Good evening once again. I am Stephanie Ruhle, live from Msnbc Headquarters here in New York City. President biden is heading to israel under the countrys war in hamas and a growing commentary in crisis and gaza. Secretary of state Antony Blinken and now instead the president s trip just a few hours ago after he had a sevenhour meeting with israeli Prime Minister benjamin netanyahu. On wednesday, President Biden was in israel President Biden will again make clear, as hes done unequivocally since hamas slaughter of more than 1400 people, concluding at least 30 americans, that israel has the right and indeed the duty to defense its people from hamas and other terrorists and to prevent future attacks. The president will hear from israel how it will conduct its operations in a way that minimizes civilian casualties. Secretary blinken added that the u. S. And israel have also agreed to work up a plan to get aid into gaza. Therlso new developments involving hostages that were taken by hamas. Late today, the terror Group Released its first hostage video allegedly showing a 21 year old french israeli woman who was abducted at the Music Festival during the october 7th attack. Nbcs lester holt has more on the Hostage Crisis. Reporter i hamas leaders as Non Israeli Captives will be released from gaza if conditions allow. Hamas is holding 199 hostages, according to the israeli military. This person negotiated with hamas to secure the highprofile release of israeli soldier in 2011. He says hes been in contact with hamas every day since the attack. Whats the best approach to even open a dialogue with hamas . The best approach is understanding that it cant be directly done by israel. To start a dialogue with hamas we have to understand who can do it. And the ones who can do it, the countries that have influence over hamas which are qatar, turkey, egypt, and iran. Baskin says there is a small window of opportunity to make a deal to release hostages. It is a matter of days, probably a week, before the Israeli Ground forces go into gaza. Thats one in the window for negotiation closes. Does that mean that hostages are sacrificed . It means that hostages are gonna be tried to be freed and they might be sacrificed. My sense of the israeli public right now, the government and the military, is that the primary objective today is to remove hamas from its ability to govern. And that means that hostages may be sacrificed. This hurts me so much to say that the hostages might be considered additional casualties of the war for israel survival. Our own Richard Engel has also been covering hostages and has more on the hamas proposal to release nonisraeli captives. This came from the spokesman for the military wing of hamas. And he said that foreigners who were taken accidentally, that during hamas assault into israel, it could not many people, about 200 are being held by hamas according to this statement. And they did not have time to verify their identities. But that foreign nationals are not part of this conflict, that it is willing to release them. Its not asking for anything in return. It just says that the field conditions have to be right to allow this transfer to happen, to allow these people to be released. And it says right now, they are being treated like guests. Both sides want all of the hostages released together, including the israeli women, children, babies. But it will be difficult for the United States to at least not engage, at least not see if this offer is real, because if it can get only some of the hostages out, it could be intelligence, it could be a breakthrough, and obviously the right thing for the hostages and their families. With that, lets bring in nbcs Ellison Barber who is at the Israel Gaza Border. Tonight, it is just after six a. M. Your time, Ellison Barber, thank you for being here so early. Tell us what happened overnight there. Reporter stephanie, we have been here all night. We heard starting at about 1 48 am local time, its significant volley of heavy caliber artillery in the direction of gaza. Lets listen to what we heard, we heard this for about an hour and a half, it was consistent, every time you hear this boom, it maintains that pays for the entire time. It did not stop until about 3 am. Listen. [sound of artillery] reporter that was the most extensive volley of artillery we have heard in the section of the Israel Gaza Border for at least two days now we have not seen missiles come from this side of the Israeli Border since thursday evening. Israel has said they have everything in place to launch this next phase of war, which they have described as something that will be integrated and coronated attack on gaza from the air, by sea, and by land, from everything we have seen being in this area for more than a week now, they have the troops, the military equipment, the military tanks, the ammunition, everything in place to launch that next phase when they see fit. But so far, stephanie, it has not started. I spoke to an idea of soldier in this area very early this morning, and when i asked him where things were at, how theyre doing, he said we are preparing. Israel has called up over 360,000 reservists, the majority of them here at the border with gaza. They say their end goal here is to make sure hamas can never carry out a Terror Attack like the one israel saw on october 7th. This is the fifth time israel and gaza have been at war. And so far, this war, it is the deadliest one to date. Roughly 4000 people have died so far on both sides. Stephanie . Its been since last wednesday, thursday that weve all sort of been waiting for this israeli incursion into gaza. And it hasnt happened yet. So where you are right now, is it just a waiting moment, waiting for the greenlight . Reporter it really seems like it. And theres been some questions, as weve seen, u. S. Officials like Secretary Of State tony blinken visiting israel, are they waiting until some of those highprofile names are out of the country . On nbc news on meet the press, Kristen Welker asked the National Security council, jake sullivan, if the u. S. Had asked israel to delay or weight on any of their military efforts. And he said they havent made any sort of request to israel. Shortly after Secretary Of State Antony Blinken announced that President Biden will visit israel on wednesday, a spokesperson for the idf at a virtual briefing. And we asked him if that visit, is it all going to impact or delay their Military Plans . He said the short answer is we do not know. He said i dont think so. But we will have to wait until later in the morning to hear something from the Israeli Government. He said that he thinks this visit from the president of the United States is just about making sure they know that the u. S. Supports israels right to defend itself. And also to make sure that this conflict doesnt expand throughout the region. But the words they keep using, when talking about this next assault, which we expect to be a full Ground Assault into the north part of gaza, they keep saying its a minute. But i think we are learning, stephanie, that imminent in war can mean minutes, and it could mean days. At this point, its meant days. And that has frustrated some of the israeli civilians weve spoken to, and also one idf commander i spoke to yesterday because they are so worried here about those hostages inside gaza. They want to see more action to try and get those people out and save their lives. Stephanie . Ellison barber, thank you for being there, thank you for joining us as the sun is rising behind you. Youve got a long day ahead. Now, lets bring in our lead off panel tonight. Susan glasser, is here, staff writer for the new yorker. Yaakov katz, former editor for the jerusalem post. His daughter is a member of the idf. She is stationed right now on the southern tip of israel. And retired four star u. S. Army general barry mccaffrey, a dedicated combat veteran of vietnam, and a former battlefield commander in the persian golf. Susan, could President Bidens trip to israel, put it into context. What does it mean that hes going there now . Look, this is a very significant decision by the president of the United States to go in to a country that is poised on the brink of war. And i think its hard to imagine israel launching a major Ground Assault into gaza, and at the same time that the president of the United States is there. But clearly, it is a major show of support. But its also an effort to shape the israeli response. I think, you know, youve got an epic meeting that you talked about between the Secretary Of State Antony Blinken and Prime Minister netanyahu, today hours and hours and hours, some of what they were talking about was what kind of israeli response is they are going to be inside gaza . What protections for civilians are there . What provisions will be there for humanitarian aid . And of course, what is going to happen to the hostages . Is there still a window open or not . For these hostages. Thats the thing that hasnt been talked about as much. One assumes that this is happening behind closed doors, in terms of this intensive shuttle of diplomacy weve seen in recent days. I mean, it is hard to know. But already we are looking at eight, nine days that these hostages have been looking there. Its hard to listen to statements from hamas about its hard to imagine that they are really guests. And my guess is those hostages would like to leave as soon as possible, and not face undetermined conditions on the ground. Netanyahu meeting at a new lincoln for over seven hours. And then, we learned President Biden is headed to israel. What are israelis feeling about this, yaakov . Israelis are feeling a hug. They feel this warm embrace. And i think it does give them a sense of confidence especially as they fear the possibility and the prospect that this conflict could widen, right . Weve seen daily clashes along the border and the north with hezbollah, and lets be honest, it would be difficult for israel to fight a war on multiple fronts, in gaza against hamas, and at the same time against hezbollah and lebanon which has more sources, larger raucous arsenal, greater support from iran. And who knows what else can radiance might be planning, with the houthis in yemen, and the iranian militias in iraq, so this definitely does give israel some confidence as it really feels in pain from that october 7th massacre. But i also think that what we need to realize is of course, israel is not gonna be going into gaza before President Biden leaves this country, right . Theyre not gonna want to have troops on the ground with those tough images coming out, with the president s inside the country. Antony blinken, to the point of interest, he spent hours with Prime Minister netanyahu. Several of those hours was actually with the inner war cabinet, right . Israel, under its emergency government, established now this security cabinet, theres a larger cabinet, but now theres also in a war cabinet which also has three ministers and two observers. One of those ministers, obviously the Prime Minister. And blinken sat in that meeting for several hours. We are seeing an involvement that i dont know that ive seen before of american diplomats, top diplomats, actually participating in some of these decisions that are being made for israel and its next steps. General, two part question. What do you think about that level of participation by the u. S. . And what do you think the president s visit means for the next phase of the war . Its all good news. Secretary blinken had been utterly magnificent in regional diplomacy. The principal goal of both israel and United States is to prevent the whitening of the war, in particular, active engagement by hezbollah in the north. Look, how wars end have much more profound implications than how they begin. A classic example, one german army never thought they would beat, and hence we slide into world war ii, and the destruction of most of europe. Israelis are under increasing pressure from the International Community to include to some extent the United States, to focus on humanitarian aid, or open corridors, bargaining with the international hostages, stopping the air attacks. But the farther they drag this out, they more they can portray this as a victory. And in particular, i would add, the notion that at the end of the day, there wont be a ground swell. If hamas does not think they have been beaten severely at the end of this operation, the israelis have set up a situation where the next war, they may lose their very survival. We also cant hold 360,000 reservists very long in uniform, or else their economy would collapse. I think we need to be careful about a rush to cease fire leaving israel in a very long bubble position. Susan, the president is also going to jordan. What is the message theyre going to be . It is interesting, he will be meeting not only with the king of jordan but it seems like he is going to be meeting with the head of the palestinian authority. Who is going to come see him there. As well as the president of egypt. And you know those are intermediaries who have some ability to negotiate with hamas. That is very important. And also to this point of where all the be a broader more regional conflict, that is something israel can hardly afford to have right now. Which is a multi front war. I think the prospect of further unrest on the west bank, the fears of hala and the north. Those are very acute fears. Especially as the Ground Invasion of gaza is imminent. It is something that is of utmost urgency. Its very interesting President Biden is going to do that. And i think it also speaks to a political need for the president to be shown at the same time that he is giving this hug to israel. That he is also it tuned to her concerns and to what you are seeing more broadly in the region. So i think it is very significant he is adding the stop to oman in addition to the visit in israel. It is clear the president does not want this conflict to expand. You, of Secretary Blinken also made a point to say that President Biden will be hearing from israel about its plans to fight the war in a way that minimizes civilian casualties. What do you make of that . Look, america with its embrace of israel and we have seen the Aircraft Carriers and the strike groups and the bombers. Throughout the region, now reports of u. S. Marines that might deploy in israel along the coast. So we are seeing a big embrace but at the same time let us Pay Attention to what the president and blinken about saying. The president last tuesday in that really phenomenal speech. Where he gave amazing support for israel did say that we expect this war to be fought according to the rules of war. And the rule of law. Blinken is also talking a lot about the looming crisis, the humanitarian crisis in gaza. And theres an impact on the civilian population. We cant deny that. The bombings have taken place, targeting just hamas. They do impact also civilians. And the call for the civilians to go from Northern Gaza to Southern Gaza it is also impacting people. There are refugees in gaza. By the way there are Tens Of Thousands of refugees in israel. Israelis cant go back to their homes because theyve been either destroyed or attack or are under rocket fire in the south. So this is having a toll on the civilian population of both sides. And i think that what did the president want to see is that israel is taking that into consideration. One thing i will add stephanie, israel does that every single conflict. Israel puts constraints on its self to limit is the harm to civilian populations centers. Does it in the way of targets, terrorists, operas. And lets look at the facts, before it invades gaza it is saying this is where im going, please leave the area. Usually you dont do that, usually you do not give your enemy advanced notice of where you are coming from. General, the u. S. Has put 2000 troops on prepare to deploy orders. Sending another aircraft carrr the area. What does that tell you . Its all a signal to iran but to the syrian armed forces, to hezbollah and to other regional factors. That if the survival of israel is at stake, there should be little that the u. S. Would intervene. So we have seen massive deployments, u. S. Air force b one bomber. Going to the uk, f35s deploying in nato countries. Significant u. S. Naval president s offshore. So all of this is a signal of deterrence to prevent the war from widening. But again, to go back to the Central Point that the israelis now face. They had a massive Surprise Church jake attack. By hamas, where they lost thousands, in some ways the most painful day in israeli history if hamas comes out of this war, believing that they have immunity from attack inside of gaza, israels lost. That is the struggle. Nobody wants to see an invasion of gaza, fighting in urban areas underground. Surface streets, the vertical structures. It will be horrendous casualties on the idea. Im sure. They are making every effort to minimize the impact on the palestinians. But at some point, hamas has got to say seven october was a dreadful day for us to. Susan, we have talked about the casualties in israel, in gaza, the hostages. But over the weekend on u. S. Soil, thousa miles away in chicago, a six year old child. Palestinian american boy was stabbed to death. Please believe it was an anti muslim hate crime. How scary is this moment around the globe . That is right. It is designed as acts of terror. It inflames passions on all sides. We have seen it. At a moment where there is so many divisions inside the country. Its horrific. It just makes you want to cry. And whatever the specifics of this case are, its monstrous. I have to say that i fear we are headed to a period of increased tensions overall. And in terms of the situation on the ground, we continue to strike hamas targets in gaza. We are hunting commanders. Striking their different facilities. We are trying to degrade their military capabilities in preparation for our next stage of operations. And we are monitoring and hoping for the process to be completed of the evacuation of Palestinian Civilians from north gaza to a safer area in the south. Over the weekend, President Biden did say that in occupation of gaza following an invasion would be a big mistake. What do you think of that . Our aim is to take out hamas and make sure in the future hamas will never have the ability to do this again. And no other Terrorist Organization from gaza will be able to do such an atrocity that occurred on the 7th of october. That is our aim. I am not aware of any other aim. Anything that relates to territory. What we are talking about is that israel, we are first toward by a Terrorist Organization. We did not ask for it and we did not plan it or want it. Definitely not for 1000 of our civilians to be killed. Now we are responding to a situation and it is a opportunity to set the record straight with gaza. After the attack, israel called thousands and thousands of reservists. Are they ready to go . Many have not been working in military for years. What kinds of training are going on right now . They have done consecutive training over the years in order to maintain their military capabilities. Depending on which units and branch of the military they are from. These are combat ready soldiers. Most of them men, a few of them women. Who know what they are doing. And most importantly know why this needs to be done. And are eager to execute the tasks theyve been handed. What is the latest you can tell us about the hostage situation. Nobody believes they are being treated like guests but the fact we are talking about them, some families have said theyve been in touch with the idf and they know that their Family Member is still alive. What can you tell us . Yes, this is of course a sensitive and challenging situation we face. It is unprecedented in our history. And i do not think any country has ever dealt with such a complex heart wrenching situation. We have 199 confirmed hostages in the hands of hezbollah hamas sorry. Most of them are civilians. We are talking women, children, elderly, toddlers and even disabled persons. And a holocaust survivor as absurd as that might sound. That is the reality. We are in direct contact with them. The idf and the governmental authorities. Constantly we are focusing intel assets. In order to understand where they are being held. And of course to come up with a plan to get them out. Our Chief Of Staff has said very clearly, we will not rest until they are back home. When you say you are in direct contact with them, in direct contact with . With the families. With the families of those taken hostage. Do you know that those 199 hostages, do you know they are still alive . It has been a week since theyve been taken. Yes there is a lot of information and hamas is definitely doing its best to try to demoralize and also to defuse and ambiguity at the situation. Because of the sensitivity, i cant go into further details as to the status of whos alive and who is. Then we have information on it. But i cannot share more details. You know if any of these hostages, as youve said some have medical issues. Do you know of any have been seen in many hospitals in gaza . Have theyve been treated . I cant share that information. Where she asked about why children. Was worried about them. Because of the bombings. A told her they are okay. And they rush their grandfathers and grandmothers. And then i told her to please open your phone and look at the map. Look at where you are because i dont know where they will come from and you have to be ready and you need to go away from the crowd. You need to search and hide. She said no, its okay. Ill let you know when we are coming back. I sent her another message. Stay where you are, get away from there. She said, okay ill let you know when we are coming back. 7 30. That was her last message. Since then we have not heard from her. Later, two days after we got her phone. Utilizing she sent another message at 7 51. Telling us she is headed home. That night the news started to come. We understood there was a Terror Attack. A settlement near gaza. We just heard the news. And i understand theres chaos there i couldnt sit down. I tried to call my friend. A friend in this area. Doctors to help the wounded. I told them please let me know what happens. I dont know where my sister is. At first they did not talk about the territory on the party. Just on the villages. We didnt know what happened. Could not sit down. I just want to her apartment. Searched for a phone. And i saw since atm it had not been moved. So i knew something had happened. I didnt know if she ran away and left or are worse. I went to my car and i left my husband and children. We went to the hospital talking to the wounded. Asking if anybody saw her. If anybody knew where she was. And what had happened there. You horrifying things they told me, that they saw. And what happened to them. Was unbearable. They were slaughtered their. All of their friends were killed in front of their eyes. Talking about hundreds of civilians peaceful civilians that were at the festival. And were killed by this organization. Nobody knew where she was. She was before her childhood friends. One of them called his parents at ten a. M. To tell them that hes alone. And hes hiding in a garbage can. Hes afraid. And he doesnt know what to do. Now we know he was killed later on. Another friend was killed this will. Two others are missing. All of this information you found on your own. Visiting these hospitals, contacting friends. Have you heard from the Israeli Government at all . Yes i heard from the police officers. In the army. They do not know where she is. Theyre trying their best. There is still a lot of missing persons. There are still bodies. That they did not identify. And there are people hamass hold. And they do not know their identity. So we dont know what happened to her. And we still are waiting. Stephanie youve talked about the elderly. Suffering from crohns disease. Hospitalization. A lot of hospitalizations. She needed medicine. We are very worried. If shes in hamas hands. Her health is as a threat to her. I am thinking of all of the people that understand very well what happened to the elderly.
