House republicans are punting after two weeks of failed attempts to find a permanent replacement for ousted speaker Kevin Mccarthy. The new propoal is to give temporary speaker Patrick Mchenry the power until january to move legislation to the floor so that bills can be passed, while jordan only suspends his nomination, working over the next few months to try to get more votes. Joining us now is nbc senior capitol hill correspondent Garrett Haake and brendan buck, a former Senior Advisor to house speakers john boehner and paul ryan. Garrett, from my understanding of this proposal, which has been kicking around for the last 24 hours, after it became apparent that jordan was not going to go over the top that this would require them getting enough votes to give mchenry that power. The democrats, who are meeting right now, they want to know whether or not the Debt Ceiling Deal that was agreed to by everybody in july, by all the leaders and the white house, would be followed by mchenry rather than what mccarthy did, which was to go back on it. Thats the demand of the eight republican rebels. Reporter andrea, let me back up. Theres a lot going on simultaneously here. A lot of confusion about what the actual plan is going to look like Going Forward. Here is what i can tell you. Jim jordan told republicans Behind Closed Doors that he supports the idea of giving mchenry temporary power for an extended period of time. What that period of time is is one of the open questions. Is it until the end of the year . Is it until mid november . That appears to be a little bit of a moving target. Democrats who havent seen the text of the resolution have been hearing from Leaders Jeffries about it in the room behind me. They have been discussing what would be their red lines, what they would want to see from whether it be mchenry or someone else, who they would support on the republican side to be speaker. One of those things is that this person would have to stay within the lines of that debt deal, which Patrick Mchenry did help negotiate. They talked about the importance that whoever they back not be an election denier. They seem to want to set up a structure for a Speaker Pro Tem more than they want to pick the person. Democrats have made it clear they havent seen the resolution. They are waiting for republicans to make very clear what they are actually going to put on taper and what they are going to do before democrats will say what they will support. Some republicans, particularly some of the more hardline jim jordan supporters are digging in. They hate this idea. Here is what Marjorie Taylor greene told us outside the republican meeting a few minutes ago. I do not support this plan. Republican voters work too hard to give us the majority for us to enter some temporary speakership. Our conference has a responsibility to the American People, to our districts to Work Together and unify. This conference is absolutely broken. Reporter i dont think theres any disagreement about the last point. The question is how to put it back together again. Jim jordan believes running a pure speakers campaign over the next couple of months is the way do it. That division on the republican side will make democratic votes for mchenry or whomever else very important. I watched lunch get rolled down behind me. Its possible the discussions could continue for some time. I dont think we are seeing any vote at noon. I dont think we are seeing any vote on this any time soon. You are right about that. Our colleague is reporting that she talked to Patrick Mchenry and he said they would start with a prayer, which is happening right now, and Recess Subject to the call of the chair. There will be no quorum call so they can stay in their corners in their caucus and conference and figure out the next steps. Whether the democrats will agree to this temporary plan, which actually helps jim jordan. He wasnt going to win in a third round, right . Reporter thats right. Jordan was likely to lose votes today if they had a third round. I think theres a political argument that a temporary speaker, mchenry, if he has to pass a cr to keep the government open or pass a bigger bill to fund ukraine and israel, some House Republicans dont want to do, could be the guy who has to take the incoming fire from that and jim jordan could keep his conservative credentials clean for a vote later on. Thats 3d Chess In A Situation where House Republicans have been unable to win at checkers. But its a strategy. We will see how it works. Brendan, weigh in here on this would affect the longterm focus. They have gone into recess. They had the prayer. They had the pledge. No quorum call, no immediate vote as they figure out next steps. What are republicans trying to figure out . How do we gain what Hakeem Jeffries is talking about . You cant let this resolution fail. Jim jordan has failed on the floor a couple times. They need to get their ducks in a row. If the resolution to empower Patrick Mchenry fails, then we would be in a lot of trouble. As garrett laid out, you need democrats to come along on this. Jim jordan is saying he endorses this plan is not enough to bring every republican along. I would expect you will have holdouts who just dont like this concept in general. If you are republicans, you gotta make sure that democrats are comfortable with what you are doing without looking like you are giving them something. I imagine for democrats what they are concerned about is the part that garrett mentioned where jim jordan is not backing out of his race. He is still, based on what happened Behind Closed Doors, the highest ranking republican in the conference. He is part of the leadership now. It feels like what we could be going into is a situation where Patrick Mchenry is the leader of the house, but jim jordan is a Shadow Speaker Calling Shots behind the scenes. Its consistent with how he lived his life in congress, where he will have a ton of power without the actual responsibility. If im democrats, im concerned how is he going to be wielding that . Is he calling the shots or is Patrick Mchenry calling the shots . I dont know if mchenry has clear answers that he can offer. Its very clear that theres going to be some Power Sharing between mchenry and jordan and with democrats as well. Its a Messy Coalition we never experienced before. How durable and whether that can get us to january is a big open question. Stand by with us. We want to bring in some people who might have answers here. Congressman moskowitz and congressman lawler. You were in the republican conference meeting. How did this deal for jordan to temporarily suspend his campaign while he works on getting more votes and empower Patrick Mchenry how is that coming together . Will the seven or eight republican rebels support it . We have been in the middle of the discussions. We temporarily paused so that Speaker Pro Tem mchenry could go to the floor and gavel in and recess. We will continue the conversations. The bottom line to me is this. If we dont have 217 to elect a speaker unfortunately, we dont at the moment we need to get back to the work of the American People. Its critically important that we empower Patrick Mchenry, who is in the Speaker Pro Tem role to temporarily assume the duties of the speaker so we can move appropriations bills, aid to israel, deal with the crisis in ukraine and our border. The longer the house stays closed, the harder it is to deal with these important challenges facing the American People. This is, frankly, in my opinion, critically important to get this resolution on the floor, get it passed. I think both parties bear responsibility here. Jared may disagreement with me slightly. We wouldnt be in this situation if eight republicans and 208 democrats didnt vote to remove the speaker. We will have to find our way out of it collectively. Get back to the work of the American People. Congressman moskowitz, is one of the demands from democrats is have a commitment from mchenry he will abide by the Debt Ceiling Spending limits rather than deeper cuts that Kevin Mccarthy then was insisting on and that the conservatives in his caucus i shouldnt say conservatives. Those eight and others were insisting upon, which was one of the things that broke the deal apart. Thanks for having us. Theres a bipartisan deal to empower the pro tem, which im in favor of. I want to see details first. Im in favor of to get the house open, to pass an israel package, to aid ukraine, do the peoples work here in the United States congress. Then its going to have to be a bipartisan path forward should democrats empower the pro tem and all of a sudden we go back to the way it was, then that deal is going to fall apart. We are where we are. All of the republicans voted for this rule to give one person the ability to vacate the chair. All the democrats voted against that. This is based on the rules the republicans passed by empowering, unfortunately, the most extreme of their members. The good news is, there are enough moderate republicans, enough democrats to Work Together to try to reopen the house and do the peoples business. If we can get that done in short order, the last 16 days will be forgotten. If we do not take this moment to figure out how to get out of this rut, then we are going to be leaving our allies stuck with no help from the United States. This is imperative. Its a National Security issue, interNational Security issue at this point. I look forward to working with my republican colleagues on a potential solution. Can you give us an idea of what you think the bottom lines should be in order to pass the resolution . What do democrats have to have from republicans to go forward . Im going to let my leader do that. We are a unified caucus. We have been putting 212 up over the last several weeks. I will let leadership do that. We came out of caucus. He heard from members. We dont have demands. Theres an understanding if theres a bipartisan deal to empower the pro tem to do the operational business of the house, then its a bipartisan pass forward. You both serve on the House Foreign Affairs committee. You are pushing a bipartisan effort for stricter sanctions against iran that supported hamas. The white house issued sanctio yesterday targeting Iranian Missile and drone techtechnolog. What more do you want . Eye ranbiggest State Sponsor of terror. China is the biggest purchaser of petroleum. We have had sanctions on iran and Iranian Petroleum for years. Its imperative that we go after anyone who is transporting, refining this petroleum. Its used to fund terrorism. Theres no question that they have funded hamas. They have funded hezbollah. They have used these organizations, these Terrorist Organizations as proxies in their effort to wipe israel off the face of the earth. There can be no equivocation here. We must stand with israel. We must crack down on the terrorist regimes, including in tehran, that are funding these attacks on israel, period. This important bipartisan piece of legislation, which has over 200 cosponsors in the house, needs to pass markup today and come to the floor as quickly as possible so that we can get it across the finish line. It will need some democratic votes. Were going to continue the discussion. Here is what i know. I know we saw a disgusting display of antiisrael, antizionism from the International Media around the world. They took hamas word for it, a Terrorist Organization and ran with it. It caused riots around the world. It caused the president s meetings to be canceled. When israel said it wasnt true, they had to explain it. They had to show all sorts of audio intelligence. Hamas, their word was taken seriously. This shows how dangerous it is to be listening to a Terrorist Organization when they put out facts and figures and statements. They are still negotiating amongst themselves, both parties, as to what are the terms. I think from what we have heard from inside the democratic conference, one of the demands, bottom line, is not renegotiating the Debt Ceiling Agreement of july and Going Forward with a budget. A couple interesting things just that im looking at. We have on the board here how it got to this right now. These are the republicans who voted against jim jordan. There were 22 of them. Overnight, there were a number of other republicans who started to issue statements that they would jump ship. They had been voting for jordan, they would jump ship. He was redheading in the wrong direction. This was going to get worse. I think two things that are worth keeping in mind. Its a huge if here, but if this deal with mchenry taking over with more expanded powers for a limited period, if they are able to get there which seems to be what they are trying to do lets say its through january 3rd, republicans are going to find themselves on january 3rd right back where they are right now. If jim jordan remains the Speaker Designee and they try to put him through on january 3rd as the fulltime speaker, theyre going to get no democratic votes for it. They will need a bunch of these republicans who have been voting no to flip. The way the math works now which is not going to change between now and january any republican candidate for speaker can only afford five republicans voting against him. Jordan has a lot of work to do between now and january. But so would any other republican trying to be a fulltime speaker. On the flip side, i wonder, talking about democrats republicans needs democrats, if the republican position is that jim jordan is their Speaker Designee, they want to give him time to try to erode this opposition and they want to give him a shot to become the fulltime speaker, and as you were talking about with garrett, he could avoid some political land mines that mchenry would deal with, would democrats get queasy at the idea that they have said they think jim jordan is a nonstarter as a speaker, stopping him is a priority, if they think republicans are leaving the door open a little too much to giving jordan one more real shot to become speaker and republicans are counting on democratic votes for this mchenry deal, would that give democrats pause . You are absolutely right. Brendan buck, put a button on this here. Democrats are going to be wary of a speaker behind the podium, jim jordan, or a speaker that can gather votes by Twisting Arms and making political threats. They have seen threats in the last couple of days. And win it in january if that is going to reverse all of their priorities. Steve just laid out, this is super fragile. The idea that the second you get a lot of democrats voting for something, you will lose a lot of republicans. Theres so much tension in this place right now that anything that looks bipartisan Kevin Mccarthy got fired because he did a bipartisan deal. Now you have a Speaker Pro Tem who is empowered by democrats. Thats not going to play very well Behind Closed Doors for republicans. If you rely too muchou have a j jordanled house, democrats will balk. We never had a coalition like this. I dont know if the house is capable of a coalition like this. Sidney powell, the conspiracy theorist, former Trump Campaign attorney involved in alleged efforts to overturn the 2020 election, she is pleading guilty after accepting a deal from Fulton County prosecutors and agreeing to testify if called. Do you understand the recommendation being made to the court as to this accusation on counts one through six that you be sentenced to 12 months of probation . I do. The state is asking a 6,000 fine be imposed and restitution of 2,700 be paid to the state of georgia, an Apology Letter be written to the state of georgia, that you truthfully testify at all hearings and proceedings and trials involving the codefendants and you have no communication with codefendants, media or witnesses until this case has been completely closed against all defendants . Not a huge surprise because it had been reported that she and her codefendant Kenneth Chesebro had been offered plea deals as long as ten days ago. They waited until the last minute, the moment of leverage before the trial. Its a significant blow to former President Trump. We all remember that she was the lawyer who was making some of the most outlandish claims of fraud in the 2020 election. She blamed george soros, the governments of cuba and venezuela. She became known as the kraken. In a television appearance, she said she was going to release the kraken in terms of Election Fraud lawsuits which she did. None of those were successful. She can come in and testify about meetings that she had with former President Trump discussing these allegations of fraud. That could be very powerful evidence. Shes now the second person of the 19 defendants in georgia to have pleaded guilty. Laura, talk to us about the conversation within the Trump Legal Team in reaction to this news. The fact that Sidney Powell may be testifying against a former president. You can be sure they are not pleased with this news. You can understand, if you are in her position, you are facing 5 to 20 years for having participated in this scheme. The judge would decide. But thats what was at stake. Now shes getting probation. That means that she gave them something significant. We know shes provided a recorded statement. She has to provide an apology. As ken laid out, the most significant condition of all is that she has to testify against all of her codefendants, including the former president. She has to testify truthfully or at least all of this goes away. Its a really big deal. Its really significant. Shes in the room for multiple conversations with the former president about how they cooked up this scheme. Shes the one he wants to tap to be a Special Counsel to investigator voter fraud. They will ask her, what were those conversations like . What did he say . I think this is a really remarkable turn of events, even if it isnt surprising because of how much she had at stake, its really significant. Paul, there are reports that Kenneth Chesebro rejected a plea deal. Trial unless he changes his mind. This plea deal doesnt have a lot do with his case. Chesebro and powell moved their cases be separated. They dont know each other. People who have more to worry about are Rudy Giuliani and mark meadows. They have an insider, someone who was in all those rooms, who can help them narrate their case. Imagine a jury hearing about that crazy meeting in december where the president of the United States talked about seizing using the u. S. Military to seize Voting Machines in states where he had lost. There would have to be receipts to back up what shes saying. It could be explosive, powerful testimony in a case against donald trump or Rudy Giuliani. She was in the oval office. Thats right. In the room where it happened. Now shes working with fani willis. Her lawyers are talking now with jack smith. When she said those words in Fulton County court today, she incriminated herself in the federal criminal case here in d. C. That jack smith is bringing. Shes an unindicted coconspirator. Almost certainly, jack smith is having a discussion with her lawyers. Tell us what your testimony would be against trump and giuliani. We might make a deal. Ken, what is the impact of that . Her being a key witness in both cases. That would be enormous. Paul is right. She has exposed herself. Shes an unindicted coconspirator in the jack smith case. Shes on the line in that case and has every incentive to cooperate, come clean and testify. That would be quite powerful. Donald trump is the only defendant. They are trying to get that case to trial quickly. To have an insider witness like that would be enormous. Laura, she was pushing for a speedy trial. She was one of those in georgia. She was. She was fighting this case. She filed a number of different motions. She was trying to get the whole thing thrown out. It wasnt as if she wasnt putting up a defense. She most recently lost that latest effort yesterday by the judge which could factor into the timing here. We dont know exactly when she made this deal. President biden announced wednesday, 100 million in humanitarian aid to gaza and the west bank, reiterating what he told israel leaders on air force 1. I was very blunt about the need to support getting humanitarian aid to gaza, get it to gaza and do it quickly. This as President Biden will deliver a Primetime Speech in the oval office tonight. Joining us now is senior White House Correspondent Gabe Gutierrez and nbcs raf sanchez from ashdod, israel. Gabe, what do we expect from President Bidens speech tonight . This will be President Bidens second oval office address. He is expected to appeal directly to the American People about continuing to support israel and ukraine. Also, he will Push Congress to pass what he calls an unprecedented aid package. Multiple sources tell nbc news that that formal request is likely to come tomorrow for that aid package. About 100 billion in aid, not just to israel, but also ukraine, taiwan and u. S. Border security. Is it not until tomorrow that we expect that crossing in rafah to open . So far, no signs of the trucks moving. The white house is saying they are hopeful that it will happening tomorrow. We have been here before, and it remained shut. This is a complicated jigsaw puzzle. So far, those gates remain shut. Here in southern israel, the Israeli Defense minister was meeting israeli troops earlier on today. He said right now you are looking at gaza. Soon you will be in gaza. Every indication is that this Israeli Ground offensive is coming. The question is when. It has turned into a diplomatic guessing game. The conventional wisdom is that israel probably would not mount the invasion while a Western Leader was in town. We had President Biden here yesterday. Today, we have Prime Minister sunak here. We are expecting macron. Its one of the potential clues that we are looking for when we try to figure out when the israelis may actually move. While all eyes are on gaza, we are monitoring the situation in Northern Israel where there has been continuing fighting between Israeli Forces and militant groups in southern lebanon. This is some of the worse crossborder fire we have seen since the 2006 war. Hezbollah, the powerful iranianbased Lebanese Group saysd missiles. Three israeli civilians wounded. Is backing israels claim it was not an israeli missile that caused that devastating blast at a gaza City Hospital after a classified briefing wednesday. Mark warner says he is confident in that u. S. Position. He joins me now. Thank you so much. I appreciate you being with us. How confident are you in the level of the u. S. Assessment, the confidence level . As chairman of the intelligence committee, myself and senator rubio, the vice chair, we have seen a level of intelligence that im not sure virtually any other senator saw. Thats part of our responsibility in the gang of eight. We have two types of intelligence that we have reviewed. I am confident that israel was not the source of this errant rocket. I think the challenge has been that folks rushed to judgment. The hamas and other figures made the claim that it was israel. The nature of the way america and israel does business, we took a few hours to try to get the facts, review overhead, review communications, intercept, Review Intelligence before you jump to a conclusion. Unfortunately, america and israel has been chasing this story. We have seen violent outbreaks on the west bank and across the region. Of course, unfortunately, the hamas claim that it was israel had several hours to gain credence in the region on the street and the reaction. It almost doesnt matter what the actual facts are now in terms of the reaction. The State Department had to announce a worldwide threat of possible Terror Attacks against american citizens around the world because of all of this. We have seen whats happened at our embassies in jordan and beirut and perhaps others. Theres a discrepancy on the claim that 500 people were killed. We are hearing reports. Can you elaborate on that . Does the u. S. Know more about the casualties . I think the numbers are lower. But i have not seen at a level of confidence that i would say to you and your Viewing Audience that i have an accurate number at this point. What we know is that i think what the president cautioned israel was, they have the clock on their side. As they think about this incursion into gaza, how to do it, its one thing to fire rockets, or bring tanks or troops, its another thing how you root out this hamas leadership with the most minimum Casualty Loss of innocent palestinians who are living in gaza. I think israel has been trying to, i hope and pray, get that right. As you also said, this potentially could inflame the region. There are clearly other terroristrelated groups, Militia Groups across the region in countries like iraq as well where we have troops positioned. Im increasingly concern and i have been since the beginning of this potential conflict there will be time to look at where the intelligence failures where, but i want all the intelligence doing all they can to monitor whats going on in the west bank and to make sure we keep control of not having hezbollah get more engaged in terms of the north. I think sending the battle groups was the right thing that america will be there with israel but to put a really definitive show of force about iranian meddling. Theres ive been told and the president indicated it that he wants israel to remember the mistakes that he believes the u. S. Made after 9 11 by going in big when it was necessary in reaction, but to figure out whats going to happen next, and that part of his caution to israel yesterday was to figure out what is your goal, define a reasonable goal and look at alternatives, other ways other than a massive Ground Invasion that will lead to casualties and inflame the region. Are there other ways to achieve that goal . Is that something that you with your expertise believe is possible . First of all, i do think we need to take a deep breath. This is one of the areas where i think joe biden has shown his maturity. I remember 9 11. I was a candidate for governor. It seemed like my campaign didnt mean much after that tragedy. Like every american, i was angry, i was sad, i was hurt. The fact that an american leader has the maturity to say, you know what, we may have overdone taking out the perpetrators of 9 11 was the right thing to do but the notion of history reflecting back of 20plus year War In Afghanistan and close to that in iraq, being willing it acknowledge that maybe we didnt get it 100 right, you have to be a mature leader to make that statement. I hope the world listened to that. I hope the israelis listened to that. I dont think there is a way, even with all of the technology and spy equipment and that jawdropping things i sometimes see in classified settings, that the israelis can take out the hamas leadership, which they need to, in a way thats going to be blood free. Thats an unfortunate fact of life. I think we need to i think you can have empathy for the innocent palestinian civilians. I have that. That should not translate into sympathy for hamas. We need fuel. We need medicine. We need food, all the things to ke that ive seen mentioned are not going to be nearly enough, so hopefully through this process it demonstrates that there can be a trustworthy mechanism of oversight and inspection, of prioritizaon, so that we can bring in the necessary aid for the people that have experienced this siege and the air strikes, which continue even in the south where people were told to seek refuge. What are you hearing from your personnel in gaza . How many have gotten out . No one has gotten out. No ones gotten in. Supplies have not gotten in. We still have more than 300 colleagues from Doctors Without Borders from many nationalities, also of course palestinian, and they are under very difficult conditions, so much so that we often lose contact with those who have chosen to flee with their families or stay at the bedside of hospitals that we have been supporting, and its very dangerous work. If you choose to work in a hospital, even the three that we have been supporting for many years have been hit by strikes, have been damaged, and an ambulance also destroyed. So what were seeing and experiencing in those hospitals from what our staff tell us is that the shortages are dire. People are screaming in pain. They lack water, Infection Control is impossible. It is virtually impossible to run a functioning hospital anymore under conditions like these. And do you know have any idea how many patients there are right now . I couldnt tell you. We are also hearing lots of numbers coming from the Health Authorities there. More than 9,000 injured people, the hospitals are overflowing. Theyre full, and they lack medication, but the other thing they really lack and ive mentioned this before, and you know is fuel is to run the generators for the electricity necessary to keep powering all the machinery, the incubators, dialysis machines, oxygen machines. So the great warning from our medical coordinator, who just updated us is that people will die in the coming hours because of that lack of electricity and the lack of the Life Sustaining equipment. Theres also this huge question of the water, which is making people sick. So any number of things are complicaing the meager and insufficient efforts being made by Health Professionals who find themselves volunteering here and there where they can where its functioning but always knowing there are repeated warnings that the israeli officials are sending. The authorities saying this hospital, clear it out, evacuate immediately because theres a possibility of a strike, and sometimes thats not possible because people are not mobile. Its impossible for somebody who has mobility issues, elderly, a newborn to be able to evacuate as quickly as is being often requested. So were really worried that the situation is catastrophic, and
