The ongoing manhunt in lewiston, maine. And the surrounding communities. Where theres fear among residents this may not be over. E death toll from two separate shootings at a Bowling Alley and restaurant is 18 with 13 others injured, after a senseless assault devastating the community and the state of maine. Look, lewiston is a special place. Its a closeknit community with a long history of hard work, persistence, of faith, of opening its big heart to people everywhere. I love this place, just as i love our whole state with my entire heart. Im so deeply saddened, as is everyone of the 1. 3 Million People of this beautiful state. This city did not deserve this terrible assault on its citizens, on its peace of mind, on its sense of security. No city does. No state, no people. This Attack Strikes at the very heart of who we are and the values we hold dear for this precious place we call home. Devastating and emotional for the governor and all the residents. Photos released overnight show a man in a sweatshirt with a long gun with a scope. Police are revealing new details in their search for 40yearold suspect robert card. A trained Firearms Instructor who reported Mental Health issues and is considered armed and very dangerous. Theres an Arrest Warrant for eight counts of murder for mr. Card. The reason its eight counts, because ten people have not yet been identified. As those people are identified, the counts will probably go to the total of 18. He should be considered armed and dangerous. Based on our investigation, we believe this is someone that should not be approached. It was a Rough Night Last night. We are committed to bringing whoever is responsible to justice. Again, we are currently looking for mr. Card right now. Someone we would like to apprehend. President biden was briefed wednesday night during the white house state dinner. He is receiving updates. Joining me now, Antonia Hylton in lewiston, tom winter, former atf Hostage Negotiator and Special Agent in charge Jim Kavanaugh and frank figliuzzi. Antonia, tell us more. The officials deeply affected by the horror in their small community. How much of the area is on lockdown . Reporter andrea, the horror is the only word to describe it here. We are learning more about the investigation, the manhunt underway. They are looking for robert card. He moved from being A Person Of Interest to fully being a suspect. As you mentioned, there are now these eight counts of homicide likely to go up to 18. Thats the number the governor confirmed of people were killed as a result of all of this, between the multiple sites of the shootings last night. We are learning more about what happened, whats transpired in recent hours at the Medical Center behind me. A doctor just spoke out describing some of the scene here, how it has been an around the clock effort to save lives, how people arrived here just within minutes. Three people died here at this site. Three others are in critical condition. Other people have been transferred to other Medical Centers. Theres heartbreak. The shock and grief. This is a tightknit community. These are frequent hangouts. A lot of people in the community saying there was a youth night at the Bowling Alley. Immense heartbreak and concern over what more we will find out about victims and the profile of the people affected here. Theres just the psychological terror of knowing that robert card is still out there, that he is armed and likely dangerous according to authorities. People have described how last night they turned the lights out in their home, they were anxious, wanted to make sure there was no sign, nothing that would attract someone to come by and visit their property. People were checking on their vehicles, locking them up, locking up their barns. That level of anxiety and the knowledge that theres more to this investigation to come. The person has not been apprehended. Just adds layer upon layer to the pain. I dont think you can see it, but at the Medical Center there have been police on the scene all day who have long guns. A reminder of the threat, the continuing threat here. Reporters have been asking about that. They have been pretty mum about the details. We know now that men and women were affected. We are not hearing, for example, how many minors may or may not have been affected. We know from Community Members who are saying they are reaching out, looking for sons or loved ones. We get a sense this has deeply impacted likely multiple generations and people all over this community and all over this county. Thank you. Stay with us. Tom winter, its very clear that what you could hear it in the governors voice, the exhaustion from this. What are you hearing from your sources to build on what we are hearing from officials, Law Enforcement here . How could it be that individuals arent identified . An ar15 style rifle fired at close range, as it appears it was, is going to cause such damage to a human being that identification can be difficult. We have seen that in other Mass Shootings. Its something that occurs tragically, unfortunately. I dont think you need any more details than that. We dont know his location. Thats the Main Department of Public Safety commissioner said that. We need to take him at his word that they dont know where this individual was. Otherwise, they would probably have him surrounded at this point. The focus for this man is to try to determine where he is, to speak to him, and to make an approach. This is a very dangerous situation, because unlike a lot of mass shooters, this person has specific training, firearms training. They are going to be matching his fire power. This is a situation where its not just a handgun or a Hunting Rifle or a shotgun. This is somebody who has the same type of weaponry as the people that will try to Con Friend Him and end a clear threat to the community in maine. This is a little bit different than other situations where we have been looking for a suspect. Different from a prison break, somebody who has quite a bit of knowledge about the area. Its very rural. There are challenges to that. It has not been particularly cold and certainly not by maines standards. Its not as if comfort is going to flush him out. Theres concern about that as well. Not that anybody that ever commits one of these heinous crimes is of right mind mentally, but this individual appears to have quite significant Mental Health issues. Of course, that plays into that as well. Theres an all of new england approach. Theres a number of small states up there. Everybody likes to help out. The state Police Agencies in particular are very close in new england. So thats why you see the New Hampshire state police sending their helicopter over to maine to help them out. They were up until the wee hours, until 2 00 a. M. This morning. Eyre working together. They are trying to do the most they can. Of course, they are being assisted by a very robust boston fbi field office. That field office, frank figliuzzi, bring us behind the scenes there. You have the fbi. They have got very good the latest technology for dna for identification. That could be of help. What about the fbi presence . You have so many states, small states, neighboring states that work together. I would assume that the feds are looking at massachusetts and New Hampshire, vermont. What about canada and the border . This is where the fbi certainly comes into play. The vast federal resources im sure tom and i are both working our sources. We are learning that they are on the ground. We heard the fbi Special Agent in charge of boston rattle off some of the resources being deployed. Some in the air, some coming soon as their flights fly in. Im struck at these times by the spectrum and disparity of good oldfashioned police work contrasted with stateoftheart technology and techniques being applied. You mentioned dna, for example. A few years back, the fbi perfected rapid dna. Sadly, its used in part to identify unidentifiable victims and match them with family members. You take a sample from the family member. You take a sample from the unidentified remains. You develop a dna profile in an hour or less, which is astounding. You are able to bring closure there. Technical resources the fbi has got on the way or on the ground that they are things we shouldnt talk about. And then oldfashioned police on patrol but also canines. In a recent escape in pennsylvania, it was the hightech Heat Signature in the aircraft that helped isolate this individual in the woods. It was also a police dog that ended up pinning down his location and literally pinning him down. You will see all of that come into play here. Jim kavanaugh, theres a large range of outcomes with the suspect at large. How important is the guidance from Law Enforcement to the community to avoid any potential Hostage Situations or additional deaths . Its critical. This mass murderer, on a homicidal rampage, is different than an escaped prisoner like frank was describing a few weeks ago in pennsylvania. Thats a person who wants to get away. They are looking for the border. They just want to get away from everybody. They dont want to confront anybody. They are not looking to kill people. They are looking to escape. They might kill someone for the means of escape. Thats a lot different than a person who shows up at the Bowling Alley strapped to the nines with his Military Rifle and his scope. He has got virtual magazins around him. He goes to a second and massacres. Thats a different set of circumstances that Law Enforcement and citizens in new england are dealing with. This guy is extremely dangerous. He could be dead. He could have been spent after that second spree, shot himself out in the woods or behind a warehouse somewhere. But if he hasnt, then, you know, whats he going to do . He is going to pop out and want to kill another crowd of people or confront police. As frank said, all the state police and federal agencies are bringing all the Law Enforcement resources. In atf, we have a tactical team. The fbi has it. There will be plenty of resources up there. They have to spread them out. When they get a report of a sighting, they can get a team there quickly. Thats when minutes count. You dont want it to be just a Patrol Officer or a couple of Patrol Officers who have to confront him if you have that many resources in the area. Thats where in the joint Operation Center we set up, you will have all the commanders you saw in the Press Conference assembled there, and the decisions are paid there where to deploy teams, what other teams are necessary. Like frank said, we bring in agents and those agents first and foremost are detectives. Fbi, atf, they are investigators. They interview witnesses, neighbors. They operate like detectives. A lot of that is going on. Of course, theres tactical teams like we see on the feed here that have the vehicles and they have all the armor and special rifles. Then you also have special things like dogs and night vision and air assets. You add all that together. Whats the one most important thing in all of it . Its the citizens who would call in if they saw the guy or heard a shot or saw something suspicious. Then you can swarm that area just like happened in that recent pennsylvania escapee. He was reported. A Burglar Alarm went off. Officers responded and then they swarmed the area. He was picked up on the infrared radar. He was captured by the canine. Its responding to those incidents of alarms, reports, ci sightings and getting there as quick as you can. Dont want to respond to more shots fired. You would like to catch him before that. Its so helpful. Frank figliuzzi, i want to read an excerpt of what one of robert cards neighbors told nbc news. Thats one person, one witness who our team has talked to. We can approach this on two different ends of the spectrum. First, very operationally right now in real time that may impact the way the police are approaching the family. Even a Search Warrant for wherever he resides is fraught with challenges, tactically about not just waltzing in but rather bringing your bomb techs with you, perhaps even bomb sniffing dogs, perhaps using a robot, which is now becoming commonplace, to go in and look around. Maybe you get cooperation from family. Maybe you dont. Maybe they dont know how he has rigged the residence up. Thats on the real time scale. On the macro scale, this is where we are in society. Heavily armed People Living in a compound, perhaps they are antigovernment or antisociety. You dont know where this comes from. Now throw Mental Illness into the mix as has been reported. You have a perfect storm of an incredibly challenging task ahead, not only for Law Enforcement in this incident but for all of us as americans, as we try to get our hands around the Mental Health issue and the Gun Enforcement Issue all at the same time. A combustible combination tragically. Jim and frank, i know you will be back later. Thanks to all. Coming up, as Police Search for the gunman allegedly responsible for killing 18 people in maine, residents react to the unimaginable horror. Andrea mitchell reports is back in 60 seconds. Back to our breaking News Coverage of the Mass Shootings and manhunt in maine. The governor last hour spoke about her personal connection to lewiston where the shootings took place. Lewiston is where i worked for years. Its where i met and married my husband and where our girls went to school. I love this place just as i love our whole state with my entire heart. This city did not deserve this terrible assault on its citizens, on its peace of mind, on its sense of security. Joining me now are judy meyer from lewiston and joyce vance who went to school there. The governor is speaking about her love of lewiston. What is it like there now . You have people with loss and a lockdown and fear that theres a man on the loose, a killer. Yeah. This is all happening last night and overnight, it was more like quiet shock. People went home, stores closed, everybody buttoned up. It has evolved to this point today as turning into anger and worry and frustration. Then i think thats shared by a lot of people. I know the governor said lewiston doesnt deserve this, but no city deserves this. The people here are just reeling. Judy, the father of joseph walker, who was killed, he spoke to my colleague moments ago by phone. Here is some of what he said about his beloved son. Joe was a great, great son. Loving husband. He had two grandchildren and a Stepson Living at home with them, bringing them all up. Loved thousands of people. Thousands of people loved him. I know he is gone. Ive gone through this before. I lost a daughter in a car accident over 25 years ago in lisbon. Now ive lost a son. The pain, the anguish in leroys voice, thats what the Community Must be feeling. They dont know about those that have not been identified yet. Right. The names are just being revealed now. As bad as it was, its really now getting worse. What is so awfully sad about the situation is that joseph organized this corn hole tournament, invited buddies and Neighborhood Regulars to come and spend the night. Never could have imagined this would happen. They were truly innocent in that neighborhood bar. Joyce, you went to Bates College there. You dealt with this before. What are officials facing right now and the residents facing . Events like this are shocking. The first job for Law Enforcement is safety in the community. In other words, identifying and apprehending the individual responsible for the deaths, which is what were seeing in progress right now. This is a closeknit area when it comes to Law Enforcement. I have been back up much more recently than my College Years to work on some of the Opioid Addiction Problems that exist in the new england region. These state and local Law Enforcement officials are used to working together seamlessly. Federal officials who are based in boston will be working with the other local offices up in new england to bring all the resources that are necessary to bear. Law enforcement faces a challenge. At the same time they need to end the manhunt, they need to look ahead to if theres a prosecution. They have to be careful. We heard folks during the Press Conference allude to this. Make sure they dont act in haste. They do things to make sure that any evidence they obtain is admissible. Frank figliuzzi talked about the risk to Law Enforcement if they go in and search the family home. They will be looking at places where they think this individual might have stored additional weapons or ammunition. Jim kavanaugh referenced the possibility there could be explosive devices based on what he observed in the individuals clothing last night. They will have to be very careful but at same time, they have to make sure they abide by constitutional protections for search and seizures so that if there is a prosecution down the road, they have all the evidence available that they need. Joyce, what about the suspects weapon . We are talking about a devastating weapon. Yeah, absolutely, andrea. This reminds me so much of the manhunt for eric rudolph who bombed an Abortion Clinic more than 30 years ago. Also engaged in several bombings in atlanta, including olympic park. He, like this individual, made a clean escape after he committed his crimes. He had a military background, and he escaped into a heavilywooded area. This is the sort of situation that Law Enforcement has considerable experience with. The technology has improved greatly over the years. There will be a lot of sensitive equipment and techniques that can be deployed to find this individual. At bottom, when you have someone willing to use a weapon of war against a civilian population, you have to appreciate that this is someone who perhaps does not intend to come out of an arrest alive and is willing to harm others in that process. Law enforcement will execute a lot of care. We see on the screen right now you are showing some of the Armored Vehicles that are being deployed, tactical teams from multiple agencies that will be working to create a profile for this individual to identify where he is likely to be and to come up, perhaps, with a plan that might include negotiators to bring about a safe ending to this situation. Judy, this is the 565th Mass Shooting this year alone. I know maine does not have strong gun laws. Its a Hunting State. Long guns are prevalent. This is a weapon of war. How often and how large is the proliferation of this kind of weapon . You know, i dont know that we could say. Often people dont show themselves until suddenly theres an issue. Maine is also a constitutional carry state. Theres no need to get a license to have a gun here. Unless you are otherwise not allowed to own one for criminal offenses or Something Like that, anybody can purchase a gun and carry it around. They could be carrying it down main street this afternoon and it is constitutional carry here. Judy, thank you so much. Joyce vance and judy, we are so sorry for the community and everything you are going through. It affects you, clearly, as well as Everyone Else there. Thank you. Israeli defense Officials Say their troops conducted a targeted raid into gaza using tanks in the Northern Gaza Strip overnight. They claim they struck terrorist and antitank Missile Launch posts before crossing back into israel. This is not the Ground Invasion that we have been expecting. At the same time, humanitarian aid is trickling in, just trickling into gaza with 74 trucks arriving since the Rafah Crossing opened a few days ago. Food, water, and medicine are not meeting the demand for communities devastated by weeks of missile strikes. Richard engel joins me now. Israel is not letting fuel in, which is desperately needed by the hospitals and also to pump water. Richard, theres more than 200 hostages. Let me first talk about the Ground Invasion. Netanyahu said yesterday its coming. He was trying to reassure those in israel who are demanding action. But they are waiting. I have been told by several officials that there is a pause in part the hostages are part of this, but also a pause in part to get more Missile Defense in from the u. S. What are you hearing . Reporter it doesnt feel like much of a pause inside gaza. When we speak to our teams there we have teams in several cities in the gaza strip. They are describing intense air strikes. We are not far from Northern Gaza. I meant a delay in the Ground Invasion, not a pause in the strikes. Im just saying, the larger Ground Invasion. Thats my reference. Reporter its hard to know. What we saw overnight was the israeli tanks and bulldozers first pushing in. The bulldozers leading the way followed by tanks and troops, going into the northern part of the gaza strip, not far from the coast. They went in. It was a brief operation. Then they pulled out. It was filmed from above by drones. The Israeli Military put out some of the silent footage. To go to your point, it does show the israeli public, which is demanding action, which has turned critical of Prime Minister netnetanyahu, that it moving in after called Up Hundreds Of Thousands of reservists, its bringing the fight to hamas. Theres a psychological and political component to this. Israel says this is a preparing an initial push in. Thats not uncommon. Before entering an immensely difficult fight, any arm would want to go in, test defenses, see what kind of response that they would go get from hamas, see what kind of response they did get from hamas. Its not that hamas is just fighting on the street. Hamas has a network of tunnels under the ground that israel has had difficulty historically locating and penetrating. Its likely that there will be more of these exploratory pushes. The question is, are they delaying the big push, a big push . Will that ever come at all . Will we see more Tactical Special forcesled operations . This entire region, all of the arab world, countries around israel, are screaming for there not be a major offensive into gaza because already the death toll is high. They are concerned if they go in in force that the people of gaza city who are not leaving the north because its now quite clear that the central gaza and Southern Gaza are no safer than the north at this stage, there will be an enormous number of casualties. That could inflame tensions more, provoke irans proxies, provoke iran and have a middle east war that would likely draw in the united states. Very difficult statement came from the military part of hamas, claiming we have no way of assessing the accuracy of this. Claiming that some of the israeli hostages died. We dont know how or why. But they are claiming its because of some of the strikes. Do we have any clarity . Is there any way to find out whats going on there . Reporter i think you are right, its impossible for us to verify that claim. We know that it came from hamas official channels, hamas Military Chief Spokesman Put out the statement. Generally, his statements have been considered credible in that what he says is generally true. He is the one who announced the hostage releases. Each time he announced one, there have been hostages released. He named the hostages that were released. He said 50 hostages were killed because of israeli attacks on the gaza strip where israel struck targets and assumably inadvertently killed the people being hid in the locations or beneath them. Israel has upped its number saying that it believes there are 224 hostages. Richard engel, as we know, there was a Statement Last week, which claimed there were 500 People Killed at the hospital and that it was israeli. We know that was not true. We never reported that, but that created enormous difficulties, which u. S. Officials cannot be recovered in terms of the reactions around the world. We are being cautious about this. Richard engel, thank you so much. White house flags lowered to half staff as the nation is mourning another Mass Shooting. Senator tim kaine joins us next. People in all of the towns surrounding lewiston, maine, are being told to shelter in place as a manhunt continues for the gunman who killed 18 people and injured others. Senator, you were governor of virginia in 2007. 32 people were murdered in the Virginia Tech Mass Shooting. What is your message to the Maine Community facing a similar tragedy . Well, its hard to put it into words. Anything like this just reopens a wound that never heals for all virginians when we see a report of this kind of shooting tragedy. We all remember that tragedy at Virginia Tech and so many since then. It sickens your soul. We have a sickness in this country around gun violence. Its a uniquely american problem. Many other nations dont have the problem that we have. States, including virginia, have finally taken meaningful steps to deal with it. Congress, thus far, has been unwilling to. The message in the aftermath of a tragedy has to be our heart goes out to loved ones, family members, and those living under fear because there hasnt been an arrest. That terrorizes people around lewiston. You helped reintroduce legislation for a militarystyle Assault Weapon Ban. It expired years ago. It was put in in 94. Expired ten years later and has never been put back in place. Yeah. How important is an Assault Weapon Ban . Assault weapons ban would be very important. Thats why im proud to cosponsor it. It worked when it was in place. It would work again. Its not the only thing that works. Continuing to do expanded and comprehensive Background Record checks. We dont know a lot about the perpetrator. But we know there were significant reports of him having Mental Health issues, threatening violence against the National Guard base. How someone like this, with these serious Mental Health issues, which would pose a danger to others but also to himself has access to so many weapons, thats in the aftermath of this, a question we need to ask. It may point a way toward additional work we can do on the Background Record check we can do. He is an army reservist. He had a civilian role, not a military front line role, not in combat. Police say he reported Mental Health issues, as you pointed out. More needs to be done about that. You are also involved in legislation, cosponsoring a bill to prevent veteran suicide. This is now just yesterday, several Senate Democrats backed an amendment. As i see it, it would protect veterans gun rights and would say that if they are is the senate moving in that direction . How would that affect your legislation . Im troubled by this the passage of this bill on the senate side yesterday. I hope we can avoid it from passing. It would suggest if you have Mental Health issues that would make you dangerous to yourself or others, you could have access to deadly firearms. That gives veterans and their families less protection than other members of society have. We dont put a restriction on Weapon Ownership for people with Mental Health issues where they have been adjudicated, we dont do that to punish them. We do it to protect them and their families. Why we would strip that protection away from veterans is beyond me. I voted against that provision on the floor yesterday. I think we dont know all the facts about last night, but when i saw the individual was in the Army Reserves and had been having Mental Health issues, it made me think about the vote that had just been cast a few hours earlier. Separately but importantly for our military readiness, is the hold that senator tuberville of alabama has on all Military Promotions you are working on a resolution to counter this on high level promotions. Would this affect everyone . Its not just the leadership, which is so important for middle east. Its all of the military, their families. Absolutely. Unable to move. Children are in school. Its now about 600. It probably affects virginia more than any other state in terms of where people are living as they are waiting to move or where they are wanting to move to. Virginia probably has the highest number in this list of the pending nominations. We need to break the tuberville logjam. We have been urging the republicans to put pressure on him. They have not been willing to do it. I think you are going to see the introduction of a Rule Adjustment in the senate that would not forgo the ability to have a floor debate and vote on nominees but would allow nominees to be batched together so that floor debate could take place on dozens of nominees in one vote rather than require individual action. The tuberville hold is not just a hold on nominees, but he is blocking efforts to batch people together so that we can act expeditiously. I think you are going to see a rule introduced. It will have to go through the rules committee and be voted on by a super majority in the senate. It would allow us to work through this. We need to do this. Lets get it done before veterans day and get these people in place. Senator tim kaine, thank you very much. Great to be with you. You too. Survivors of the maine Mass Shootings are in complet shock today. Riy dumont was at the Bowling Alley. She says the fear in all the kids faces is something i will never forget. Joining us now is maines independent senator and former governor angus king. Our condolences to you as a mainer and as someone representing the state in grief. Tell us about the threat to the community. Whats the latest . Its a dark day. I have represented the folks in maine and worked with them for a hell of a long time. This is one of the darkest days i can remember. Here is why its so shocking, i think. Maine has one of the highest rates of Gun Ownership in the nation. The figure i saw this morning was the Second Lowest Gun Crime Rate as of the day before yesterday. Last night we dont have it. Ironically, the fbi ranked maine the safest state in the country this past monday. Thats why this is such an incredible shock to us and beyond any kind of expectation that people have up here. It has been it has just been awful. We have schools closed, colleges locked down. The manhunt has expanded, because this fellow apparently abandoned a vehicle eight miles where i am. I am in auburn, maine, which is across the river from where the atrocity took place. We dont know whether he took off in another vehicle or whether he its on the river where he abandoned the car. He could have had a watercraft and gone down the river. I should be In Washington. I canceled out of my schedule today and missing a couple votes. Made reservations last n came up this morning. Its hard to express how this has shocked the people of maine. I can understand that you couldnt not be there for the people you represent. Its your life. In terms of and the other the problem that we are in is that as long as this fellow is at large, we are still in a lockdown, fearful situation. We need to get on to grieving. We have got murders, deaths, families that have to come to grips with this. The governor made a very moving speech this morning. Just left minutes ago along with the mayor, and thats whats making this so difficult is to grasp the concept of, frankly, something we didnt think was going to be a part of something we had to deal with, again, because of the deep and long history of safe gun use in this state. I know that maine and youve pointed out that the statistics for gun violence are the lowest and its the safest until now, the safest state in the nation, but what about these militarystyle Assault Weapons, are they necessary in a big Hunting State like maine . Nobody hunts with them. Theyre generally not used for hunting, but i think the real gunrelated rob here is not necessarily the gun itself but the high capacity magazine. Thats where these mass assaults really happen when the shooter doesnt have to stop and reload. In most cases where you have a case like this, when the shooter has to stop and reload, that is a moment when he or she can be stopped. If you have a high capacity magazine, thats where a lot of this damage is done, and we dont know yet what this fellow had attached to his gun, but from the number of people that were killed or wounded, its clear that he had some, at least 30 bullets but they go up to 100, and thats something that were going to really have to look at and thats something i think we need to regulate. Ive been saying for a long time, the Assault Weapon is a problem for sure, but its more about the looks of the gun than its operation. I try to focus on what is the danger of the operation itself, and theres two things, one is high capacity magazines, and the other is whats called a bump stock, which essentially converts a single shot rifle into what amounts to a machine gun where you can spray bullets. And we dont know yet whether this fellow had one of those. Those are the i think thats where we really need to focus our attention, and i hope that thats a place where we can get something done. I know its very graphic, but the doctor and the sheriff said that they have not identified several of these people. Thats why theyve only charged him with eight, not the 18, and thats because of the kind of ammo and potentially the bump stock or whatever else he was using because they need to have help from the fbi on this kind of dna to identify the victims in a town where Everybody Knows Everyone Else. There was a witness, senator, who was at the Bowling Alley when the suspect entered. He spoke about what happened earlier. I want to play some of that for you. Fun night of bowling and out of nowhere he just came in and there was a loud pop. I had my back turned to the door, and as soon as i turned and saw it was noot balloon, he was holding a weapon, i just booked it down the lane and i slid basically into where the pins are, and climbed up into the machine and was on top of the machines for about ten minutes until the cops got there. Just by myself, i wasnt even there ten minutes. Its just so hard to grasp. To think about having to run down and hide where the pins are. There were kids in that Bowling Alley. It was a family night. You just its just beyond comprehension and, as i say, weve got to find this guy so that then we can turn to supporting the people up here. Now i have to tell last night at about 10 30 or 11 00 i got a phone call sitting in my house In Washington and it was the president of the united states, and he basically offered whatever help he could provide, and then literally an hour ago the Attorney General called, and i was here with the governor and the mayor of auburn, and theyre sending up all the technical assets but also grief counselors and people to interact with these families. So the response both from state, local, and federal has been extraordinary, but its a response that i wish i never had to see. Well, and as do we and thank you so much for taking the time. I know youre involved with all of that and to take the time to talk to us. We greatly appreciate it, and our condolences. Thanks, andrea. And back with us now for more on our breaking News Coverage of the manhunt in lewiston, maine, former atf Hostage Negotiator and Special Agent in charge, Jim Cavanaugh and former fbi assistant director frank figliuzzi. The center was just talking about the federal resources and that certainly includes on the front lines the fbi. Indeed, theres surging resources there. Flights are leaving virginia and the quantico, virginia, area, and probably already on the ground with all kinds of resources from the fbis Critical Incident response group, which is centered at quantico, virginia, the fbi laboratory. Sensitive technical resources, robots, and then elite tactical units, the best that there are in the country to help authorities plan for the eventual, almost inevitable encounter with this individual, even to sketch out a plan on how best to tactically approach the socalled compound that at least one person described as the Family Residing in. That all has to be done with extreme caution. So all thats planned, the resources are there, and im confident everything thats being done is everything that can possibly be done. And im going to just interrupt all of us for a moment because the Vice President is speaking at the State Department right now after a lunch with the australian visitors. Career over many years, dedicated career to our country and to our values and principles, and most recently, you have been extraordinary in terms of your fortitude, your commitment, your integrity, and your stamina to stand for what is right and to represent our country in the most important and noble way. Can we please applaud our secretary. [ applause ] and to then our secretary blinken, ms. Evan ryan, doug and i are honored to cohost this luncheon with you and to welcome, of course, the Prime Minister of australia and our dear friend and we expected her to talk about maine, the Vice President , well be back with it if she does. Jim cavanaugh, why dont you jump in here for a moment on what the feds can do as they are blanketing the area in probably several states. Well, they are. Theyre doing everything they can, and the anguish on the leaders at the Press Conference, you know, it was palpable. You could feel the pressure in the room l. All of the interviews with the witnesses that youve been conducting today and all day you can feel it. You can see it in senator kings face, but real quickly, andrea, we could have stopped this guy. The fbi study says 77 of mass killers leak. This guy leaked. He leaked his intent jim, im so sorry. Were going to switch back to the Vice President for just a moment. Thank you. Sure. Once again routine gatherings, this time at a Bowling Alley and a restaurant, have been turned into scenes of horrific carnage. Doug and i mourn for those who were killed. We pray for those who were injured and grieve with so many whose lives are forever changed and impacted by what happened. The Biden Harris Administration will continue to provide full support to local authorities, and as we gather details we must continue to speak about the moment we are in. In our country today the leading cause of death of American Children is gun violence. Gun violence has terrorized and traumatized so many of our communities in this country, and let us be clear, it does not have to be this way. As our friends in australia have demonstrated. And with that then [ applause ] and with that then, i will turn to the Prime Ministers state visit. I believe, as to most of us, that the strength of the relationship jim, we just have a few seconds, but please, Jim Cavanaugh finish your thought. Just like to see them do a federal law akin to the lautenberg amendment. If you threaten a mass killing, thats a federal misdemeanor crime that would prohibit you from getting a gun, buying a gun, your guns could be taken away. We could have that misdemeanor law, it targets only people who threaten Mass Shootings. Its time to do it. Maybe senator king and his team can explore that and press Something Like that. Its not going to take away anybodys rights because it starts with you threat and talk about a Mass Shooting. Lets get something done like that. Thank you so much, Jim Cavanaugh, frank figliuzzi, that does it for this very sad edition of Andrea Mitchell reports, Chris Jansing starts with continuing breaking coverage right now. Good day, i am
