and defense secretary lloyd austin there to make their ways for the administration's $105 billion request for aid to both israel and ukraine. you can see the protesters being escorted out. they are calm and professional manner. we all appreciate it. secretary blinken, can you please continue. thank you. >> to continue, since russia launched this war, the robust funding provided by congress has enabled the people of ukraine, in their courageous fight to defend their nation. it's helped make sure that russia's invasion is a debacle. it's rallied the world. sovereignty, territorial independence. our partners are making contributions to share the burden of assistance. turning our backs on their efforts would have lasting implications for our own security and own standing in the world. the conflicts in ukraine and the middle east have clear links. since we cut off the supply to the military, it's turned to iran for assistance. in return, moscow has supplied iran with advanced technology, which poses a threat to israel's security. allowing russia to prevail, with iran's support, will embolden moscow and iran. second, this funding will enable us to tackle the out toirn needs, as well as fight conflict in natural disasters in ukraine, in gaza, in sudan, armenia and other places around the world. food, water, medicine, other essential humanitarian systems, must be able to flow into gaza. civilians must be able to stay out of harm's way. a task that is more difficult as hamas uses human shields. helping prevent a worsening catastrophe, aligns with our nation's principles, including our belief that every civilian life is valuable, equally worthy of protection. without sustained relief, the conflict is much already likely to spread, suffering will grow and hamas and its sponsors will benefit by fashioning themselves as the saviors of the december desperation they created. providing immediate aid and protection for palestinian civilians is a necessary found ace. for partners in gaza that have a different future than hamas and are willing to make it real. this funding is critical to help competing our strategic rivals. this will support our partners to address threats from an increasingly assertive drc. it will uphold commitment to our allies. it will help countries in military and defense equipment made in america. the president's request is to provide all terntives to china's financing for the developing world. it will ease the impact of spillovers of russia's war. it will propose 2 billion in authorizations would generate almost $50 billion in capacity for the world bank and imf, an enormous return on our investment. demonstrating u.s. leadership in meeting urgent global challenges. the supplemental will make critical investments to protect the security of americans here at home. that includes the challenge of regular migration. strengthening our industrial base to make sure our military is ready, capable and the best-equipped in the world. and reremain the arsenal for democracy. $50 billion of the funding will replenish u.s. military stocks, strengthen our defense industrial base and will be spent through american businesses. each of these work together, for a stronger, safer, better future. let us come together and demonstrate to one another and to the world we can rise to this moment. i also hear very much the passions expressed in this room, and outside this room. all of us are committed to the protection of civilian life. all of us know the suffering that is taing place as we speak. all of us are determined to see it end. all of us know the imperative is standing up with our allies and parter ins, when their security, when their democracies are threatened. that's what's happening now. we stand you. secretary austin you may begin. >> ladies and gentlemen, good morning. thanks for the opportunity to discuss our urgent need for supplemental funding to strengthen our national security. on october 7th, hamas terrorists murdered more than 1,400 israelis and at least 36 americans, and took more than 200 hostages. it was the deadliest terrorist attack in israel's history. it was rule, painful and repugnant. and as former head of central command, it reminded me powerfully of the crimes committed by isis and iraq and syria. as president biden said any democracy would respond decisively to such a vile terrorist assault. i traveled to israel just days after the attack, to underscore america's ironclad commitment to israel's security. we fully understand that hamas does not represent the palestinian people. we mourn the loss of palestinian civilians. i repeat think made clear to israel's leaders that protecting civilians in gaza is a moral responsibility and a strategic imperative. democrats like ours are stronger and more security when we uphold the law of war and protect civilians. tensions remain high. first, we'll continue to protect american forces and citizens in the region. our personnel have come under repeated attacks in recent days by iranian-backed militia groups. these attacks must stop. at the president's direction, u.s. forces have conducted precision self-defense strikes on facilities in eastern syria, used by iran's irgc and its affiliates. if iranian-backed groups continue to attack u.s. forces, we will not hesitate to take further measures to protect our team. we raisd force protection measures across the region. and i've determined a high-altitude defense battery and patriot batteries. and we're floating security measures into israel. more interceptors for the iron dome system. we're coordinating closely with israel to secure the release of every man, woman and child seized by hamas, incluzing american citizens. as president biden told the families of the missing americans, we have no higher priority than the safe return of their loved ones. we provided military advisers to offer best practices for integrating hostage recovery into israel's operations. finally, we swiftly strengthen our force posture in the region to deter any state or nonstate actor from escalating this crisis beyond gaza. two strike groups are in the region. last week, a squadron complementing other squadrons in theater. all this underscores the president's clear warning. no government or group that wishes israel harm should try to widen this crisis. as we surge support into israel, we remain focused on ukraine. nearly 20 months into putin's failed campaign of conquest, the russian military has been badly weakened. ukraine's forces has taken back half of the territories sieged by russian invaders since 2022. that was made possible by bipartisan and principled leadership and our coalition of some 50 allies and partners. in israel and ukraine, democracies are fighting ruthless foes who are out to annihilate them. we will not let hamas or booten win. only firm american leadership can ensure that tyrants and thugs and terrorists are not enboldened to commit more atrocities. our actions today will shape the world that our children and grandchildren inherit. that's why we submitted a request. we are request $10.6 billion to help israel defend itself. supplemental will request $44.4 billion to help ukraine continue to defend itself against russia. and we're pledging to meet u.s. requirements in our submarine industrial base and to fulfill our requirements. this supplemental doesn't just help meet today's urgent challenges. it invests in our industrial base. we send our friends munitions from our stockpiles, the money to replenish our supplies strengthens our military readiness and we invest in american industry and american workers. it also holds true for funding for israel or ukraine, to procure now equipment off the production line. some $50 million would flow through our defense industrial base, creating american jobs in more than 30 states. these improve our capacities into the future. and help ensure we are ready to tackle security challenges worldwide. all that means is greater prosperity at home and greater security around the globe. finally, let me thank all of you for your leadership. your bipartisan support ensures we can defend america and stand by the allies and partners who magnify our strength. i'm deeply committed to working with all of you to enact a full year appropriation bill to keep america secure. as president biden said, american leadership is what holds the world together. if we fail to lead, the cost and threats to united states, will only secretaries blinken and austin address the appropriations committee, testimony that was repeatedly interrupted by protesters in that hearing room. want to bring in ally vitale and courtney cubby with us. walk us through what we just witnessed. >> this was always going to be a highly charged hearing because of the geopolitical landscape. we watched the protesters covered up. you see on the screen, one of the things they are protesting. that sign saying no gaza genocide. we saw protesters put the hands up that you can see on the screen. the hands painted red, trying to tell the administration officials that in the protesters' minds, they have blood on their hands. at various points during these protests, you watched the chairwoman of the committee, patty murray, reference the fact that she's glad to see the passions within this room. at the same time, waiting for protesters to be cleared so these top administration officials can continue with their opening statements, explaining very reason why they are here. of course, this is a hearing that's now focused on two crises that the administration says are not divorced from one another. they are happening in different places. talking about the ukraine war and the israel/hamas conflict ongoing. those are the top things that were referenced by the administration officials, as they come before the appropriations committee not as they are asking for supplemental funds for both of the fights. they want those linked together. we've seen the house republican conference taking that in their own direction. and this week, we'll see them voting on israel specific aid, separate and apart from ukraine aid. this is one of the key, opening salvos for the brewing fight on the supplemental funds, ana. >> courtney, let's talk about what more they are asking for and how it would be used. what is it stake for the u.s. military? >> so, i mean, in a word, they are asking for more money. i think one reason that we're seeing this di tied together is lot of the money being used for ukraine and israel is going the weapons and equipment. we've been hearing about that for two years now. for ukraine. there is some overlap, though, on what the u.s. military is providing to ukraine and have been for two years now. and what they are providing to israel. air defense systems, rounds, ammunition. that's one of the reasons this is -- has been tied together today. where does that -- does that overlap -- the fact that the u.s. is providing so much to two different countries, both at war ght now. how does that impact the u.s.? does it impact u.s. military readiness? does it make the united states vulnerable, if the u.s. is forced into some conflict, which i have to say, ana, ever since october 7th, the u.s. officials are continually concerned about, is this growing into a larger regional conflict and the united states being drawn into it. that's one of the reasons that lloyd austin is up there today. senators will be asking questions like can the u.s. continue to provide at the same scale and pace? can they supply to israel, support israel in this fight, and then can the -- does this make the united states military vulnerable? >> thank you so much, courtney kube. ally vitale. let's turn a to what is going on in the middle east and gaza. another day of bombardments a day after israel ruled out a cease-fire. israel claiming to have hit 300 targets in the last 24 hours. military compounds in the web of underground tunnels belonging to hamas. the idf reports it as engaged in fierce battles with hamas, involving machine countries and tanks deep inside the gaza strip. the united nations is urging a cease-fire, calling it a matter of life and death for millions. israel's prime minister is rejecting the cease-fire calls, equating cease-fire with surrender. >> calls for a cease-fire are calls for israel to surrender to hamas. to surrender to terrorism and bar barry. that will not happen. >> let's go to israel and kelly cobiella. by all accounts israel is moving deeper into gaza, engaged in heavy fighting. they found one hostage yesterday. what else are you learning about israel's military movements right now? >> in the past three hours, the idf targeted outposts in the north of the gaza strip. they gave detail to what they said they accomplished, including killing hamas militants, anti-tank missile cells and confiscating numerous weapons, including guns and explosive devices. this is the latest update from the idf today. they continue to say they are hitting, as you said, some 300 targets overnight. those are air strikes, as well as operations led by ground troops, in the words of the idf. they said, they target the command centers inside tunnels. and also killed a top hamas commander who played a role in those attacks on october 7th. this is coming from the idf. we are confirm it. hamas says they are hitting -- striking back. and hitting idf targets in northern gaza. clearly, this does seem to be ramping up significantly. there are reports from journalists inside gaza. >> plumes of smoke in gaza today. kelly cobiella, thank you. joining us is douglas alavant, the director of iraq on national security council in the bush and obama administrations. thanks for joining us. here's how you phrase what israel's mil is facing as they push deeper into gaza. whenary forces engage at close range, intangibles matter more. a resident with a machine provided he isatnt and disciplined and familiar with the tunnel systems, may have an advantage in the close fight over a 20-year-old invaing infantry men with his 21st century kit. tell us more about what israeli troops are facing as they continue this campaign in gaza. >> sure. we have the caveat that wars are uncertain. attackers that they thought they established their goals and defenders who thought they repelled an attack easily. wars are uncertain. that's why we should avoid them at all costs. what we do know from recent history is, first, urban warfare eliminates or reduces the advantages of a modern 21st century military. when you get under ground, as any of us who have been in a subway system know, your telephones don't work. signals can't get out. all this technology you have becomes less capable. you go to a primitive basics of close combat. the urban environment keeps you from seeing your opponent at a distance. and modern militaries love seeing their opponents at a distance. they can kill them from far away and never put themselves in danger. the urban battlefield makes that much, much harder. wars are inherently unknowable. again, if recent history is any precedent, we should expect high casualties among the attackers and we should expect this to be long. measured in months, not days or weeks. >> i think we continue to get reports about what they consider victories, commanders attacking the launch sites or missiles or anti-tank weapons that they have. and we know, they were able to fro a hostage inside gaza yesterday. what could that mean for the hundreds of other hostages? >> israel is transmitting successes. that's what they should be doing. the truth is at war, the israelis are not talking about casualties rates. things going wrong. certainly, they found one hostage and secured and rescued that hostage shows they have intelligence on what's going on. >> we're getting new video from inside gaza, including this from the palestine red crescent society. let's show a looted warehouse that was filled with flour and hygiene products. and this video that appears to be an israeli tank firing at a car in gaza. not sure what happened. i want everybody to see this image. a neighborhood in gaza in may. and then, the same location, just on october 21st. what is the risk of this encrunching more hate and leading to more extremists? >> right. the answer to your question is extremely high and almost certain, in fact. this will continue to perpetuate the cycle we found ourselves in. as i wrote in the piece, i'm concerned about what this looks like as this drags out over time? what does it mean politically? we saw no the hearings how powerful the opposition is in the united states. my reading has been the palestinians have had more support in european capitals. what will the protests look like in e.u. capitals? what does this mean for the region? what does it mean for jordan? or egypt? or saudi arabia? if this drags out month and month after month. you and i can remember what the dragging out of the war in iraq did for the possibilities. welcome back. tensions are high globally, as the israel/hamas war moves to a new stage on the ground. we've seen protests unfolding in major cities across the world and including here in the u.s., where we're seeing a rise in anti-semitism and threats on college campuses like coronet, stephanie gosk joins us from columbia in new york. how are college campuses navigating all this? >> hey. they're struggling a bit. administration is struggling with how to respond to an issue that has become not just heated but confrontational. and what we are seeing is that in some instances, has become hateful. you expect the hear the issues of the day, but what teachers and students are saying, the heated debate is being drowned out by threats and even violence. on college campuses nationwide, jewish and muslim students worry the war overseas is jewelling hate here at home. >> i do not feel safe. it's not just me. most of the jews on our college campus. >> reporter: an israeli student was assaulted while posting images of hostages. the subject was charged with a hate crime. jewish students say it's one of many incidents on campus. they are calling on school leaders to do more to protect them. have you felt a change in tone on campus since the war began? >> absolutely. people are being spit on. we're seeing swastikas. >> reporter: muslim students are worried, too. students for justice in palestine said they had safety concerns about doing an interview. muslim students have had hijabs ripped off. on monday, the biden administration unveiled new steps to combat anti-semitism and islamaphobia on campuses, including improving coordination between law enforcement agencies. >> president biden has been clear, we can't stand by and stand silent in the face of hate. >> reporter: the kind of hate that cornell university says it is facing after anti-semitic messages were posted online. campus police protecting the center for jewish living. but students are rattled. >> most of us aren't able to focus on studies. >> reporter: and it's not just students. the conflict on campuses affecting faculty and staff, too. 71-year-old dean of berkeley law school. >> i've seen anti-semitic incidents through my life. i've never seen anything like the last three weeks. on my campus. >> reporter: he supports frem of speech, however hateful. the key is mow how schools respond. >> we have to speak out against hate when it occurs. >> reporter: here at colombia, the school leadership has a message for students. they want them to take advantage of some of the resources out there and report any hate incidents that take place. a similar message that kathy hochul gave. you have to report the incidents so we can support you can law enforcement. there are federal laws and state laws that require institutions and schools to report hate incidents. that's the only way to track this. >> stephanie gosk, i appreciate you sharing all of that with us. it's important to raise awareness. our next guest survived the attack at that supernova music festival. he's here in the u.s., visiting college campuses, including colombia where stephanie was and nyu, and yale, talking about that horrific day. jonathan, thank you for coming in to share with us what you experienced. what is the story you're sharing to these students? what happened to you on october 7th? >> well, what you think happened on october 7th. on a personal level, there were terrorists invading israel territories and slaughtering innocent people like on a deck range. i would say that two of my friends got killed. they got murdered. three got kidnapped. i luckily -- i was in the right place at the right time. and i managed to get away from the hazard. and the reason why i'm here is just speaking on behalf of the people. don't have that fortunate. you know? they are dead or their families -- they are in mourning and theed kids. that's the reason i'm here. this thing is personal for me. >> you were saying some of the images you shared with us. what do you want people to see in those images? >> it's simple. i want to show the truth and the facts. >> i'm a simple guy from israel that survived this terror attack. social media, and like i said, and i mentioned in many places, campuses. you know, lies and hatred and propaganda are spread much faster than truth and real base facts. so, that's why i'm here. all right? i've done these videos, this footage, while i'm in this incident because i understood that i have nothing to lose. i might as well document this whole thing. now, i'm on a mission. >> you told me in break, that you think it's really given you a sense of purpose. you said you're on a mission. you see the reaction around the world and what's happening on college campuses here and protests. threats. there was a u.s. senator that was recently threatened and arrest made in that case. how do you wrap your head around, as somebody that experiences this on a deep level, the loss, thor if, on october 7th. how do you wrap your head around what's happening and others' reactions now, in this way to what they are seeing in gaza and israel? >> like i told you, i have a sense of motivation. to really just fight for anti- -- towards anti-semitism. and just give this sense of confidence, whether it's students or people i talk to. or different channels worldwide. if i survived it and people went through much more hell than i did, i mean, anyone can be strong enough to deal with all this anti-semitism and hate. again, you have to choose your battles. we're dealing with monsters. i won't say animals. they're monsters. the hatred, and anti-semitism, in my opinion. this is my opinion. it starts with the jews, it will spread like cancer to the whole western world. it is just starting. and israel is fighting that war, for europe, for the western world. and we have to be strong about it. speak up. we cannot be silent about it. but my job is not to talk politics. i'm here to fight for the truth, show the facts, and the evidence for all of this terror. i've survived it. i've seen an injured girl dying in front of my eyes. until now, we don't know who she is. her name was jenny. she was probably kidnapped and lost a lot of blood. bullets were flying at my head. i'm lucky to get here. people less lucky than i am. i'm here to speak on their behalf. >> there's a real sense of fear permeating, i think the jewish community. can you describe that for us? why do you think we're in this moment right now? why do you feel like there is hatred that has been sparked? >> i think, you know, if you look at history, you can see that, there's different points in history, where certain incidents that just kind of, like -- that basically, the fire starts spreading, just because it's really specific incidents. all right? what happened on october 7th, the terror attack on us, just kind of, like, opened pandora. there's reasons to it. anti-semitism. and people have anti-hate in them, which is another topic. i'm not sure if it's a good idea to get why it's really happening. it's hate. no one can justify killing and burning kids, putting babies in the oven. this is the modern holocaust. the second holocaust. doesn't matter if it's jewish or not jewish. this is insane. this can't happen. i mean, we're in 2023. we have to butted a stop to it. we can't be quiet about it. that's here. i'm doing the best i can. >> i told you before, what drives me is speaking on behalf of these people. i'm here to -- just here on a mission. god was protecting me because he told me, jonathan, i mean, i kept you alive. but you just -- you better do your job. that's why i'm here. it's not simple. it's not easy. we are born to be resilient. and the worst thing is to put our head down. i'm not going to put my head down. >> you are a survivor in every sense in the world. and courageous to be here. do you fell safe right now? >> here in the u.s. or in israel? >> both. >> i do. i feel very safe. if i survive a terror attack, a massacre, kind of think i look at things in proportions. i mean, this is god is with me. i'm a believer. i believe everything is going to be fine. you got to be careful. and also, towards if i had a message that i can say to the jews or whoever feels in danger. just be careful. don't be afraid. do choose your battles. you can't be wanting to seek justice everywhere you go. if you're fighting against ten radicals and you're one person in danger, in these kind of times, maybe it is worth to put your head down. but always be united, together, strong, and stop this hate, whenever it is. jews are not jews. it starts with the jew, whatever it is and spreads out to the western world. now, israel is fighting this war and the more we get into gaza, and we want to get our kip napped people, the hostages, want to get them back. more than 220 hostages, if i'm not wrong. >> the latest number is 230. >> we cannot stop right now. until we get the hostages back, on a personal level, we can't even talk about any cease-fire or such thing that i'm hearing. this is nonsense. again, i'm not going to get into that. but we have to stop the terror. we have to do it now. and if you don't stop it, it will come to us. and more people will get killed. and we have a long way ahead of us. really believe it's trump should be on that states' ballot for the 2024 election. the lawsuit alleges trump violated his oath of office with his efforts to overturn the 2020 election. let's bring in former federal prosecutor. how strong is the case to keep donald trump off the ballot? >> like so many things with respect to this particular election, this has not happened before where you actually have an active presidential candidate being challenged as -- to the point of a hearing in court. this is a hearing in colorado where there's -- this is not just arguments by the attorneys, but there are actual witnesses testifying about what happened on january 6th. this is all because of the 14th amendment's disqualification provision that says if you previously have taken an oath of office, as former president trump did, to become the president, you cannot hold public office federally again if you have taken part in a rebellion or insurrection. the decision is going to be who gets to make that decision and what standards apply. >> we know the court at least is letting this case proceed. in the meantime, trump is attacking his former a.g., bill barr, who is a witness in a case, and trump is under a partial gag order in this case and can he get in trouble now for these remarks? >> he potentially could, ana, and this is where a judge's discretion and wisdom and judgment has to come in, and this will be when a witness has come out and attacked the former president should he be allowed to give a response, and that's not contemplated by the judge's so-called gag order in this case, and bill barr may be a witness in the upcoming trial, but should he be allowed to answer bill barr's comments about his lack of competency to be the president, and the judge may decide in this particular (♪♪) (♪♪) (♪♪) my frequent heartburn had me taking antacid after antacid all day long but with prilosec otc just one pill a day blocks heartburn for a full 24 hours. for one and done heartburn relief, prilosec otc. one pill a day, 24 hours, zero heartburn. whenever you're hungry, there's a deal on the subway app. buy one footlong, get one 50% off in the subway app today. now that's a deal worth celebrating. man, what are you doing?! get it before it's gone on the subway app. ♪♪ infrastructure. thank you so much for being here. it's heartbreaking to think of these children who are so innocent in harms way right now, according to the data out there, and nearly 50% of the population inheaza strip are children. there's tremendous suffering. what is your organization finding? >> well, you are absolutely right, ana. 50% of the population, 1 million children completely in harm's way who did not cause the conflict but bear the brunt of conflicts like this, here and across the world, sadly. >> what is happening on the reports you are getting? >> we have 25 colleagues in gaza, and they are safe and accounted for and have moved south and are sheltering with their families, and they are sure out there, also, making sure we can get them the supplies we still have out there and get those two the children and their families. first the supplies were a drop in the ocean, and now we are seeing more come through, but without fuel it's hard to deliver goods in an effective way, so our colleagues literally are calculating how much supplies they can carry on their backs to make sure they get some of the deliveries out to the children. >> in the meantime, the death toll continues to go up. we don't have accurate numbers because there's limited reporting inside gaza and there's no way to verify the numbers coming us from the gaza officials. the number of children reported killed i gaza has already surpassed the annual number of children killed in many other conflict zones across many other countries, at least the last 23 years when you look at the numbers. what is making this so devastating for children? >> it's a staggering number. yes, it's hard to have the exact number, but there's a million kids in a small space, and it's the density there, and tphoeg the violence is happening from the ground and in the air, and it should not surprise us that the damage is that high. kids are always going to be injured first more heavily than adults in cases like this. yes, the number is shockingly high, you know, whether we exactly know the number or not, the number is high and we are desperately calling for a cease-fire to stop that number from going higher. >> is an immediate cease-fire the only answer? >> a cease-fire is the first answer. yes, we need to get more supplies in and we need to make sure we can send humanitarian workers in to relieve some of the colleagues there and are exhausted and support the effective distribution of supplies. get them in. get health care workers, doctors and nurses in, and make sure there's an ability to treat injured children. we are concerned about thousands of injured children in hospitals without fuel, medicine and drugs to get the right treatment. more innocent children can die. >> there's the immediate crisis, but then what about the longer term impacts on children? how does mass displacement like what we are seeing here in gaza impact growing children as they develop? >> these are lifelong, you know, mental health impacts from this trauma. sadly, save the children has incredible expertise on this around the world. we speak to children in ukraine and afghanistan and in gaza, and when you see what children are drawing, when we help to deal with some of the trauma, it's shocking. they are drawing bodies and broken homes, and they are drawing parents that they have lost. to deal with that in the long run, we will definitely need a lot of support. >> heartbreaking. thank you so much for your efforts and for speaking with us today. that's going to do it for us this hour. thank you for being here. josé diaz-balart picks up our coverage right now.
