That is where israel is urging people in the northern part of gaza to go, as the military prepares for their Ground Invasion. What do we know about this effort to get to play americans that are inside of gaza out safely . So this is a very big development. The announcement that they border would be opening tomorrow morning at 9 am local time, that is about two a. M. And new york. It is the most Concrete Plan we have heard so far, to have the rafah crossing open. At the same time it is open to foreign nationals, or supposed to be open to foreign nationals, to cross out of gaza. It is also one humanitarian aid is expected to come into gaza. Remember just yesterday there was a period of time where Palestinian Americans the State Department had told him to head towards the Border Crossing. Because they thought there was going to be open. It did not happen. We then heard from our producer in egypt that the palestinian envoy to the rafah border so that each of did not plan to open the Border Crossing to foreign nationals, Palestinian Americans. Any palestinian with another citizenship. Unless humanitarian aid was allowed inside. Now it seems like that is the agreement that they have made. It will, open they say, tomorrow at nine a. M. The reality that we have to remember is that there are roughly 2 million palestinians inside of gaza with absolutely no way out. Even if they wanted to leave. Because they are under a full blockade. Even before this war started, stephanie, it was not easy to cross in or out of gaza. Only people who had specific permission with the rafah crossing from the egyptian side as well as the palestinian side, could cross. So you still have a lot of civilians who are likely going to be stuck in the middle of the cross fire, when we see Israeli Forces move in and launch this expected round offensive. Stephanie. Youve been there for, what five days . Yeah, thats right. In fact, Senate Majority leader Chuck Schumer was part of the congressional delegation that was in tel aviv when they apparently had to flee to shelters because of those Air Raid Sirens that you mentioned, that went off in tel aviv today, stephanie. The situation has been extremely tense. Really in all parts of israel. Weve been talking to israelis who had to evacuate from Northern Israel, the area near the lebanese border. Some of them said look, we might leave here but its not like there is some place in israel where we feel safe right now. You have the entire area were ellisons ak at, coming under rocket fire from hamas. Now in Northern Israel you have the constant threat of missiles coming from hezbollah. Those missiles are far more advanced and have a far longer range which is why there is such extreme fears right now about a second front opening in this war. With hezbollah today. Israels military declared a closed border zone all along the border with lebanon. To a half miles. They dont want the public in, there they say does not. Say they are shutting down a gps. I woke up this morning, and i could not figure out how to get from point a to point b on google maps. Because the military had simply shut that down in an active combat zone. That came as israels military used fighter jets to attack sites in lebanon. Thats raising real concerns about whether or not israel could face itself, both on the ground and with a Ground Incursion also. Having to fight it hezbollah in lebanon, later. On in the middle of all of, this israelis for more than a week have been fleeing to shelters feeling like there and safe in the Grocery Store a break because outside its a dangerous situation that is taking a toll on the population here as well. It appears that saudi arabia might go ahead into without demanding from israel. Anything of note on the palestinian front is, essentially from their point of view, salon them down the river. That creates frustrations in palestine and lower so when they pay the two State Solution with israel but not necessarily with hamas. The idea of this mass a between israel and saudi arabia, essentially peace between the Muslim Sunni Muslim nation and israel, bringing in a strategic life in the u. S. , that is a nightmare for iran. Iran is a major factor, perhaps the major factor of hamas. So they had every reason to try to just and not a doubt. To the extent that wasnt the, case they succeeded in delaying it. How concerned are you that this conflict could expand to israels northern border . Very concerned, of course. But there are two circumstances i see where hezbollah might move and attack israel. To create two fronts. One is if they feel compelled from the ground up because of the degree of damage in gaza, not inconceivable. We sat there on a regular basis and talk about all the perils of social media. If it wasnt for those social media posts, wed be largely in the dark. When my brother and i were together on sunday this was still happening. We were in Shock Waiting for information, watching the news. We saw the video, and at first i said, oh that looks like david. My cousins husband. My brother was like no. And it was too much to bear. We were just like, we want to be concrete news. And then the next day i went to my parents who live in new jersey and my aunts texted my mom. And the rest of her siblings. To tell her that this was them. I was just like another trauma again. What can you tell us about your family . My family is, more generous, loving, the best. A lot of people dont have this same connection that i do with their extended family is. But i grew up with them. These are like my sisters. My cousin, their brother is like a brother to me. They are my, soul as we say in hebrew. That is what they are to me. And they are danielle is the most loving. She puts everyone before herself. Shes honestly just so funny. She loves america. She is the best english out of everyone in my family. Which i think is part of the reason why we are so close. She was just your month ago. The kids, the twins are just the happiest, smiley asked bonbons. Theyre always smiling. Many of them are women and children. How many of those are americans, unknown. How will these rescues . Happen rescuing these hostages is an extremely complex situation. One that u. S. Officials have warned may not have an easy, quote, john wayne ending. Joining me is frank figliuzzi, msnbc National Security analyst and author of the fbi way, inside the code of excellence. Speaking to this woman, she has two cousins, one of their husbands and Young Children, that are hostages in gaza right now. She, like so many other families, are begging in praying for their Family Members to be released safely. How in the world is that going to happen with this Ground Invasion . Stephanie, as you know, this is without a doubt the most complex Hostage Scenario that i have seen in my career. Certainly perhaps in our lifetimes. This is not going to be easy at all. There is some hope. Your last guest in the last segment actually said something very hopeful. Which is that the idea of told her her Family Members are alive and in gaza. That may seem Something Like a nobrainer, but that speaks to intelligence capability. At least for her Family Members. Of the ability to at least know that some people are alive and perhaps even where they are. There is complexity after complexity here. Some of the obvious things. We are talking about a geographic space the size of the city of philadelphia, but ten times the population. Highrises in urban areas and rural areas. Imagine finding 155 needles in that proverbial haystack. Then then the other thing is, lets talk about base day Hostage Negotiation when i. One number, one you want to negotiate. That is both sides want to negotiate . This ones going to negotiate . And who are they negotiating with . What we understand about hamas is that they operate in small units and small cells, they are very compartmentalize. You have got to negotiate a very high level, or you tactically have to surround a building that you believe hostages are a, and you negotiate as that very local level with that guy who is in charge. That Hostage Group in that building. Extremely complex. Add the mazes that run like snakes underneath gaza. And constant movement. But there is a way, a formulaic way of Hostage Negotiation. One is you make the hostage take a word for everything that they want. They want water turned back on . Power turned back on . They have to do something in return . What is that in return . They likely are getting distracted by infants, children crying. Elderly hostages needing their medication. So you say to, them you want the water back on, you give us the elderly. Or you give us the infants and children. You start with that approach. Again, extremely complicated. Frank, maybe i am naive. How do we know if the leaders even care if the water or power is turned back on . Many of the actual hamas leaders are not even in gaza. They are in different countries. And they have instructed those who are there to be martyrs, stay there, dont move a muscle. Why should we think that the Hostage Negotiators are rational actors . We should note, and that is going to play into how much time is really on the clock. That goes back to that intelligence capability. Are there electronic intercepts . Are there Human Sources saying theyve had, it this group here has had it. Theyre going to start harming hostages or theyre going to start murdering themselves. This is an extremely fraught time right now as israelis try to figure out, do we need the water back on or the electricity back on . Do they even care about this . There is another factor here, which is that the power and water and lack of food is getting to the rest of the palestinian population, meaning its quite likely there will be sources in the community that say i want my water back on. What is on your mind is a couple things obviously this was the rightly called the most fatal and murderous day for the jewish people in a decade. Since the holocaust. At the same time a war that threatens to draw in not only israels neighbors but also major powers, russians in chinese and saudis, and where have we seen that before . 50 years ago this week, again on a sacred jewish holiday, israel was attacked on yom kippur war. President nixon. Was not particularly pro israel. There was even handedness in our support for israel and its arab neighbors. Nonetheless segments and theyre very plain that can pull fly to make sure that israel is not extinguished. And the other part of it that resounds so much, show that video of Secretary Blinken, he couldve been 50 years ago Henry Kissinger was in this one. Respect nixon and kissinger, who were hardly perfect people, its a lot of things wrong to historians like me. That week they kept yarmulke poor war, they protected israel from a serious danger of being extinguished. They kept me from coming in they kept us from becoming a world war. That is one american president s do with history. If you look at what joe biden has done this week, this is the president who understands that historical resonance, has the motive in the experience to do just. That we will watch, we hope it happens. Do you think this situation is worse than the one we faced for two years ago, when it was Richard Nixon and Henry Kissinger. What President Biden represents today . I do. I wish i could say otherwise. 50 years ago as dangerous as this was, the big danger was the soviets might come in, nixon had a very Good Relationship with and there was the ability to communicate to make sure that that did not happen and there was no equal of the soviets were dealing not only russians who were a lesser version of what they were in 1973. Just as i was saying, there have been many statements from iranians. Who knows what the saudis might too for one reason or another. We would consider i think a satisfactory statement of sympathy just basic human sympathy, for the jewish people who were assaulted last week. So there are many more variables here. It falls on the american president more than any other human being. To make sure that this does not spiral unnecessarily into a world war that could kill huge numbers of people. Thats exactly my next question. How significant is the role President Biden plays right now in this conflict . In keeping it from spiralling . Help us understand. He has got to make sure most of all that we americans, and also these rallies and also the palestinians and others do not send signals if they do not mean them. What does this remind us of . The cuban missile crisis, 1962 in october this very week. John kennedy was dealing with missiles, Nuclear Missiles that had been slipped secretly by the leader of the soviet union into cuba. And kennedy unfortunately had been leading a book on World War One the lesson with over one is that they got into a tragic and costly war that they need not to have thought because people sent signals that they should not have sent. For the people in gaza city, there is a feeling of panic. Many of them were being told, theyre all being told to head south today. The pace of evacuations of people leaving the north to the south did pick up yesterday a lot of palestinians were reluctant to go. Afraid to get on the road in afraid to be beyond. They say theyre not responsible for attacking the convoy for the south on friday. Killing 70 people. We see many more people heading south but what weve been waiting to see is when will this story change dramatically . It will change dramatically when and if the israelis come in with a Ground Incursion. It felt very imminence. The israelis are giving indications that it could come in any moment. That they were ready and they were waiting to go orders. Now you get a sense that they might be taking their time a little bit more on when you hear these statements coming out of israeli officials today. You sense that as well, the amount to spend more time with the diplomatic piece. There is a lot of activity going around when the Secretary Of State. On an arab tour, are heading back to israel. This potential visit from President Biden to the region. Which you get a sense having watching this that it might not be as eminent it has thought a few days ago when if like it could happen at any moment or still trying to get a sense of it but were looking to what see what happens inside a cause when people are moving from the north to the south. And there is some diplomatic progress that seems to be taking place in the Rafah Border Opening tomorrow. As you mentioned 9 00. If that happens. And there was a previous attempt to do that a few days ago. We did not work. Well see if this one works tomorrow. With israel saying that it is turning the water back onto southern gaza. Southern gaza could become something of a safe zone, potentially. Although it is not ideal by any stretch of the imagination. Getting that water moving in was also important because you have power to power water pumps to get that water into taps and into peoples homes and into to keep it flowing. Still huge problems to be worked out. Those are some of the things that we are watching right now, staff. In addition to that Border Opening for summit name tomorrow, all we heard from the Palestinian Health ministry, is this reporting that humanitarian aid will be left in. What does that look like. That was the condition. That was what the egyptian wanted all along. Egypt is in a very difficult position, theyre being criticize all across the arab world and criticize by palestinians, and if they open the border tomorrow youve 2 millionplus palestinians outside the gaza strip who are under attack after hamas hamass atrocities. They are stuck there. So if the egyptians opened the border, just allowed out past the hands the Public Opinions and pressing in the arab world will be disastrous. Theyve been pushing all along. Will open the border, well let the foreigners out. But allow us to send some aid inside. That was a condition that theyve had from the beginning. It seems like, after a visit by Secretary Blinken, that might be happening. At nine a. M. , in theory, the gate opens up. Not just, americans but all palestinians that have foreign passports will be allowed to go to egypt and will be taken to cairo, then from cairo back to their home nations. Then it will go, in at the United Nations today wants more to be done. United nations today Hold On To Hamas to release all hostages immediately and unconditionally. And for aid to be allowed in, a humanitarian corridor to be open, and for aid workers to be allowed in to help administer that distribution. Richard, lets say richard, lets say israel is successful. Lets say israel is a festival. Lets say the Ground Invasion levels gaza and they wipe hamas off the earth or at least in that region, what happens next . Thats a big challenge and i think while many israelis are talking passionately about leveling gaza, from the military perspective, that would accomplish nothing. What they say they want to do is you will just end up with a new generation of hate and lots of casualties, what they say they want to do is they want to destroy the leadership of hamas and they want to disarm hamas. If they can, they want a regime change. So hamas was initially elected by the Palestinian People. Theres quite a few, quite a bit of confusion about, this palestinians in january 2006 did elect hamas to be their leaders. But then hamas took over, kicked out the opposition party, and stayed in power. There are many palestinians who are very tired of hamas and they may have voted them in once, but then when they stayed and have not held any legitimate elections since, people are afraid of hamas. That doesnt mean they want to see israel come in and carry out a regime change, but hamas is not universally popular in the gaza strip. What israel hopes to do and this is immensely difficult, is go in, free the hostages, destroy hamass leadership, kill its top leaders, take away its weapons, and set up a condition where potentially the Palestinian People overthrow hamas. That would give you an idea of why they might need a little bit more time to do this. I cannot think of a more complicated military or political operation than what israel is taking on or is trying to accomplish. Richard, thank you, thank you, thank you so much for being here. This comes after several israeli Media Outlets had reported this earlier in the day. Again, the timing of this is all still unclear, stephanie. Because calms, after Secretary Of State Antony Blinken has been making a trip, for the past several days to the region, to israel, and surrounding countries as well, to show that solidarity between the u. S. And israel. Stephanie . What more can you tell us about the 30 americans who have now been confirmed killed in israel and the effort to get american citizens out of the gaza strip . Stephanie, the u. S. Has been accurately engaged trying to get americans out of their. As you, know the last several days, the State Department has announced Charter Flights to get americans out. We understand the first one has already landed in athens. There are also plans a ship is e tomorrow from haifa in israel, to nearby cypress as well. This remains an ongoing effort. Still unclear how many israeli or how many americans, u. S. It isnt israel will take up the u. S. Government on these different avenues of getting out of there. But the Biden Administration says it is trying to get any u. S. Citizen who wants to leave israel out of there at this point, stephanie. How is the u. S. Government addressing, if they, can the humanitarian crisis on the ground in gaza . It is crushing what those civilians are going through. Yeah. Earlier today, National Security adviser Jake Sullivan said that the Biden Administration was actively engaged with israel and making it clear that, you know, the administration believes people and southern gaza, especially, deserve access to water, although its unclear the timing of when that water might be turned on. But take a listen to what Secretary Of State blinken said earlier today. We are determined to do everything we can to address the needs of people in gaza. Civilians should not have to suffer for hamass atrocities. We are now very actively engaged with countries in the region, with the United Nations, with israel, to make sure to the best of our ability that people can get out of harms way, and that the assistance they need, the food, the water, the medicine can get in. Sadly, stephanie, as you said, the american death toll rising in israel to 30. Certainly, there is now the question, of course, of all those hostages that still remain in gaza. The Biden Administration Officials Say that they dont know exactly where they, are but they remain actively engaged with the israelis to try and get them out, stephanie. Thank you so much. Ambassador, im grateful that youre here. What do you make of President Bidens potential visit to israel, or at least the invitation from netanyahu . I think it is a good idea. I think its a fantastic idea that Secretary Of State blinken went there first. You are seeing the results of american diplomacy. Youve been talking about it for the last ten minutes. When we are engaged, we can get countries to do things that several days ago were deemed impossible. Opening that Border Crossing at rafah, in terms of getting humanitarian assistance in, the State Department, the president has just appointed a new Special Envoy to coordinate humanitarian assistance. I think if President Biden went as well, that would accentuate and amplify our ability to do all the studies during this terrible, horrific war. How concerned are you about this conflict expanding beyond gaza . I am very concerned, as our my colleagues who i worked with, used to work within the Biden Administration. Thats why i am delighted to see the kind of engagement that we are doing now, both on the military side, in terms of deterrence, i think thats appropriate, but also on the diplomatic side. In particular, the role that Secretary Blinken is playing right now. Hes been to six countries, i think, going back to israel. I know Secretary Blinken, ive known him for decades. He is exactly the right person that you want to be doing this job right now. Ambassador, you are also a professor. So we need you to teach us, how does this war fit into the current realities in todays middle east . The way i look at it is this is a problem thats been festering for a long time. There was the idea that if hamas took over remember, hamas has been in power for two decades in gaza. It is inaccurate to say that israel has been in control there. You ask me to educate, ive seen reporting about that. No, they left and then hamas won an election a free and fair election, one time. There is not a free election there yet. We dont actually know what the preferences of the palestinians are there yet. But there was a deal done by everybody, lets be, clear by the Prime Minister, netanyahu, but also us to say, if we just have them divided, Where Hamas S Ruling in gaza, Palestinian Authority in the west bank, this problem will faster, but we wont become explosive. That turned out to be a strategic mistake. I think moving forward, that strategic mistake has to be corrected. I cant let you go without asking you about vladimir putin. Where does he fit into all of this . What is his reaction tonight . This what is his re he loves all o. This is great. For three different reasons. Number, one it has pulled his war in ukraine out of our attention, right . Thats good for him, that for ukraine. Number two, we are having a debate in the United States about whether we can provide assistance to israel and ukraine at the same time. Of course, we cant. We are the United States of america. But the fact that we are having that debate, thats good news for putin as well. And number three, theres a lot of debate by, including on my campus at stanford university, about crimes against humanity, civilians, how they should be directed. Appropriate debates, by the way. I think thats right. That means, however, that nobody is talking about putins crimes against humanity inside ukraine. And all three counts, this is good news for putin. The official, adding hamas plans to inflict heavy losses on israels military if they invade gaza. Joining me now, retired Four Star General Barry Mccaffrey. Hes an msnbc National Security commentator. General, lets start right there. Hamass representative in iran basically said get ready, there will be huge losses. If israels goal is to wipe out hamas, and their leader, their representative is commenting from iran, who is to say we will get any of their leaders . They might not even be on the ground. There is a lot of in this operation. Moving a massive Israeli Ground infantry armor force with air support and attacks from the sea into an urban battle with a lot of it underground, it is a shaky proposition. Israel has no option. Following the slaughter of 1300 israelis, primarily civilians, and the loss of their border security, theyve got to go in. They are overriding objective is the elimination of hamas, bar none. We are talking about a multi week action at a minimum to try to exterminate these people and recover whatever hostages can be done. So, humanitarian disaster, yes. The attack is imminent. Everyone should be fearful of expanding the war, having hezbollah with 100,000 fighters and 120,000 rockets enter the battle. A lot of uncertainties facing the idf in the coming days. Lets talk about. That you are sussman of israels situation at the northern border. Well, that is the principal threat. The question is hezbollah is a shia muslim organization. And they are completely funded, trained, and backed by shia iran. The question is, will they enter the battle . My gut instinct is they will. Probably not in an all manner but at a minimum they will try to draw from idf attention in the fighting in gaza. I think the israelis will face a perilous situation if that happens. Essentially, counting their active forces, they are well over 400,000 idf in uniform right now. They do have the power to go into southern lebanon. But again, that would be another battle with intense casualties, and it would open israel itself, the civilian population, to air bombardment from hezbollah missiles. Secretary blinken, the u. S. , and israel, are trying to keep the war from being widened. I hope they are successful. What could a second front on this conflict mean for us, for u. S. Involvement . I think there is little chance of the u. S. Being involved in any manner, militarily. Unless the existence of israel was at stake. And i dont think, to be blunt, that both hezbollah and hamas could bring down israel. They will have to fight for their lives, but they are capable of it. If you start seeing Syrian Ground involvement, or Iranian Revolutionary guards adding to the hezbollah attacks, but i think if israels fundamental life was at stake, the u. S. Would enter the war. I would hope that we would. What happens if israels Ground Invasion happens, what if it is successful and they capture gaza city, what happens after that . Nobody knows. You know, i think the overriding objective of the idf right now is get into gaza, dominate the streets, go underground in the tunnels, with pistols and hand grenades, tear gas, try to recover hostages. And then sit on them until they figure out where the hamas political and military leadership are. They will have to maintain some kind of control over gaza, enhanced control over gaza in the coming year or so. I cannot imagine them rapidly backing out and letting hamas start picking up the pieces. But i guess the only good outcome would be if we saw active engagement by the egyptians, active engagement by the jordanians, perhaps an International Peacekeeping force, the United Nations. But that will have to be crafted by some very rapid diplomacy after the fighting is over. Until the idf dominates gaza, nothing good will happen in terms of diplomatic outcomes.
