And it is a week of chaos at the Republican National committee previewing of what is to come in a potential second trump term. The chairman has many thoughts on the matter. The white House Counsel is telling Speaker Mike Johnson come in an unprecedented letter, to drop the Impeachment Inquiry into President Biden. The top critics are already looking for off ramps. Joining us in d. C. , staff contributor and msnbc political analyst. Welcome to you both. So mckay, how do we assess this very kind of different play by The White House to push back up on the speaker of the house and say, can you guys settle down and start the nations visit. I want to pull up a quote. I write to you today because it is clear that the House Republican impeachment is over. The House Majority should work with the president on the economy, National Security and other priorities on behalf of the American People and not continue to waste time on political stunts like this. I loved it. It was a re directional conversation getting everybody focused on the nations business. What are you hearing on the hill in response to The White House push up against the speaker. I think The White House smelled blood in the water. They sell republicans were losing their will to continue with this. You talk to republicans on the hill and they know that this is over. A lot of them knew it was a farce from the beginning and going along and saying, what can we dredge up . It was the expedition on how to hurt President Biden during an election year. But the star witness had fallen apart. Pretty embarrassing fashion. I think that is why you see people like een buck completely demoralized. By all accounts, demoralized and embarrassed. You see people wanting to retire and leave. I think The White House saw that and that is why you so that letter. They had no evidence. There is never any evidence whatsoever. Never any evidence. Im just hardpressed to believe that there was a strategy here. Speaker mike johnson doesnt want to talk about impeachment. The new republic, the headline is, even mike johnson doesnt want to talk about the biden impeachment anymore. He did insist for more than a year that the president and his family were guilty of corruption but after months and tax dollars wasted, we are at the point where you have james comber talking about, we really just need to make some criminal referrals at the doj. What does accountability look like . It looks like criminal referrals and deferring people to the department of justice. And if merrick Garlands Department of justice wont take any potential criminal referrals seriously, maybe the next president come with the new Attorney General will. Listen, they are waiting for President Biden to wear the tan suit monday for the proceedings in the tan suit. Clearly, criminal charges are not working. This is nothing more than the political weaponization of impeachment. It is like an opera episode. Trump got impeached and so he wants and impeachment and i want and impeachment. There is no standing. It is eroding them in the polls and it is leading to the loss of the republican majority. I can see Speaker Jeffries taking the gavel very soon here. It is a political disaster but they are here serving at the whims of donald trump who was insisting the Impeachment Inquiry continue. And if this doesnt go, they will bring another one because the idea is to try to disqualify the president and the publics mind between now and november. That is what this is about. No merit or legal standing or legitimate criminal charges. Is about trying to embarrass joe biden. That is what it has always been about. I wonder what you make of the jujitsu The White House is doing when they are saying, you are wasting our time. Its not just the fact that you have abused the office to hold or weapon eyes impeachment or gone after this with no merit. It is also the fact that you should be focused on the myriad of issues. It is time to shift gears and call this for what it is. On the offense as opposed to the defense and be aggressive and bullish. That is what the republicans will keep trying to do every single day between now and the election in november. If they dont get tough, republicans will smell the weakness and keep pushing these absurd impeachment rituals. On the other side of cray cray town what . Cray cray town . You have nbc news reporting that hunter biden has declined a special invitation to publicly testify noting, mr. Biden declines are in relation to this carnival sideshow, his lawyer said in a letter to the House Oversight committee on chair comer. How is that narrative going to set itself up . You have biden do the dramatic entrance when nobody thought he would show up and he did. And then two, i will sit down in the quiet of the chambers with just the members and have the conversation. And then three say, no more. We are done. What do you see playing out here. Impeachment has imploded and it looks like hunter biden thing has imploded as well. Look, its funny. Are we at year five at this point of republicans trying to turn hunter biden into what they need to use to beat biden. And it hasnt worked. I was talking to one republican in congress a while ago who was saying, it seems like hunter biden did a lot of bad stuff and i dont know that much about it. He seems to have shady Business Dealings but not an impeachable defense or crime. And there hasnt been an attempt to establish a connection between Hunter Bidens behavior and the president. That is all that really matters when it comes to the house and congress. I think that what we are seeing again is a united front from the Biden White House and from the Justice Department and from hunter biden as well basically saying, we are done playing along. We have humored you. You havent found anything. We are ready to move on and you need to move on too . It is so crazy because, we talk about this often. I think we should remind people that there have only been five president ial impeachment inquiries and the history of the congress. Joe biden was the fifth and this is not something that should be taken lightly. At this point, it seems like it is a political gain. There are record retirements happening from the house of representatives. You wrote a very good book in conversations with mitt romney about his retirement and why he no longer wants to be in congress. It feels like these people are unwilling some people dont want to play these games anymore . I go back to republican congressman who said they turned the impeachment into a social media sideshow. It is supposed to be something very serious. It is in the constitution. It is Something Congress undertakes when there is serious evidence of High Crimes And Misdemeanors by the president. Now it is clearly i dont think any serious republican can say at this point that this is anything other than performative partisanship and i think that is why you are seeing serious minded republicans like mitt romney and buck who are saying, i cant do this anymore. And their lies the oxymoron, serious republicans. But i defer to you on that. We keep talking about off ramps and impeachment. Those off ramps come with their own dangers. Both politically for republicans in terms of how long shot all the things they are talking about are and they understandably want something they can sell to their anti biden voters and it is about politics. But it does set a roadmap. Should there be a second trump term for him to have a way to prosecute his former rivals . And that is the part that is dangerous. The impeachment was always dangerous because it was a sham but the possibility of a second trump term where he has a congress willing to do his bidding, and as we know, he will install a bunch of loyalists and then go after President Biden for crimes that do not exist. That is the danger to democracy. It is. But this has been a republican playbook for several cycles. The prosecution so to speak or the impeachment that they wish was of Hillary Clinton over ben ghazi, baseless and shameless came to nothing. However, there was a political win for them. And they believe that those hearings damaged Hillary Clinton and enough to help donald trump win the presidency. Remember also trumps own words. He says he plans on using the Justice Department under the Trump Administration as his personal prosecutorial tool. He will be a day one dictator. I think it is consistent with the approaches of the republicans we have seen. Consistent. We want to dive into trumps 2021 plans on his threats to cut Social Security to his promise to free january 6th defendants. We will join michigan congressman as achievements go on the road. I dont know about the rest of you. What you think . I just want to know, everybody was like contemplating. Collectively. This is the trump brand. He is going to Say Something today and then tomorrow he will reverse himself just like he did on tiktok and china and everybody will move on to the next thing. I think it is part of trumps approach. Is not really held accountable to what he says or what he does. I think this election cannot just be about donald trump but about what donald trump represents versus what joe biden and the democrats represent. It is the proverbial fork in the road of who we want to be as a country and what kind of government we want to have . Do we want to consider 247 years of democracy or a day one dictator an authoritarian movement which is what trump represents . Its not so much the words. He will say whatever he wants between now and november. It is about the actions and the history of what he has done and what he will continue to do. That i think is a concern. Not what he says about medicare or Social Security today or tiktok tomorrow. I think that is right. We are all living in an era where People Campaign from policy perspectives. And we would evaluate them based on the policies. He has made it such that those days are gone. I believe there are voters that are motivated by the issues. I do believe there is an opportunity there for the Biden Administration to create a contrast. It is alarming. What he is saying and from this point, how looseygoosey he is with these positions. Policy . We dont want no stinking policies. That is kind of the reality of the policies and politics today. To that point, this really is about, not just the policy side of it but what donald trump represents and what this may say about the country. I want to go back because i think this is evidence to me and one of several data points that i have seen that suggest donald trump, from a Campaign Politics perspective is getting worse at this. In 2016, one of his big advantages in the republican primaries and the general, is that he distinguished himself from other republicans saying, i will not cut Social Security. I will not cut medicare. I will make the country so rich that we dont need to cut entitlement programs. That was all kind of bluster and nonsense but he understood at a gut level that its not good politics to be talking about cutting Social Security and that helped him. It is remarkable to me that eight years later, he is going on tv and talking about, we can cut Social Security. Who knows . His campaign rushed to walk it back because they knew it was not helpful. I do think it is true that most voters have kind of made up their minds about donald trump and joe biden. There is a rematch. But there are persuadable voters and some of these battleground states. I would need to look at the data. I would bet that cutting Social Security does not help you. It doesnt help with some of the most reliable voters which are more senior season folks in the country. The Trump Campaign spokesman did try to walk it back and said donald trump was a friend to cutting waste and fraud and didnt do any detail. I think it is important to put on the screen what project 2025 has said. I think Donald Trumps change is because of this. The second one says entitlements. The Deficit Problem is a medicare and medicaid problem. They talk about abortion. They say it is not healthcare, abortion pills. The greatest threat to unborn children. Minority rights. I think they are talking about us. Delete terms or delete people. Education and ukraine. The Trump Campaign officials have said that there is no one else putting together the policy. We are doing the policy. But if you look at the things donald trump and many of his allies are saying with what is in the project 2025, they added. I do believe that while people feel like they know who donald trump is and who joe biden is, what they are planning to do is very important. These are two different kinds of president s. I agree and i do think there will be a difference in terms of how the Trump Presidency will be staffed or the Trump Administration will be staffed this time versus last time and that there will not be adults in the room the same way there were at the beginning. I have written about this. The project 2025 is being assembled because conservatives looked at the First Trump Term and realized that it was too disorganized and he didnt know what he was doing. And so this eat those of the second Trump Administration would be, staff the entire federal government with people who are trump loyalists, who either see the world like he does or are willing to obediently implement his view without question to guidelines or precedent. Speaking of the previous administration, former president , Vice President mike pence, has talked about whether or not he will endorse President Trump this time around. It should come as no surprise that i will not be endorsing donald trump this year. Donald trump is pursuing and articulating an agenda that is at odds with the conservative agenda that we govern on during our four years. That is why i cannot, in good conscience, endorse donald trump in this campaign. No big surprise there. You are the one doing focus groups. And i wonder, does that move the needle at all . I think this could be one of these moments. I was shocked mike pence stopped before the endorsement. We saw what Mitch Mcconnell has done and gone the full distance. If this opens an opportunity for other republicans of conscience or whoever might be left to do it mike pence has done and say, it is a bridge too far and i cant support this man. If nikki haley follows suit where we see other members of Congress Follow suit, i think it can be problematic and it can hurt trump with republican voters. All he needs to lose is a sliver of them for this race to be a big problem for him. I think that is what is on the table. A surprise to me at least. I think the question becomes, can he just hold . Can he say what he has to say and walk away . Or does he muddy the waters talking about these thirdparty candidates . No labels and find out who the big names are. Here is the deal with mike pence. Im greedy. Im sorry. Im greedy. In this environment, given the real threat that donald trump represents, im greedy. I am so happy and proud and excited that you said, i cant endorse him. But who will you vote for . Exactly. Because that is the next step for all of these republicans. Every last one of them. Dont just come out and tell me, im not supporting donald trump. Tell me who you are voting for. It matters in the election and to every voter out there to know where you stand and where you plan to place the ballot. Because its, hes not endorsing trump. Everybody assumes that it means, im not voting for him. Thats not how it works. I think clarity from everybody in this moment is important. It is not just enough, given Everything Else we know about mike pences history and all of that, along with others when it comes to trump. I think at this moment, for me, it is a matter of saying, im not not endorsing him but in standing with joe biden. Or . Or. Or fine. Mike pence goes on in the interview to say that he cant vote for joe biden. I know there is a belief that from a lot of my progressive friends and democratic colleagues that everybody has to be willing to support joe biden. I think if you look at it, obviously, i would like a president that has empathy and a plan for people that will protect freedoms. Not one that will be a dictator on day one. I dont think dictatorships are going to be doing too well for people that look like me. If there are republicans willing to support trump, fine. No where did you hear the former Vice President use the term, im not going to support him. He said im not endorsing him. And that is very different. I think we need to listen closely when folks are making these kinds of statements. Because i dont know. And i get it. With some republicans who say, i cant vote for a democrat. You voted for your country. You are not voting for a democrat in this case. I have had disagreements with joe biden on a number of policies. We know. And thats okay. That is a good policy. It is good and healthy for the democracy to have those disagreements. We are sitting here having conversations about a president with 91 federal counts against him and people are scratching their head and wondering, i dont know. Should i support him . And as noted, he wants to be a dictator and you say, im still worried about the 81yearold. Somehow we have to shake ourselves out of that fog and understand what this is about and i do get the idea that it is hard for some republicans to go across the street. But baby, you need to do it. I was waiting. Because the country needs you more than your party does. And i want to remind you that it is no longer 91 counts. But we will talk about that in the next hour. Come through. It is time to talk about the bloodbath this week, the Republican National committee. It was insane. Dozens of officials lost their jobs days after trump loyalists took control. The partys Minority Outreach Program was also cut. We still call it minority. A couple of hires were made to lawyers and guess what they are focusing on. Election integrity. One of them, christina bob, helped trump and his efforts to overturn the 2020 election, honey. And that was just this week. Heres the thing, michael. I have literally a million questions for you. The fact though that you had 60 rnc staffers, political staffers, communication staffers, Data Staffers help me understand how the institution works if you have let that much talent go. I will be honest with you. When i came in as rnc chairman my first week, i fired everybody. I did. But we were a year and a half out from the big elections. You dont let go of that kind of staff seven months before you need boots on the ground to turn out your vote to turn out the presidency and state wide races as well as local races. The problem with this purge, this decapitation of the rnc is that it makes it illprepared. State parties rely on a consistent, unified party. National party effort that puts resources on the ground. We know in a lot of states, except for my time as rnc chairman, those monies go to about eight states in a president ial election. Battleground states. Every state needs a piece. If you cant give me cash, can you send a brother out to do some doorknocking for us. When the rnc goes through the process of stripping out there, people they claim are not loyalists to trump, it tells you everything about the mindset of where the party is going. It is not about winning elections. It is about donald trump. You wrote this. You literally said this in your piece that trumps Takeover Of The Rnc will backfire on him and it is making it harder for him to win in november and not to remember republicans on the ballot. And the republican state party, it is not making sense for a winning strategy. But again, saying, do you want to win or do you want to be right . This seems like the rnc by way of donald trump is about trying to be right. And it is being right about trump. That is the thing here. I have talked to a number of former and Current State Party chairs and they are not happy. They will put on the face because they dont want to get the blowback from the maga nuts inside the party. But the reality is that they are not happy. They know what this means. People that have been in the process of building up and putting in place players that will execute on a plan, i guess there is one, but laura trump is now in charge. And michael watley, who is the current North Carolina chair, as national chair, also has the role of understanding this. But trump is the dominant feature here. And so the party will have fun this summer trying to get boots on the ground and resources when all the dollars will go pay for Donald Trumps legal fees. Can i say one more point. I think a lot has been made about the republican partys outreach if you will to black and latino voters. But the program where the rnc staff and field staff are engaging with particularly latino or African American committees of color across the country. Again, i think the New York Times poll said 27 of people are for donald trump. 27 . Somebody high. It is interesting given the split screen of what you are seeing from the Biden Administration is a campaign for the reelect. I really think first and foremost, what did you when you heard the Vice President of the United States of america was going to visit a Planned Parenthood Clinic because she wanted to put a spotlight on abortion and the Healthcare Services happening there and she was going to visit with patients and bring reporters into a facility, what went through your mind . Fantastic. It is exactly what she needs to be doing. The president is bringing the story and the fight directly to the people but the Vice President is going to the actual spaces where we are seeing the most impact. I also think it was so critical for planned parenthood. They are under constant attack from the extremist gop. This moment with the bans and restrictions, they are the most infrastructure for our ability to get these vital Healthcare Services including gender affirming care. Basic services and wellness checkups. I started my career at planned parenthood. It was very emotional for me to see the Vice President at the center and it is important to highlight the risks providers are taking. Doctors are being prosecuted and being intimidated. Having her stand with them was really powerful. Congresswoman, i want to expand on the point on the visual impact of having the Vice President in that space. How are you assessing this moment right now in trying to move the narrative forward to a better place obviously and reconcile with some of The Americans out there that have strong views and feelings about abortion . Michael, we are in a moment where it is not just about abortion but an ongoing attack on womens rights to secure good healthcare. I was pleased to see we are pivoting from the Vice President visit from being an Abortion Clinic to how it was originally built to being a Planned Parenthood Clinic which was far more than just an Abortion Issue, abortion center. They provide womens healthcare. Many women i know got their very First Healthcare at planned parenthood. And so we have got to get to the point where we are respecting womens rights to get the kind of healthcare they need and to respect their privacy and stop trying to make decisions for them at the core level or the government level. I have to tell you that i saw this headline in the Wall Street Journal about the gops abortion strategy and i wish i could have seen your face as you read it. The subtitle is, the House Republicans 2024 strategy. Talk about abortion more and not less. The memo viewed by the Wall Street Journal says republicans have a grand problem. And not a policy problem. It seems to me it is both an politically beneficial to the movement to have republicans talking about abortion more and not less. When i saw the article, i told them good. I hope they keep talking about it. We know how to beat them on it. Remember Glenn Youngkin and virginia. Exactly what is in the memo is what he tried to pull off and we beat him back. And purple to red virginia. It tells you a lot. What i mean by that for viewers is he tried to push a 15 week ban and said that this is a reasonable limit and tried to create a proactive message. The challenges American Voters no is a ban is a ban and they dont like bans. They are deeply unpopular. It is a losing strategy and is important for them to continue it. Will it be balanced against other issues how are the democrats, particularly those in more vulnerable seats, looking at assessing the politics of abortion going into this upcoming election, given some of the other compelling issues out there as well . I dont think the democrats will have to hammer on this. I think the public will hammer on this. And the thing about the ivf issue, which is now becoming painfully obvious, thanks to the Alabama Court decision, is that the republicans are in a position on having to call themselves prolife, profamily and yet, coming out against something or remaining utterly silenced as most of them i suspect you will, on Something Like ivf. And the public is not going to stand for it. I have heard from so many people, ranging in age from very young women who are just starting to think about families and have in their lineage, some genetic issues and have been advised that they should think about ivf, to much older women who did not have the advantage of ivf on the days they were trying to get pregnant. And they wish they had.
