Reporter well, chris, the Vice President now on her way here to georgia, and the goal for the harris walz ticket is to take the energy, the Excitement We Saw in the arena in chicago and bring it to the battlegrounds into southeast georgia, part of a Battleground State where we havent seen much president ial activity. The stat of the day, chris, is this, there has not been a general election president ial Campaign Event for a democratic candidate in this part of the state since the mid90s. That just tells you the ways in which the Harris Campaign feels like it can use that momentum to go more on offense. Theyre really using multiple strategies here. We have seen over the course of the year the Vice President make multiple stops in the atlanta area. Well, now theyre trying to take this into a different part of the state to play to different coalitions. This bus will take them to rural parts of, yes, a blue county, but to different types of voters to offset the numbers we would see republicans getting in these parts of the state. Its not just a candidate that has been to this part of the state as well. They have Campaign Officers throughout southeast georgia. Theyre extending their resources here. We are going to see the first joint interview for the team, this is a moment a lot of people have been looking forward to. We havent heard this kind of question and answer session with the newly minted democratic nominee. Mike memoli, thank you, and well talk to you once again in just a bit. Now for the First Time Since dropping out of the race, President Biden will return to the Campaign Trail for Kamala Harris. Nbcs Gary Grumbach is traveling with the president in Rehoboth Beach, delaware, at the dnc, biden did promise he would be the best volunteer that the Harris Campaign has ever seen. What more do we know about his plans . Reporter even the best volunteers need down time. Thats why were here in Rehoboth Beach as he spends the final week of summer with some down time with his wife. Starting labor day, were going to see something we havent seen since he dropped out of the race, President Biden on the Campaign Trail alongside the woman whos replacing him, Vice President Kamala Harris. Theyre going to be in pittsburgh. Why labor day. Theres perhaps no more important constituency to joe biden than union workers. Its a group of people that he has spent a lot of time with over the years. In fact, he has spent every single labor day of his presidency with union workers. The past two have been in pennsylvania. This one will be in pittsburgh as well. It will be very interesting to see how the Harris Campaign over the next 68 days or so uses President Biden. Of course he was sort of publicly pushed off the ticket because of his lack of popularity and because of his age, and so how they use him and his popularity when he goes out on to the Campaign Trail will be something to watch. Whats going on here, garrett . Reporter its a great irony that so much of robert f. Juniors president ial campaign was a battle of ballot access. Now state laws in michigan and wisconsin, he can not get off the ballot, despite having suspended his campaign, and endorsed donald trump. In michigan, hes on a minor party ballot line. Wisconsin, the ballot there. And the specifics of the laws say as long as hes a living and breathing human being whos nominated, he needs to stay on the ballots. Why could it matter . Kennedy was targeting low engagement voters, people tuned out from the rest of the system who may not know hes not a candidate when it comes time to place the vote. If you dont think the margins matter, the possibility of Third Party Candidates in michigan and wisconsin can swing the balance of the president ial election, ask president Hillary Clinton about it. Thirdparty candidates were a huge part of the reason she lost critical blue wall states in 2016. This is something im sure the Trump Campaign and the Harris Campaign are watching very closely, chris. Garrett haake, thank you for that. Breaking just moments ago, the fbi sharing new details about the Assassination Attempt on donald trump. Nbcs ryan reilly joins us with the latest now. I just had a chance to look at the story you posted on nbcnews. Com. It is striking how much detail you got, and how detailed he was in looking for a target. Thats right, chris, and essentially what the fbi is saying here is that the trump rally appeared to be a target of opportunity for the attempted trump assassin. That he searched for info on the Republican National committee and the Democratic National convention. Both of those events before ultimately quote hyperfocusing on the actual rally where this shooting took place, which is only announced days before. Were talking about early july is when crooks allegedly started focusing on this event and getting in and ultimately going to that target that was so close near his home. It was ultimately, what appears to be a target of opportunity for him to take, and they also discussed his ideology. It was all over the place. They found things from the left perspective and right perspective. They dont have a definitive ideology or motivation. They have found no evidence and no reason to suggest that anyone else was helping out crooks with this attempted assassination on the republican nominee for president in 2024, chris. One thing that would seem to back that up is if hes looking at both events for trump, and of course, at the time, joe biden. If hes looking at the dnc and rnc, it would argue against the idea that this was an ideological attack. Precisely, yeah, and thats what the fbi really says here is that he was just looking for some event. He later googled how far the man who assassinated former President Kennedy was, oswald was from kennedy when he was shot. He had done research into it. It really was about that opportunity. They also thanked former President Trump for his cooperation with the investigation, and youre seeing on the screen some of the images that the fbi has released in connection, just today, with their investigation. That right there is the airconditioning unit that crooks allegedly used to get on top of the roof where theres been so many questions about why that roof was left unmanned and unprotected. Thats something that isnt going to come out of the fbi investigation. The Secret Service findings in their Inspector General report. The fbi is focused on the shooter, his motives, not so much second guessing the actions of law enforcement. Theyre going to leave that more to congress as well as the Secret Service, through the department of homeland securitys Inspector General, chris. One of the things that really struck me from the Special Agent in charge at this briefing was saying that the shooters family has been extremely cooperative, but have they given any insights into the possibility of determining a motive or what the days leading up to this were like or anything they observed . Did they say anything about what the family revealed . Other than saying that they were extremely cooperative, and in previous briefings, they said theres been no indication that the family, for example, had any indication that this was about to happen. There wasnt something on their radar that he had expressed, you know. Theyve looked through all the social media accounts, and i think ultimately, the social media accounts and his electronic accounts and searches, and i think thats where it seems like a lot of new info is coming from. From everything they have described about the shooter, he fits more of the sort of profile of the school shooter. Hes a loner, is how they have described him, not someone necessarily really idealogically motivated as indicated by the scatter shot ideologies that they have seen but, you know, there are a lot of mysteries here, and we have seen the briefings from the fbi, even though they have gotten a little bit further apart when weve gotten these briefings. This is not something the fbi normally does. They can do it in this case because of the fact that a shooter is dead. Theres not going to be a prosecution here. So the fbi isnt worried about spoiling a future case and how this would impact a prosecution. Theyre just ultimately focused on getting to the bottom of what happened and getting as many answers for the American Public as they can. Chris. Ryan reilly, thank you. Team trump is pushing what it says is the first nongovernment web site allowing voters to request a mailin ballot. It got them headlines in pennsylvania, but at the same time, the candidate was saying this. I know there are things that you are not in favor of, this ballot harvesting, this mailin ballots. Its all terrible. It shouldnt be allowed. Its a whole different mindset. But it is. Youre right. Republicans like to go there on tuesday and vote in person, and thats been for, you know, a long time. Many years. Decades, decades. Its a custom, almost, its a family custom. Its a beautiful thing. The democrats play a different game. Anytime you have a mailin ballot, theres going to be massive fraud. Trump has been undermining mailin voting for years, including after his loss in 2020. With the first mailin ballots set to go out in nine days, it is raising the question, will that suppress the very vote his campaign is promoting. Joining us now, nbc news chief political analyst, chuck todd and julian castro, 2020 candidate, and msnbc political analyst. Chuck, whats a maga republican to do, get your mailin ballot now via their own web site or just assume that you dont do it because its very very bad . This is a bigger progress than just this, chris. You know, the entire effort on Get Out The Vote that republicans and the Trump Campaign are doing. Theyre very focused more on election security, for instance. So this is yet another way that in a very close election, i think trump loses because of these Little Things. You know, its sort of like in football, it would be, you know, the Little Things that youre not cleaning up. They have a mixed message on mailin voting. They have a mixed message on Get Out The Vote. Trump himself said hes more worried. The votes are all there, im just worried about them being counted. Theyre recruiting more Poll Watchers than they are people to go door to door. You have to ask yourself, have they created an entire getoutthevote messaging system, including mailin voting that simply tries to support his Conspiracy Theories about four years ago, and maybe they make him feel better, and they make him look semiconsistent. Right . Hes desperately trying to make his 2020 allegations seem relevant, focusing on election security, down playing mailin balloting. I think all of it collectively is going to cost him a point or two somewhere. And that point or two could be the absolute difference between winning or losing in pennsylvania, michigan, and wisconsin, which still are the three most important states. Take North Carolina, which is going to be the first of the Battleground States to have early voting. More democrats will vote early than republicans, and if youre banking your vote early, thats more opportunities to get your vote cast versus how the republicans are pitching this. Again, this is part of a larger issue inside the Trump Campaign. Im still trying to parse this out, julian. If what theyre trying is say this is a safe way to do mailin voting, the campaign cant provide a ballot. The web site simply directs them to the Pennsylvania Department of state. And to chucks point about where you put your resources, somebody had to spend time setting up this web site. Anyway, what do you make of it . Well, i mean, we have several things going on here. First of all, one hand doesnt know what the other hand is doing, it seems like. Theres a tremendous amount of hypocrisy. Trumps campaign and the rnc are trying to encourage mailin ballots. Trump is attacking it. Secondly, donald trump used to be for mailin balloting, early voting before he was against it. He kind of has a hot and cold relationship with him, but it serves him. Third, as chuck has alluded to. Any candidate, anybody thats run for office will tell you, you know what, i want all of my supporters to go and vote early if they can, because you never know what comes up if you wait until election day. The weather could be terrible. Somebody could have a Family Emergency or Something Else that takes them from being able to go when the polls are open from 7 00 a. M. To 7 00 p. M. Some people forget to go vote. You want your votes in early. Fourth, this is donald trump Laying A Predicate again for objecting to the results of the election, fraudulently himself if he doesnt win. This is him throwing up one more reason to be able to turn back and say, you know what, those Election Results are not legitimate. I didnt really lose. And i should be the one in power. He saw this play out in 2020. Im sure that he wants it to play out that way if he loses again in 2024. And questioning mailin balloting, which has been researched, its been investigated, the level of fraud here is infinite, super small. Chuck in 2020, there were, a state decided by less than 80,000 votes, it was a covid election, right, i wonder, though, if you think it did get a lot more people, not just in pennsylvania but around the country used to voting by mail, and is it potentially even more important this year than it was in 2012 or 2016 . Well, take donald trump. He voted early in florida in the primary a couple of weeks ago, by the way, so we ought to point that out. Hes been a Walking Contradiction on this. This whole phenomenon started out west. It was a special election out in oregon in 1995 that elected ron wyden to the United States senate. They did it, then, as a way to save money in an off year election because they didnt want to do it. It just sort of took hold, and you see that, you know, california is basically a permanent mailin balloting state. Colorado is. Ill tell you a place where it benefitted the republicans over the democrats. As it turned out, that was bad news for his senate race that year because it turned out that about 70 to 75 turnout, there was a path to victory for bullock. Guess what, the less frequent voters leaned right in montana, and everybody getting a ballot ended up benefitting the republicans down the ballot. Trump won by a bigger margin than he had won before. So, you know, it does depend on the state. But what we do know is convenience isnt partisan. Okay. I have seen it in the state of florida. The liberals like convenience. Conservatives like convenience. Everybody likes to save time and have something convenient. So it really is an odd thing for trump to sort of plant his flag on, especially since he himself just voted early a couple of weeks ago. Chuck todd, julian castro, thank you both. The nonpartisan Cook Political Report has shifted its Electoral College rating in the state from lean republican to toss up. Cooks editor in chief amy walter explains that the recent tightening is quote, not because harris is cutting into trumps vote but because democrats and democratic leaning independents are coming home. Nbcs Steve Kornacki is at the Big Board Digging into those North Carolina numbers. What are you seeing, steve . Its interesting, chris. We think of it as a red state. North carolina did Go For Donald Trump in 2020. Really, the only time in modern political history since 1980 has gone democratic was for barack obama by about this much in 2008. But North Carolina has been close. Its been a couple of points, take a look at 2016, donald trump carried the state by 3 1 2 points. You can see democrats erased more than half of that trump margin from 2016 in 2020. Brought it down to a 75,000 vote difference between trump and biden in 2020. So, you know, were talking about not huge changes needed here for democrats to actually flip the state, and so what democrats are looking at here, take it from their perspective first is sort of a tension in North Carolina between different parts of the state geographically, and we see this nationally, too. Democrats, where they draw hope from are cities and metropolitan areas, suburbs, densely populate suburbs with college degrees. This is wait county, the research triangle, chapel hill, durham in this area too. Metro lineup, charlotte, that area, even out in the mountains, asheville, those are some of the areas demographically that are rich for democrats and trending in that direction. Ill give you an example, look at wake county, this is where raleigh is, a big county, Big Win For Biden in 2020. Go back in time, and see how this has been evolving. Well go back to 08. Obama did Win Carolina In 08. Look how the democratic margin has grown in the trump era from 14 with obama, almost double that for biden in 2020. And thats what we see. We see that in mecklenburg county, thats where charlotte is as well. A Huge Population center. What democrats see is these are big Population Centers importantly that are growing, gaining population, and theyre becoming more democratic. Democrats say, look, four more years of population growth, of becoming a little bit more democratic, thats what they hope could certainly erase in their minds, the lead that donald trump had statewide. The other thing thats happening in carolina, though, is not just about the blue islands in the state. Its about many of them very small, rural red counties, but look how many of them there are in the state. They add up. So ill show you a small one here, and this is what were talking about, surey county, very small, trump won by 52 points. Look how this has evolved in the trump age. In 2008, obama got clobbered, the margin was 28 points in 2008, now up to 52 for donald trump in 2020. Again, this is one small county, but this is happening in so many of these red counties around the state. So theyre getting redder, the metro areas are getting bluer. The democrats hope the numbers work this their favor because of population growth, and i think if theres one x factor here, you see this patch of blue counties in here, these are small counties. These tend to be rural counties. They have large africanamerican populations. You see democrats did win them. Biden did in 2020, but not quite by the level, and not quite with the relative turnout that barack obama got when he carried this state in 2008. That might be the key variable. When you talk about these two sort of major forces driving politics in North Carolina. Can Kamala Harris and the democrats get back more to that obama level in these counties than say biden did in 2020 or Hillary Clinton did in 2016. That in a margin this small could make a big difference. The key with carolina, of course, of all the Battleground States, this is the only one where democrats are playing offense. All of the other battlegrounds, georgia, pennsylvania, michigan, all went for democrats in 2020. Steve kornacki, thank you so much for that. You know politics, as he just pointed out, as is in real estate, one key is location location location, in elections its always turnout, turnout, turnout. And one organization working on that is black voters matter, which is launching a Get Out The Vote tour with plans to fill up two charter buses and 20 large advance with volunteers. Latosha brown is the cofounder of black voters matter. If you were able to see him, he was point to go a large africanamerican population in the northeastern part of the North Carolina and the question was, can the enthusiasm of the obama years be replicated this year . Can that help turn North Carolina blue . Youve been working there, your organization has been working there, what are you finding in North Carolina. So the answer is yes, i think it can. I think we have seen it before, i think its very possible we will see it again. You know, another element at play in the state of North Carolina is that theyre a big gubernatorial election. Theres a governors race thats happening, and theres a very reactionary Lieutenant Governor who happens to be africanamerican. But the Africanamerican Community is frustrated with him that he has been able to push racist tropes himself. He has been a staunch supporter of trump, and that has energized and ignited black voters in that state. What we have known, what has always been our strategy is not only the centers, that while there are theres Huge Populations in the centers in North Carolina, in the larger urban areas, that what you find is fanned out, and just as is in the community, in the northern part of the state, you find these pockets of black voters. Oftentimes in elections, those voters are not touched because theyre not in the centralized urban areas. We are going after those voters. The idea of what we have to do now is to take that energy and turn that into mobilization all throughout the state. We will go through the state. Well be there all throughout the next three months. We have three tours that are planned for the state, and work with over 30 partners of organizations that are embedded in the state, front line communities that are doing this work, and we are all hearing the same thing, that black voters, seeing that they have been energized and activated is a matter of how we term this activation, this momentum into mobilization. Let me ask you about another state where youre mobilizing, thats where Kamala Harris, shes in a plane right now with governor walz on her way to georgia. I know you have done a lot of work. I know you know this state. How important is it, first of all, do you think, that shes going to a place where democrats almost never go and that is to south georgia. And how do you turn the enthusiasm we have seen over the first month of her campaign into votes on the ground with your organization . You know, i think that georgia is similar to North Carolina. I think the south has something to say, that oftentimes when we talk about the south that is deep red, we saw what happened with warnock and jon ossoff, being able to get two Democratic Senators in the state, really a matter of shifting demographics. When you look at North Carolina, its not just the population is changing because people are moving there, you also have a sizable Student Population throughout the state because they have a lot to have Educational Centers there, and you have people coming of age. You have a younger electorate, a more diverse electorate. You see that in North Carolina, georgia, the state of georgia is more diverse. You see more Diverse Communities getting engaged and you see a younger electorate. In addition to that, what i think you can see is very reflective of what happened in 2020, and 2020, while, yes, the bulk of the numbers came out in the urban center, the Metro Atlanta area, it was the rural areas, that while those counties did not flip, you did not see them flip from a red county to a blue county, you saw the margin of victory shrunk because people had tapped out in those communities. We had tapped those communities in rural georgia, and thats what made the difference. I think its a smart strategy for the Vice President to campaign in those areas with a similar strategy on, yes, the urban centers will have the numbers but also in those rural areas, those untapped areas, you can also shave off some of the margins in the counties. I have a minute left but i want to ask you about this poll by cornell belcher, a democratic pollster. It showed 71 of black women voters believe this is the most important election of their lifetime. Whats driving that, and can you turn it into votes . I think theres three things that are driving that. I think freedoms, i think when you look at freedom of women that have rights over their body, i think, one, people are very concerned about gender equity. We believe, particularly those that i talked to believe that having a woman in the white house will help really understand that better, and do something about that. And then when you look at states like georgia, health care, health care access, and care. When you look at a state with Maternal Mortality at high rates, rates you see in developing countries, all of those things are driving it, and i think youre going to see a momentum driven by women that will continue into the next year. And democrats are now launch a super pac solely to fund the partys efforts to counter republican legal challenges. As prepared as anyone can be. Let me ask you, are you prepared for all of the news cycles that youre getting as a result of this election . No. No, exactly. I think there are legal issues that arise out of the political process, and so the Supreme Court has to be prepared to respond if that should be necessary. We dont hear much from justices, and she was, i think, throughout the interview as we heard in that sound issue measured in her response. What do you think it signals to all of us about november . Well, we do see justices from time to time give interviews, particularly as she does when they have a book coming out. But i think in this case, in this moment, shes being honest. We have seen in recent history battles over the election go to the u. S. Supreme court time and time again. So the justices must be prepared to take that on and take that on quickly as they arise. Especially the closer to election day that it gets. Weve seen the Supreme Court take a center role in elections like 2000, with bush v gore, and also other roles as well, considering some of the efforts on the state and local level to change or alter elections laws. Leading up to election day. This will be no different, shes correct in that. And both republicans and democrats are gearing up, mike, what more are we learning about this group of Democrats Launching A Super Pac called Democracy Defenders . Chris, its appropriate that im having this conversation with you from georgia because of course this was a state we saw a federal case brought against former President Trump and his allies for trying to interfere with the 2020 election here, and when you ask democrats what keeps them up at night at this point, its the fact that those efforts that we saw after the election in 2020 to challenge the results were somewhat disorganized, were somewhat late in coming together, and they fear that republicans are much more organized, even to take action ahead of the vote, potentially on election day and with early voting ahead of it. They feel like they need to fight power with power. Theyre going to take action both on the legal front, supporting Democratic Candidates up and down the ballot in their efforts to make sure that theyre Filing Lawsuits and dealing with challenges where they need to be, but also political. Theyre going to have a budget of 10 million that will in part go toward potential tv ads to counter these efforts from republicans, not just to challenge the results but also to sow doubt about the election process itself. This is an important effort thats being headed up by jim messina. We remember him as obamas 2012 Reelection Campaign manager. Norm eisen, who of course, a long time democratic attorney, was part of the Impeachment Team against donald trump in 2019, an ally of Stacey Abrams who ran for governor in georgia twice. And t. J. , coming over. The democrats have talked about thousands of lawyers and volunteers, theyre ready to go, and they are preparing for potential legal challenges on election day and after. Look, in 2020 in the aftermath, all of these suits that got filed, there was unanimity from the courts. Joe biden won. But all of those delays, the angst, all the confusion, even before january 6th exacted a very violent and heavy toll, is there anything youre hearing to suggest theres something that could prevent that from happening again . No, aside from these efforts that youre talking about, when you do have the Democratic Party mobilizing attorneys to ensure to the best extent possible that they can, that everyone has ability to vote and cast their vote. I take issue a little bit about the framing of this issue right now, seeing both republicans and democrats are gearing up fights around the election. What democrats are largely doing is fighting for access to the ballots to make voting easier, to make sure there are drop boxes where theyre allowed. That there isnt intimidation in efforts to block votes, but what republicans are doing is to try to restrict voting as much as possible, by imposing Citizenship Requirements that are found nowhere in the institution, by limiting the ability to register people to vote, and to get people to the polls. So there are two different, clear, two different objectives here that are happening one side or the other, and at this point, the access to the polls, and making sure the votes count are coming from one side of the aisle. Were getting new details on how Donald Trumps participation in a Wreath Laying Ceremony at Arlington National cemetery became contention on hallowed ground, a photographer was there, it happened in a section where american soldiers killed in recent wars are buried. Nbcs Courtney Kube is reporting from the pentagon. Courtney, what more can you tell us about what happened . Reporter yeah, that section is section 60. The rules there for photography and media access are very strict. Because of the sacredness of the facility, the cemetery itself, they are generally respected by members of the media. Now, you mentioned it was a Wreath Laying. Former President Donald Trump was invited to attend this Wreath Laying that was memorializing the individuals who were killed in the abbey gate bombing in afghanistan in the summer of 2021. He was invited by the families to be there and take part in this ceremony. That is when, as part of this invitation, that is when there was an incident that i have to tell you, chris, we dont have a lot of detail on. A spokesperson for Arlington National cemetery did confirm there was some sort of an incident that rose to the level that they filed an Incident Report about it. But thats really all we know. But as part of the statement, the Arlington Cemetery also pointed out exactly what you just said which is that it is against the rules to engage in any kind of political activity at Arlington Cemetery. And that includes video, photography that could be endorsing or as part of a political campaign. Thats part of the statement that they released when asked about it. Now, for the Trump Campaigns position, they put out a very different statement. Senior adviser telling nbc news that a nameless bureaucrat at arlington whose job is to preserve the dignity of the cemetery is doing the complete opposite, trying it make what is a solemn and respectful event into something it was not. This is where its sort of a gray line, chris. Former President Trump was invited there to be part of the memorial, but if there were photographers or videographers who were doing thing in direct support or for promotion of the campaign, thats where it gets into a very gray line. Now, we did hear from at least one congressperson, Gerry Connolly whos calling on that Incident Report to be made public on the part of the Arlington Cemetery, of course, they put out an updated Statement Today saying that in order to respect the privacy of the individual who was involved in this from their side, theyre not going to comment any further. Reporter it should include at least the individuals who saw this happen and the individual who was involved directly from Arlington Cemetery. It should include some sort of testimony or witness statements from them. It would presumably provide more information, but we dont have any information on that report at this point.
