release of a second round of hostages is now back on this hour. an hour and a half ago, we didn't know if it was. this, after the previously said the release would be delayed over accusations that israel broke parts of the agreement. now, what we're also watching this hour are these two pieces of video. live streams, one from the rafah border crossing, if the deal is back on, then, we do expect that there will be hostages released, coming through the rafah border crossing. that is one part of what we're watching. on the right, side we are watching the microphones, we expect a briefing from the israel defense force there in tel aviv. so, two different parts of israel. the third area that we are watching is in the west bank. the release of prisoners. that is all yet to come if they too will finish successfully. we don't know if that's gonna happen. joining me now is nbc news correspondent, david noriega, on the ground to jerusalem for us this hour. david, that's exactly where we're at. if this ends as a successful day two in the hours we've got left, those two scenes will prove it to us, won't they? >> that's right, richard. it doesn't happen until we see it happen, until we see those images. we do have some information on who exactly we expect to be released, in terms of both israeli hostages and palestinian prisoners. we expect that there will be among the 13 israeli hostages to be released, through that rafah border crossing, from gaza, there will be eight children and five women. additionally, there will be seven foreign nationals that hamas is releasing outside of the framework of this hostages for prisoners exchange. in the west bank, we expect to see 39 prisoners released from ofer military person. that will be 33 children and six women. within that group of women, importantly, those are some of the people who are sentenced to serve the longest terms in israeli prison. we expected them to be released yesterday, and they weren't. the fact they are being released today suggests the agreement is back on track. this is one of the sticking points between hamas and israel, with hamas accusing israel of not abiding by one point in the terms of its agreement, but not releasing prisoners according to how long they have been in prison. so -- things seem to be on track, but we won't know until we see those images of hostages being released from the gaza strip, and prisoners being released in the occupied west bank. richard? >> you remember yesterday, on day one, david, after we learned that they were moving, that this was moving forward, there was no indication, necessarily, of the delay we saw today, of this wrinkle. how long might we expect, on the left-hand side, to see the hostages going across in those buses, as we saw yesterday? hard to tell? do we expect that before the end of the day in israel? >> i hesitate to make any predictions, richard, given the nature of this situation. however, we're talking about a matter of hours, right? so, i think yet, probably pretty safely, we could say before the end of the day. you have to think about the fact that particularly, when it comes to the hostages being released from the gaza strip, this is a very logistically complicated, challenging operation, right? the hostages have to be transferred to the custody of the red cross. , then they have to be transferred to the custody of the idf, who has to transport them from egypt to israel. what happened yesterday was they were transferred to hospitals in israel, where they received a medical and psychological treatment. all of the steps in that process are complicated. just, physically, to execute on the ground, it takes time. so, we shouldn't expect this to happen quickly, but if what happened yesterday happens again today, it should happen within the span of the next couple of hours. >> you are right in the thick of it yesterday in the west bank through in the process we were just describing. how is the intensity on the ground when today, on day two, compared to day one? >> it's been very similar. we've heard reports of some of the palestinian to gather their invest part of ramallah, having suffered injuries. we saw some people who suffered injuries yesterday. those injuries are that result of the dynamic that plays out, it's basically groups of palestinians gathered on the roadway that leads to the military prison. they try to sort of get closer to the prison, and, then israeli security forces repelled them. what we saw yesterday was they repelled them with tear gas and rubber bullets. this is a sort of push and pull between he gathered palestinians and the israeli forces. yesterday, and based on some of the video we've been seeing tonight, the atmosphere is one of sort of tension and, to some degree, anger on the palestinian side. then, once the prisoners are actually released, celebration, jubilation, he prisoners yesterday were released in these large red cross buses. again, we have to see whether everything plays out today the way they did yesterday. >> we got some information from the white house. our colleague there, saying that the president was very much a part of every detail. just in the last couple of hours, and this is down to what hamas was saying was a sticking point, and you can imagine the president of the united states potentially being briefed on trucks hands movement of supplies from one and to another. that seems very, very detailed. did hamas, after they said that the sticking points were alleviated, and they were saying, or suggesting with supplies and other points, to we know more about what those sticking points actually were, was it what we thought it was? >> what we know is what hamas said. we haven't heard from the idf side of this very importantly, as he pointed out. we are still waiting for that press conference to begin. i think we should hear some details from them, responding to the accusations of levels, saying israel is not abiding by the terms of agreement. here is what israel set. here is sorry, what hamas said. they said israel had not allowed the entry of the number of aid trucks into gaza that they said they would, and they have not released palestinian prisoners from israeli prisons, according to the amount of time they have been inside of those prisons. we got some numbers from the palestinian red cross inside gaza, saying that 196 aid trucks entered the gaza strip yesterday. that is for less than the 200 that were in the agreement. we do know that several palestinian prisoners who had been in prison for many years were not released yesterday. whereas some prisoners who had been in person for just months or released yesterday. so, those are some of the in the weeds details about what hamas that were the sticking points of the agreement. again, importantly, we haven't gotten a direct response to those assertions from the israeli side. that's what we're waiting for. >> okay, david noriega, thank you for that detail. fantastic backgrounds on why we are at this point. let's go straight to the news conference, from the idf. >> we are determined to realize this evening's outline this evening, tonight. and this is why things have been delineated you need to be patient. things will happen, and we will update. there is some real time progress happening right now. things will happen, and we will inform you on every stage, just as we promised. we are preparing for a situation that tomorrow, the arrangements will be carried out as's plans, but until something is finalized, it does not finalized. and there will be details about the list and once we get these, we will first inform the families, and then, the media. that is regarding tomorrow. as, what was your other question? there was a report that hamas said there will be additional hostages that will be released in addition to the 50s that were agreed upon. what will happen after the realization of the agreement, as it was agreed upon? we will inform the general public once things are confirmed. but for now, we need to focus on this mission, the night after night. these are baby steps. there is a very long way ahead of us. the effort to bring back the hostages is the most important one, and we will bring back the hostages through every possible channel. through an agreement or through continued combat. >> [speaking in a global language] it's the release of other hostages over the next few days, is that under some kind of doubt? and another question, police, the released hostages from yesterday, did they give you some kind of and intel description about the other hostages? these were a lot of questions. i will answer them one at the time. look, this is an agreement, and we have set out with this agreement and as the idf spokesperson, on behalf of the idf, i would like to say that we are fully sticking to the letter of the agreements. there are some very serious mediators, egypt and qatar, are very insistent that it happens, but we do have a murderous terror organization here called hamas, and we need to make sure that we are fulfilling this agreement, and if it will not be fulfilled, we will take a step back. but we've paused, because we understand that bringing back the hostages is our supreme efforts, and as we've seen that's great excitement yesterday, we want this to continue. that is regarding the actual agreement. what was your second question? what is the red line for you, the idf's red line, that's if it doesn't fulfill the agreement to the letter of hamas, how will he react? another question was, did the released hostages yesterday give you some more information and intel about the hostages? we are fully prepared operationally on the lines of the troops. fully operational, preparedness. so, i suggest we do not talk about any red lines at this point in time. we are operating according to the agreement, and we don't need to inform hassan we are going to do. we are operating according to the agreement, and there are countries that are mediators in this agreement, and they are fully committed to the agreement. but if they won't stand up to the agreement, then, we will do our own situation estimates. we are not going to inform hamas on our actions through the media. we will act as we have done so far. what was your other question? the relief sausages as did, they give you some information and intel on the other hostages? every individual who has been released, we meet with them, we gather all of the information. we ask them questions, they each have their own memories, so, we ask them exactly what they saw, what they learn, and i'm not going to give you an update here on what they have told us. good evening. admiral hagari, what can you tell us about progress this evening? what were the differences between israel and hamas regarding the assistance and the number of years that the prisoners were in prison? and, what did israel agree to, or give in exchange for the resolution this evening? i would like to ask the idf forces in the gaza strip right now, are they continuing any kind of activity that doesn't involve fire and could it be that hamas senior officials across the tunnels into egypt with the hostages? let's start with the agreement. nothing has changed to this evening. the agreement has been agreed upon. we are sticking to this agreed upon arrangement. in disagreement, there is a humanitarian aspect. for example, let me give you an example. it was agreed that there would be humanitarian aid. we in the idf inspect the trucks arriving here through the assistance of the u.s. and egypt. these trucks come with humanitarian aid. these are trucks led by the u.n. and other international organizations into the gaza strip. the capacity of the trucks, based on the inspection which is done by the u.n. and international organizations. the supplies and provide about to the north and the south. it is not down to the idea. the idf meets the agreement to the letter. what was the resolution? because there was a hitch, things got stuck. and then there was some progress. i do not know what you're saying, but was discussed? i can only tell you what is in the agreement. everything that was agreed upon in the agreement, and we are carrying out our side of it, which is to bring in trucks. also, the exchange of prisoners. this is what it's written in the agreement. mediators, if there are any differences, they will address that. right now there is progress with the items of this agreement this evening. let me just make one thing clear. the entrance of trucks, okay? either through the south or the north of the gaza strip this is done by the land and international organizations based on their capabilities and based on the agreement. what about any activity the doesn't involve fire in the gaza strip? what about tunnels that cross into egypt? we are prepared in our operational points along the truce lines. except for that, all of our forces are involved in preparation, regrouping, refreshing, and preparing for the next stages of the war. as for the tunnels that you just mentioned, we have some intel monitoring. it is a top most by owing to monitor hamas leaders wherever they are. >> reporter: i'm from wine a. was there any previous information about hamas's intention to delay the exchange? another question, please. if the hooty's or hezbollah fire at us today, asked for the early warnings regarding the south, the information i have was that this was a false alarm. >> we did a certain interception. we are very strict about these threats. that is about the south. your other question was? did israel have any early information about hamas -- about hamas's plans to delay the release? look, i will tell you, yesterday was the first day of this complex event and bringing back the hostages. there was a certain timeframe. we expect things to happen the exact same way they happened the day before. but we need to be patient. it is very, very, complex. every such 24 hours is an operation. we have a command center and internal operational timed led by the idf and the mossad. we are dealing with this 24/7. the chief general staff need sound alone is here to have this. we have intel professionals, hobbs, this is happening 24/7. we wanted her everything to make sure our hostages passed between the stages. only then we inform the general population. we treat this as an operation. it doesn't generally have to happen along the same timeline that happened the day before. this is why we need to be patient. we understand the tremendous pressure that the families are under. the tremendous difficulty that they are feeling. i truly urge you all to be patient. every verified piece of information will be provided. what we won't provider details that are not real. we need to be careful. you know, people want to rip or era media platforms or whatever. they -- whenever something happens we will issue an official statement. good evening. the delay that we saw today, will it impact the execution of the agreement with respect to its execution? also with respect to its timetable? that is one question. another question, are there any gaps remaining like we saw today for the next few days? has everything been resolved? >> let me tell you again. nothing is final until it happens. i keep repeating this. within this arrangement, within this outline, with all of the excitement that we saw yesterday, we need to be very patient. every day, every chunk of 24 hours is a separate operation. we are talking about everything that is happening gaza with all of the complexities. we have the red cross involved. egypt hamas. this is a highly complex and complicated event, or operation. it doesn't happen like clockwork, you know? it you need to be patient. it does not necessarily reflect anything on tomorrow or the day after tomorrow. we will do everything on our capacity to make sure things happen as they should. in the best possible manner for people to return home as quickly as possible. we will create the conditions for that. this is highly complicated. we have some very complex players here. first in foremost, a ruthless terror organization that has its own goal to exert psychological pressure and other things, as well. >> reporter: you could hear the translation was a little bit trailing there. we have had the very latest from the idf spokesperson. so much information coming. to david noriega still in israel with. us several things were discussed by the spokesperson and were asked by the journalist there on site, david. one of the things, i know you are listening along with me, that i found interesting here is that they were focusing on the difficulty of managing many different parties. one of which, the u.n. and the associated ngos that, according to the agreement, which we do not have a copy. of that six-page reported agreement, has specific steps. one of those steps is that they give the aid to these u.n. agreed organizations. then it is up to those organizations to get it through the north and south crossings into gaza. the logistical element, clearly, was brought up by the idf. here you are nine hour talking before the news briefing. we were waiting to hear about the delay. now we have more detail, at least from an idf perspective, as to why hamas was saying, you are not delivering on your side of the deal. idf is saying, the aid was there. it was up to the agreed upon parties that both sides signed on. that was quite a point that i saw there, david noriega. what is your thoughts? >> reporter: definitely. the number of parties involved in this representing different political actors, political organizations, nation states, you know? groups international groups of nation states it is a dizzying array of organizations and actors. in terms of the delivery of aid, the release of prisoners, when i was mainly looking for was, what would the idf say about hamas's accusations that they had not abide by their under the agreement? the response was clear and they said it repeatedly. they say that they have been, that they are sticking to the letter of the green and they are sticking to the letter of the agreement. it stood out to me that they described each day in the four-day cease-fire as a separate operation. a separate military and intelligence operation. that they take, it literally, day by day. even though they expect, operationally, for things to play out more or less exactly as they did the day prior on any given day, they cannot guarantee that it will happen on the same timetable. they spoke a little bit to one of your questions. does the delay today affect the rollout of this four-day cease-fire? does it affect the timetable? it wasn't a very clear answer but the sense seems to be no. they are promising, insisting, particularly to the israeli families waiting for the release of their loved ones, that this will happen. it will take place tonight. it is very complicated. it is very high stakes. there are many actors involved. it will happen. >> great analysis. david noriega in israel. we are going to go now to msnbc foreign affairs analyst, dennis ross, who served as the flow person for the peace process during the clinton administration. david, staying on that point of what the idf, what david was noting, every day is going to be, potentially, different. every day, also based on what the idf is saying, it is creating a new operation. theoretically than, day three and day for, things should get smoother. and by the numbers that we have seen in terms of who should be released and at what pace, what we are seeing is 13 israelis expected again today. that is the same number as yesterday. we have seen 39 prisoners released from the idf, from israel. the same number as yesterday. we do our simple math, that gets us today. for that means that they fulfill the 50 1:50 ratio of release of both prisoners and hostages. does not follow, based on your experience? they potentially might get better at this as we get today three and a four? because they are repeating an operational agreement day-to-day? ational ag reemen day-to-day>> that would be a lol conclusion. i would have to say as someone who has dealt with police negotiations for a long time, logic doesn't always determine what happens. we saw today what, i think, was a problem because of a different interpretation of the details of the agreement. 196 trucks went through the rafah crossing. the agreement, i understand, is for 200 trucks. what accounts for the difference? every track has to be inspected. different groups are playing a role in. this you can see that there could be problems that, maybe, no one intended but if in fact the number doesn't jive with the expectation then suddenly there is a presumption that there was a delivery effort made to somehow not live up to the terms. i think what we are seeing is, and i was quite impressed by how often the israeli press spokesman kept saying how complicated this operation is. that suggests to me, even though they are doing each day, each time there may be a different element of it that becomes questionable to one side or the other. what i suspect is, we will probably get a sense that, each day, if you go smoothly, that it may end up being more of a surprise. if we have potential problems that crop up, they have to be resolved. what we saw in is the intervention of the qataris and the egyptians to make sure that what had been agreed upon was actually implemented. i suspect what will be the norm over the next couple of days will be the role of both these countries, and the egyptians, to make sure that the agreement they helped develop actually gets implemented as expected. >> as expected, the rafah border crossing on the right-hand side, dennis, if you can watch along on your screen with. us we're watching here at the moment. it looks like we do see some activity. here this, of course, will be the location where hamas will be releasing said hostages that i was just enumerating. if that does happen, day to at least on one half of this agreement will happen successfully. we are seeing activity just in the last hour. this was a very quiet location. we did not see much activity. we can certainly see 45 trucks at the moment. we may see some buses there after. it may be different than yesterday. as has been indicated. every day is different. for hamas, it may be the same. these are live pictures at the rafah border crossing where yesterday we did see 13 israelis being released by hamas. 24 total. the others were foreigners, other hostages. when it comes to today what is expected is 13 israelis being released by hamas, as well as seven other nationalities. whether that includes americans, we do not know. this is one of the pieces that we need to watch tonight. we are also watching what will be happening in the west bank. all of these live pictures. dennis, if this agreement and, again, i allude to the agreement from the wall street journal saying it would be six pages long. the spokesperson kept referring to the agreement, the agreement, the agreement. it sounded like the agreement was two thirds operational if this happens then that will happen maybe the other parts are a truce during this time. it sounds very much procedural as well. >> i think something like this that is six pages long has much more to do with the operational details and much less to do with the political overlay. the truth was agreed upon because there is no way to be able to release the hostages and moss was basically saying -- >> dennis, stand by. we are going straight to the white house. allie raffa is there with some new news. ali? >> reporter: richard, in just the last hour we have spoken about that statement from qatari mediators announcing that, in exchange for 39 palestinians, 13 israelis including, and seven foreigners, quote, outside the framework of the agreement would be released today, outside of this hour-long delay. qatari mediators did not provide any more information on what countries those seven foreigners came from but we are hearing just in the last few minutes from a white house official setting expectations saying, quote, no americans today. still hopeful the three will get out with this 50. this white house official referring to to american women as well as an american four year old. among the americans being held hostage by hamas. we received reaction from the white house just in the last hour as far as this deal being now back on track with white house officials not confirming it but saying, quote, we are working with qatar, egypt, and israel on implementation of the deal. they also provided some behind the scenes details on what the president was doing behind the scenes at his nantucket home as he wrapped up his family vacation after the thanksgiving holiday. they say that the president was briefed throughout the morning on the state of the hostage deal. as well as deals with the qatari prime minister as ial hold up to the deal and how to resolve those hold of. e u.s. officials were in regular contact with the israelis, qataris, and ypans to overcome hurdles to the implementation. they say the presidt s brief throughout today. -- the multipleinsider jake sullivan luded saying that 1:30 pm the white house officials learned from the qataris of the deal was back. on the international committee of the red cross was moving to collect the hostages the president was also updated on the latest development. in just the last few hours, underscored how extremely fragile, fluid, these negotiations and this deal continues to be. that is something that we heard the president a white house officials continue to say. as of now, you heard from those officials saying no americans are expected to be released as part of this batch of hostages being released today. the president, as recently as yesterday, was saying that he is incredibly hopeful and optimistic that americans will be among the hostages released as part of this multi-day cease-fire deal. a senior u.s. official said this morning that because of the release of the american mother and daughter, two weeks after the war began. that was the first release of hostages since the war began. the release of those two people gives them hope for more to be released as part of this deal. we are hearing from this latest reaction from the white house, from the national security council. news of this deal now being back underway, richard. >> just in for us, allie raffa at the white house. thank you so much, ali. we will get back to you a little bit later. we wdennis, what we're hearing a u.s. official at the white house saying no americans today. although there is still some hope for the three others in the coming days. what is your reflection on the timing of the first two days the indication that allie raffa has? we have had no indication. what do you think of the timing with what hamas is thinking in terms of when to release the americans? >> my guess is they want to hold back with the americans because it's one of the tools they have in mind to try to extend the pause. the pause, from their standpoint, is important. it takes military pressure off of them. this has been quite intense. it puts them in a position where, basically, they can regroup. i wouldn't be surprised at all if we find that they will offer the deal provided for additional days of this pause and exchange releasing at least ten hostages. if you hold the americans back, one of the reasons they may be doing that is because that becomes a lever to say, okay, we are prepared to do it the next day, or the next day. we wouldn't surprise me given the way they've operated. they view the hostages as a major asset. that is one of the reasons, after all, that they took them. >> it sounds like, tennis, this is what you are saying. at least from what i hear from your commentary here. this agreement has clearly left to what might be the national -- non israelis are not part of the steal. every statement that has been made has been outside of the agreement they are still releasing x number of foreigners or, or non israelis. in this, case there are three americans in the discussion. from what you are saying, it is potentially not part of the deal. that may be a bargaining point to extend this truth. period this non funding period which you and others have said benefits moss the most. why wasn't, if this is the case, why wore the americans included, at least in this first deal? >> i'm not sure the americans were not included in the first deal but i am saying that hamas is obviously deciding who it is releasing, and when. the ties, they are all caretakers. this was negotiated separately by the thai government. >> different deal? >> yes, i think in the case of the americans, i suspect they were part of the deal because, after, all the u.s. in the white house plate of a direct role in this mediation. i suspect that they americans are part of the deal but the deal itself is one in which the number to be released was identified. not the sequence where they would be released. i suspect it was very much on our minds in terms of negotiating this. i also think that hamas sees the benefit of holding them back because they know the level of our interest. it keeps the u.s. engaged. they see the uss, potentially, pressing to extend the pause. that is why, from my own standpoint, my suspicion is they see this as a useful asset to try to play. look, there comes a point where of the original 50 who were suppose we part of the deal, enable be that the americans will be included not average in a 50. i also suspect that, on the last day, we can provide more provided we have another day. one more question for. you for the folks just joining us we can see clearly trucks moving through that rafah border crossing. at issue so far. did all of the promised number of trucks and supplies make it through the southern crossing in the northern crossing? idf just this hour saying we deliver the supplies to and they cushion. it was up to the u.n. agree depart ngos and or other parties to get across the border. just within the last ten seconds we can see two or three large 18 wheelers making it through the rafah border crossing. that is what we are watching. not only the supply that are going north but also the location where the hostages will be theoretically crossing into egypt. dennis, you've been involved in these discussions. you were the lead, person the point person, the peace process with the clinton administration. is there any possibility that the americans were not? because the focus was so much on getting israel and hamas to call a truce. is there any possibility that they might leave the negotiation of americans being released for another phase? released for another phase >> i would be very surprised. given president biden's interest in wanting to ensure that we get american hostages wherever they're held, released. i would be very surprised if those doing the negotiations on our behalf were not making clear that that was a fundamental element. a fundamental preoccupation is far as we are concerned. i think the country wanted to be responsible. in some ways they're trying to demonstrate why they have a relationship with hamas. in a sense to prove to us, okay, here is the benefit of our relationship with hamas. i'll be very surprised if that wasn't a part of the negotiation. i think the sequence of release, who is released. that is not necessarily something that was nailed down, at least not an hour and. >> i wanna get your view and put into context what we also learned in the last two hours. that is the day today, moment to moment, involvement of president biden just within the last ten days. he had said this yesterday and his commentary. he made several calls in the last day or so. we learned today from allie raffa our white house correspondent that he was talking with the partners in the middle east in north africa, to get this pick up, this bump in the road. that we will get past. it how does that compare to what your experience was in the clinton administration? clinton administration >> every administration is different. what we are seeing here is the president is taking an acute, personal, interest in this. again, i think it is related, at least in part, to the fact that there are americans who are among the hostages. moreover, he sees that this is an important respite, at least, for the moment. this pause. i think he very much wanted to see this as a way of getting all of the hostages out, not just the americans. i think he is taking a very direct, personal, interest. during the clinton administration, certainly after the suspicion of prime minister vermin, prime -- president clinton's involvement one up directly. he was always interested. after the assassination, he had said to her been, you take risks. my job is to minimize those risks. if you came in the mission for him. i can tell, you even during the course of the election in 1996 hours negotiating what became the head-on agreement. he was in the midst of the campaign. he was calling me all the time. notwithstanding the fact that he was in the midst of an election campaign. obviously different presidents take a different level of interest based upon the context. based on their own background. in this case i think we see a lot of similarities between president biden's approach and what i think president clinton's approach would've been in the same circumstance. >> dennis ross, thank you so much. former point person for the priests process during the clinton menstruation. thank you for giving the context to what we are seeing today. i appreciate your time and your context for all of this. we continue to follow what you see on screen right now. that is the rafah border crossing live at 10:30 pm. we will be watching not only the supply tricks going north but we will be looking for the hostages coming south on that in the coming hour. up next, we will also get reaction from congresswoman, melanie stansbury, about the hostage deal as well as calls from her constituents to support a more permanent cease-fire. whenever you're hungry, there's a deal on the subway app. buy one footlong, get one 50% off in the subway app today. now that's a deal worth celebrating. man, what are you doing?! get it before it's gone on the subway app. ♪♪ ♪ we're building a better postal service. with easy, more affordable ways to ship. so you can deliver even more holiday joy. the united states postal service. delivering for america.
