A. M. Pacific. Im jose diazbalart. All eyes On Washington as President Biden delivers a state of the Union Address before congress. The president expected to highlight his efforts to strengthen the economy for the middle class and protect democracy and freedom. The address comes at a critical moment in the race for the white house as biden makes his case to voters that he is up for serving another four years. His Chief Of Staff telling politico, quote, there is no one better at handling highstakes than President Biden. The speech coming one day after bidens predecessor solidified his position as the nominee. Trump already shifting his focus to the general election, challenging biden to a debate any time, any where, any place. Joining us now from washington, ally rafah and yuli circuit. What should we expect from the president s address tonight . Yeah, jose. Good morning. The white house says President Biden is putting finishing touches on this speech that could end up being one of the most highstakes of his presidency thus far. You mentioned former President Trump in this speech happening so soon after super tuesday. We expect the white house and the president to lean into that and to take full advantage of this speech happening so shortly after that. So the president will be able to sort of have the first pitch, the first opportunity to do what we have seen them, the white house do for months now, but to more formally issue this stark contrast between what a second Trump Presidency would look like versus a second biden presidency. It is still unclear whether we are going to hear the president explicitly mention his predecessor by name. But we do expect him to talk about the behindthescenes efforts and the behindthescenes effort that trump has had in influencing house republicans, who the white house and the president have said that they are have been willing to work with in good faith for months now, only to have several pieces of legislation just be stalled in congress. One example of that being the bipartisan border deal to help this crisis at the border that the president admits is a broken system there. This speech, of course, coming as the president lags in approval ratings, lags behind in many polls in comparison to former President Trump and lags in approval by americans who say that they still arent feeling his efforts as far as the economy and to make their lives better and to make them at the end of the day have more money in their pockets. So we expect the president to highlight that very heavily, highlight his efforts on student loan forgiveness, on lowering the prices of prescription drugs, on revamping the infrastructure of this country. Hes also expected to highlight his efforts protecting reproductive freedoms and Reproductive Rights in the aftermath of roe v. Wade being overturned. We expect him to talk about what he believes could be at stake as far as more freedoms potentially to be jeopardized under another Trump Presidency. Of course, though, jose, one thing we cannot predict, one thing the white house and the president have been preparing for, though, are possible interruptions in this chamber of what is going to be several hundred people. Its not just potentially from republicans. There are also Progressive Democrats who are angry with the president over his handling of the israelhamas war. What can we expect from lawmakers inside the Chamber Tonight . Particularly republicans, but there are also many of the guests that are invited there by different members. Reporter yeah, exactly. You heard ally there reference some of the heckling, not only from republicans but democrats that could be expected. Really, this is a moment not only that is big for the president , but also for lawmakers here because they get to invite their guests, showcasing and highlighting the issues they find most important at this time of the year at this time in the biden presidency and what theyre trying to accomplish here at capitol hill. This is highlighted by who Speaker Johnson is planning to bring. It could potentially be his last time as well since we have seen the chaos happening over the speaker fight. Johnson plans to bring the parents of evan gurj wits, the american Journalist Detaped for a year in russia. He plans to bring guests pertaining to the border crisis, nypd officers who have been targeted by Illegal Immigrants in new york. He also plans to bring a woman athlete who has been championing against Transgender Athletes taking part in sports. So you see what republicans will be playing out here. I have to tell you in walking across the capitol this morning i got a sense of what the room could look like. I ran into democratic lawmakers dressed in white to highlight the fight for reproductive freedom. Some plan to be in yellow, highlighting the funding of ukraine. Speaker johnson telling me yesterday, for example, though he is bringing the parents of evan gurj wits, theyre talking about bringing aid to ukraine on the floor, a bitter fight among republicans in the house. This will be a big moment, not only for the president but also for lawmakers. Of course, as we reported first, the senator from alabama will be delivering the republican rebuttal to President Bidens address. Im told she will be highlighting ivf. Of course her state has been embroiled in controversy with their Court Decision there. And the legislature acting to try to protect that in some way. A lot to watch here as preparations get underway here and we expect that address to start in the next ten hours. Thank you both so much. For more on all of this, i want to bring in an immigrants rights activist and former press secretary, the former adviser to george w. Bush, former Chief Spokesperson for Vice President harris, the cohost of one of my favorite shows ever, the weekend here on msnbc. You have to watch it. Its really good. You actually told vanity fair that the speech will be as much about performance as content. The State Of The Union will be the biggest stage that President Biden has between now and the general election. His Convention Speech will be big, but that is a partisan activity that doesnt get as many eyeballs as the State Of The Union. For people tuning in maybe having dinner or dessert after dinner because it will be 9 00 on Eastern Standard Time or folks sitting on the couch at time, this is an opportunity to see and hear the president in his own words giving an update to the american people. How he delivers the speech, his inflection points, all of those will make a difference. He practices the performance and the delivery aspect of it and puts just as much stock in that as writing the speech. You have been there. How does he practice . How does one practice for things like delivery and inflection . Going through where the applause lies. Every single every principal is different but there are Applause Lines in the speech. Understanding where you want to pause and put additional inflection on, what points you want to hit home, literally practicing the speech. I would literally expect that today and in the white house there will be a mock practice, if you will, of the president delivering his state of the Union Address. But not too much. You want to save his voice. 9 00 p. M. Mark, how important is the speech tonight for the president . Its huge. As simone said, this is one of the few opportunities to get a lot of people watching him. I agree with simone. It is not so much important as to what he says as to how he says it. People are looking very generally to just see if hes up to the job. This is the biggest bully pulpit. Can he stand and deliver . And i think again, what people want to see is that hes spry, that hes alert. And i think that what he ought to do or try to do, do what he did last year, which is ad lib, go off script. Show that he doesnt have to have a script. Thats what a lot of people think, is that biden cant walk or talk without a script or chew gum. So if there is some heckling from the audience, go off script. Show he can act in the moment. And that shows real mental acuity. It shows hes on top of his game. Thats going to be important. The other thing i will say is to recognize as we did in 2004 when i was working for george w. Bush, you have a long haul. Figure out a strategy. Be consistent. Dont change your strategy every week or every month. Lock in and load. Nbc news learned that President Biden is unlikely to unveil any executive actions on immigration or the border in his address. What would you like him to say about that tonight . I think you are on mute. Let me get you off mute real quick. Sorry. My apologies. You know, for me, whats important is that he doesnt continue to basically repeat some of the republican talking points, as he did when he went to the border. The reality is that there is a humanitarian crisis, and it reflects the crisis that we have seen around the world and especially in places where people are leaving. But we want to make sure. I want to hear him humanize the Immigrant Community and talk about the importance of fixing our Immigration System and really calling out the hypocrisy of the republicans, of how they continue to point at the Immigrant Community, continue to point at whats happening at the border, but dont want to do anything to fix the broken Immigration System. But, rather, they want to use the issue to continue to run the elections, right, to continue to have something to run on. I hope he calls out the hypocrisy. He will have it right in front of him. And to talk about why he well, hes not going to do this, but i hope he talks about the Immigrant Community here in the United States who he has promised he is going to fix the Immigration System for them and give them a path to citizenship. He also hasnt talked about that anymore. So i hope he acknowledges some of those promises that he made during his campaign. You know, erika, i dont even know how many years you and i have have known each other and how many years we have been speaking about this and how many years the plight and the incredible hopes, dreams and aspirations of millions of people who are here, they dont have documents, but they have u. S. Born children. In many ways, they have contributed incredibly to our economy, to our notice, to our culture. And, yet, and, yet, they are ignored. Ignored until it is time to talk about elections. Why is it so difficult, erika, to humanize so many important people . It is. And the fact is that it the issue is still here. People in this country continue to be undocumented. Millions and millions of people, including some of my family members. And the fact is that, you know, during this election cycle, democrats have forgotten how many people within the Immigrant Community, people who have supported the Immigrant Community have come out to support even his Election Campaigns in previous years. People who worked in organizations, who have canvassed, who have done so much work to elect him as president. And all of a sudden, the focus has completely gone to the border, and there is not an acknowledgment to humanity, an acknowledgment that we continue to provide so much that we continue to help the economy of this country and that were still the workers that are literally feeding your families by, you know, working in the farms and in building your buildings, right . And so, to me, i just i really hope there is at least an acknowledgment talking about the dreamers and people who have never been paid attention to in this election cycle. Simone, these are people that contribute and have the same dreams and aspirations and hopes as everyone else. Yet, they are pretty much ignored unless it is election season, right . Im just wondering how do you talk about people that are very real contributors to our economy, to our country, to our society in such a polarized, difficult, political work . I like to say that dreamers and everyone we just described are americans in every sense of the word except not in paper. Look, i think this is something that the president should hit on in the speech. Remember, the State Of The Union is an hour. He could go last year he went 104. So there are a number of things that have to be addressed in the speech. I think you are going to hear him talk about immigration. But i do think it is going to be about Border Security. And then a nod, maybe a sentence nod to what erika had spoke about. But the work, i think, on that is the campaign and the government has to do is in the weeks and days and months to come because there is a you can talk about the recovery of the United States of america that recovers i saw Steve Benjamin on earlier, the former mayor of columbia, South Carolina. You cannot talk about the historic recovery better than any g7 country without talking about the way individuals contributed to that. That is they are directly linked. And what policies demonize instead of humanizes people who, again, many folks, americans in every sense of the word except on paper. Its going to be key and a challenge. What you heard from erika is a sentiment that voters across the country have. They will need and want when it comes to november 2024. And President Biden is expected to point the finger to republicans when it comes to the issue of the humanitarian crisis at the border, his Chief Of Staff told politico. How do you think this will translate into a speech tonight . Well, i think he will emphasize the point that democrats and republicans had a plan, had a solution that will work and that the republicans bailed because they wanted to just gain political points for donald trump in november. But the other thing i will say, jose, is that biden has to show it is a priority he cares and he has a plan. What confounds me is that dhs has had a plan on the shelf to give resources to other cities around the country that are not just on the border. It is a shared responsibility, taking immigrants to give them resources to help them relocate across america and we never heard about it. That would have Preempted Desantis and abbott shipping all these migrants out. Biden has to show he has his own plans. The remarkable thing is he doesnt. He hasnt talked about them. This morning a delegation of hamas representatives left cairo after failing to reach an agreement. With no deal in sight, we are now just three days away from netanyahus deadline of march 10th to secure a hostage deal before israel launches a new offensive on gaza. There is growing concern that famine may be taking hold as the Health Ministry says at least 20 people have died of malnutrition. The World Health Organization confirmed at least 12 starvation deaths during their visit just over the weekend. Joining us now is Richard Engel from jordan. Richard, you were on a flight delivering aid to gaza. What did you see . Reporter so, as you mentioned, there are now children starving to death in gaza. And as they are waiting now for potential new offensive in the south, they are waiting word of a potential ceasefire, which does not seem to be materializing because of a disagreement between hamas and israel over the terms of the ceasefire. Would it be a permanent ceasefire . Would all the people who are now crammed into Southern Gaza be allowed to return to their homes in Northern Gaza or whats left of their homes . Some of the worst famine, some of the worst humanitarian disaster is in the north, where people have generally been forced to plea and head to the south and towards area along the egyptian border. So, yes, earlier today we got on a jordanian military flight. It was a c130, u. S. Made standard military transport plane. And they dropped it did an air drop of aid into the gaza strip into Northern Gaza, and it dropped palates of food donated by the people of this country, the government of this country. And it was a militarystyle mission. Now, it was immensely complicated in the fact that you have to get the plane, you have to load it, you have to secure down the food on to palates. You have to attach each palate to a parachute, then fly over gaza, coordinating this with the Israeli Military so that the plane isnt shot down. So there wasnt an actual ceasefire. They do have these tactical pauses that have been worked out for half an hour, an hour, two hours to allow things like this. And during a very coordinated visit or time slot, this c130 flew over Northern Gaza, the back door opened and the palates of aid were pushed out and lowered to the ground. They lowered to the ground on the parachutes. It is really just a drop in the bucket. When we were up there, we saw how little you can actually achieve dropping from the air. It is helpful. Each plane can carry roughly 30, 40,000 meals depending on how theyre packaged, depending on what exactly are packaged, which gives relief to 30,000 people potentially one time or two times because once the meal is eaten, its done. But it is not the kind of relief that is going to alleviate the humanitarian suffering in gaza by a long stretch. The food is available, by the way. The food is around the edges of gaza. Eight agencies say that this is a last resort, that countries including jordan have been forced to take and the United States, by the way, because the trucks that are around gaza at the moment havent been allowed in to gaza because of they say because of many israeli restrictions on the types of goods that can go in, who controls them, who gets to inspect them. Ruby will be tonight at the state of the Union Address. Thank you for being with us. It has been 152 days since the hamas massacre inside israel. Also when hostages were taken. How are you and your family doing today . Tired. We were at the white house yesterday meeting jake sullivan. That was willing to give us an update of where the negotiations are. I think the white house is very respectful of the fact that we are u. S. Citizens, and we should be entitled to hear whats going on, not just from the media. We have, of course, expectations in the upcoming days that we will have a deal in place. I had a dream the beginning of the week before coming here to the State Of The Union that President Biden will actually acknowledge the fact that there are families of u. S. Hostages, and he will say, guys, your kids are coming back home. Still have that hope. Is that something that you think that the president could and should say tonight . Is that part of your dream . It was. But i think the fact that i would argue with you that the majority of the u. S. People are not aware of the fact that there are eight u. S. Citizens being held hostage by a Terrorist Organization. And i think do it is appropriate that the president acknowledge that fact in his speech because it should be one of the top things on the agenda of the United States people. And these people, u. S. Citizens, were abducted, kidnapped, no sign of life, no medical attention by a Terrorist Organization that is holding over 134 people for over five months. And i ask, where is the outcry of the United States people for that fact . You know, ruby, so many times when you and i have spoken over these months, you have talked about how and now you are in d. C. , but you are a new yorker through and through in so many ways, and your son is a new yorker through and through. Ruby, as the days become weeks and become months and you dont hear, there is no proof of life, there is no International Organization that is going in and checking on the hostages and how theyre doing, there is no medicine going in to those that so desperately need it, how do you process this, ruby . Its difficult. You know, we need to keep the eye on the ball. I have come here with other u. S. Families to washington Advocating On behalf of our loved ones that the u. S. Should and is doing all that it is possible. But we need to keep the pressure on. And we need to keep the pressure going until our loved ones are back home because i have been Walking Around washington with this as well. And that kind of illustrates the symbolic fact that the hostages are running out of time. This is time sensitive. It is not something that can wait for another month, end of the year. There are people that are dying from lack of food, starvation, the torture, Sexual Torture that has been documented and is continuing. Lets not forget that these are the bad guys, hamas. It is a Terrorist Organization. They need to be in a different place that they are after five months, and we need the international community, not just the United States, advocating that these hostages need to come out immediately. And if hamas would just be willing to release hostages that they took, there would be a ceasefire in place within five minutes. And i dont understand why, you know, we are not able to get that deal in place. You know, i look at that hour glass, and im sure you do, look at every single grain of sand that goes through that hour glass. And i just think, what is it that you want to tell your son that is going through what seems to be every second to them. What do you want to make sure he knows . That we are fighting like he expects us to fight, that we are doing Everything Possible to get him out, that the u. S. Administration is doing whatever it can. And it is a bipartisan effort. I would like to acknowledge the fact that i was invited by Senator Graham from South Carolina to the state. My wife is here with me as well, and we were invited. This needs to be kept as a bipartisan issue. We just need to get this to the finish line. Thats the only thing. Hopefully when we get to washington, we will have a chance to meet face to face. That will be very difficult for the progression of this case. So why . Because there is too little time left . Yeah, too little time left in terms of giving President Trump time to prepare for trial and then having what the judge has already called a threemonth long trial. It would be difficult to fit that all in before the election. Thats if no other trials are taking place during that time. Its possible. Trump asked her not to schedule it at all before the election. What about that . Because the judge overseeing the maralago case filed an order two briefs by Trump Lawyers may be of considerable help to filing trumps motion to dismiss . The president expected to touch on a whole range of issues ranging from the economy, Foreign Policy and immigration. Look, i think we will hear a lot of good news from President Biden starting with all the strong economic indicators, the stats of a strong economy, which, by the way, the latest figures show a growth in gdp. So we can talk about immigration in a minute. Obviously, we will also hear from the president about Border Security and the need to update our immigration. And Holding Republicans accountable for supposedly negotiating in good faith and then running away from a deal. We still have work to do there. And, of course, Reproductive Rights continue to be in the headlines. Not just because of the Dobbs Decision from the Supreme Court of the United States in the past, but the ongoing attacks by republican policymakers in congress and state after state who oppose a womens right to choose and thats just the beginning. And, senator, i was just speaking with one of these advisers to the president earlier today. There is such a disconnect in many ways. If you look at the numbers and you just mention some of them, you know, lowest unemployment among african americans, lowest among latino, our community. Gdp is rising. Yet, there seems to be a disconnect about how many people feel about the economy and how they sense it. How does the president deal with that . This is the start of the conversation between now and november. Voters are paying attention to the choice that they have. We have known all along that President Biden was going to be the nominee for our second term this year. But there was going to be some sort of effort and a fight on the republican side. Thats where all the attention has been. And no wonder its been so negative, negative, negative. From trump to desantis and everywhere in between. But now the choice is clear. We know what the four years under donald trump was like. It was a dumpster fire. We know the progress made under President Biden. It is time to hit the campaign trail, let people know what the accomplishments have been, what it means for them from investments in infrastructure, record low sustained unemployment. Wages are up. The stock market is performing. That, in and of itself, is not always the best news.
