>> hi everyone, good afternoon to you. we're following some major news on several fronts right now. we're just five days away from a government shutdown, and the new plan from the house speaker to stop it is already running into some serious issues. we're also following developments in israel as hospitals in gaza report dire situation. israel's prime minister promises no letup in the offensive. doubling down on his plans for a total israeli control. after the war. >> mister prime minister, would you accept -- >> i think that the only force right now that can guarantee that hamas, the terrorism is not where you period, and taken over gaza, get as the israeli military. >> a budgeted not to joe whom did offer some encouraging words about a possible deal and hostages. more on that ahead. plus, we are one day away from donald trump junior second trip to the witness stand. the new york fraud trial. as his father is now demanding cameras in the courtroom for his trials. and that is coming up as well. we begin in washington, as house speaker johnson unveils a two tiered plan to fund the government, avoid a shutdown. but these republicans, they say they will not support a continuing resolution. the bill might already been doa. with five days, left time is running out. nbc correspondent, julie tsirkin, is on capitol hill. so we've got some more details today, julian, what's actually happening. so he cannot get, he cannot give up for votes for the republican caucus. three republicans in the house have already spoken out and said that they were against johnson's -- so this kind of tiered system, one deadline in january, one deadline in february. this is been a little more lukewarm about it, i would like to hear it out, considering it's a clean start. walk us through it. >> that's exactly right. late last night, i didn't appearing from a senior democrat and leadership on the senate side, who told me as much. he said that speaker johnson had moved in the direction of democrats with this plan. that's because the hard-line republicans, some of them already said no, we're pushing him even into the final minutes to try to put some budget spending cuts as part of this proposal. johnson, the speaker, decided not to do that. that's a good, sign because democrats now are more likely to support it with this deadline just a couple days away. i want you to take a listen to what one democrat in the house had to say about that. she's actually in israel right now. congresswoman, madeleine dean. traveling with my partisan delegation of lawmakers there. watch this. >> this seems like it's a ladder cr. i'm not interested in that. i want a bipartisan code tell. the rip -- they're not just in. that we will walk away from here, and take back with us to washington in a bipartisan, right aid to israel, including humanitarian aid. not tethered to defunding iris or anything else. that is an absolute humanitarit. we must do it for ukraine. >> now, he's the thing, the members on this trip, you can see on the screen, they're modete members. they're not y of these flame thrower conservatives or any of these hard-liners who were demanding budget cuts as part of any stopgap measure that they could support. in fact, the whoaid no had previously not supported continuing resolutions. it's not a big surprise. doesn't mean that speaker johnson, if he wants this plan to pass, has to reach across the aisle, and remember, that's what got the former speaker, kevin mccarthy, ousted in the first place. working with democrats, keeping the government open. johnson still seems to be in his honeymoon period with republicans saying they're willing to threaten his speakership just yet. certainly, it's interesting to , notable to me, the democrats in the senate are open to this proposal. they might ke this approach, they might think it's complicated, and it unnecessary in the words of one senate democrats. but they aren't closing the door on it altogether. that's because there are aren't any policy writers for those budget cuts. was not in here is this aid to israel. in, part because speaker johnson, on the phone call yesterday with republican members, said he still wants those pay cuts. also, there's no humanitarian aid as part of the house passed israel. bill couple weeks, ago that certainly is something democrats want. senate democrats, and senate republicans, they really don't want to split up president biden's national security funding requests. they want to see eight israel tied with aid to ukraine. tied with some funding for the border as. well it's my guess that they will be taking that up after the thanksgiving break. >> julie tsirkin for us. thank you. appreciate. that would be speaking, by the way, to former and current lawmakers about this new funding bill, and its chances throughout the show today. later this, hour i'll be joined by former republican congressman, charlie dent. coming up next hour, going to get reaction from the democratic congressman, gerry connolly as well. so we're following this breaking news on the israel-hamas war. the european union just issuing a call for an immediate cease fire. or pause, i should, say of hostilities in gaza for humanitarian purposes. earlier today, the palestine red crescent announcing that gaza's hospital is out of service and no longer operational due to a lack of fuel and power. and as surgeon the largest hospital, al-shifa, says the situation has become, quote, unquote more dangerous as he called for patients to be safely evacuated. also this afternoon, reaction of israeli prime minister, netanyahu, rejection calls for a cease-fire. and his thoughts on a postwar gaza, were he indicated that israel will, quote, continue to control security there. i'm with the, press my colleague pressed israeli leader on exactly what he means. >> so overall, military -- will have to be in israel. any management of gaza, the hasse to be [inaudible] and i think that so far, we haven't seen any palestinian force, including the palestinian authority, that is able to do it. >> i have to bring in nbc's correspondent in tel aviv. a couple things i want to walk through with the. out the first, let's just the comments from the prime minister yesterday, along this this morning, with our colleague christian walker. any reaction on the ground from that? >> well, the israeli prime minister continuing to raise eyebrows within the region. now, his assertion that israel will maintain security control over gaza, something he said earlier in the week, his senior advisor is scrambling to clarify what he meant by that. essentially, the israeli government doesn't want some sort of permanent security force inside gaza. what they want is the ability to enter and leave gaza for security purposes as they see fed. many within the region here are comparing that to the current west bank model. palestinian voices tell me that that is simply the equivalent to occupation. i was keen to -- earlier in the. week he was saying that what is necessary is free and fair elections. where this is all said and done, so the palestinians can decide for themselves who will govern them, and gaza, who will govern them in the west bank, and in east river salaam. now we also heard the prime minister there reject this idea that the palestinian authority could step in and fill that void. that's also likely to raise eyebrows within the biden administration because the secretary of state, antony blinken, has explicitly said that they would be looking to the palestinian authority for that governance role. something that earlier this week, palestinian presidents said that he would be more than willing to do. again, other palestinians are saying that those elections will be needed. >> we talked about the hospital system, the al-shifa hospital as well. the state of those right now, and the other hospitals, medical facilities, medical personnel, that are continuously being bombarded right now. >> yeah, earlier today, i was speaking to one of the league doctors inside the al-shifa hospital. he was describing a desperate situation. he said that they are completely surrounded by israeli forces. in fact, no stalking to him on the phone, i could hear the sounds of explosions. the sounds of bombardments. it didn't sound like it was very far away. he said that they are running out of fuel would, they're running out of water, and critically, they're running out of fuel. so much so that at least 16 patients, according to the gaza health ministry, had died as a result of a lack of supplies in that hospital alone. including at least three prematurely born babies. the israeli military said that they are facilitating, and evacuation of the hospital. they are saying that they dropped about 300 leaders a fuel outside the hospital gates. the doctor acknowledging they did receive that fuel, but also noting that while they receive 300 leaders a fuel this morning, they need 10,000. no one has been allowed to leave the hospital. >> erin, where are we on a possible deal with release of more hostages still being held in gaza? >> well, i meet the press, the israeli prime minister said that a deal was possible. unofficial within the biden administration is saying that the current deal is on the table. it's being considered part of this negotiation. it's in exchange, some 80 women and children that are hostages currently and gaza, in exchange for 80 women and children that are currently and palestinian, in israeli jails. but no deal has been finalized just yet. >> all right, erin maclachlan for. us thank, you erin. appreciate. at the biden administration reacting today to netanyahu's comments about gaza. we'll coy to nbc's allie raffa was at the white house for us. so, this comment that the prime minister is making about indefinite security of gaza, palestinians reading this as a reoccupation of gaza, wondering what we're hearing from the white house on this. >> yeah, yasmin, this has been a big question since this war started. really, what the future of gaza would look like, with many palestinians telling our teams on the ground that they were hesitant to leave gaza because, first of, all they didn't know whether they'd be allowed back again. if they were allowed back again, they weren't sure what caused it would look like when they were allowed to do so. you, know the administration officials were repeatedly asked about prime minister netanyahu's comments all over the sunday shows this morning. for example, national security adviser, jake, sullivan said that when prime minister netanyahu said is not the u.s. is understanding of what the end just standing in gaza would be once hamas is defeated. u.s. officials say they are vehemently against, and opposed, to the reoccupation of gaza. instead, calling for a political solution on the ground, they want palestinians themselves to be involved in. they want palestinians to be able to cover voice, people to take part in gaza's governance. listen to how admiral john kirby with a national security council described this to our colleague, jonathan capehart, this morning. >> the president has been very consistent on this one. we don't want to see a reoccupation of gaza by israel. we think that's not good for israel, is not good for the people of gaza. so we do not support that. what we do support is some sort of governance in gaza long-term, which includes the voices, the votes, and the self determination of the palestinian people. now what does that look like? we don't know. yeah >> national security advisers also saying on the sunday shows today that once hamas is defeated, the u.s. position and understanding is that israel will have an overall security responsibility of gaza, but again, they want to see palestinians and control, and involved in the governance aspect of this. yasmin, how that is actually accomplished is unclear. officials admit that still unclear, considering the last time we did see elections. this is in the early 2000s. this is something that officials say is still unclear at this point. >> ali, we also heard from the president today about a terrible accident involving the death of service members in the mediterranean sea. what more can you tell us about this? >> yeah, we saw new statements today from president biden, as well as defense secretary lloyd austin. we opting to this accident that happened early yesterday at the eastern -- it happened at a routine training mission that involved a military helicopter. both of them saying that they are mourning the loss of the service members, the thinking of their families, president biden in his statement saying that this is just a reminder of the bravery and the sacrifice that service members make for our country's security, and defense secretary austin saying that more information is actively being gathered to figure out more about what happened during this crash, yasmin. >> allie raffa. >> allie raffa for us, -- a preview of donald trump's defense in a courtroom tomorrow as he of doing which is to submit the financials and take responsibility for them. i don't think that is legally a very good defense and while it might work in front of his base as a political matter it's not gonna work in front of the judge who knows the law. it's not very effective as a legal matter. >> i want to talk about this possibility of having cameras in the courtroom when it comes to the federal case against the former president. i want to play for you some sound as to why donald trump believes cameras should be in the courtroom. >> i announced last night, you probably saw it, they said, sir, do you want a trial with or without cameras, most people say without, i say the opposite, i want this trial to be seen by everyone in the world. >> his team filed a motion to make sure that coconspirator. i know the value of the public seeing the testimony and evidence themselves as they did in the air vent commite hearings. televising his trial would go a long way towards public understanding of the evidence, valuing the justice system, and accepting the verdicts, whatever they are. jack smith for his part, jill, opposes cameras in the courtroom arguing a long-standing as you've talked about judicial rule that -- criminal cases. all that being said, where will the land on this? >> i'm afraid we're probably gonna land without cameras in the courtroom. it doesn't make it right. i fear that unlike in minnesota where america got to see the witnesses, hear them, see their demeanor, and got to a value way whether or not derek chauvin had murdered george floyd. we're not gonna be able to see the witnesses and evaluate them for ourselves. it will be filtered through journalists, it won't be the same thing as seeing it. and seeing really does make a difference. the problem and i want to know that jack smith's opposition principle faced on the fact based on the federal rules of criminal -- our cameras in the courtroom. and that can only be changed by a combination of the judicial conference led by chief justice roberts changing that rule, and maybe congress doing something to change the federal rules. that would be an important step and they've already said, well, we'll study it will appoint a committee but it will take several years. that is too late. this case is particularly important because of its national significance and because witnesses should be seen by the victims. we are all victims. it is alleged that we were deprived of the right to have our votes fairly counted and that is exactly what is on trial here. it would be good for us as victims to be in the courtroom, the only way we can do that is through cameras which are no longer anything that obstructs a trial the way it was when the rules or foot first put in place. >> let me quickly ask you this, if jack smith were lobbying for cameras in the courtroom in spite of this judicial rule, with maybe more of a chance for cameras to be in that courtroom, or either way do you think they won't be allowed? >> i think they wouldn't be allowed either way because of the judicial conference. i don't think it would've helped if he had. i think donald trump knows there's not gonna be cameras and it will be harmful to him. but he saying it for his base, exactly what you saw and what you played, yasmin, you saw him say to his rally, i want them there and they cheered. he doesn't want them there because he knows the evidence is really, really strong against him. >> jill wine-banks as always, it's a pleasure, thank you. still ahead, -- joe johnson trying to
