This attack comes amid escalating tensions between israel and palestine. Months of deadly confrontations in the west bank and along the border. Hamas is a Political Party that controls the gaza strip. It is important that we understand what we are talking about here. Simone, 24 hours ago it would have been almost impossible to believe that palestinian gunmen could cross the border into israel. Could take and hold territory in israeli towns and cities. Would be engaging in firefight with the Israeli Military. All of that is true today. Hundreds of palestinian gunmen, as you said, by land, by, sea and by air, entering israel. By air coming on paragliders and hang gliders. Something that sounds like a fantasy, if it were not true. The scale of the death toll is enormous. These really Foreign Ministry is saying 200 israelis have been killed. A lot of people here suspect the ultimate toll will end up being higher. Simone, inside of gaza there is also massive loss of life. The Palestinian Health ministry saying more than 200 palestinians have been killed in this wave of israeli airstrikes carried out in response to this attack. Simone, this is not just an attack. It is also an unfolding hostage crisis. The Israeli Military says there are two Hostage Situations inside israel. Israeli hostages are being held at gunpoint by surviving palestinian gunmen. There are also both Israeli Soldiers and civilians who have been carried over the border into gaza. It is the fact that there are israelis on the wrong side of the border, in the captivity of hamas and islamic jihad, that will be weighing so heavily right now on decisionmakers from israeli Prime Minister Benjamin Netanyahu on downwards. The Israeli Military is saying all options are on the table, including a full scale Ground Invasion of gaza to find these people and bring them home. Simone . Rough, we have heard from Prime Minister Benjamin Netanyahu recently, within the last hour, he released yet another video. What are you hearing from israeli officials about their plans over the next 24 hours . I think it will be dictated, partly, by the scale of this hostage crisis. One of the most sensitive piece of information in the Israeli Government right now is how many israelis are inside gaza . What condition are they in . What is the assessment about the chances of rescuing them . If the Israeli Military, the political leadership, feels that their best hope of getting these people out alive is a swift Ground Invasion, that is what we might see. Simone, we are only six or so miles from the gaza border right now. This guy here has been lit up with rockets, flares, potentially a sign of Israeli Forces moving into position. The deep fear of the Israeli Government is that these hostages will be taken underground into the vast network of tunnels under gaza city. They will be separated, they will be spread out. With every passing hour the possibility of a rescue becomes more and more complicated. Simone . E become rough, before i let you go, and a lot of people were shocked by the scope and the complexity of this attack. Anything about Intelligence Failures . I know the israeli officials are speaking with their counterparts in the United States. Its not just about israeli intelligence. The United States and israel have a very close working relationship. What can you tell us about the intelligence, or the lack thereof, on the ground . This has clearly been a massive Intelligence Failure on behalf of israels intelligence agencies. You have to go back 50 years and one day, october 6th 1973, to the last time israel was caught so severely offguard. That is when a combined egyptian syrian invasion nearly wiped the state of israel off the map. The world that we now know as the Yom Kippur War. There is no real danger that these gunman, for all of the devastation that they have caused, are going to destroy the state of israel. But they have certainly shaken this country. They have shattered these really sense that the problems in gaza can be kept on the other side of the border. The price would be the occasional rounds of rocket fire. You have to remember the gaza strip is under a strict blockade and has been for many years as far as ordinary israelis are concerned the gaza strip is contained. You may have a few cross Border Attacks or a few Rocket Attacks on a much smaller scam but an incursion that leads to, essentially the, a occupation of israeli territory by palestinian fighters and gunman, this is something that i dont think anybody imagined. If the Israeli Government suffers from a failure of imagination, i would have to put myself in that group, as well. I did not amount and not hamas fighters, militants, would be able to cross the border and achieve this. To take some of the israeli civilians and soldiers back across the border into gaza, what rough was saying, also, actually, remarkable, is that there is still a fight going on for some of the territory that these hamas fighters were able to control. One Police Station we are talking here about the mighty israeli army against this group that managed in this really remarkable and bewildering incursion into israeli territory. A massive failure of intelligence. A failure of imagination. Whats more remarkable is that some 10 to 12 hours later, the fight is still going on. We know now that there are Kidnap Victims inside of gaza. Civilians, reports of children, women, and soldiers, as well. Very much complicating the task of those in the netanyahu government one trying to figure out how to respond, simone. You know, hamas controls the gaza strip. We have had a map thats been in the corner here. We are gonna put it up on the screen for you shortly. What house hamas said about this particular attack on israel . The map is up a new screen right now. I will know the red line, to the left of the red line that is the gaza strip. To the right israel. There are a number of places that you can see on this map, all of the red dots in israel, where attacks have taken place. Well, simone, thank you for having me. Speaking to you from beirut where, of course, there is also some concern about whether this could escalate into a multi front confrontation. People here wondering whether lebanon will be dragged into this, as well, with hezbollah across the border here in lebanon issuing messages of support, as well. Saying that they are in direct conflict the palestinian political leadership. They are saying that this is an attack that is against the israeli, continue to dearly occupation. Also a message to those who are trying to normalize israel. I. E. , saudi arabia. The Palestinian Leader of hamas has issued, more or less, the c statement today. Saying that this shows that Israel Cannot protect arab countries. What he means is normalizing with israel is not going to protect you, or other countries. I see this, in a way, as a regional confrontation via hamas. If hamas was able to pull this off, it is really only because of the support of israel. This took months of planning, highly coordinated training, intense training for these men who went into israel. I suspect even, i would like to venture into saying that, perhaps, they got training outside of the gaza strip. Somehow managed to come out, come back in. They got support from outside, for sure. These attacks are very reminiscent of the way that hezbollah carried out operations against israelis who were occupying South Lebanon for a few decades until the year 2000. Of course, iran, celebrations in some quarters in iran and in the Iranian Parliament we saw members of parliament chanting, death to israel. Make no mistake, this is about hamas, palestinians, and israel. But it is also, i think, a decision taken on a more regional level in the iran axis, that includes hamas, hezbollah, and also syria. We heard from another Palestinian Leader, as well, saying that this will help stop israeli attacks on iranian and hezbollah assets in syria. Robbie, i want to bring into the conversation here a followup on the point that kim is making. The regional aspect of this. Again, we only know what we know at this point in time, which is why the questions about intelligence are so critical. I think its why weve seen very measured statements, if you will, from everyone from the u. S. President , President Biden, two other president s within the region. Israeli Prime Minister, netanyahu, said that the enemy will pay a price. It has never known before. There has been criticism of how the Prime Minister responded and initially, there was a leg in time. One of our folks saying on the ground, ravi, about how his response is being received, and just the reasonable aspect of this. Just on netanyahu, this is a Prime Minister who has been embattled. Hes had serious corruption allegations against him, significant protests going on in israel, week after week, after week. All year. That are some of the most significant in that countrys history. Amid all of that, its worth noting that whenever there is a crisis like this, israelis tend to rally around the government of the day. Weve already seen israeli Opposition Leaders come out and say they stand by the idea, they stand by everything that needs to be done now. I think thats where it stands, from the israeli point of view. But when you zoom out a little bit more, regionally, i completely agree with hala and kim on how this is a failure of imagination. It is a failure of intelligence. Remember, israel just has immense resources at its hand to make sure that Something Like this doesnt happen. Not least of all, the iron dome. Which usually has a success rate of about 90 . But it is also a failure of diplomacy. That is a bigger regional issue at play here. Youll remember that over the last few weeks, the United States has been trying to normalize relations between saudi arabia and israel. Clearly, some part of these attacks have something to do with that. There are echoes, not just across the region, but in history, when you go back to the Yom Kippur War. Its very clear that hamas objectives here, which are clearly being planned for months, which clearly had regional support, as tim has pointed out. It all dovetails into status quo in the region that was tenuous at best. And anyone who thought that one could be complacent about this has had that illusion shudder today. A number of people have made this point about the regional aspect as it relates to saudi arabia, and the normalization of relations. And formalizing diplomatic relations between israel and saudi arabia. Hala, im just wondering, can you just talk about why those conversations were so significant, and what this current attack, this conflict that we are seeing now, how that could impact those conversations . Those conversations were significant because of the fact that these countries, mainly saudi arabia, other gulf countries, seem to be ready for reasons that we are not necessarily political, but that were practical. That war based in the desire to increase Business Relationships. We are ready to go ahead and accept that normalization with saudi arabia was something that was not just something they could consider, but something that they could engage in in earnest. Much was left off the table, during these negotiations, werent the palestinians. The palestinians practically didnt even figure on the strategic map of these talks. It was about normalizing relations with arab countries. It didnt necessarily have a stake in what happened to the palestinians. And didnt really consider that to be a strategic motive. This attack today achieved is to remind the world, and the actors in the negotiations, these Normalization Talks, that the palestinians are a factor. This is something that cannot be ignored any longer. This is what i find interesting, in terms of how this may impact Normalization Talks going forward, is the palestinian question must once again be placed at the heart of some of these talks. And not just the diplomatic practical, logistical Business Relationships that could be established between israel and arab countries that it normalizes relationships, or relations with as a result of these abraham accords. Classified breaking will happen in the appropriate settings. Expect that to happen shortly. What concerns you most about this attack, congressman . Well, number one, you know how horrific and devastating it was. It was the worst attack on israel since in 1967, just about. Im concerned about the entire region now. We were working to try to get some peace in the region. And we were getting close, that was some of the conversations we were having with saudi arabia, and israel. The abraham accords. There was some concessions that were going to be made in regards to the palestinians who are working together, to see if we can get some troop peace. Now, i dont know yet from official classifications, whether or not this was a part of preventing that from happening. So im concerned about the region. Im concerned about trying to get back to where we have some true peace, when we have some peace in the region. Anytime it seems as though we are moving in that direction, something drastic happens. This, as i said, yom kippur, was the last attack of this nature. Here we go. Im really concerned about the region and, of course, the life and safety of a people. Ive got some friends that are in israel right now. One days in a bunker, told that they were close to a Police Station. One of the strips. Theyve been there for over 12 hours now. People have been i think it has been affirmed, kidnapped, and held hostage. So, im concerned about overall human life. You know, congressman, some of your republican colleagues in the house and there are also republicans who are running for president , theyve all been critical of President Biden and the United States, and the Six Billion Dollar deal that was made with iran, in exchange for american prisoners. Do you have concerns about that exchange . And if there is any connection to the Six Billion Dollars, and this attack that hamas has executed on israel today . Simone, there is absolutely, 100 , no connection to that at all. I despise my republican colleagues would even bring that up or talk about that at a time such as this. To try to play politics, when israel has been so devastated. We should be working together in a bipartisan way to figure out how we will make sure that israel defends itself. Not a single dime has been dispersed, dispensed, to anyone. Not to iran, not to any humanitarian group. It has not been dispensed to anyone. You know that this kind of operation could not have been planned overnight. This is a plan that had to take place weeks or months ago. Long, even before the deal. Theres absolutely zero, zero opportunities of this dollar being utilized for anything. It has just been sitting in a transfer in qatar, as of now. Congressman, as we have this conversation, the House Of Representatives is without a speaker. Are you concerned that this conflict is going to that what is happening in the house is going to impact the ability to give proper funding support from the United States to israel . And also, according to the Palestinian Central Bureau of statistics, nearly 60 of residents in the gaza strip, they live in poverty. A third of gazans live in extreme poverty, to be exact. So there is the question of will you support increased funding for u. S. Humanitarian aid efforts in gaza . Im concerned about funding, period. In the United States, right. Now just before this, as we were talking about funding, continuing for the ukrainians. We dont know, with the maga republicans that are now having their civil war among themselves, who they are there speaker will, be or when that will take place. A lot of things are weighing, and until such things happen, we know that they are led by, its really not only the republican party, its the party of trump, who has been involved in this, and the speakership overthrow. In its entirety. So, i dont have a clue. I dont think anyone does, what the maga republicans will do, other than spill out rhetoric that is completely not true. Because the Israeli Military is going to turn all hamas hiding places into rubble. What else are you learning, and let me just say, that sounds quite dire . Yes, i think we are going for a all out war in gaza. I said here on the air, a few hours ago, that this is israels 9 11. I think a lot of people were watching us now, remember what happened after 9 11. What the United States did after 9 11, went after alqaeda. I think the same will happen now with israel and hamas. The Israeli Security cabinet is now convening. Its about to take, i think, quite a dramatic decision of very wide ranging mobilization of reservists. I think it will be Hundreds Of Thousands of troops. And i think that when netanyahu called, an hour ago, two civilians in gaza to leave, i think it was the first morning of what is about to come. And i think you can expect a broadening and widening of an Israeli Military operation with airstrikes, with a Ground Operation in gaza. And i think its going to be one of the biggest military conflicts in the region in a long time. Barak, how exactly would palestinians who are living on the gaza strip be able to leave notoriously the border between israel and the gaza strip was very, you know, one of the most militarized borders in the world. Obviously, since the attacks earlier today, things have changed. But how are people leaving . And where would they go . I think thats not a lot of have anywhere to go. I think many of them will stay. This is what is going to make this conflict even worse. I think that, again, i guess there will be seeing eye, most likely, refugees going to sinai, through the border, with egypt. Again, this is, i think we are going to see a very serious escalation. This is something that this invasion, by hamas into israel, as one of the deadliest attacks israel has ever seen in its history. The images, and im telling you because i watched the videos, those are videos that will never be on the air on any normal television station. Because they are terrible. Of just massacres. By hamas operatives in israel cities and villages. The death toll right now is something around 250 israelis who were killed. This will, i think, unfortunately, going to be much higher. Most of those who were killed are civilians. Hamas kidnapped Something Like several dozen israeli civilians to gaza. Among them, women and children, that were just taken from their homes in the villages near gaza. And were kidnapped into gaza. This is something that the Israeli Society has never seen. And the land, sea, and air attack launched from the gaza strip by the militant group, hamas. Hamas was started in the late teen 19 80s, and is one of two Major Political parties in the Palestinian Territories of the gaza strip in the west bank. Dozens of countries, including the United States, have designated hamas a terrorist group, because of its Armed Opposition to israel. Joining us once again is ravi agrawal, hes the editor and chief of the Foreign Policy magazine. So ravi, hamas governs more than 2 million palestinians in the gaza strip. But i think its important to note that this group should not be confused with the Palestinian Authority. Can you just lay out the differences between the two, and frankly, why those differences are critical in a moment like this . Sorry, they really are significant differences. Its worth pointing them out, as you say. The key thing, really, is fatah, which is part of the plo as you mentioned, is not a secular, it believes in negotiations. And if it recognizes israel, then hamas its not any of those things. Hamas it is islamist, hamas believes in armed resistance. And it doesnt even recognize israel. I think that is the basis through which to see what is happening today. This is a country this is a group that when it took over the gaza strip in 2006, it was essentially putting forward its ideology, the way of the gun, to the people of gaza. And essentially saying that if you want anything to come of negotiations, if you want the right to live freely, then you have to vote for us. You have to believe in us. Its been run by a hamas ever since then. But they dont even recognize israel. That is the key difference here. Where you have one territory, gaza, which is run by a group that is seen by many countries around the world, the european union, and the u. S. , as a terrorist group. And another, fatah, which runs the west bank. Which is seen as corrupt, which is seen as ineffective, and which is clearly failed to advance its agenda of negotiations. So, ravi the word unprecedented has been used to describe this attack. Ive used it many times just within the hour here. Is the hamas of today more powerful, or even more dangerous than it was in the past . I think in short, today proves that it has built a capability that has shocked people in israel. It has shocked, i think, the Intelligence Community the world over. The other phrase youve been using, over this hour, symone, is land, sea, and air. This was a coordinated attack. That is just stunning to take in how is authorities were able to miss all of the signals that have led to this moment. Israel has its much wanted iron dome that is supposed to protect the country from Rocket Attacks. It has upwards of a 90 success rate, they say. But that didnt work. Or the very least, so many rockets were fired that enough went through. But then you have the scenes of hamas militants coming in on gliders, even by air. And then coming in by ground. And holding up a large parts of territory that they are now in and occupying even, right, now this is all unprecedented. Its all stuff that i think israelis may have had nightmares about. But clearly, didnt feel was imminent in anyway, shape, or form. The ravi agrawal, like you so much for sticking around later and breaking this down for us. I appreciate your time. This mornings attack on israel was a surprise, the offensive is the most recent clash in a region with a very long and complicated history of conflict. Just two years ago, after a raid on the l roxham oscar, hamas and its spent 11 days exchanging rocket fire. Killing hundreds of civilians, israelis, and palestinians. Todays attack occurred almost 50 years today that the Yom Kippur War started when egypt and syria launched an ambush aiming to retake Israeli Occupied territories, igniting weeks of fighting. For more, i want to bring in msnbc contributor, ben rhodes, he served as a deputy National Security adviser during the obama administration. Ben, ive been watching you today, and earlier, you said that the buildup of violence between israelis and palestinians will created a tinderbox, if you will. What do you think was the Tipping Point for today . Well, simone, as you said, there are a lot of factors that could contribute to the timing here. First of all, the on the palestinian side, you have an incredibly weak palestinian government. I dont think the Palestinian People have any faith at all that the Palestinian Authority can deliver on basic services. But also on a piece. Thats not just because of the Palestinian Authority, thats because you also have the most farright government in israels history to. And youve had these tensions over the course of the last several months, where there have been increasing attacks by israeli settlers, in west bank, on palestinians. Then palestinian Militant Reprisal violence. What weve been living through is a moment when there is really any absense of hope for political bright i think hamas is trying to fill, showing that its the vanguard of resistance to israel. And doing it in a horrific way, of course, with these attacks on civilians. In a situation in the region where i think hamas also wants to potentially disrupt efforts to normalize relations between saudi arabia, and israel. Theres a lot going on here. You know, then, i have often said, as we often talk about for instance the war russias war that they are waging in ukraine, that warsaw ended in diplomatic rooms at negotiating tables. Right . But you have to be able to get to that table. What kind of conversations, just try to take us inside the white house. Youre not in the biden white house, but you are in the obama white house. What kind of conversations would the National Security advisers be having with the president right about now . What would you be doing, whom would you be talking to . There were two gaza wars in the obama years. What you would try to do is get to a ceasefire before the balance further escalated. Before more rockets are fired in israel, before there is potential israeli Ground Invasion of hamas, which will lead to truly horrific numbers of civilian casualties. The problem, symone, candidly, in this, case is i dont think there is a near term hope for that kind of ceasefire. Because this attack from hamas is so much bigger and so much more complex, and so much deadlier than anything that weve seen from gaza before. That is representing, i think, again, the absence of a broader political sentiment. Ceasefire cannot survive the underlying conflict. I think israel is going to engage in a pretty significant Ground Invasion of gaza. They have to try to get their people back who have been kidnapped. O get thei peopleagain, i think right, nowe administrations focus is going to be on providing immediate support for israel, and perhaps trying to replenish that Iron Dome System that theyre shortages there. Theyve got a Defense System that israel needs to defend itself against rockets. I think going forward, the United States is probably going to have to try to prevent further escalation. This could escalate with from lebanon, or israel and iran could be looking at potential conflict. So the administrations have to manage the regional diplomacy around this, while at the same time, i think at some point, taking steps to try to figure out how to stop the deadly fighting on the ground. But i think thats probably not in a near term scenario. Because israel is going to be going into gaza. Ben rhodes, thank you very much. We appreciate your time. Thanks simone.
