump talks about immigration apart from the fact that he tanked the Border Security Bill that would have been the strongest weve seen. So it i think it gives her an important opportunity to say who she is and what she would do and to distinguish herself from Donald Trump. Do you think it could help with voters . This certainly is an area where harris needs to make the case that she will be tough on border security. In arizona, its a border state. Its a state that biden only won by around 11,000 votes in 2020. And this is the issue along with the economy that Donald Trumps campaign sees as their strongest lanes of attack. So shes got to get in there and address this political Liability And Point out that Donald Trump didnt want to do anything to solve the crisis when there was a bipartisan bill in front of congress, that he did want to play politics, didnt want to secure the border. Thats the kind of strong message she needs to have. The last time she was in arizona, she emphasized her Law Enforcement Background and that she had cracked down on cartels and transnational gangs and so that kind of message is what shes got to do to convince those voters who believe that immigration is swaying them to Donald Trump to come to her side. So congresswoman, i want to play a little bit of what Donald Trump said in North Carolina this weekend. This invasion is destroying the fabric of our country. Theyre taking your jobs. Every job produced in this country over the last two years has gone to illegal aliens. Every job. So how does harris, do you think, navigate messaging in this case . I mean, he has been, if you look at the polls, successful with the fear rhetoric. Even when its not even based in fact. Well, i think harris still has to counter that messaging. Its both dark and dangerous. It sets up this idea of mass deportations as a policy agenda. Its not even clear how Donald Trump would even execute a policy like that any way. And it is counter to for those Swing Voters, for some republican voters, this is not the message on immigration of reagan or bush. I think Kamala Harris can capitalize on that, Dra Drawing in some of those Swing Voters on a message of border security, strong and tough border security, but at the same time, about what she would do proactively around immigration. And elise, i want to ask you about something we talked about in our last hour of the program. The New York times has this new analysis that trump is gaining ground with Ticket Splitters in arizona. Who are Voting Democrat for senate and yet still support trump. So i wonder what you think it is those voters are looking for. Is there a way for harris with the messaging that donna talks about for her to reach them . Well, as donna mentioned, she needs to win over those Swing Voters. Its a more moderate brand of republicanism in arizona and so how can she get to where Rubin Guyego is against lake. It is interesting that shes running behind but Donald Trump seems to be a little teensy bit ahead. I wonder if there is some kind of you know, just still a Polling Lag a bit where this was reflecting the biden Era Polling and is this going to shift at all and break still. But big picture, Kamala Harris just needs to focus on those moderates, on those independent Swing Voters that dont like Donald Trumps brand of maga and want to move away from it.
