. a very good day to all of you, i'm alex witt in for chris jansing. the supreme court strikes down a trump era ban on bump stock, the devices that allow rifles to fire faster, almost like a machine gun. the heated reaction coming into the decision. also breaking a major health update on the princess of wales, what we're now learning about her treatment and plans for a major public appearance tomorrow. plus, peace, according to vladimir putin. the russian president lays out his terms for a cease fire, more than two years into his gruesome war in a ukraine. what reception is that getting in kyiv. and did donald trump just empathize with joe biden? his surprising comments about being a father and having to deal with hunter biden's conviction. our nbc news reporters are following the latest developments for us. we're going to begin with nbc's julia ainsley who joins us from outside the supreme court. julia, welcome. so break down this major decision on the rapid fire gun accessories. >> reporter: believe it or not, this is a gun case that didn't hinge on the second amendment. this is about whether the atf went too far by defining guns that have bump stocks that allow them to fire rapidly was a machine gun according to laws that congress has set out. the majority opinion here was divided along ideological lines. the majority opinion said, yes, the atf did go too far, and this should not count as a machine gun. in writing the majority opinion, justice clarence thomas said you could only count a weapon with a bump stock as a semiautomatic weapon, the same way you could a person who happened to have a lightning fast trigger finger, but in the dissent, we heard a sharp dissent and joined by the other liberal justices saying if it looks like a duck, swims like a duck and sounds like a duck, i'm going to call it a duck. meaning a gun with a bump stick is just a semiautomatic weapon by any other name, and we're already hearing from the biden administration today. again, turning back to the reason why the regulation went into place in the first place, is that the deadliest in u.s. history, mass shooting in las vegas in 2017, that killed 58 people, wounded over 500 others. the biden administration today, president biden saying that thoughts and prayers, we know, are not enough, and he called on congress to pass a law that explicitly bans guns with bump stocks. >> and indeed, i should say with regard to sonia sotomayor, part of her response there was saying that this is going to hamstring the government's efforts to keep machine guns from gunmen like the las vegas shooter. it is a profound ruling we have come across. thank you so much, julia ainsley, for going through that. nearly three months after she revealed her cancer diagnosis, the princess of wales is set to make a much anticipated public appearance. let's go right to nbc's meagan fitzgerald, who's outside buckingham palace for us. this is very good news. what can you tell us about it. >> reporter: good to be with you. this is extraordinary news, just within the last hour here where the princess of wales saying that she will attend the king's official birthday parade, trooping the color tomorrowment she'll be riding in a carriage alongside her three children, and will appear on the balcony, in one of those highly anticipated moments of the celebration. in fact, i want to read a part of a statement she released a letter that she wrote to the world. she says i am making good progress but as anyone going through chemotherapy will know, there are good days and bad days. my treatment is ongoing and will be for a few more months. i'm looking forward to attending the king's birthday parade this weekend with my family, and hope to join a few public engagements over the summer, but equally knowing i am not out of the woods yet. also the king has said he is delighted to know she will be attending this event. look, anybody who has cancer or knows someone who's been struggling with cancer, this is really a humanizing letter. you know, the good days with the bad days, the fact that she relishes in the good days and in the bad days she surrenders to her body. she's trying to do what she can, working from home. as she mentioned in the letter, she's going to try and make appearances throughout the summer. the palace is very clear to say that, look, this does not mean that she is returning to public duty. she said she's not out of the woods yet. she's going to be doing what she can. this was certainly a welcomed surprise. a lot of people speculating on whether or not we would see her tomorrow. just last week she apologized for not being able to appear at the rehearsal. the first time, alex, that we would will seeing her since she made that announcement three months ago. >> i am confident king charles will be more than happy to share the spotlight with her on this day that they celebrate his birthday, which we should note, i know you have done that before, his birthday is in november. thank you so much, meagan fitzgerald for that. meantime, vladimir putin is laying out his conditions for peace talks with ukraine. richard engel is joining us from ukraine. there could be an immediate cease fire. now he's laying out these terms, they're his terms. how much space is there between what he wants and what ukraine and its allies will accept? >> reporter: at this stage, he gave this speech to diplomats, he was taken to his own foreign ministry. it seems he's trying to state the message that diplomats in russia should carry out to their embassies and consulates around the world. this is now officially policy, and his statement made it seem like russia is being very generous and conciliatory. russia's position is give russia, forever, four provinces in ukraine, and these provinces are large. each one about -- think of it almost like a state in the united states. give russia these four provinces, which it doesn't control. it only controls part of these provinces, which it occupied illegally, ukraine is fighting back to reclaim the territory. whether it holds them or not, russia is saying, putin is saying, give us these four provinces, have ukrainian troops pull out of them, make sure that you never join nato. demilitarize particularly in the east, and then we can talk about peace. so vladimir putin is asking for the land that russia already controls, which it occupied by force. plus the area that it is trying to capture by force right now. it is something that ukraine won't even consider. they haven't gotten to the stage where they're in serious peace talks with russia. in fact, just this weekend, there's a major summit in switzerland, where they're trying to frame what a possible peace deal could look like, and that is why we saw the timing of president biden announcing this major new package, defense security packed between ukraine and the united states ahead of this summit on peace this weekend in switzerland. now vladimir putin is chiming in saying, okay, while you're meeting in switzerland, here are my terms. here's everything i have, plus i have been trying to capture in eastern ukraine. it is something the u.s. is clearly not in a position to accept based on the fact that the u.s. just signed the security pact. his audience could be a future president trump if he returns to office because it is the kind of deal that potentially president trump might except considering he's expressed reluctant to continue support for ukraine, both while he was a presidential candidate and while as president. and in time since he's been another candidate. >> yeah, 100%, and donald trump has shown his disdain for nato. what putin is asking for is ukraine to refrain from the possibility of joining nato and the relative security that comes with it. that is clearly a nonstarter at this point. richard engel, thank you very much, we appreciate the long distance connection with you. let's go to surprising comments from donald trump when it comes to hunter biden's conviction. nbc's dasha burns is covering the trump campaign for us. welcome. trump spoke after, not with, president biden and confirmed he will not pardon or commute his son's sentence. of course coming from president biden, but what all did trump say about it? >> so, alex, a moment of empathy from the former president for the current president. he was asked by a fox news reporter yesterday what he would do if he were in president biden's shoes as a father himself. take a listen to what he said. >> i understand that whole subject. i understand it well. we have it with people in the families, it's a very tough thing, a very tough situation for a father. it's a very tough situation for a brother or sister. and it goes on and it's not stopping, whether it's alcohol or drugs or whatever it may be. it's a tough thing. >> so, alex, the former president's own brother fred struggled with alcoholism. he died in 1981, and trump has always had a sort of soft spot, if you will, for folks that are struggling with whether it's alcohol or drugs or what have you. this was a moment where, you know, he kind of did put himself in the shoes of someone else in a topic that he and his family are familiar with, alex. >> and, indeed, i believe the effect of that and fred's struggle with alcoholism on the president has left him, he never consumes alcoholic beverages, i recall that. thank you so much, dasha burns. democrats on the attack in battleground, wisconsin, how they are tearing into trump for allegedly calling the city of milwaukee horrible. of milwaukee horrible so this is pickleball? i mean, bring me into that. >> sure. he's done that both for cities and countries, remember the asshole countries, right. so yes, this is racialized, urbanized. we should remember that he tends to take these kinds of jabs against leaders of color, if you incorporate tish james and alvin bragg, certainly folks that have him in legal trouble, however, he takes shots at leaders of color. i would say that the tactic he uses is not something unlike what republicans have used in the last few years. they try to point to issues that may be representative of cities and get that to expand into the suburbs. we saw that in new york in congressional races and the gubernatorial election in 2022. there are ways in which they try to take these urban problems, expanded, extrapolated from the suburbs to move suburban voters to vote on issues that aren't specific to them. and so, yes, this is rationalized, it is urbanized, it's a tactic that republicans have used quite extensively. and i do think -- >> effectively? >> i don't think it's as effective as i think it is. it's a dog whistle. democrats have been very good at, as you mentioned, drawing that distinction. you know, democrats have good candidates, and because they have been able to sort of turn and pivot from those kinds of remarks, democrats have found some success. so i think we'll see it more and more often from donald trump and republicans but i do think, like you talked about the dnc, putting up these billboards, you know, democrats are fighting back. >> there's a new piece in semafor, and sought to interview black with a focus on race being influenced by black men he has been around over his life, and when asked about how he responds to black voters who call him racist, trump said, i have so many black friends if i were racist, they wouldn't be friends, they would know better than anybody, and fast, they would not be with me for two minutes if they thought i was racist, and i'm not racist. >> yeah, the old black friends thing. we've heard that a thousand times before. just because you know some black people, doesn't mean you understand or actually get what african-americans are going through. the fact that you, going back to your first question, the fact that you attack african-american leaders, the attacks on milwaukee are done in conjunction with the attacks on diversity, equity and inclusion, republicans have lumped that in. what does that say? (mom) my turn. reaction is coming in to the supreme court's decision to strike down the ban on bump stock devices from the nonprofit gun control organization brady. united against gun violence bump stocks essentially turn semiautomatic weapons into machine guns, weapons of war should have no place in our communities. joining me now is the president of that group, chris brown. i'm awful glad to see you. i'm sorry about these circumstances. i imagine there are several implications you are not welcoming relative to today's decision. >> yes, i mean, i was at vegas, one of the deadliest shootings we have had in american history where 60 people were killed. over 500 injured with a shooter equipped with bump stocks. basically what bump stocks do is they make a semiautomatic weapon function as a machine gun, and those are banned for a reason in 1934. the accessibility of bump stocks which the atf had banned and the supreme court just overruled means that we are making available on the market tools for any person to transform a semiautomatic weapon into a machine gun, completely circumventing the 1934 law. it's a ruling that defies logic as sonia sotomayor said in her dissent, if something walks like a duck, quacks like a duck, and looks like a duck. it's a duck. what we have here with bump stocks are clearly devices that americans want banned. over 80% of americans wanted this to happen, and i have to say, they were banned under the trump administration following vegas. so i'm very perplexed, deeply troubled by this ruling. >> in fact, donald trump called for it himself. let's listen together as i play a clip from a witness to the 2017 las vegas shooting who testified before a senate hearing. here's that. >> i am not someone who is antigun. i'm very pro second amendment, but i support senator feinstein's bill to ban bump stocks. they are not for hunting, they're not for target practice. they are for hurting people, and they have no place in our general society. >> so the bump stock ban, it appeared to be, to your early point, it was a rare bipartisan victory on gun control particularly because it did not come from a democratic president, it came from the trump white house. do you have any hope, chris, that a bipartisan solution to this issue might be possible in the future, even in a republican administration? >> i do remain hopeful. look, i mean, across the country, individuals who were polled on this were so happy to have bump stocks banned. gun owners and nongun owners saying there's no place for bump stocks. we have legislation that congress could pass tomorrow in the house and senate to ban bump stocks. congress is left with the sole responsibility to do this after this ruling, and it must if we want to protect our children. guns are the number one killer of our kids. we don't need to make it easier for individuals intent on mass murder to convict mass murder. the rate of fire from what is effectively a machine gun is hundreds of rounds a minute. there's no place for these, and i hope that congress will take action. >> okay. and we hope folks have heard you. thank you so much, chris brown. demolition has begun at the site of one of the deadliest school shootings in u.s. history. you can see it here. this is marjorie stoneman douglas. this is where six years ago, a gunman took the lives of 17 people. some of the victims' families and friends watched as the building started to be tore down piece by piece. one mother who lost her 14-year-old daughter in the shooting and whose son now attends stoneman douglas high told "the new york times" it's important for that building to be taken down so not only can i start to heal but also the community at large. marissa bragg is reporting on this. calling this an emotional day for the community is a complete understatement. what can you tell us about this demolition and how long it will take? >> reporter: yeah, absolutely. it's hard to put into words the feelings that people have been going through, watching, witnessing this moment here in history. but one word that does encapsulate it all is that it's painful. for so many parkland parents, this is the last place where their child was alive. it's also powerful to watch this demolition even happening now behind me, and at times, we can hear the steal breaking and the pieces of this building coming apart. this really marks the end to a painful chapter for everyone affected who has had to look at this building day in and day out whether they're driving by or they work on campus or even the students who attend class here, having to see this as a reminder. this is truly a solemn moment. some have described it as anticlimactic. it is important for the community to continue to heal and close this next chapter in coping with what happened here. we want to give you a taste of what some of the parents, the parkland parents are feeling in this moment. take a listen. >> it's a reminder of -- that i don't have my little boy here, and that alex was murdered in the deadliest high school shooting in the united states history. >> the pain that i go through every day, my family, and when the crane hit the building, it just honestly ignited that pain even further. >> reporter: so the demolition itself will go on for the next three weeks, 8:00 in the morning until 5:00 on week days. these cranes will be working to take this building down, piece by piece. alex. >> nbc miami's marissa bagg, my apologies for mispronouncing your name. i apologize. we have breaking news involving info wars founder, alex jones as he tries to pay more than a billion dollars in damages for repeatedly saying sandy hook was a hoax. anne thompson is covering this for us. what does this mean as i say hello to you my friend. what does this mean for the sandy hook families, does this mean they're closer to getting the money they have been awarded? >> maybe a little bit closer. alex jones supposedly only has $9 million in personal assets and so he owes 1 1/2 billion dollars. >> wow. >> yeah, so this is not even going to get them close. at any rate, the federal bankruptcy judge said he can liquidate the assets. they have gone on to the second part of the hearing, whether the parent company of info wars can liquidate his assets to add to that pot. i can tell you, alex, there's a whole lot of suspicion here about alex jones and his accounting. attorneys for both the families and the creditors say that they are finding what they call hallmarks of potential fraud, back dated documents a flurry of transactions that went from jones to close family members. they think he's trying to hide assets. the other thing alex jones has been promoting on his web site, info wars in the last couple of weeks is that today could be the last day of his broadcasting on infowars, and he has gotten very emotional about that. let's play a clip. >> i just want you to stop these people. they got to be stopped. got to stop them. >> now, i would just remind you that he lied repeatedly. repeatedly. about 20 children being killed at sandy hook and six adults, and those 20 children were between the ages of 6 and 7 years old. his tears don't even come close to what those families have been through since december 14th, 2012. >> and i think this is about liquidating a ranch he has in texas. >> he's already sold the ranch and his lawyer pointed out that she has $2.8 million in escrow that can be distributed right away. but there's much more than that. >> anne thompson, stay on this story. it's a good one. thank you so much. meantime, coming up, new scrutiny on what supreme court justice clarence thomas does in his free time, it has to do with private jets paid for by his billionaire friend. the battle over abortion access. one woman shares her harrowing experience in missouri, a state that has one of the strictest bans in the country. >> i kept saying over and over, don't. (vo) switch to the partner businesses rely on. there is increasing scrutiny around supreme court justice clarence thomas after documents show he took more unreported trips on a gop megadonor's private jet. details of those flights were obtained as part of an investigation by the senate judiciary committee. they have been digging into the lavish travel and other perks provided to the justices by harlan crow and other wealthy benefactors. nbc's julie tsirkin is reporting on this from capitol hill. also with us, glenn kirschner, former federal prosecutor and msnbc legal analyst. welcome to you both. julie, what are we learning from the judiciary committee and what does it mean for a push for a code of ethics? >> reporter: democrats try to push for a code of ethics just this week. this isn't their first attempt, won't be their last. they were blocked by senate republicans, as expects, of course, who do not want this code of ethics to go into effect. they say chief justice john roberts can do this all on his own. he tried to do it last year. still, we're seeing a continued flow of all of these undisclosed trips, all of these undisclosed items. we saw the issue with samuel alito, but in the case of thomas, they were able to receive from crow at least three trips that clarence thomas took on crow's private jet. from 2017 to 2021. this was not included in thomas's disclosure report just a couple of days before the committee disclosed that, so it goes to show you, really, how timely all of this is. i will tell you that dick durbin, the top democrat on the judiciary committee released a statement saying the senate judiciary committee's ongoing investigation into the supreme court's ethical crisis is producing new information and makes it crystal clear that the higher court needs an enforceable code of conduct because its members choose not to meet the moment. i got off the phone with richard blumenthal, and he told me they will keep pushing this. i asked him senator, what happens in november if trump is in the white house and republicans took control of the senate, what then. he says that is why from now until then we have to continue confirming district judges, appeals judges, all of these judicial nominees to the bench so they have leverage to work with and down played the effort from conservatives from blocking nominees from going forward. >> glenn, an attorney for clarence thomas says the information harlan crow provided this the judicial committee fell under the personal hospitality exemption that was not required to be disclosed. last week he amended his disclosure form, reporting trips to indonesia and california paid for by crow. why wouldn't justice thomas just come clean rather than allow for this drip, drip, drip. >> well, because it seems he has been getting away with nondisclosures for so long, that is what he is accustomed to. i read senator durbin's statement, the chairman of the judiciary committee, he indicated they had documented that clarence thomas in his time as a supreme court justice took approximately $4.2 million in gifts from outside sources. let me give our viewers a data point. as a career federal prosecutor, i was a federal employee for 30 years. i was governed, my ability to accept a gift from an outside person or outside source was governed by the code of federal regulations. the cfrs, and for me, i was permitted to take a gift, accept a gift from an outside source that was valued at no more than $20 per occasion, and if there were multiple occasions over the course of the year, from that outside person, it could total no more than $50 in a year. clarence thomas in his time on the bench has received, accepted, more than $4 million worth of gifts from these reportedly republican billionaires. you know, the fact that there is no mandatory code of ethics for the supreme court justices is really an insult to the american people. >> there is one that is overseen, and they have to adhere to it. all of the other federal judges in the country, just not the very highest ones. it is extraordinary, thank you, glenn kirschner, and julie tsirkin for that. votes in congress connected to abortion, ivf, contraception and mifepristone have left so many people confused about what is legal and what is not. one national advocacy group told nbc news that its legal help line had an 875% increase in the number of calls in the six months after roe v. wade was overturned and the top question, what are the legal risks and rights for people who took abortion bills. nbc's stephanie gosk reports. what did you feel comfortable telling the doctors in the emergency room. >> my name. >> that's it? >> that's it. >> but i just kept saying over and over again, don't die and don't say you took those pills. >> love hold had taken abortion pill after buying it online, even though there's an abortion ban in her home state of missouri. already a single mom of five, she worried going through another pregnancy would be too hard on her family. >> i would have been putting myself and my children at risk for not being able to supply them with income and food and housing because my work schedule would be curved. >> moments after taking the abortion pill at home, she says she knew something was wrong. >> i was bleeding out quite a bit, and i kind of knew then, you're going to probably have to go to the hospital. >> reporter: holt went to the emergency room, reluctantly. >> i was in fear, honestly, that i was going to be carted away from a hospital bed to a jail cell, had they found out. >> reporter: missouri's ban is one of the strictest in the country, no exceptions for rape or incest. abortion is only legal to save the life of a mother. >> can a woman be arrested for getting an abortion. >> reporter: not in the state of missouri. >> legislature, nick coauthored the law. >> women in the state of missouri will not be prosecuted. the only ones that can be liable is the companies and physicians partaking in this, and preying on women in sensitive times. >> reporter: is your story something that you hear over and over again? doesn't look like it's raining behind you, at least. >> reporter: not now it's not but if you asked me 20 minutes ago, it was coming down hard. it was forecast to rain about 2 to 5 inches today, which wouldn't be a big deal on a normal june day in miami. we have seen 15 to 20 inches in some parts of south florida in the last 72 hours. that could actually trigger even more flash flooding today. 7 million people in south florida are still under flash flood warnings, and if you take a look behind me here, this is one of several roads in north miami that is still flooded. you can see behind me in the distance, some vehicles as you mentioned still trying to drive on these flooded streets and the weather experts we spoke to says even if miami gets a quarter inch of rain an hour with roads like this and much of the ground saturated, that could trigger flash flooding. we have seen a steady stream of tow trucks, trying to address vehicles, one person characterized this as a zombie apocalypse. there were so many vehicles abandoned in the middle of the road on medians on sidewalks. we actually spoke to one man today whose gps brought him here two days ago. he ended up with water up to his waist in his vehicle. he had his dog with him and had to abandon his vehicle after waiting for a tow truck for several hours, and he wasn't able to get his vehicle towed until today. many of the tow truck drivers we have spoken to have said they have been towing hundreds of vehicles, and the emergency authorities we spoke to have also said that they've been respond to go almost 200 water-related emergencies just last night alone. so it is very much still an active scene. things are getting much better than they were a few days ago. >> and listen, with the topography in florida being so flat, it is hard to find higher ground to get it all away. priya sridhar, thank you very much. new aviation concerns this afternoon. boeing confirms there is a new issue with some of its undelivered 787 dream liners, involving fasteners on the fuselages, that appear to have been over tightened and thereby installed incorrectly. nbc's tom costello is following this for us. welcome, what more do we know about this? >> it appears there are 900 fasteners on the 787 fuselage, a popular plane. it appears that quite a few, hundreds, may have been over torqued, in other words, tightened up too much. the concern is that would stress the fuselage itself. the composite material. boeing says it is reviewing closely all of those fasteners to see if there's any potential concern there. these are planes that have not been delivered to airline. they are at the production house in south carolina. today the faa chief in south carolina, looking at the 787 line, talking to boeing executives. they are under tremendous faa scrutiny, following the 737 max 9 door plug blow out in january. dozens of faa inspectors are on the inspection line. very closely watching what boeing is doing, and whether they are, in fact, maintaining good quality concerns if you or quality control, not only on the assembly line, but also safety, following safety protocols. boeing has admitted they have had a significant breakdown in quality control. they're working towards fixing that. and they are very much under the microscope with the faa, alex. >> i can about imagine. my goodness, just to be clear. tightening up these, it could cause like a buckling kind of thing in the fuselage? >> that's the big question, and we don't really have an answer to that. i think we want to stress that they say that none of those suspect planes have yet gone out to customers, but clearly as we mentioned with so much scrutiny on boeing right now, and, by the way, they have also had to announce to the faa that internal whistleblowers have come forward to say some employees are writing or signing off on work that was never done. so there's an awful lot of scrutiny right now on every production line, but this specifically is with the 787 in south carolina. >> i'm grateful you are keeping your scrutiny on it as well. thank you so much, tom costello. that does it for us this hour. we aren't quite done yet. i will speak with richard blumenthal about the supreme court decision on bump stocks. our coverage continues right after this. ♪ home internet with 5g. ♪ wait! t-mobile has home internet?
