Lui. We have a special hour from iran state tv, and theyre reporting irans president , ebrahim raisi, was killed in a Helicopter Crash sunday. The president was traveling back from a visit to the Iranian Border with azerbaijan when the helicopter he was traveling in made a crash landing. For hours Rescue Workers were searching for the wreckage and any survivors. They have found the crash site, and there were no survivors. Bad weather believed to have contributed to this crash and it certainly slowed down Search And Rescue efforts, which were going on for hours. U. S. Senate majority leader, chuck schumer, earlier sunday saying intelligence authorities informed him there was no evidence of foul play in this crash. Adding that it looks like an accident, but still being fully investigated. Now the death of irans president comes during a volatile time in this region. Iran and israel have exchanged attacks directly on each other just last month. Militant groups have also attacked israel as well as western ships in the red sea. Thats a part of it. Still remains in control over iran after this unfortunate news. Lets go to nbc chief correspondent richard engel. Richard, as you have been following this story, what is the right way to look at this, summarize it, and what are the reactions youre looking for from the region . Reporter so this was a shocking turn of events. A Helicopter Crash. Im also hearing from sources that foul weather, not foul play are believed to be responsible. The fact that the president was traveling in this area in high fog does indicate that dense fog. It does indicate that weather was most likely the factor in that, presumed to have been the factor. He was traveling from azerbaijan, one of the helicopters crashed. We first learned about this about 12 hours ago and that meant the period of darkness in iran that were search parties, all dispatched to the area and the other aircrafts as well, drones. But according to this, the iranians, after 12 hours, perhaps more or longer, but thats how long it has been in the public domain. And we have been speculating what this meant. It was a presumption that he did not survive that Helicopter Crash because of where they went down in dense forest, the mountainous area between iran and azerbaijan. Now there are two questions. What happens in the short term . How do they find a new president . And how do they find a new leadership . And then what happens for the future for iran and as the islamic islamic successor. Hes one of only two names mentioned in iran in private and talking about the succession of the Supreme Leader is the subject. This is not a country where you have in the United States channels, like on cable channels, that we would have endless speculation about what will happen and who will come up. This is not something that is allowed to discuss. Its considered too highly sensitive. But now this private conversation has been forced out into the open because of the unexpected death of the president. And those two questions will be, who takes over immediately according to their constitution. It should be the Vice President and hes expected to have elections within 50 days. He might not do that because these are unchartered times where they might want to hold off longer while they try to work out the larger issue, which is will replace the Supreme Leader. So this is something the United States will be watching extraordinarily closely. Something that israel will be watching, exrod nairly closely because were in the middle of the Hot War In The Middle East on the hot war that just last month had the potential of breaking out into that war with the United States and with iran. Because of the tensions. Iran did not, my understanding through many conversation of intelligent sources did not direct the hamas october 7 attack, but certainly has been supportive of it and certainly celebrated, has been championing hamas. And it seems quite likely according to the analyst that their external positions are not going to change. But in the immediate short term, they may need to be focused on the domestic side in which they are not as interested in having a new round with israel. A new round with israel through hezbollah potentially just in the short term because they have to sort out these very significant Leadership Questions at home. Richard, lets bring in nbc chief correspondent, kier simmons. You were reporting earlier on sunday, the thickness of this fog, as well as Iran State Media that many of these 40 or more rescue teams were on foot for two kilometers trying to get to the site. What were some of the conditions on the lead up . Of course the question that remains for us if youre just joining us, why and how . Well, it was clearly a very difficult effort. Given the importance of those on board, the helicopter, the combined effort. To see if there are any survivors, that were in the mounted terrain, and that could tell you about the area. Its over at the border and it was foggy as he says that it was absolutely foggy and you know that to keep that in mind that this is a region, where the conspiracy theory, finger pointing is the norm. But they show you this terrible weather as we have heard them try the announcement of the death of the president raisi. Weve heard them talk about the cause. So now we will wait to see it as it is morning time, breakfast time here in the gulf, just across the water from iran. So people will be taking this in and many people will be waking up to the news right now. And how iran will frame it to blame iran will talk about whether they will talk about issues with the helicopter or make other kinds of accusations. Any of those are possible depending on the politics and what they think is expeditious for them. That will be their primary focus as they just lost the primary focus for iran right now will be ensuring ability in their own domestic concern. And ashley, you heard the Supreme Leader even prior to the announcement, making a statement, saying we pray to god that he will be found and also saying dont worry, this will not affect the policy of the future. So i think these hours, despite the clear evidence of what will predict these will be unpredictable and the guiding force, quite frankly in these coming hours and that will be worrying leaders all the way to washington. And claudio, youre looking at the video with Everyone Else who is just getting their eyes on the prelude to this Breaking News. We just got that overnight and as kier simmons was just saying that the president of iran was not the only person on this helicopter. The Foreign Minister was also on this helicopter, unfortunately . Thats right, as we were told the governor of azerbaijan. And as well as, of course, his Security Detail for raisi. So there were several people there that have died and it is the president and the Foreign Minister. So that means it will be a major shakeup in iran following the next few days and leading up to that election. And what we saw also overnight, when this was the news widely anticipated that raisi lost his life in that crash until about half an hour ago to announce it officially. State media was laying out prayers for raisi. They are also iranians to pray, and airing images of large groups of people, praying for raisi, and that is what we expect them to do is to show the outpouring of morning by the iranian people, perhaps praying for raisi. Whether that is the general feeling across iran, we dont know and we hope that they will concentrate on that now. And now as richard and kier were saying that we know it was a very bad weather, foggy conditions. Trying to reach the location and make out the people there because it was very small and short visibility, just a few things that they said when they would reach that site. We got information that there was no sign of life and only an hour later, with anchors on area one, wearing black, in sign of clear morning, anticipating the news that we were waiting to hear and it will be interesting to play out as we will see them mourning and we will see leaders reacting from Around The World, but it will be very interesting to see the other leaders. They will take this opportunity perhaps to steer their emotions and blame intervention or influence our foreign agents, for instance, israel or the United States or whether they will just stick through what is most likely the cause of that crash, which was as far as we know for now, bad weather or perhaps the president of iran as well as the Foreign Minister were flying in. Richard . Keir simmons, as well as richard engel. Standby. We will take a short break. The question is how will the United States react to this . What might they do with this latest development . We will approach that subject when we return on the Breaking News of the death of irans president right after this. Some things should stand the test of time. Com we will continue to follow Breaking News out of iran. Announcing that the countrys president , ebrahim raisi, killed in a Helicopter Crash on sunday. Again, iran tv confirming the president of iran was killed in a Helicopter Crash. If you are just joining us here on msnbc, leading up to the news was the word or terms of a hard crash. That they had boarded along with two other helicopters, a total of three according to Iran State Media. We now know according to Iran State Media that at the crash site you see on screen in the upper left that the hell continue or of irans president had crashed and no signs of life were found at this crash site. Some of the videos that youve seen as well as it is very clear here that the fog according to the story line is consistent with if this video is close to the site. Claudio is still with us. As we look at what might the reactions coming forward from this news, what should we be looking out for . Not only from the region, but in this region that we have been discussing, the level of instability to begin with is quite a noticeable level . Of course, and we have just received the first reaction as you would expect thats coming from hamas, as you know, of course, iran and hamas that were linked as they supported the palestinian coast for a long time. And they also supported hamas both financially and also with training and there was a lot of speculation of how involved that it could have been or how much it could have helped hamas during the october 7 attacks, even though they always denied the involvement. Now they sent out saying they offer their sincere condolences to the iranian people and to the alliance and im just reading a bit of it saying we are confident that we will be able to overcome the repercussion of this great loss. The dear iranian people have ancient institutions capable of dealing with these severe ordeals. You would expect them to be one of the first to react. Now it is about 7 20 in the morning here in rome and the rest of Continental Europe and a bit earlier, of course, in london and Eastern Parts of europe, so we are still waiting to hear from leaders here to come in and it will be interesting to hear what they are. But this statement from hamas is interesting because it will say that the institution is capable of dealing with this severe ordeal and clearly as richard was saying earlier, the president , the death of the president of iran doesnt really create the major issues in the way it has been run sitisly because of the main leader. And one of the major impacts as richard was saying after the death of the president of iran raisi, is that raisi was one of the, if not, the front runner to replace as Supreme Leader. So now really iran still has a Supreme Leader and that is the leader that they answer to, the Supreme Leader. So this would only be a matter of finding a new president with the same perhaps, the Hard Line Policies of raisi. So it is not to create any problems or confusions in the way this country is being run. But the one immediate thing that were interested in is the reactions from Around The World and we are waiting for reactions as leaders across europe because im here and they are just waking up to this news. The reaction from hamas as we would look into something that you have covered very deeply as you look at the reaction to hamas. What does it mean to lose one of the key operational leaders, the president of iran, to the wars that they have engaged in and does it get a hiccup for the moment . And it probably does not as they are correct in one thing that they do have institutions, but they are not ancient institutions. It is relatively recent and new and kings that ran iran for thousands of years. They were overthrown. The entire system was abolished in 1979 when you would have the rival of the resolution system. There have been two Supreme Leaders. The first one i told them and their successor, i told him. So this country is still relatively new. This is a relatively new theory. And what they did in 1979 and it was just the end of the iran and iraq war, the american Hostage Crisis when the u. S. Embassy was taken over by radical students. Out of that environment, the iranians decided with protest on the streets and then a quick takeover by the theory was that the way to go forward in iran was to have a state controlled system with clerics in charge. And a state of what is the official name of the system its the shadow of god of thee rock shy holding the country under a tight grip in terms of moral policy, all related because it is a theocracy. What kind of clothing . Women can wear and what kind of relations they are allowed to have with the outside world. All of the policies are set by the Supreme Leader. The current Supreme Leader is 85 years old. As i said, only the second Supreme Leader in the country. And so this is a double blow that will create a shortterm crisis that hamas is right about. They will be able to get through this. Dont expect any change in policy from iran that is suddenly going to cut off support for iran, cut off support for the palestinian people. Iran has ruled through proxies. That is something they did before and they have hezbollah, iran, and the houthis. Thats something they did and it is something they are likely to do after him as well. But the fundamental shift, is this a moment where those who dress in religious garb who are the contributors of the top of the system, will this shake their Leadership Role . Will they be run by clerics with the daytoday affairs managed by the hardline military, the Revolutionary Guard, or is this an opportunity for them to assert themselves and take over, that i have been thinking about this. In many ways, that we could be in that moment where he was sort of in the end of his career and he was very sick, seen as an alcoholic, and went to someone from the security services. He went to someone who is an unknown factor and we saw it transition away from the leadership and away from the bureau and those names, moving towards those lesser known factors who would take over and they had start to impose that dictatorship and with the same covering of the Supreme Leader. But who would ultimately have the power . As it is currently and his circle around them who look to the text for inspiration or the military in iran, the Revolutionary Guard who will carry out the daytoday powers, where they will assume more of a greater Leadership Role with perhaps a fig leaf religious leader is the potential Reflection Point that iran is at right now. Does it continue as they were being guided by clerics who commune with god, who then carry it out. Or does the rev guard see this opportunity and step up, take power for themselves and change the structure of the rule where the clerics are now, they would potentially be in that scenario and it will be more of a symbolic rule. Well see. But thats the fundamental Power Struggle that is now playing out Behind The Scenes. And i think these statements are going to be very short if you hear statements from biden or others, they will not extend their great condolences to this man, where they will keep it very short to the lines that the loss of life is tragedy or Something Like that, but you will hear the groups that are supported by iran and the different groups in the area and meeting with them closely, trying to do a little bit and saying okay, what does this mean for iran and iran and Everyone Else . Indias Prime Minister is talking about reactions here, richard. Posting on social media, deeply saddened and shocked by the tragic demise of dr. Ebrahim raisi, president of islamic indiairan. Strengthening indianiran bilateral relationship will always be remembered. My heartfelt condolences to his family and the people of iran. India stands with iran in this time of sorrow. Richard, as you were bringing up the example of history in boris. There was certainly if you will an operator at the time that was taking advantage of that particular content that is now the leader of russia, Vladimir Putin. Are there certain actors who could take advantage of the current instability and have the ears of certain people that could actually make this happen . Who might we watch should that be the case . Quite a few, and that reaction is much more emotional than expected. I dont think well hear biden going that far, so that is quite interesting. It is a symbol that they want to reach out and get engaged in the same way that most of the praise will come from putin because hes been shoring up the Russian Military campaign against ukraine. Iran has been providing a great number of drones that he has been using a very effectively in its attacks and also using those attacks on the cities in ukraine and including odesa and kyiv. In terms of other players who might emerge in that Power Struggle is going to be. The other name. There were two names that were always talked about in private. One being raisi. Now no longer in consideration because of the Helicopter Crash, which is my understanding on the foul play. The other is the son of the Supreme Leader. And now he is the son of the current Supreme Leader and someone that the Supreme Leader in some stage, they wanted to replace him. It was in opposition to that and why he would have effectively merged as a candidate and the consensus candidate in these closed circles. By the way, very little is known. Hes not someone that will give interviews. And they operation in the shadows, where they will have elections, but they are not legitimate but Behind The Scenes and the move to replace the leaders, they always had two names and this crash will take raisi out of the running, but doesnt mean hes necessarily the front runner now and again the environment in iran where you have deep suspicions and power plays, you have a mysterious crash in the fog, in the midst of a war. It would be difficult now for the Supreme Leader to suddenly appoint the Supreme Leaders son. Many people, they would view that with even more suspicion. And they would say this is some sort of an Assassination Hit and the Supreme Leader trying to orchestrate the situation, which he could put his son into power. So i think this unexpected crash will make it more difficult for him to try and put in his son because it would look bad and it would look conspiratorial in this stage. Meaning going back to a potential putin scenario that you would reach back into the crowds of the announce. You would reach back into the crowds and inside the rev guard. Faces that are not public or that are not known outside of inner circles, very much like Vladimir Putin was in that steady set of hands and who could drive the ship. Keep it moving without emerging himself as a personality. It didnt work in russia. That is what they had in mind that he would put the steady set of hands and that the system would keep moving on. Instead what we saw was a takeover of the states security services. Thats possible of what were going to see in iran as well. The takeover of the security services, and the clerical rules. The actual theocracy that has been in power there for 1979. So it could be quite a historic Turning Point or a shift. But we are talking about internal shifts for that i dont think those interacting outside and others that youre necessarily going to see great changes in policies. And in that had stone in the road, they could change the course of the water for iranian politics. And it is execute bed now according to the state tv that they would now step in. And welcome back as we pass the bottom of the hour, the Breaking News this day is the death of irans president according to iran state tv. Just announcing the countrys president , ebrahim raisi, was killed in a Helicopter Crash sunday. The president was traveling back from a visit to irans border with azerbaijan. The helicopter he was riding in made a crash landing. And searching for any survivors as they found the crash site; and there were no survivors in the end according to iran state tv. Bad weather believed to have contributed to the crash and slowed down Search And Rescue efforts underway. Chuck schumer earlier on sunday said authorities have informed him there was no evidence of foul play in this crash. Lets go to keir simmons who has been with us throughout the Breaking News coverage. And get us back up to date as we pass the bottom of the hour on this day. The state media making the announcement that he was killed as you mentioned that it happened at the border. And the picture will she that kind of region and it is heavy fog as they were attempted to get to the crash site. Where so far it seems nobody survived. And now raisi was a conservative leader. He crushed the defense and was seen as a possible successor to ali khamenei. And the question of who will replace the Supreme Leader has been looming far long time. The question of how it will impact irans Foreign Policy will be in the minds of the leaders in the world and in washington and remember that iran, birthed out into the open since the terrorist attacks. And will draw them to support hamas. Support them with this fight through israel and how they know that is still an open question. And there is also just in the past few months been a complication, which we have not seen in recent history. So all these things are just one content and as you would like in iran, there is widespread anger and corruption and sanctions by the west that have damaged the economy as we have seen that over the death of the young 22yearold woman. And that crushed mr. Raisis government by his leadership. So this news that we would talk about, this is certainly that and no matter the cause. This will bring more instability to a region that is already wheeling. Richard engel also still with us. We have reporting that the u. S. Has begun messaging iran. And tell us more about what we might know about that as well as you were talking about before the break and what that will mean for them now that they have the news that irans president has died . When the word first came out when they were near azerbaijan. I have been talking to u. S. Government sources, military sources, intelligence sources, a lot of messages have been sent. The u. S. And iran dont communicate directly, and the iranians and the americans dont have formal diplomatic relations, but they are able to send messages to each other, and they are able to deescalate when necessary. It will be very important for the United States to send iran a message to say effectively we didnt do this, deescalate. We are not intending to take over iran. If you remember several years ago after the assassination of a Senior Leader in iran cost them and it was established and who was executed under the Trump Administration in a drone attack in baghdad. They were very worried and that the americans were going to be coming and that he ordered a military action, a coup against iran as they went into full war mode. And in that crisis, they shot down a commercial airliner in iran and killed hundreds of people. Many of em this ukrainians. That event would have the impact of averting a major war because iran was in such a frenzy after this assassination that they had not anticipated. And not that they are suddenly friends here. But in order for them to say we didnt do this, calm down. There has been quite a bit of messaging, not just now in the last few minutes, but since this began. And what was your question . As you were talking about before our break that this could be an opening for the leaders of the guard. And what might that mean . And what are you looking for as we go forward . It means we could be seeing iran shifting more towards a Military Dictatorship that is run by the Revolutionary Guard and less of a pure theocracy thats backed up by the Revolutionary Guard. And it has been in place since 1979. Before that you would have a series of kings of kings, who would rule the area thats known as the Persian Empire where it is one of the oldest civilizations on the planet and that will all change in 1979 with a student revolution, and a violent revolution that was led by them as they returned from paris and he was welcomed with a violent takeover at the time, where it was a long Hostage Crisis and they have never recovered since then. And after the takeover by the Revolutionary Guard that you would have them running the country, and they decided in this move when they toppled thousands of years of the rule that the only way forward was islam. And the only solution was to have them at the top, guide the country in this system. The rule of islamic law and that they would make all top decisions in the country in order to prevent it from going down there again and that they would be backed up by the guard and backed up by the other security systems. And over the decades, the security services, they have gotten stronger. The guard now operation as the main power players, where they control the military and the production, and they will control life in the streets, for those that tend to be isolated in the city, reading, writing, and their manifestos, trying to come up with the general policies are not connected with the daytoday workings of the government as we have been seeing this tension play out Behind The Scenes for quite a while in iran. The question now is at a moment where the Supreme Leader, 85 years old, was looking to succession, and was looking to raisi to be his replacement. Is this now a moment where you see the Revolutionary Guard move from the active power force on the ground to one that also controls the leaders of power at the very top . And i think that question is something that the United States, Intelligence Services will be watching very closely. It wouldnt make much of a difference for russia. It wouldnt make much of a difference for hezbollah or irans proxies because they are already working with the rev guard. If anything, maybe it will make those relationships stronger because they already manage the resistance and this army of proxies and that is their power base, which they have used and to make themselves rich and powerful. Keir, what might this mean to the relationship as we look farther east to russia and putin . What might that mean . Again, we were talking earlier how iran has been supporting russia and their efforts of ukraine . That is a good question. You know, the overriding message here is that we dont know and that is going to be the primary source that we dont know what will happen. But it does have implications as you say for irans Foreign Policy, and of confronting the u. S. Con fronting the u. S. Not directly, but through proxies to try to have a shadow war with the u. S. And the policy of the same approach towards israel and with russia, china and what has been described by some in that access of evil. And how it will impact all of that, as richard will point out. And if it becomes stronger and moving more and more towards that hard line, then you could imagine that you would see those relationships growing, and becoming more threatening that we dont know what is described here that we dont know how that might change things because you shouldnt underestimate the same time the resistance in iran and you dont always see it, but we did see it as a couple of years ago over the killing of the 22year old woman and people were rising up under president raisi. But how will this now impact that . And people are inflation is huge in iran, and many people are dissatisfied. This are those forces and those counter forces in iran. The instability that we might see, will that have an impact . And these things, we dont know. And that is why, you know, sometimes the historians will talk about these things that you cant predict which will have an impact and that is why it is very difficult to predict it and exactly what their intelligence officials and the leaders in washington will be racing to do right now to get a grip of what will happen next because it matters. We would expect that the Vice President of iran is now going to take on the job of the interim president , who is the Vice President . And he is someone that might be 3 of the iranians that would even know their name and who would die as well in this crash. It is not a significant figure with something of a figure of ridicule inside iran. So you dont have a system, where you would have wellknown figures, stepping into power. And again, seen as someone who was just keeping the machine running and that is the much bigger decision, where this is a country that would have a public side and meetings in parliament and they would need to get together to do a chant and events like that and those are the real decisions that are made Behind Closed Doors where you will need to watch right now. This is the most likely expected to be a caretaker and that is the real question, who will become the next president and who will become the next in line for the Supreme Leader. And these have become urgent because of this plane crash. Chief, international correspondent, keir simmons, and claudio, thank you all three for our Breaking News coverage.
