A church, a synagogue, a walmart, a school, a grocery store, a nightclub, a spa, a shopping mall, a neighbors house, a chinese new years celebration, a bank, a hospital, and now a bar and grille, and Bowling Alley where a gunman killed 18 people and injured 13 others. Police have i. D. d him as 40yearold robert card, a man with a recent record of Mental Health issues, a man who has now been on the run for 20 hours, perhaps hiding somewhere in rural maine, perhaps long gone. The Lewiston Police department, federal, state, county, and other municipalities are involved in a coordinated search at this moment for this individual. The search to apprehend this person both happen simultaneously. Our reality for today is the suspect is still at large, and we want to provide Community Support for the victims, for the families, and the communities across the state. But we also have an incredibly strong, laser like focus on bringing this suspect into custody, and ultimately to justice. And also as we speak, 50,000 people are on lockdown in that area of maine, waiting for police to find this guy. Joining us now from lewiston is nbc news correspondent antonia hylton, and nbc news investigative correspondent, tom winter. Thank you both for being with us. Tom, i know we have fresh reporting about who this guy is and what his past history is, his Mental Health issues, can you walk us through it. A whole host of things. 350 members of Law Enforcement, state, local, federal are in maight now trying to find this individual, robert card, and the focus on this as weook back to signs that could have been missed or things that people looked at ortially disturbing behavior, as we have been nfl informed, hes an army reservist. As some proficiency with, could tie back to his training with the army. To the Mental Health component, a couple of things here, one, we understand the gun was purchased legally. We understand that the gun was purchased legally prior to an incident this summer where he received Mental Health care. Our colleague ken dilanian, his advanced reporting citing two senior Law Enforcement officials saying that apparently this summer it was his Military Unit Commanders recommended him for psychiatric treatment after they became concerned that he had claims that he was Hearing Voices and threats he made to the base. So he spent some time getting treatment for that. And the question is whether or not this would have violated maines yellow flag law, a type of law where somebody who receives Mental Health treatment would have their weapons temporarily taken away from them, and more reporting needs to be done. But certainly does raise questions about. Thats the type of thing theyll go back were going to explain the yellow flag laws, and were they followed, but i want to ask again about his history with guns. There has been some conflicting or confusing reporting about whether he was a Firearms Instructor . Can you tell me what we know . Were trying to get to the bottom of what did that mean, was he a Firearms Instructor on the base, in his private life, what does that all go to. One of the things that was so stark in the images last night, the Surveillance Video still Images Released of him is the way he was holding that gun. Its not, sometimes with some of these shooters, theyre not used to the weapons. Holding at their side. Hes someone who appears to have proficiency with this, and when you look at the amount of injuries that were suffered and deaths, it appears that he did use this gun successfully. So this person who has significant ties to that area is believed to own property or attachment to property nearby. Of course its very rural, katy, you and i have traveled to maine together for a number of stories we have done. So its a tough area to try to find somebody under the best of circumstances, let alone if its somebody whos trying to evade your capture. We have talked all day long about a man hunt. I think the other thing we need to consider, and i have mentioned this several times is sometimes they end not with a standoff with police or somebody sometimes somebody dies by suicide. So thats always a significant probability, when we talk about these cases and something we shouldnt discount. Are you hearing from anybody out there about what he was look in the community, whether he was known . Reporter weve heard nbc news has been told that some people in the community were aware of robert card. They would hear his family using firearms, that they found it frustrating and disturbing. In some parts of the community, this was something people were aware of and warned to avoid him. We know from more of our nbc news digital colleagues, they were able to reach his sisterinlaw, a woman who identified herself as katie card who confirmed what tom and ken dilanian described about the conversation around his mental state. According to katie, he was Hearing Voices, which aligns to what we heard from a bulletin, and described his beliefs as manic. She declined to comment on the familys access to firearms and whether or not they had tried to keep him from accessing firearms. Theres much more about that that we hope to learn in the coming days. I can tell you here on the ground, of course its been devastating, but there is also an element of psychological terror. Robert card is out, and hes not just any suspect out. Hes somebody, who as you outlined, may very well have training in the use of these firearms, would pose an extreme threat. Authorities have been very up front about that. Thats why a shelter in place order was put into place, but also extended today. We just got a notification about that just about an hour ago. And so people who we have been talking to who have tried to run quick errands or come by and see whats going on at the Medical Center behind me here, they have talked about this pervasive fear. People turning after their lights, worried he would see their home and make it a target. Locking their barnes. Locking their cars. People are actively talking to each other are sharing tips that may or may not be fruitful or helpful but its having this panic inducing effect on everybody. The fact that hes not been apprehended is affecting the Mental Health of people here. You dont know who all the victims are. They havent been positively identified. There are ten people, there are rumors in the community about who they are, but we are waiting for more from authorities on that front. And all of this just leads people to feel, you know, utterly helpless, and an eerie and horror, those are the words i have heard the most today. So, you know, i cant understate the impact here. You should take a listen to a conversation i had with one resident, a woman named Cynthia Hunter who has lived here since she was a teenager. Everybody is on edge. All the kids are like wondering why we cant go to school. You know, its really bad that somebody would do this to interrupt a childs life, never mind about us. This was my Jumping Ground at 19. I used to hang in candid park and not have a scare in the world. I mean, i could be out here at 12 00 at night and not worry, and now my granddaughter called me up and said, mimi, youre going to get arrested. For what . Its lockdown. Reporter cynthia also told us that she was here near the Medical Center last night as people were rushed in after the horrors at the Recreation Center and the bar. She saw people brought this here by ambulance. We learned earlier from doctors that at least three people died here last night, and three others are in critical condition, and, you know, ive spoken and messaged with some, you know, Community Members here, and because this is such a tight knit place, rural, sparse, people have lived her for much of their lives. People, they know the victims, they knew these locations, its where people tended to hang out can meet up after work, so, you know, just everyone is feeling this, and everyone is connected to it in one way or another, katy. And let me play a sound bite from the father of one of the victims speaking to msnbc this morning. Lets listen. Its still a nightmare. Yeah, i know hes gone. Ive gone to funerals before. I lost a daughter in a car accident. Oh, my. 25 years ago in lisbon, and now ive lost a son. Id just like to finish by saying my love goes out to all the other families. Just so sorry. Im so sorry. Its so hard that that man is named leroy walker, the picture you saw next to my colleague was his son, who worked at that bar. Antonia hylton, tom winter, thank you. Lets bring in nbc news correspondent ehema ellis, also in lewiston. Weve heard the number of victims. We have the gender of the victims. We dont know much more other than what weve heard from people like leroy walker. Can you tell us what you have learned . Reporter well, what were hearing is that were not hearing a lot. And thats causing some frustration on the part of people because i cant underline more what antonia was saying, people know people. This Bowling Alley thats behind me, just about an eighth of a mile down the road is someplace that everybody around here knows. They visited, they come here with their children. They want to know why arent medical authorities telling them what happened, can you identify who these people are. Listen to what one of the doctors said earlier today on a News Conference expressing some of the frustration people have about this. One of the challenges with identifying patients early on was the speed with which our team needed to act. For the eight patients currently admitted, five of those are in stable condition, three are in critical condition. Were not going to comment at this time on the gender or the ages of those patients. Nor are we going to comment on the nature of those injuries. Reporter and thats fru frustrating for a lot of people because not knowing is not comforting to many people here. Lets talk about what i teased with is that most of these Mass Shootings, most of the gunmen in these Mass Shootings either get arrested in standoff or they die by suicide or they get killed by cops. Doesnt usually turn into a man hunt. Tell me, walk me through the study you coauthored on this. So we would refer to them as active shooter situations, as opposed to Mass Shootings, since there are so many Mass Shootings in the United States. The fbis research that you see there is we released it after we looked at 14 years of research from columbine forward and found a couple of fascinating tidbits including the fact that as much as 30 to 40 of the individuals seek to commit suicide or do commit suicide or suicide by cop, which means very few of them leave the scene. Our initial research, in fact, there were six, i believe, six individuals who had not been accounted for and were still on the run. So thats a very small number out of 160. Is there any Common Ground between the ones that run . I think its just question of planning and opportunity. I think that most of the time what we see is an individuals plan, and they do all kinds of planning for what theyre going to do before they until they pull the trigger and a lot of times they dont plan for afterwards, and many times thats because they realize theyre taking life away. Theyre killing Family Members, 10 of them probably kill Family Members was our originally research that shows. So they dont really plan on what theyre going to do afterward, and very rarely do we have somebody who takes off with a full plan like were seeing right now to maybe get away with it and have nobody ever find him again. And hold him accountable. Ifour going to run away, doing so in maine makes it more difficult to be found because it is so rural. Can you explain how the fbi, how local Law Enforcement, how everybody is going to go about trying to find this guy . Sure. Of course, and, you know, weve heard from a lot of experts in that, but i can tell you, i just got off the phone with canadian officials, you know, and theyve got a very porous border. You can walk over the border, and theres a lot of trees. Really youre going to have to use a whole bunch of tools in order to look for heat sensitive tools. You can see theres somebody down on the ground, and those you would have to use overhead with drones or helicopters or planes, and youre also going to recognize that youre not going to do a lot of hunting in the darkness because darkness is not our friend. As our days get shorter, time is limited to find them. The longer it goes, the further away it can be, and we left a car at the boat dock. He could be down river, up river. Katherine, what about what we know about his past, you know, military, vet, the way hes holding a gun, what does that tell you about what kind of suspect he now is . Well, i mean, that was the thing that startled me last night when a photo was released was that he was clearly holding it like anybody who, you know, obviously 20 years in the fbi, im trained in using those kinds of weapons and ive used them a lot in practice, and definitely he was holding that weapon in a way that made it clear hes Comfortable Holding it and he shot it before. He has it tucked under his arm. And in addition to that, with the scope on the top, that puts Law Enforcement driving down the road in an area where he might be at quite a disadvantage. As well as, you know, the citizens in general. But i think his goal obviously right now seems to be to disappear. I dont think hes looking to cause further trouble. I think hes looking to stay away, and i think thats the one good part. A shelter in place order for the area, how long can that shelter many place order last, and why is it necessary to put those residents under it at the moment . Thats a great question because this is part of the issue. We have a lot of shootings in the United States, as you know, 20,000 homicides by firearms last year alone. But we dont lock down a whole city because were looking for a person, but we do in these rare circumstances, we have shooter on the run in a very high profile case, and we think we have an opportunity to inform the public and have them maybe watch for him, but also not be a vulnerable, just opportunity for him, say, for instance, someone in a car. If this guy is on the side of the road in the woods, and he decides that he needs to abandon his vehicle or hes on foot, he may stop a car, kill somebody, and we have seen that happen, of course, before, so a lock down, thats the value of a lockdown, instead of having people moving, where Law Enforcement are worried about who is moving, its better to ask people to just standstill for a while. Its kind of like when we do run, hide, fight, and we say, you know, right now if youre in a safe place, just hide there until we find out where our bad guy is. Katherine schweit, thank you very much. It doesnt require Background Checks on all gun sales, doesnt require a permit to carry concealed guns, doesnt ban high capacity magazines and the appetite to change all of that hasnt been there up until now. Residents have voted against proposals to tighten gun laws, including one which would have required basic Background Checks for Firearm Purchases back in 2016. That could be because despite roughly half of maines adult population, owning a firearm, it has fewer gun deaths in most states. Joining us now, Associate Professor of sociology at Bates College in lewiston, an expert on Mass Shootings and a lead author of the report, Policy Solutions to address Mass Shootings. Thank you for being with us. You were not on campus when this was happening. You are hot currently on lockdown, can you tell me what youre hearing from your coworkers and your students right now . Yeah, so when i first heard about this event, i was unaware of the level of severity. It took a little while for news to trickle in, and immediately my thoughts went to the Bates College community, my students. I know that they were on lockdown very early on, and we wanted to make sure that they felt safe and they felt supported. So as a chair of the sociology department, i reached out to them very soon after we learned of the severity of the attack to make sure that they would what they needed, that they felt supported, and that they knew that we were thinking about them. I also just was very concerned, you know, Bates College is directly in this community, and i wanted to make sure that they were okay, and so i had them check in with me as well. I think that bates has been lucky in terms of avoiding any casualties associated with our community in this attack. But it is still just traumatic and unfolding and theres going to be a lot to unpack in the coming days. It is very scary, especially because hes still on the loose, the suspected gunman. Let me put up on the screen the gun laws that maine has. Theyre not very strict. They have a yellow flag law. Can you tell me what that means . Eah, so a yellow flag law is relatively new, 2020 is when it was, as you show there, it was enacted, and it was somewhat of a compromise. It was written in collaboration with gun rights activists, and what it does is it seeks to remove firearms from an individual who has demonstrated a threat to themselves or to others. The police or the Law Enforcement arthe ones that have to instigate this yellow flag law and there has to be consultant with a Mental Health professional, so the levels of scrutiny that take place before a gun can be confiscated are quite high, much higher than what are called Red Flag Laws where an individual, a family member, a ie, can sort of instigate this pcess, and the court will make a dermination, without needing to consult with a medical professional. Were flushing out all of this reporting. It appears he had Mental Health issues when he was with the military, that they got him eatment for Hearing Voices. Would that trigger a yellow flag law . So Hearing Voices in and of itself should not trigger a yeow flag law, from My Understain of it. If there was a threat to other people he was making threats to the military base. Then that would be something that could rise to the level of a yellow flag law. Law enforcement would have to take that step. Its unclear at this time whether any yellow flag law was raised in this case. Were not quite sure exactly what happened but it seems to be a situation where there would have been a medical reason and there would have been a threat. Its unclear why that didnt happen in this case. Its seemingly a situation where a yellow flag should have been raised. Youve done a lot of research into Mass Shootings. What works to prevent them . We know that a variety of gun laws have been shown to be associated with reducing Mass Shootings. There are some laws that arent. And so, you know, if we want to think about what types of laws we can focus on, when it comes to mass public shootings, requiring a permit to purchase a gun is something that has been associated not just in studies that my team has done, but with other studies as well. Associated with lower rates of mass public shootings. When mass public shootings happen, another factor with increased capacity is large capacity magazines, magazines that can hold ten or more rounds. Large capacity magazines were part of the Assault Weapons Ban. Part of a characteristic associated with what we think of as an assault rival. And so, we know that banning these large capacity magazines reduces the carnage that happens when these attack occur. These are steps we can take right now to reduce mass public shootings. There are other laws, you mentioned Background Checks, associated across the board with reduction in firearm violence. If we want to look at gun laws, there are laws that address ordinary, every day gun violence and laws that have been shown to reduce the negative effects of mass public shootings. Universal Background Checks, permits, large capacity magazines, there are ways to reduce this. Its not just a pray it away situation. Thank you very much for joining us. Absolutely. Israel says it conducted a targeted Raid Sending Tanks into Northern Gaza Last Night as part of their preparations for the next stages of combat they say. This stage in gaza, though, it keeps getting worse. Some humanitarian aid is coming from egypt, 74 trucks so far, but the World Held Organization says its not enough to meet the needs of 2 million palestinians trapped within the gaza strip. Joining us now from tel aviv is nbc news correspondent hala gorani. What is the latest today . Reporter you mentioned those targeted raids, these were using tanks in north gaza, and the idea that the Israeli Military is saying this is in preparation for the next stage. We have been hearing since the beginning, since october 7th that from the israeli government, including the Prime Minister and the defense minister, that they plan on going with a fullscale Military Assault to decimate and neutralize hamas. Could this be really one of the last preparatory steps in order for the Ground Troops to go in. That is the question. As far as aid is concerned, we understand 12 trucks made it in with food, medicine, but no fuel, importantly and as we have been discussing over the past several days, u. N. Relief agencies on the ground are saying fuel is as important as water food because without it, they are unable to power the vehicles to get the medicine, the flour to the bakeries, in order for people there who have been living under bombardments for three weeks now to survive. In total, that brings the total number of vehicles that have crossed into gaza since october 7th to 74. And thats less than on a typical day before the war. And in other developments, and this will be, of course, something that the families of americans in gaza would want to hear, the State Department is saying that it is working on every possible alternative to get duel nationals, Palestinian Americans out of gaza and creating a situation where its safe enough for them to be able to leave the strip. This is something were also waiting to see develop hopefully soon. Katy. Lets ask our next guest about that. Hala gorani, thank you very much. And joining us from the white house is national Security Council coordinator for strategic communications, john kirby. Hala gorani is reporting that the u. S. Is waiting for we need to get the Palestinian Americans ouch the gaza strip, talking about it being safe enough to do so. What details can you give about the efforts and what is currently the holdup . This is a very complex set of discussions were trying to have with multiple partners, egyptians, and those with direct communications with hamas. We dont. Its imperative to find Safe Passage Out of the strip for people desperate to leave, including 700 americans very hard at work trying to get out. Hamas is holding this up predominantly. Theyre the ones that wont allow the gate to open on their side. Were working on this hard. I wish i had better news. I wish i could tell you there was a time line and schedule for it. Its at the top of our list of things to get done, and were still at it. Youre saying hamas is holding it up. What happens when the gates open and aid goes through. I dont understand the logistics there. Theres a difference between getting things in and getting out, and getting people out. We have an agreement to get aid in. It is a trickle. It is nowhere near what we know the need is on the ground. Food, water, medicine, and now fuel, of course. Were still working with International Partners to increase and accelerate that aid, 12 trucks over the last 24 hours. 74 total since the 21st. Thats not enough. We also are trying to secure Safe Passage Out. Its a different process. Trucks going in, go through a different inspection regime, than you would expect people going out, and the paperwork required to validate that people are legitimately able to get out. There are different processes, but were working that hard. President biden commented on the numbers coming out of the Palestinian Health authority, talking about the death toll and the number injured. He said he didnt believe those numbers. What intelligence does the u. S. Have that gives him no confidence . Well, without getti io the details of it, we have other ways to try to assess the numbers. I dont think we have an exact figure, but we have no confidence in the numbers that are coming out of the gazan ministry of health, which is run by hamas. This is the same institution that immediately claimed after the Hospital Explosion that it was an israeli air strike. Turns out that wasnt true. Immediately claimed 500 were killed. Turns out that wasnt true. We cant take anything coming from hamas at face value. That said, katy, and i want to be clear about this, we recognize that theres pain, suffering, and that there have been civilian casualties in gaza. Thousands of them have been killed thus far in the conflict. We know that, and the right number of civilian casualties in the Gazan Population should be zero. They have satellite Surveillance Footage that shows hamas is hoarding fuel, and can get the fuel to the hospitals to its people in order to help them. Have we in the United States looked at that information as well. Can we say that the israelis, this intelligence is correct . Im not at liberty to talk about Intelligence Matters here, and i cant verify that claim. I can tell you that we honestly do believe that fuel is a needed necessity inside gaza. They needed to keep the hospital generators going. They need it for the Desalination Pump so they can drink fresh water and not sea water, the way were seeing some accounts, they need fuel, and we also know that fuel is increasingly scarce, that time is running out for their ability to keep those generators and pumps moving. Thats why were working so hard with regional partners, including israel, to find way to get additional fueling there. We know thats a critical commodity. But nbc news has learned that a note has been found inside the home of the suspect, of the lewiston, maine, shooter, robert card. We do not know the contents of that note. Investigators are now actively gleaning, working to determine the meaning of that note as this manhunt continues. They are hoping that this note can potentially help guide their investigation and help them find this suspect. But as of now, we dont have details as to what is written inside the note, only that during a search, a courtauthorized search of the home, federal, state and local officials have found a note apparently left behind by the suspected shooter. Do we know how long the note s short . I just dont have those details. I just know there is this note and they consider it a significant break or are hoping its a significant break in the investigation. Do they have reason to believe that hes still alive and on the run, is there any indication that he might not still be alive if they found a note . Since we dont know the content of the notes, all i can tell you is they have an active shooter whos been out on the loose for the last, what, 18 hours or so. Never seen active duty b hes been in the reserves a long time. Hes a weapons trainer himself, trained Firearms Instructor. Last summer during training at west point he had some Mental Health issues, was treated in a Mental Health facility, and his family had reported to the press since the shooting that he was having a recurrence of some of those issues. We imagine he was going through a challenging and difficult time. Thats why we have red and yellow flag laws to make sure we get weapons out of the hands of people who shouldnt be holding them at the time. And even more importantly as you mentioned earlier, in my opinion we shouldnt allow anyone to have Assault Weapons unless theyre serving in the military or in a war. You know, in maine where were very proud of our gun ownership. Its almost november which is our hunting season, and people like the idea of gun ownership. But you never use an Assault Weapon to shoot a deer or go hunting, and this was absolutely not necessary. Can you explain that to me .
