we discussed the need for hem to be incredibly careful. a startling clash on capitol hill. protesters calling for a cease-fire clashing with capitol police outside the dnc headquarters. some democratic congressional leaders trapped inside for a while. the u.s. and china lowering the temperature, agreeing to resume military contacts. china promising to begin combating fentanyl production. >> look, do i trust -- trust but verify is an old saying. that's where i am. george santos announcing he will not seek re-election after the house ethics committee releases a report unanimously finding santos violated federal criminal laws and referring its findings to the justice department. ♪♪ good day, everyone. i'm andrea mitchell in washington. the idf now telling nbc news that israel's special forces are still inside gaza's al-shifa hospital searching every floor of every building as hundreds of patients and medical staff remain in the complex while the u.n. negotiates for a full medical evacuation. >> we still have grave concerns for the patients and the staff in the hospital. there are a lot of security concerns. there are a lot of logistics constraints. our options are rather limited. but we hope to have better news in the next 24 hours. >> there are conflicting versions of what is happening inside. the hamas-run gaza health ministry releasing a video of what it says is smoke pouring into the icu as doctors wheeled patients to safety. nbc news is unable to independently confirm that video or one released by the idf showing guns, grenades and computers israel says it found inside. we showed that to you on a split screen. >> there are cartridges and ammo. grenades in here, uniforms. it was hidden secretly behind the mri machine. when our troops opened this closet here, which is in the main part of the clinic, this is what they found. these weapons have absolutely no business being inside a hospital. standard ak-47. inside the hospital, hidden in a secluded area. look at this door here. blast-proof door, part of the clinic. >> after a week of not saying this, president biden now says that u.s. intelligence stands by what israel says about al-shifa and is accusing hamas of war crimes by having terrorists under the hospital. >> the first war crimes being committed by hamas by having their headquarters, their military hidden under a hospital. that's a fact. that's what's happened. israel did not go in with a large number of troops, did not raid. let me be precise. we discussed the need for them to be incredibly careful. >> with this shift in the u.s. position, we start with nbc's raf sanchez in tel aviv and "new york times" diplomatic correspondent michael crowley. raf, what is the latest? there are claims by the idf about our hospitals we have not confirmed and we are getting strong denials, including the pediatric hospital. >> reporter: that's right. israeli commandos going floor by floor inside the al-shifa hospital, continuing operations for a second day there. they say they are looking for evidence of hamas' presence inside of the hospital. it's very difficult for us at this point to confirm exactly what is going on, because all telecommunications in gaza are down at this point. the two big palestinian phone companies say they have simply run out of fuel. they cannot keep the services up. all week, we have been able to call doctors, surgeons at al-shifa hospital. now it's ominous silence coming from the largest medical facility inside of gaza. the israeli military is aware that they are facing a major test of credibility at this point. israel has been telling the world for weeks and the u.s. has been confirming that hamas is operating out of this medical facility. when israel showed the world its evidence yesterday, it was pretty sparse. it was a number of assault rifles, some ammunition, some grenades, literature from hamas. a lot of people are asking whether that is enough to justify a military operation inside of a hospital the size of al-shifa. israel is saying, hamas knew we were coming. we were closing in on the hospital for weeks. we were giving people time to leave. it's no surprise that they were able to hide most of the evidence. what israel has not yet shown the world is any proof of this tunnel system or this command center underneath the hospital. they say it's going to take them days, maybe weeks to search what is a pretty big campus. when they do find the tunnels, they say it will take time to clear them, to drive out hamas fighters, to clear away booby traps. humanitarian organizations, human rights groups all around the world are looking very, very closely at what is happening at al-shifa. they are asking tough questions about whether the military gains israel says it's making by taking over the facility outweigh the enormous humanitarian cost. >> such a complicated situation. raf, thanks for starting us off. michael, let's talk about this. when i interview israeli officials, they say they have given them plenty of warning. i talked to palestinians who say, we were called. where are these people supposed to go? the so-called escape routes don't necessarily work. the corridors are interrupted. there was another firing in the south, which is supposedly a safe zone. there's no way out. >> you are right. it's a problem from hell. the hospital is a microcosm of the larger problem the israelis say they face, which is that they have an enemy that has attacked them, which is embedded and marbled into the population of the very densely populated city. there's no way to wipe out hamas leaders and fighters without killing civilians around them. now, there are people who might argue that the cost is too high and that israel has to find other ways to do this, not to do a major military operation. ask the world to apply diplomatic pressure. who knows what? the israelis will say none of that has worked. now we zoom in on the hospital. we see this all in microcosm. israelis are saying, this is impossible. hamas put us in this impossible position by operating out of a hospital. we have to disrupt and dislocate and possibly kill innocent people to get in there. the palestinians in gaza are saying, this is an outrageous violation of international law. i think it will be helpful to see -- give the israelis more time, let's see what they come up with. my understanding of the main video going around is that that was a radiology building that was one small part of a larger hospital complex. i don't think that that is everything the israelis are going to find, if there are, in fact -- if hamas has, in fact, been conducting major operations in and under the hospital. let's see what emerges in the next couple few days. >> michael, there are disagreements between the administration and the israeli government over what happens next, over israel's proposal for a buffer zone, which would displace more palestinians, take more of their land, over who would be or stay in gaza. there's stuff happening in the west bank with settlers, which is really very incendiary. >> maybe the only problem as difficult as how israel can go after hamas at minimum cost to civilian life is what you do when this operation is finished. who is going to come in and control this devastated territory with a traumatized and probably in some -- to some degree radicalized population? i don't think that the neighboring arab states want to take this problem on to their hands. it's likely whoever comes to control gaza will face insurgency and terrorism. the israelis may think they need to do it. that's going to create increasing friction with the biden administration and the international community. >> thank you so much, michael. we will have more on this and on the hostage situation. is there a deal or no deal? exactly! don't delay the game with verizon or t-mobile 5g home internet. catch it on the xfinity 10g network. breaking news from capitol hill about criminally indicted congressman george santos. he will not seek re-election after a scathing report from the house ethics committee finding santos knowingly caused his campaign committee to file false or incomplete reports with the fec, used campaign funds for personal purposes, and engaged in fraudulent conduct. ryan nobles joins me now. ryan, what more did the ethics committee conclude and what does this mean for the congressman's future? >> reporter: just in the last hour, we are starting to see a flood of members of congress who previously had concerns about making the move of expelling congressman santos now coming out and saying they are prepared to expel him. it would require a two-thirds vote to remove him from his position in congress. up until now, while many members of congress called on him to resign and have expressed concerns about the allegations against him, the fact that he is facing a long list of criminal indictments, still felt he was afforded a degree of due process before they took the step of kicking him out of office. it seems as though this report that was compiled by the ethics committee, an equal number of republicans and democrats, and voted on unanimously is the due process they feel comfortable with. an example of some of the things that this report reveals, they say he used his campaign funds to do things like pay down his personal credit card bills. he spent thousands and thousands of dollars at designer clothing stores. he was using it for websites like only fans. was using it for personal meals, for parking, things along those lines. there was at one point a time where he withdrew $800 in cash from an atm of campaign funds and used it at a casino. he used it to pay for his personal rent. these are things that are violation of the campaign finance laws. the committee even referred some of this to the department of justice for further investigation. potential more criminal indictments. the question now, when these members return after the thanksgiving break, how much longer will it be before they vote to expel george santos from office, which appears to be where things are headed. >> ryan nobles, thank you so much. to answer that question, joining us now is republican colorado congressman ken buck. who has not left for the break. you are still in town. congressman, you did not favor expulsion before. do you now with this ethics report? >> i do. i'm hoping that george does the right thing and resigns and leaves congress. thanksgiving break is a great time to do that, clean out his office. i did not vote in the past to expel george because i didn't believe there was due process. he had been charged criminally with felonies, very serious matters. but he had not been found guilty. the ethics committee really, i think, gave him the opportunity. he did not avail himself of that opportunity. the ethics committee found he did not cooperate with the investigation. i think he has been given the fair due process now. >> if he does not resign within a reasonable amount of time, thanksgiving, as you point out would be a good time or over the other holidays, would you then favor the resolution for expulsion? >> i would favor it. i believe speaker johnson will bring it between thanksgiving and christmas. >> speaking of speaker johnson, he has gotten an identical vote in terms of how many democrats are voting for a continuing resolution without deep budget cuts. it's what they would call a clean bill. not israel funding, not ukraine funding. is he at risk? why isn't he at risk the way mccarthy was? mccarthy lost his job by going to democrats to keep the government open. >> i think there's a big difference between where kevin mccarthy was when he was vacated and where speaker johnson is right now. >> what's the difference? >> kevin mccarthy started with a clean slate. he started in january. he did not bring the bills -- the appropriations bills to the floor in may, june, one in july. there was no time by the end of september to pass those bills. mike has inherited a mess right now and is trying to clean up that mess. needs to do it in a bipartisan way. >> what about what happened the other day on the hill? there were charges from one congressman that he was pushed by speaker mccarthy. they were mixing it up. what about congressional behavior? the so-called dignity of the united states congress. >> yeah. the civility is gone. we were there ten weeks in a row. i think people really -- this thanksgiving break is well timed. people had reached their -- the end of their rope, so to speak. i think the joy of going home and realizing all that we have to be thankful for and being with family and friends and in our community will be really helpful to come back and get a lot of work done. >> can i just say, we expect children in kindergarten to behave better than that. >> yes. >> congress members aren't prisoners during a session. they get to go home on weekends. they have a lot of perks. you would expect better behavior. >> i do expect better behavior. he has police protection. tim doesn't have police protection. it was a bizarre activity. then senator mullin standing up and challenging a witness to a fight. it was nonsense. there have been other things, other just uncivil rhetoric among different people. it's unfortunate. i think that the tension will decrease when we get back from the thanksgiving break. >> need a good schoolteacher to send them to their rooms. thank you very much. >> thank you. i can't wait to go to time-out. >> exactly. the report card, speaking of school. some progress out of president biden's meetings with china's president xi. some nes on panda diplomacy. the top democrat on the select committee on china will join me next. we will be right back right here on "andrea mitchell reports." hea baby grand piano. you're replacing me? (vo) visit mytepezza.com to find a ted eye specialist and to see bridget's before and after photos. president biden called his high stakes meeting with china's president xi jinping wednesday constructive and productive. the president pointing to a new agreement to combat the flow of fentanyl and another to move to re-establish military-to-military communication between the two countries. >> in the months ahead, we will continue to preserve and pursue high level diplomacy in both directions, to keep the lines of communication open, including between president xi and me. he and i agreed either can pick up the phone, call directly, and we will be heard directly. >> joining us now is monica alba traveling with the president. we heard from president biden yesterday in that unusual -- it's his third solo news conference. he seemed to focus on finding common ground as president xi is reaching out to america's business elite at a gala dinner last night. also, a promise to renew panda diplomacy. tell us about the dinner. andrea. seeming to find some areas of cooperation. now we will see whether these agreements lead to actual outcomes of what these countries want to see. the re-establishment of military-to-military commune -- communication critical. something that was a surprise, something newer with the panda diplomacy. i'm told by somebody who was in the room yesterday that the issue of the pandas didn't come up during the four-hour summit. it was a total surprise to the united states when president xi mentioned that he was going to try to work on some of these new agreements to bring pandas back to the united states after we saw some of them depart, of course, from the beloved washington, d.c. national zoo just last week. it takes place between the chinese government and the individual zoos. one that was mentioned was the san diego zoo. i reached out to them. they told me they were very surprised to learn about this as well. they are equally delighted and hope that that arrangement can be made in the future. >> monica alba, thank you. joining us now is democratic congressman raja krishnamoorthi, the top democrat on the house select committee on strategic competition between the u.s. and the chinese communist party and sits on the house intelligence committee. congressman, what was your take? there was a lot of fuss made over -- especially in chinese media back in beijing, over president biden, who we know is a car junky, not junk cars but loves great cars, corvettes, american cars making a big fuss over the armored limo that president xi was riding in, which may be a first. >> sure. i'm glad that they made agreements with regard to establishing military-to-military communication channels, fentanyl ending up in the united states. i'm glad about the pandas coming back to the u.s. i love that. i think what i wanted to hear a little more -- perhaps it was discussed -- was the issue of the ccp's crackdown on human rights, especially the uyghur genocide, as well as repression. i wanted to hear about the chinese communist party taking steps to low its economic aggression, including the incessant cyber hacking and theft of intellectual property, among other things. >> there was little mention of that. not a lot delivered, it seems, on china agreeing to pressure iran, which supplies so much oil to china, to try to contain the middle east war. >> i think they probably talked about it. based on what i read in the press, they had very extensive discussions about iran. i think they talked about russia as well. especially with regard to iran, i think xi jinping was more listening than talking. he has tremendous leverage with regard to iran. he should use that leverage to reduce their nefarious activities, especially with regard to hezbollah and hamas. >> the president, in trying to be as upbeat and positive about the summit as he was, and xi also was pretty much during the public comments, might have slipped a little bit when he was asked again how he would describe president xi. let's watch. >> mr. president, after today, would you still refer to president xi as a dictator as a term that you used earlier this year? >> look, he is. he is a dictator in the sense that he is a guy who runs a country that is based on a form of government different than ours. >> that was not well received in the chinese media. there was a notable wince on the face of the diplomatic secretary of state, tony blinken, when the president used the term dictator in the middle of the summit. >> i think that the president was probably speaking truth. they have a very different form of government than we do. there's no doubt that xi jinping is an authoritarian. i don't think it harmed the progress of the summit or the meeting. certainly, he said it before. we still managed to make a little progress. they had the meetings yesterday, which i think overall were a very good, constructive first step in more extended dialogue. >> he was echoing, of course, ronald reagan saying whether xi would live up to his agreements on fentanyl, he will trust but verify, which is what he said about gorbachev. >> that's right. xi jinping said a lot of things in the past. we have to see whether his words and his actions are the same. >> congressman krishnamoorthi, thank you very much for being with us. we appreciate it. >> thank you, andrea. under the microscope. israeli operations inside gaza's al-shifa hospital facing more scrutiny. what comes after the fighting stops? >> that's right. the president and others in the administration have said they think this is going to happen. it could happen very quickly. i think it's important to remember that these negotiations, it's not a bunch of guys sitting around a table hammering out a deal. it's an incredibly laborious process. all these responses have to then filter back down. you have got changes of situations on the ground that change the responses. then they have to go back to zero and start again. i think there was a proposal last week for about 20 hostages to be released. that changed. there have been differences of opinion on how long a pause would be. right now, my understanding is that hamas has agreed to let go at least 50. president biden said last night 50 to 100. so we don't know exactly how many we are talking about. the decision apparently now rests with israel, which is not particularly interested in having a pause at the moment. they are still conducting operations at al-shifa hospital. they now have said this morning they want to move into southern gaza and have warned people to get out of there. it's not clear what their answer is going to be. i think they are under pressure from the americans and other supporters to move ahead with this. we're all just waiting to see what the answer is. >> presumably, since the u.s. is so deeply involved in this, the ten americans, approximately ten remaining americans, would probably be in this group, because they included women, those who were women and children. we also are hearing independently that the idf prisoners, women and men, would be the last to be released. they would be held back in reserve as bargaining chips for terror suspects or terror prisoners. >> it's not clear in terms of the ones that will be released, we hope, whether they are going to be foreigners, israelis, a mix of both. that, again, is not clear. i think there's some -- it's a bit of a bone of contention in israel, certainly among the hostage families. why should the foreigners be released first? and that's not the middle. >> in the interview he was very clear in his decision admonition for donald trump, right? that he's a threat to democracy, that he would not be good for america, but then he's being very coy about this front. yes, he criticized biden, but we're really comparing apples to oranges in terms of his criticism of trump and criticism of biden. so we have that, but then this is a man who for decades has been the ultimate pragmatist, and he knows that if he were to run, he would set up a very likely scenario where a donald trump could come back into power, so his actions as a pragmatist just do not match up with this rhetoric that he has about, you know, wanting to move to the middle and maybe he's going to consider a run, so i'm dealing with a lot of cognitive dissonance when i'm listening to joe manchin. >> and brendan, look at the new hampshire, nikki haley is in second place in a new cnn poll. it's still very early in the process, but how does that change the dynamics? you can see that christie is in third place, desantis fourth, and then ramaswamy is in last place. but trump is way ahead. >> yeah, you know, we've been trying to squint and make a race out of this primary for a long time, and the polls just haven't really backed it up. this is the first poll that we've seen in a long time where if you squint a little bit, you may be able to see something. obviously donald trump at 42 has a commanding lead, but he's effectively the incumbent, and in politics when the incumbent is below 50%, that's not good, and haley, obviously surging here, and you've got chris christie who is sort of a proxy for an anti-trump vote. you add those two together and get pretty close to him. i'm not necessarily saying that trump is in danger here. the problem remains there's too many people and it's what we saw in 2016, while the field has narrow add bit, it needs to narrow further if there's going to be any chance to stop him. i do think this adds momentum to nikki haley's case that she is the best person to take him on. and if a ron desantis and chris christie were to drop out, maybe there's something there in new hampshire. donald trump is still the overwhelming favorite to win this. this is definitely the first interesting poll we've seen in a while. >> victoria, i want to ask you also about this war and the fact that there are so many protests, especially among the president's base and especially among young people against his position, which is being perceived as being balanced more towards israel than towards the palestinians largely because hamas started the war and the massacre started the war, but certainly the pictures are telling a different story in terms of just the political impact of what the rest of the world is seeing and a lot of young people. i also wanted to show you some pictures we just received of the idf apparently bulldozing the arafat statue in the west bank, which is certainly a fairly provocative gesture. there are also a lot of provocative non-visual elements of the settlers expanding their reach, israeli settlers in the west bank in the last couple of weeks just since the war started. to see that statue coming down, i've been there many times, is quite remarkable, and certainly offensive to a lot of palestinians. >> and it's the symbolism of the deep division that this conflict has caused, and the division within the democratic party is particularly stark, and this is a problem when we're looking at the 2024 because the president and former president donald trump are so close in the polls, and in addition to that is when we look at enthusiasm for joe biden, we're looking at the numbers and we're not seeing the enthusiasm that you would want to see. on the flip side, donald trump has a lot more enthusiasm than the folk who is do approve of him. this is something that would not maybe have a democrat vote republican, but may make them stay home. >> victoria defrancesco soto and brendan buck, some alarm bells there for both paies. and that does it for this edition of "andrea mitchell reports." follow the show on social media @mitchellreports.
