Okay, all right, lets break that down, shall we . So were saying that were going to create Public Policy that says that a doctor, a Health Care provider, will only kick in to give the care that somebody needs if theyre about to die . A powerful speech on Reproductive Rights in Georgia Today from Vice President Kamala Harris, following reports of the horrifying consequences of that States Abortion Ban. Also tonight, the Maga Majority on the Georgia Election Board orders the handcounting of the 5 Million or so ballots that will be cast in novembers election. Setting the stage for chaos, which they know trump might need to steal a victory in that state. Plus, there republicans North Carolina problem. Mark robinson, who allegedly professed to be a black nazi, and who women in the shower, is their candidate for governor. And now its too late to take him off the ballot. But we begin tonight with the first day of Inperson Voting in the 2024 president ial election. That is right, yall, its happening today. Voters lined up in minnesota, south dakota, and virginia to cast their ballots. With more states to follow in the coming weeks. But with just 46 days to go, even as votes are already being cast, Poll Workers are being trained and ballots for overseas voters are in the mail right now, were seeing something seemingly unprecedented and just downright alarming in the Battleground State of georgia. An 11th Hour Attempt to essentially throw the November Election into total disarray. Today, georgias protrump majority Election Board passed a handful of new rules all of which serve no purpose. Other than to just delay certification and create chaos on Election Night. Including one that requires a Hand Count of all ballots, after polls close on november 5th. The protrump members were able to approve this rule despite the fact that officials tromall over the state were basically begging them not to. Including republicans, like secretary of State Brad Raffensperger and the state Attorney General. Who said these rules, quote, very likely exceed the Boards Authority. A similar sentiment was shared by some of the people who actually have to do the hard work on Election Night and beyond, like Election Supervisors and Poll Workers. As the Washington Post reports, this rule requires the Hand Count to take place the night of the November Election or the next day. But dozens of election officials said that would be physically impossible in all but the smallest counties. Many also said that it is far too late in the year to adopt new procedures. For which their staffs have not been trained and for which they have no funds. Theres also the fact that Research And Practice have shown again and again that Hand Counting of ballots is less accurate than machine tallies. And that it can take days, weeks, or even months depending on the size of the jurisdiction. Remember the 2020 Hand Counted audit in maricopa county, arizona . That took more than two months. But perhaps that is the whole point of this Lastminute Rule making frenzy. Because this race is so close that delaying certification in georgia could potentially be enough to upend the entire election if it all comes down to which candidate obtains georgias crucial 16 electoral votes. And frankly, at this point, im pretty sure that is what Donald Trump and his cronies in gres and on the Supreme Court are hoping for. Joining me now is Michael Steele, Former Rnc chairman, cohost of the weekend right here on msnbc, and host of the Michael Steele podcast. Lisa rubin, msnbc legal correspondent, and georgia political strategist. Thank you all for being here. Lisa, im going to start with you because this is the thing that keeps me up at night. The fear that some of these states and georgia being State Number one with 16 electoral votes will simply refuse to certify the election at all. If they do that, what happens . If georgia refuses to certify the results, it works like a series of dominos from there. If the Governor Cant certify his states electoral votes sorry, his states votes, then he cant send a certification of ascertainment of the electoral votes to congress. His electors cant meet, theoretically, that could end as you specified in your setup, without georgias 16 electoral votes being part of the denominator. Thanks to a new federal law, if georgia doesnt send those 16 votes, what happens is you take those 16 votes off the total. You delete them. Correct, you take it off the top, so if Kamala Harris were to have won the state of georgia and yet georgia cant send its electors to congress, what happens . They would delete her 16 electoral votes. Correct. Lets talk about how difficult and insane, actually, by the way, it is, the idea to Hand Count an entire state in two days. Is that even physically possible . I mean, its absolutely possible, but it is ridiculous. It will delay the process, and its sole purpose is to sow seeds of chaos. The chaos is the point, the cruelty is the point. In a state where both major party candidates are statistically tied, and one of the parties is idealogically bankrupt and doesnt have the heart and the will of the people, that putting your thumb on the scale in this way will help them sort of insert their will for the will of the people. And thats what were seeing right here. This is the politics of like Cartoon Smoke bombs, that there is a trusted system, an efficient system that in the 2020 the last president ial election, millions of ballots were cast. And with fidelity, we were able to determine that with less than 12,000 votes, the people of georgia voted for president biden. And so we have seen that. The Big Lie has not died. And it absolutely is informing these rule changes that were proposed by these maga republicans on georgias Election Board. And again, the cruelty and the chaos is the point. And just to stay with you for a moment, this is about Fulton County, right . Fulton county is the largest county. Its the one that wouldnt be able to be counted in a day and a half because its there biggest, atlanta, the atlanta suburbs. They could count them in Marjorie Taylor greenes county because its a tiny small rural county. They could probably Hand Count theirs easily. This is about Fulton County, about saying big heavily black county aint going to decide this election. I would say its about Fulton County plus. If you would allow a friendly amendment. We have the black belt. There are 159 counties in georgia. Georgia has the second highest number of counties than any state in our country, which means that 159 counties that are resourced differently, that are staffed differently, and again, in a place like the rural black belt, where they have enjoyed a particular type of politics because of voter suppression, that this type of chaotic intervention with 46 days left is also designed to have an impact there as well, where we see rural white progressives and black voters. Michael steele, we got to talk about how your party got here. This is this is the old dixiecrat system. Lets be real. This is what the dixiecrats used to do, what Fanny Lue Hamer was fighting when it was the southern democrats doing it. They have simply adopted anything possible, except trying to convince more voters that their policies are better. Anything but that. They would rather simply not deliver an election at all in their state than lose the election to the party that convinced more people. When you put up candidates like Mark Robinson and Marjorie Taylor Greene And Matt gaetz, yeah, what else are you going to do . When youre morally, philosophically, and politically bankrupt, you cheat. You game the system. Which is why coming out of the 22 cycle, i and a few others were warning, making the case that you had to look at who just won those elections in 2022. Who won those elections in 2023 at the local level . Because now, those folks are in position to do what were seeing play out in georgia, and georgia is not the only place where this is going to occur. And i think we need to be aware that the goal here is to disrupt this process. And the process is to find by law in georgia now, is one that very much is designed to not allow for the certification or the ascertainment of those electors to be certified in the united states congress, to create, if you will, a situation with respect to those 16 electoral votes, maybe thats enough to throw the race into a tie, if kamala is up by 16 in the electoral college votes. So theres a lot here to take into account that matters now since voters are starting to vote. I want to just for our audience so you keep these dates in mind. People used to not know january 6th. They never knew it was a thing until Donald Trump made it into a thing. December 11th, that is the under federal law, that is the date where the executive of each state under the governor or another designated official must send Official Certified Results To Washington for the electoral college count. If that deadline is not met, it allows for an expedited Appeals Process in the courts that should be resolved after the electoral college meets. They meet on december 17th. How the Courts Rule will be considered conclusive. Heres where the problem comes in. The courts could theoretically include the Supreme Court. There is no mystery as to how John Roberts and his friends will rule. They will hand whatever state it is to Donald Trump. The reason i know that is all of their actions have been strictly partisan so far, and how do i know trump is counting on that . Here he is praising those very Election Board members during an Atlanta Rally who passed these rules. Here he is. I dont know if you have heard, but the georgia state Election Board is in a very positive way, this is a very positive thing, marjorie. Theyre on fire. Theyre doing a great job. Three members. Janice johnson, rick jefferies, and janell king, three people are all Pit Bulls Fighting for honesty, transparency, and victory. Theyre fighting. He called them out by name. He did. Hes pretty proud of those folks. I want to say one thing, joy, which is michael was just referring to this as having the force of law. I want to add a friendly correction to that. Its not law. Theyre rules. In fact, the reason that secretary of State Brad Raffensperger, the Attorney General of the state, are fighting against these is because they say that these rules are in Fact Contrary to existing State Election statutes and exceed the Boards Authority as it exists under georgia statutory law. If they sue, if theres a lawsuit, where does this go, which circuit . Right now, theres a lawsuit about two other rules passed last month. That will be tried on October 1st in a Fulton County Superior Court and theoretically, up through the Georgia State Court system. Youre right to say this could end at the united states Supreme Court. I want to read you Something Justice Kavanaugh said. Running an election statewide is extraordinary, complicated and difficult. They require advanced preparation and provide legitical challenges. The Supreme Court knows how difficult it is to be in the position of these County Election workers that came there today. Unfortunately, what Justice Kavanaugh said that in is a case where hes saying federal courts, you stay out of it. If a state has a law you dont like. You Cant Turn that over, too close to an election. That principle really does not apply to what the states themselves are doing, either through law or through rule making. Its unclear whether or not this precedent, this purcell principle, that Attorney General carr, secretary of State Raffensperger are referring to as the general eatose that you dont disrupt rules so close to an election, uncloor whether the Supreme Court has the courage to apply that general principle. Its not unclear to me. Youre a lawyer, so i think youre more circumspect. Its not unclear to me. John roberts wants republicans in power. Mike steel, it goes further than that. Lets go to lindsey graham. Lindsey graham is from south carolina, last time i checked. Hes in nebraska trying to convince them that they should call a Special Session to put forward legislation that would make Nebraska Winner take all instead of district by district because typically democrats win that one district in the one blue county. Hes literally going, again, he did this in georgia before. Going in and telling them to give trump the election. Did not learn from the lesson in georgia, and heres the Bottom Line of why nebraska is important. Because they envision a world in which Kamala Harris gets 270, and Donald Trump is sitting at 269. Or some close number like that, so you take that one electoral vote, and you create a tie. Why is a tie important . Because a tie then takes it and throws it into the house. So the senate doesnt have anything that it can ascertain or approve of. It has to then go to the house. Why is that important . Everyone thinks oh, well, you know, Hakeem Jeffries could be the speaker of the house, and the democrats could very well take the house in a big number this year. Right . Yep. But you dont have the congressional districts because that vote for the presidency is a vote by congressional districts and republicans have more congressional districts in the congress than democrats. And then that means Donald Trump would win. So the strategies at all levels here. Its all about stealing the election. They have more districts by design. You just heard it, they have all these districts in georgia. Thats for a reason, because they dont want a bunch of big districts with people in them. They want tiny districts where the republicans are. Thank you very much. Vote, vote, volt, because the cure for this is more voting. Big, big, big wins. Earlier this week, i told you about two beautiful young women, Candy Miller and amber Nicole Thurman, Vibrant Young Moms from georgia who died preventable deaths all because their state has one of the most restrictive Abortion Laws in the country. Candy miller was left to die alone at home because she was too afraid to seek medical treatment as she suffered through a selfmanaged abortion. Amber Nicole Thurman went to a hospital but she was dismissed for 20 hours as she lay in excruciating pain because medical professionals were too afraid to help. Last night, Ambers Mom had this message for thousands of americans. I want yall to know amber was not a statistic. She was loved. By a family, a strong family. And we would have done whatever to get my baby, our baby, the help that she needed. Vice president Kamala Harris met with the family of Amber Nicore Thurman in michigan on thursday when they appeared at the unite America Town Hall hosted by Oprah Winfrey. Today, harris honored the lives of amber and others but she also laid their deaths squarely at the doorstep of Donald Trump and the six conservative republicans on the Supreme Court who helped expedite it. Ambers mother told me that the word preventable is over and over again in her head when she learned about how her child died. This is a Health Care Crisis. This is a Health Care Crisis. And Donald Trump is the architect of this crisis. He brags about overturning roe v. Wade. In his own words, quote, i did it and im proud to have done it, he says. He is proud. Proud that women are dying . Proud that doctors and nurses could be thrown in prison for administering care. Proud that young Women Today have fewer rights than their mothers and grandmothers. How dare he . Harris also took the time to give voice to the millions of american women who are navigating the same lonely persecuted path. One of those women was caitlin joshua, who lives in louisiana, which happens to have a near total Abortion Ban. Doctors refused to see her before 12 weeks because according to an official, too many women miscarry in that period and they didnt want to be held liable. It was then that she started having problems, while at the hospital she realized she was miscarrying but the Hospital Staff left her In The Dark about what was happening and gave her no options. She went home, but when the Pain And Bleeding became so severe, she went to another hospital and was also refused care because they didnt want to be investigated for facilitating an abortion. Caitlin and her husband were left demoralized and angry by the experience. She had to mourn the loss, but thankfully she survived, but with little faith in the modern american medical System Courtesy of Donald Trump. Caitlin joshua joins me now. I remember, recall your speech at the dnc, and then rereading your story, it was horrifying all over again. And i just want you to voice for people who dont understand, you know, how it feels to be a woman pregnant, you know youre pregnant, and you go to a clinic and they say we dont want to see you because of this States Abortion Ban . Yes, and thank you again for having me tonight. And the best way i can put it into words is it is extremely demoralizing, its very difficult to accept the fact that we live in a postroe society that is putting up barriers for women to seek basic maternal Health Care, much less abortion care. In that moment when my husband and i found ourselves in a Health Care Crisis and im trying to navigate the system, i dont have a medical background. Im seeking help from a physician because they have the expertise to handle a miscarriage. In that moment, i saw and im hearing about these stories coming out of the deep south, the recent stories of two women who lost their lives as a result of trumps Abortion Ban that is existing in 22 states, so we know if we dont do the work this fall to be able to vote on reproductive freedom, we will see this ban take effect all over this country, and this is just the stark reality of what can happen. My story, ambers story, the other young ladys story, this is very much indicative of what can happen in this country if we allow it. I will say you are so lucky to be alive because black women already suffer disproportionately death during Child Birth and during pregnancy. So youre very, very lucky particularly in a state like louisiana which has fewer and fewer ob gyns. Doctors are leaving that state. The States Abortion Ban is so strict, its hard to find a hospital. Do you see the impact just among your friends, people you know, of just not being able to even find a doctor who even will work in the state of louisiana at this point . Yes. I think that is the most disappointing and uninspiring part of this story. The story continues. We may have seen overturn of roe v. Wade two years ago and of course my states Trigger Ban came immediately into effect. Women who look like me are being disproportionately affected by these laws. When you take a state like louisiana, across all 64 parishes, we already have Maternity Care deserts. Had you layer an Abortion Ban on top of the bad maternal Health Care statistics, its starkly alarming in our state. Youre talking about a Health Care Crisis that is unimaginable that no one should have to face. I worry about my girlfriends who are currently pregnant to contact me all the time and ask for different ways to navigate the System Or Advice on this and that. My heart goes out to them. There isnt much for me to provide them outside of what to look for, how to get ahead of your Health Care, but why should we have to do that as pregnant people that are just seeking care that is something that every single woman in this country deserves to be able to have. I wonder, and this is the thing i always wonder about whether folks are identifying where to place the blame. We saw Georgia Pass a sixweek Abortion Ban or a Sixweek Trigger Ban went into law. There was no punishment for Brian Kemp or the republican legislators who did that. They got easily reelected and people even praised Brian Kemp for standing up to Donald Trump on occasion. In your state, turnout, voter turnout, i say this all the time, was 23 when landry got reelected governor. Knowing that he was a fierce opponent of a woman having control of her own body. Are people in your mind making the connection between who you elect at the state level, who you elect president , and who you elect to the senate, because thats where the Supreme Court justices are confirmed . Do you think people are making enough of a connection that its all of those people, from the president on down to your state rep, that are determining whether you can get care if you have a miscarriage . Yes. I have to say yes, joy. I think that is the only thing i can smile about in this moment. I know folks are connecting the dots and drawing the correlations here simply because of story telling. I know its very difficult for women like myself to tell our story, literally daily, and reliving that trauma constantly, but we know we do it because we dont want to see other women in the same predicament like amber, lie others, like so many people were going to hear about as more studies are done and as more people turn their attention to these harrowing issues. And so, one thing i can say is folks are definitely voting on reproductive freedom this fall. I, too, was very embarrassed and disappointed in my state when putting landry in office because i knee what was to come and i knew that is someone who champions the attack on reproductive freedom and the attack on womens rights. So essentially i have had people from across the aisle, people that normally would not necessarily draw or Connect The Dots on abortion Health Care being basic maternal Health Care in our state finally saying, i heard your story. I heard amandas story, i heard amber thurmans story, and this is very harrowing and disturbing, and we have to do something about it. I think people are finally understanding we have to vote down ballot. You cant just stop at the president. The Harris Campaign has done a phenomenal job with centering reproductive freedom because its an issue many people if not everyone i know is going to vote on. Vote for your life, literally. Hell be flanked on the stage by a number of republican State Lawmakers as well as candidates in the upcoming election. One notable absence will be the States Lieutenant Governor Mark Robinson who is also the republican nominee for governor. It seems odd for him to miss the event given trumps outpouring of adoration for him in the past, going as far as to call him Martin Luther King on steroids. Perhaps its because of, you know, the reporting of all the disturbing and graphic Posts Robinson made on a pornographic website more than a decade ago including referring to himself as a black nazi. Robinson has denied the allegations. He also blew past a Midnight Deadline to withdraw from the race, meaning his name will be printed on all ballots in the state starting with the first batch of Absentee Ballots that went out today. The states republican party gave him their full support yesterday. Joining me now is Rashad Robinson, president of Color Of Change, and Molly Jong fast, Vanity Fair special correspondent, and msnbc contributor. I guess, you know, the joke i didnt tell was, is it going to say mini soldier on the ballot or is it going to say Mark Robinson . Because it really could say either one. Theyre both accurate. Any thoughts. Well, first of all mini soldiers. First of all, no relation. For real. Theres a lot of kinds of robinsons. I keep hearing it, and no relation. No, no. He aint even at the picnic. None of us claim him. Absolutely not. You know, this is an absolutely the republicans own making. For a party that goes around and rails about diversity, and talks about the problems with diversity, they continue to, like, go out and find these black people who are not only completely unqualified, unconnected to the community, but are going to be complete drags on any possibility, so they do like a certain type of diversity. And the other thing is, i cannot get past the fact because youre an advocate in the Lgbtq Community, he is antitrans, hes called the Lgbtq Community literal filth, and yet, apparently, hes into the trans porn. Well, this is actually what happens time and time again. You know, i cant tell you how many times we have seen this over and over again, that some of the most antiqueer, antilgbtq folks end up sort of being connected to the community in some sort of way. Just loud in all the wrong ways, and you know, on the internet Behind The Scenes and In The Dark. Its not just the blacks, molly. Its also the Jewish Community is involved as well. Let me play Donald Trump, let me say, Donald Trump literally was fighting antisemitism event, okay, let me play what he said. Here he is. The united States Election is the most important election in the history of israel. You have to defeat Kamala Harris. More than any other people on earth, israel, i believe, has to defeat her. With all i have done for israel, i received only 24 of the jewish vote. Now think of this. I really havent been treated very well, but thats the story of my life. So if i dont win this election, in my opinion, the jewish people would have a lot to do with a loss. Molly, i wrote it down because i knew i heard it. I didnt want to be gaslighting myself. He said israel has to defeat her. Yes. And he said if he loses, its its our fault. Were 2. 4 of the population of america. But somehow, we are to blame. You are israel, all jewish people are all israel. So by the way, saying that all jewish people are israel is antisemitic. Believe it or not. Its actual antisemitism and he was trafficking in an antisemitic trope. Then hes saying if he loses the presidency, it will be the fault of the jews. Look, i dont understand how there are jews who will still vote for him. Its shocking to me. I do not think he has the best interests of many groups, including minority groups Like Jews and, you know, people of color. I dont think he has our best interests at heart. From the fact that he hangs out with people like nick fuentes. That makes me think hes not really you think maybe hanging around with people who are like, they love hitler, and even this guy, he called himself a black nazi. Heres the thing, you can call it blame, but maybe those of us who are targeted, attacked by trump, maybe we want the blame actually for defeating him. Fair. Lets call it credit. So ill take the credit for being part of the community that actually works to defeat him.
