From virginia laid out. And achieved them in divided government which calls for some degree of give and take. So im very proud of this speaker. Very proud to stand behind him. Tomorrow morning, win or lose, im going to be pretty proud of the people i fought with and extraordinarily proud of the person i fought for. The Speaker Of The House, Kevin Mccarthy. With that, i reserve the balance of my time. Gentleman from florida. Mr. Speaker, my friend from oklahoma says my colleagues and i who dont support Kevin Mccarthy would plunge the house and the country into chaos. Chaos is Speaker Mccarthy. Chaos is somebody who we cannot trust with their word. The one thing that the white house, House Democrats, and many of us on the conservative side of the Republican Caucus would argue the thing we have in common, Kevin Mccarthy said something to one of us at one point or another that he didnt mean and didnt intend to live up to. I dont Think Voting Against Mccarthy is chaos. I think 33 trillion in debt is chaos. I think that facing a 2. 2 trillion annual deficit is chaos. I think not passing single Subject Spending Bills is chaos. I think the fact we have been governed in this country since the Mid 90s And Omnibus Is Kay Yot and the way to liberate ourselves from that is a series of reforms from this body that would outlast his time here, my time here and either of our majorities. Reforms that i have heard some of the most conservatives of this body fight for and some of the reforms that weve been battling for that ive even heard those in the democrat caucus say would be worthy and helpful to the house like open amendments. Like understanding what the budget is. We have been out of compliance with the budget laws for most of my life. By the way, if we did those things, if we had single subject bills, open amendments, trust and honesty and understanding, there would be times when my conservative colleagues and i would lose, win, times we would form partnerships that might not otherwise be really predictable but the American People would see us legislating. The last few days, weve suspending the momentum we established earlier, where we were bringing bills to the floor. Voting on them. Staying late at night, working hard. Thats what the American People expect. Its something the speaker hasnt delivered and thats why i move to vacate the chair. Gentleman from oklahoma. Mr. Cole. Thank you very much, mr. Speaker. Yield two minutes for my good friend from minnesota. Mr. Emmer is recognized for two minutes. Thank you. Kevin mccarthy has earned this. Under his leadership, our House Republican majority has actually defied all odds and overperformed expectations again and again and again. It all started with the speakers race when our speaker, Kevin Mccarthy, showed the American People how he would never give up. Carried over to a rules package. And since then, Speaker Mccarthys republican majority has been successful in bringing common sense back to our nations capitol by Passing Legislation to affirm a parents right to be involved in their childs education. Bolster American Energy production. Fully fund veterans care and benefits. Fight back against the regulatory state and continue delivering on our promise to reign in democrats reckless spending by passing fiscally responsible Appropriations Bills. Weve also achieved wins like passing the strongest Border Security in history. The first ndaa in history and republican only state and foreign operations appropriations bill. So Many Americans are better off because of mccarthys leadership. American families job creators, entrepreneurs, Service Members, Law Enforcement officers and the list goes on and on. These are just a few of our House Republican majority successes but make no mistake, we need Kevin Mccarthy to remain speaker if were going to stay focused on our mission of delivering common sense wins for the American People. Weve shown americans what Success Looks like when we come together as a team. Now its time for us to stand together stronger than ever so we can get back to the work our majority was elected to do. Im proud to support the speaker as we continue championing conservative priorities that will put our country on a better path. Thank you, Speaker Mccarthy. I yield back. Gentleman from florida. The opening line of my colleagues speech was that Speaker Mccarthy always overperforms expectations but after tweeting bring it and after engaging in Profane Laced Tirades at house conference, he just lost a motion to table so i wouldnt necessarily consider that overperforming expectations. Time and again, ive heard my colleagues say he deserves it because he went through a tough Speaker Contest. He prevailed in that Speaker Contest because he made an agreement to fulfill certain commitments to make this an open and honest process and he has failed to meet those commitments and thats why we are here. I reserve. Gentleman from oklahoma. Mr. Cole. I yield three minutes to my very good friend, mr. Jordan of ohio. Gentleman from ohio is recognized for three minutes. On january 3rd, we said the congress is about three things. Pass the bills that need passed, do the Oversight Work that needs to be done and stop the omnibus that comes from the United States senate right before the holidays. Mccarthy has been rock solid on all three. We have passed the bills we told the American People we would pass. 87,000 irs agents. That bill passed. Parents bill of rights. That passed. Energy legislation passed. Border security, Immigration Enforcement legislation, the strongest bill ever to pass the Congress Passed earlier this year. We have done what we told them we were going to do. We cant help it the senate wont take up those good common sense bills. Theyll have to answer to the American People come election day. Oversight. We have done the oversight were supposed to do. Because of our oversight, we know parents were targeted by the department of justice. We know that 51 former intel officials misled the country weeks before the most important election we have and because of our oversight, the Disinformation Governance Board at the department of Homeland Security is gone. Because of our oversight, the memo attacking prolife catholics have been rescinded. Unannounced visits to americans home by the irs has stopped. That happened under Speaker Mccarthy. And on the third one, on this side of the youre listening to jim jordan argue on behalf of Speaker Mccarthy. Right now, they are debating before they go into a vote to decide on whether or not to get rid of the speaker. This was a motion to vacate that was called by matt gaetz. So this is going to happen this afternoon at some point. Were going to see whether he has 214 votes to keep him there. Lets bring in jim clyburn. There was a lot of talk and you and i had this conversation about whether democrats would come to his aid as they did in passing the continuing resolution. Now weve learned democrats dont plan on it. Can you tell us why you would not vote to keep the speaker. I understand hes not a member of your party, but it keeps the house from freezing in place. Thank you very much for having me. I think that the American People watched the day after he voted that bill to keep the government running, the next morning, Speaker Mccarthy went on all the National Media blaming the democrats for everything that he could think of. For the majority of the people who voted for his legislature and it was his bill, were democrats. We were in the majority. He is blaming us for bringing us to the brink of disaster. He knows who brought us to the brink of disaster. The American Public knows who brought us to the brink. And so a lot of democrats got very, very upset over that and he continues. This morning, he says im not going to deal with the democrats. Im only going to deal with my own caucus. He called it the conference. Well, if thats what hes going to do, then i think we decided to let him deal with his conference. Youre not going to deal with us, why would you want us to vote to keep you in office . Hes just telling us exactly what we can expect of him and so i think thats what democrats are concerned about. So ten republicans voted not to table the motion. Which meant that it was not tabled this vote is going to proceed. Were not clear if those ten republicans are going to vote to oust mccarthy. Right now, there are six on the record saying they will do so. Potentially a seventh with ken buck whos said mccarthy hasnt kept his promises but did not indicate which way he would be voting if this comes to a vote. If its not mccarthy, who do you expect its going to be . Oh, i dont know. I dont know who will be coming forward. The fact of the matter is democrats are looking to do things in a bipartisan way. We tried to do that with every piece of legislation we put up and got bipartisan votes for our infrastructure bill. Bipartisan votes for the chips and science act. Bipartisan vote for the Safer Communities act and i think we got it if my memory serves, a bipartisan vote for the inflation reduction act. Not sure about that one. And the pack act for veterans. We have tried very hard to put up legislation and to support legislation that will allow the bipartisanship. You heard the speaker all he said is republican only this, republican only that. And he has been one of the names ive heard to succeed mccarthy. He seemed to be preferred things be done in a republican only way. There are more than republicans in this country. There are democrats. Independents. Congressman, thank you very much for joining us and indicating that it was a big part of the decision behind democrats to say no to mccarthy was just the way he acted over the weekend, blaming democrats for not coming to the table even though most voted for that continuing resolution as you just indicated more than republicans. Were going to go back into this debate. This is andy biggs on the floor. Two trillion plus structural deficit like we had in 2023. You know what that leads you to . A 30 trillion national debt. Which is where we sit today. Leads you to somewhere north of 700 billion in interest payments. You know why that happened . Because this body is entrenched In A Suboptimal Path and refuses to leave it. Refuses to leave that path. You cannot change if youre unwilling to change. We had every opportunity to change. We were promised change. We were promised we were going to go ahead and get those 12 bills done and if we did, do you know why you do 12 bills . Because it allows you to reduce spending, get rid of wasteful, due politictive programs. It allows you to set an agenda to restore fiscal sanity. We chose to not do it again. We were promised wed do it. Thats why at the end, some people said well vote present. Well go ahead. Were going to put our trust in mr. Mccarthy to become the speaker. That didnt happen. I suspected that would be the case. That was my struggle. That was my struggle last november and december. I iterated it to this body. Our conference, anyway. When we got to the debt ceiling, again, that seemed to spring upon everybody like a surprise. When that happened, i was in there for some of those negotiations and was astonished how that 1. 5 trillion number was negotiated. Unbelievable. I would tell you this. To his credit, the speaker told us one thing that i believe to be true. He said thats basically in a poker game, he can sit down at the table. I told my colleagues he supported that 1. 5 trillion in eight months that youre willing to raise the debt ceiling, thats the opening marker. And indeed, it was. And now projections are many trillion dollars above that. Yes. I think its time to make a change. Im not the only one. And thats somber. Thus it is somber. But what have we failed to accomplish . Why didnt we get this stuff done . When were campaigning, were talking about an extension of the debt ceiling to january of 2025. Were talking about additional ukraine funding. Maybe thats good in your districts. Maybe its not. But that moneys not off set. Were not paying for it. We havent designated how were going to pay for that. The same with the disaster package. The irs remains 80 increased. And i would tell you, i could go down the list but ill just tell you why this happens. When you dont do your 12 budget bills and you rely ally on a cr, ill get to the calendar in a second. What happens is you cannot leverage this administration to actually enforce the border laws that you need to have enforced. This is a lawless biden regime. They will not enforce border laws. And we could pass them till were blue in the face but until you leverage the budget and the spending, you will not see enforcement by this administration. So take a look at the calendar we were just provided last week. Were supposed to finish, supposed to finish by november 3rd our 12 bills. By november 17th, thats when were supposed to see that the Conference Committees have come together, both sides, and we resolve this. I dont believe thats going to happen. It wasnt going to happen before. You were betting on the come again. At some point, id urge you to stop betting on the come and bet on the reality. Thats why i cant support the speaker any longer. Members are advised to direct your comments to the chair. Please. Gentleman from oklahoma. Thank you, mr. Speaker. I yield two minutes to my very good friend from arkansas. Recognized for two minutes. Selah. This unique word scattered throughout the psalms urges the reader to take a deep breath. To emphasize the significance of a statement. For example, king david wrote blessed be the lord who daily bears our burden, the god who is our salvation. Selah. That is a profound statement with huge implications. It deserves more than a cursory consideration. Within the next hour, this house will vote to vacate the speakers chair. A profound action with huge implications. It was last tried in 1910. 100 years later, were in the Office Building and uncle canons statue sits outside this chamber. No living human has taken the vote woor about to take. It deserves we pause, reflect, consider deeply the ramification of our actions. To my fellow republicans who would consider voting yes to removing our republican speaker, please pause and ask yourself two questions. Will your yes vote make america stronger . Will your yes vote strengthen conservative policies . If you believe yes is the right vote, please stand before this body and the American People and articulate your plan. Not your grievances or wishes. Your plan. Convince the vast majority of the Republican Congress that disagrees to follow you. If you cannot do that, which you have failed to do so far, then voting yes is at the at least a disruptive overreaction. In reality, its selfish. Bad for conservative policies. And bad for america. Thats why i strongly support Speaker Mccarthy and why without hesitation or reservation, i will vote no on this disastrous resolution. I yield back. Gentleman from florida. Theres nothing selfish about wanting a Speaker Of The House who tells the truth. I reserve. Gentleman reserves his time. Gentleman from oklahoma, mr. Cole. Mr. Speaker, i yield two minutes to my very good friend from kentucky. Gentleman from kentucky is recognized for two minutes. As the only still serving coauthor and cosponsor of a motion to vacate Speaker Boehner, i can tell you this motion to vacate is a terrible idea. As the only member whos serving here who took every chance to vote against Speaker Boehner and speaker ryan, i can tell you this chamber has been run better, more conservatively and more transparently under mr. Mccarthy than any other speaker that i have served under. As a member of the Rules Committee, what, one of three, one of three conservatives who were placed there out of trust, the speaker gave us A Blocking Position by putting three of us on there to keep an eye on the Rules Committee to make sure the process was fair and even. I can tell you its been fair and even. None of us are voting against the speaker today. Regular order is at odds with predetermined outcomes. Yet the speaker is being accused of not holding to regular order and predetermined outcomes at the same time. It is not possible. You cannot be for both at the same time. I was a party to the january agreement and i can tell you that there were promises in there but there was never a promise for an outcome. There was never a promise that you could force joe biden to sign something. There was only the promise that we would try and try we have. We have tried in the Rules Committee. We have tried on the floor. We have been trying since this summer and theres enough blame to go around for why we dont have 12 bills but part of it was a relitigation of the debt limit bill. By the way, there was no promise on the debt limit deal. In conditions on that in january. Zero what so every. I was in the room for that. So the 12 bills were delayed over what, 100 billion. Thats a lot of money but its not to the 2 trillion that i came here to object to when Speaker Pelosi and President Trump pushed that bill through. Weve had over 500 amendments. Listen, this is a referendum on this institution. We have tried regular order. Speaker mccarthy has tried regular order. If regular order fails today, if you vacate the speaker, nobody is going to try to gentlemans time has expired this institution will fail. Please do not vacate the speaker. Gentleman from florida reserves his time. Mr. Cole. Thank you very much. I yield two minutes two my good friend from california. Recognized for two minutes. Mr. Speaker, if there was ever a time for sobriety, wisdom, and caution in this house, it is right now. If this motion carries, the house will be paralyze. We can expect week after week of fruitless ballots while no other business can be conducted. The democrats will revel in republican dysfunction and the public will rightly be repulsed. It will end when the democrats are able to enlist to run caucus of republicans to join a coalition to end the impasse. This house will shift dramatically to the left and will effectively end Republican House majority the voters elected in 2022 and will neutralize the only counterweight in our government to the woke left control of the senate in the white house at a time when their policies are destroying our economy and opened our borders to invasion. There are turning points in history whose significance is only realized by the events they unleash. This is one of those times. We are at the precipice. There are only minutes left to come to our senses and realize the grave danger our country is in at this moment. Dear god, grant us the wisdom to see it and to save our country from it. Gentleman from florida. Mr. Speaker, there is nothing sober, wise, our cautious about the path were on. Were on a path to financial ruin if this house does not take a different posture, procedure and yields toward different outcomes and a better future. Gentleman from oklahoma. Mr. Cole. Thank you very much. I yield one and a half minutes to my good friend from florida. Mr. Jimenez. One and a half minutes. Recognized for one and onehalf minutes. I stand before my colleagues and the nation as a proud representative of florida. I truly am beyond blessed to represent the paradise that is Miamidade County and the florida keys and im proud to stand with a leader who has demonstrated an unwaivering commitment to our country and to the principles that define us as americans, Kevin Mccarthy. Today is historic for a lot of reasons. This is the first time in over 100 years this has been attempted. But its also because were part of a congress with tight majorities for the republics in the house and democrats in the senate and we have a democratic white house. We are going to interrupt this debate on whether to oust Kevin Mccarthy because we have Breaking News out of the new york city. Theres been Breaking News in the case of donald trump. The fraud case. And this is judge Arthur Aungron who donald trump has been going after outside of the courtroom, has now put a gag order on all parties in the case. A specific gag order regarding posting or publicly speaking about any member of his staff. This follows a truth social post from donald trump earlier today naming the judges clerk and claiming she was, she shouldnt be in that position because she was friendly with chuck schumer. There was a picture of the two of them together. Joining us now is Vaughn Hillyard whos outside the courthouse and andrew weissman. Vaughn, i very briefly touched on what happened. Please do explain what led to this gag order. Right, i just ran out of the courtroom where this trial is beginning again this afternoon and that bring principle law clerk the judge continued to sit next to him about 3 feet away, about ten feet from donald trump who remains in the courtroom. This began around the 11 00 a. M. Hour during one of the breaks when donald trump posted on his socalled truth social media account a photo of this law clerk with chuck schumer. And suggested this she was Chuck Schumers girlfriend. There is nothing to suggest, lets be clear, that the law clerk is a girlfriend of chuck schumer. This was an image taken from her Instagram Account. Schumer is the senator of new york and theres nothing that disqualifies getting a picture. During the course of the lunch hour, donald trump and his attorneys entered the courtroom about six times. Coming in and out of their holding room. There was a period of time in which the press was not allowed in and what we know ultimately that came of all this was in the 1 00 hour, donald trump removed that post from his social media account and then upon the reconvening of this courtroom, the judge made it very clear saying in part, i want to read you. Quote, consider this a gag order on all parties with respect to posting or publicly speaking about any member of my staff. Of course, donald trump has attacked the judge in this case head on but it turned to the next level and him imposing this Gag Order On Trump and parties involved in this case when it cams to directly attacking the law clerk. The proceedings continue and that law clerk continues to sit by the junls side and donald trump continues to stare both down as the first witness continues to testify. This was a picture she posted on a Instagram Account she maintained in connection with the campaign for a civil court judgeship. The judge said that any violations of this order would lead to swift meaningful sanctions. What could those be . One of the things thats being reported and vaughn can confirm this is that the judge is the one who ordered donald trump to remove the post, to take it down. Its important for context to understand that there is a pending motion in d. C. In the federal case with respect to limiting Donald Trumps actions and words given that he has made various comments about prosecutors, witnesses, judges, and their families. Obviously he has obviously spoken about mark milley has people have widely noted. He has also recently yesterday talked about stopping, people have to stop the Attorney General of new york. So his words have really escalated and that is the context in which this judge took action. What can lead to further sanctions . The sanctions can include fines. They can include further restrictions on his speech and his conduct. Understanding that he is a defendant in four criminal cases in addition to a defendant in the civil case and obviously if he were to violate a direct judges order, that can be something that you can actually go to jail for that. For civil contempt. So there are a wide range of things that could happen. In addition as weve seen that Barrel Howell has imposed with respect to rudy giuliani, there can be civil remedies. In the most draconian thing the civil judge could do is aim going to draw an adverse inference against you in this civil case if you continue this kind of conduct. So there are a range of remedies. It is not unusual to have incremental punishment for these infractions. What is unusual is that it is coming from someone who used to be the 45th president. He has been attacking everybody involved in all of his cases hes gone up against. Interestingly, no attacks against the judge in the florida documents case. This is the first time a judge though has put a gag order and specifically this is a gag order on all parties with respect to posting or publicly speaking about any member of his staff. Lisa ruben reports inside the courthouse, the judge was very angry about this post. We are going to go back into the debate on the floor of the house. Day one is to start making those kind of changes to this institution. Opening up the process. Allowing members to be more engaged. Having amendments come to the floor. Single subject bills. Doing Appropriations Bills. Yes, making that happen over night is not something that happens automatically but its starting to happen and we are seeing the fruits of it. Last week, we had four different Appropriations Bills on this house floor. Four different ones. Now, those bills took weeks and weeks to finally get to the floor. Going through an open committee process. Hundreds of amendments. Each one of them where republicans, democrats, could bring their ideas and we debated those bills on the floor. Some until after midnight. Where members could actually participate in the process. Right now, we need to resolve our differences inside this House Chamber before we fight for those problems. But every day, families are struggling with real problems were going to have to get back to solving and those problems are real for them. Its inflation. The economy. Thest high energy costs. It doesnt just affect the border states. Its affecting every state. Everybody knows it. Its the only body thats started to take action. With hr 2 and with the border bill last week and with over the action we took last week, over 70 of Government Funding passed out of the house. How everybody voted. Republican or democrat, this house passed funding for over 70 on the federal governments operation and its sitting in the senate where they passed zero. And were going to beat up each other and talk about our internal processes and we need to get our internal processes working better. Everybody in this town needs to be engaged in these problems but if we dont start here and focus these next 45 days because thats what weve got in front of us, weve got two bills this week. Two more Appropriations Bills next week. And if were going to be confronting those, weve got to stay focused on our mission. What the other side does, lets continue to put pressure on them but we need to put pressure on ourselves to do our job and Speaker Mccarthy has been leading at the top of the level to make sure we have the tools to do our jobs in a different way that the house has done it before. This house is going to have to continue to make those changes. But the American People sent us here to confront those problems. Were finally starting to. This isnt the time to slow that process down. We need to keep down our work and fighting for those families who are struggling but so kuz the senate and white house as well. Lets keep doing this work that we were sent here to do. I yield back. Gentleman from florida is recognized with seven and three quarter minutes remaining, mr. Cole commands 12 and onehalf minutes remaining in this debate. Gentleman from florida. I agree with everything with everything the Majority Leader said in those remarks except one thing. It is astonishing to hear any colleague give Speaker Mccarthy credit to moving on to single subject Appropriations Bills. That was never the plan from the speaker. The week before we moved on to those single subject Appropriations Bills, the plan was another cr. He pitched the cr. They tried to get us to vote for a cr and only when a brave few said we are done governing by continuing resolution, we are here to eulogize the era of continuing resolution, we will not do it. The bills can go, spending may rise and fall, but the notion were going lump in the Department Of Education and labor with our military and our troops and Border Patrol is fundamentally unserious and i would suggest chaotic. It was only because we forced that had to happen and if we continue with Speaker Mccarthy, the Appropriations Process will go back to just a side show. Just a puppet show. Just something to keep the hamsters on the wheel as they continue to back people up against a calendar, centralize power with the lobbyists and Special Interest that move all kind of money through the leadership and thats how they get their way and thats why the American People have been getting screwed decade after decade and im not going to tolerate it anymore without a fight. I reserve. Gentleman from oklahoma, mr. Cole. Thank you very much. I yield two minutes to my good friend. Mr. Garcia is recognized for two minutes. I want to recalibrate. Lets look at what else is happening across america. Today about 300 americans will die from fentanyl poisoning. Today, about 11,000 people will illegally penetrate our borders. Todays debt is approaching 34 trillion. Todays Mortgage Rates just hit a 25year high. Now approaching 8 . Our Energy Prices are again at Back Break Highs with gas approaching 8 a gallon in my district. Today, china and the ccp grow stronger with an intent to go to war by 2027. And our military is experiencing record low retention and record low recruitment. This is the reality of today for 335 million americans under president biden. Its a dark and scary reality. This republican majority here today in the house is the only fire wall against the damaging far left policies of the biden administration. The single Subject Appropriation Bills that we were supposed to be voting on this week will literally fight to reverse the darkness of these realities and fight inflation, cut spending, secure our border while enhancing our nations security and investing in our soldiers at a meaningful level. But today, this body filled with people in fancy suits led by a few republicans Running With Scissors and supported by democrats who have personal issues with the speaker have uncertain intentions and even more uncertain goals and theyve decided to make today about drama. Not about helping but about drama. We need to be the no drama option for america. This party, this majority. And i fear this selfinflicted drama of today jeopardizes our majority and by definition, removes the last layer of defense protecting america from this biden administration. Lets dispense with the drama. Do our jobs. And move on with defending this beautiful country. I yield back. Gentlemen from florida. Im here to solve problems, too, but we have decade after decade showing us you dont solve problems with continuing resolutions and omnibus bills. That creates more problems, more debt, more inflation, more pain for American Families so the way to solve problems is to break the fever dream of governing by omnibus bill and return to the single bills if my resolution passes to vacate mccarthy. Gentleman from oklahoma. Mr. Cole. Thank you very much. I yield two minutes to my good friend. Gentleman from north korea nrk, mr. Mchenry. Recognized for two minutes. Thank you mr. Speaker. Every step of the way, hes been doubted. After the first speaker vote, he was mocked. After 15, they called him speaker. Even then, it was the media and the left that mocked him. With the narrowest republican majority. We brought the president to the table when he said for 100 days, do not negotiate on the debt ceiling. We have a bit of news from our nbc news capitol hill correspondent about the democrats. There was talk about whether democrats would vote present, whether they would vote maybe in favor of Kevin Mccarthy to help him keep his speakership. There was also talk about whether he did in the outreach. Some said they had no outreach from mccarthy. You have reporting that suggests some of them got a phone call. Tell me. Its that mccarthy is not making this outreach nor is it his staff. Instead, the reporting i have with our colleagues Garrett Haake and ryan nobles is that some House Democrats have been getting outreach from mccarthy allies. Some republican members begging them in the words of one source to help save the peeker. Another source said that this was more of a temperature taking but it is the first reporting we can make around what republicans are doing to try to change the math not within their own party, but within the democratic party. Its also still our understanding that democrats are steadfast in their resolve to stay unified. We have heard that from them all day after a lengthy caucus meeting they had behind closed doors this morning. Moderates to progressives alike saying that theres no upside to saving mccarthy because this is a body that is controlled by the majority and the majority is republicans. Meaning this is a Republican Party to be solved. Im talking to republicans sitting on the house floor, one using seething. This is just palpable frustration with republican members aimed at this small handful of people who are able to do exactly what they are doing. Which is cause chaos, push this motion to vacate and even though it doesnt seem right in some of the words of these members that mccarthy can have about 95 of the support of his conference and still be in this position, this is the deal he made to get this job in the first place. The idea that one person could trigger a motion to vacate is the rule right now. But even if it werent, even if the threshold were higher more similar to what it was when pelosi was speaker, there are still more than five republican members who are on this mission to vacate. Its not just one anymore. Its now closer to seven and well see if that number actually changes or climbs when they get on to the actual vote. But again, some democrats receiving outreach from republicans saying please, Help Mccarthy keep his job here. Not him making those calls. This is what happens when you make your bed. Youve got to lay in it. Joining us now is former chair of the House Democratic caucus, former congressman, joseph crowley. And former adviser to john boehner and paul ryan, brendan buck who has been spot on with every prediction hes made about whats been going on or is going to happen in the house when it comes to the republicans. Im going to start with you on that. Speaker mccarthy. Is this a fore gone conclusion . Is he out . You know, well have to see what that outreach looks like. Its not surprising but at this moment, yeah, republicans are staring into the abis here. It feels like after seeing the motion to table vote fail, theyve got to do something. On the current course, hes done. I do think this is a clarifying moment perhaps for some of those democrats, those moderate democrats with matt gaetz standing there, a vital person. This is the person they would potentially be help ng this process. I dont know if him standing there is helping his cause thus far democrats have been resisting any arguments for the institution and arguments of next person may be worse. And maybe that will hold. At this point, im not expecting democrats to save mccarthy, but its not surprising that at least theyre going to try to make some time of call rather than just walk into this historic moment. It would be the first time anyones been removed. We just heard on the floor one congressman saying those in his caucus are Running With Scissors. That its all about drama for those who want to oust Speaker Mccarthy. Congressman, thank you for being with us. Lets talk about that outreach and what if anything there could be on the table for democrats to make it palatable for them to Help Mccarthy . Look, desperate times call for Desperate Measures i guess you can say. I think for the most part, what ive been hearing from my former colleagues is that theyre pretty steadfast in terms of not lending a hand at this point in time. And really what will they have to show for that. They saw mccarthy in 2006. Say one day, the next, defend the president and what has given done to aside from passing a bill to extend government, what has he done to try to entice democrats to support him. I dont see that happening at this point. I can think of a couple of folks that might be getting those phone calls but really i just dont see what entices them to go on board with this. What about the argument that having the house function is better than not. That at least Speaker Mccarthy and Leader Jeffries have a rapport. At least they speak to each other. At least theres the possibility of getting something done. The next person might be worse. Thats one of the arguments or they might end up frozen in place because theres no real person to succeed mccarthy. And we could just be in a situation where theres no leader, no Speaker Of The House and therefore, the house is frozen and by the way, we are 40 something days from a government shutdown. Its the old no argument. I get that, too. I do see the political opportunity here to show just how dysfunctional the republican conference is. I know its early october and its 80 degrees here in washington. But it feels more like january of earlier this year when we went to those 12 votes so its back to ground zero. Theyll have to come a consensus if mccarthy is not successful. So theres about seven minutes left of debate before they go to a vote. One more question for you, brendan. Is there any scenario where at the end of this, the Speaker Of The House is jeffries . Oh, no. I dont think so. Theres a lot of talk about putting speaker, republicans, democrats together. I dont know how you can look at this and say this House Of Representatives is ready for any type of unity. Republicans can maneuver themselves in a way to find themselves a new speaker and if mccarthy resigns or is removed, there will be a speaker pro tem. Somebody who is a custodian of that until they elect the speaker. Reporting ive seen on that is that that person has no authority. Basically, theyre just in there to run the speaker. They dont have the authority to do anything. We have speaker pro tems all the time who assign a temporary speaker. You can carry on business. I would expect republicans wouldnt be able to name a new speaker quickly. I think they would want to have some type of leadership race. Were in uncharted territory. This has never happened. It wouldnt be without the speaker and wouldnt necessarily lead to anybody rushing to have a unity speaker. I think this is going to be the same type of process we went through in january for republicans trying to figure out who among them can get 218 votes. Well, it is certainly a mess. I think theres no other way to describe it other than a mess right now. Brendan, justin, thank you very much. Jeffries will be speaker in 2025. Well see. I mean, lets cease what this does to voters. And who they think can get things done. Because it is about getting things done. Passing legislation. Keeping the government open. Funding the pentagon, et cetera. Were going to go back into the house floor. This is congressman he has been a strong supporter of Kevin Mccarthy and has done negotiations for him in the part. Lets listen. Again,py friends here oppose. We strengthen Work Requirems for welfare to get people back into the work force again, my friends, over here, oppose. I keep wondering what is going on . Are we redefining what conservative is . What going on in this country and body and where you ship roy and jim jordan Say Something is conservative and these folks say it is not and theyre right. And All Of A Sudden my phone keeps sending tex messages. Text messages saying, hey gave me money. Look at that. Oh, look give me money. Filed a motion to vacate. Using official actions, official actions to raise money. It is disgusting. It is what is disgusting about washington. Mr. Speaker, weve watched as these folks right here that have brought up this motion to vacate, that refuse to pay our military Service Members. Refuse to pay them. I want to quote my senator from louisiana, john kennedy, if we dont pay our Service Members an theyre not there to protect us, next time someo someone invades the gentleman is recognized for an additional 30 seconds. Ive heard people talk about bad faith here. Ive heard them make reference to this january agreement. My friends from arizona, virginia and florida. Let me be crystal clear. Not a single one of them were in the room. You know what, you know what, the speaker didnt didnt meet the targets of that jarn agreement. He exceeded them. The greatest savings in american history. The greatest savings in american history. [ applause ] mr. Speaker, this isnt about fundraising. This is about our country. It is about our children and our grandchildren. We need to stand behind this greatest speaker in modern history that has delivered best conservative wins for this country. I yield back. [ applause ] the gentleman from florida. My colleagues said weve passed the strongest border bills in history. Well guess what, look at the border right now. We didnt use sufficient leverage in the debt limit or anything else to get results on the border, the border is a disaster, really something i dont think youre going to be campaigning on that you fixed the border. Second, you said you streamlined regulations, what the gentleman from louisiana doesnt tell you is that all of the Regulatory Reform he was just dragging about, is waivable by the stroke of a pen of someone in the biden white house. Do you think youve got anything for that. It is a total joke. And then finally the welfare to work. The gentleman from louisiana said we got. The Welfare Programs that they said that they streamlined with their welfare to work, theyre going to grow. Because while they did work requirements, they blew out those programs. Im glad you didnt put on medicaid. I take no lecture on asking patriotic americans to weigh if and contribute to this fight from those who would grovel and bend knee for the lobbyist and Special Interests, who own our leadership, who have oh, boo all you want. Who have hollowed out this town and bore he owed against the future of our future generations. Ill be happy to fund my political operation through the work of hard working americans, ten and 20 and 30 at a time and you all keep showing up at the Lobbyist Fundraisers and see how that goes for you. I reserve. Once again, the chair would admonish those speaking from the floor to direct their comments to the chair. Gentleman from oklahoma. Mr. Speaker, i would inquire as to how much time remains for each side . From oklahoma, controls three minutes. The gentleman from florida has three minutes as well. I advise the gentleman from florida, im prepared to close if he is. Mr. Speaker, i yield the balance of my time to my great friend from north dakota, mr. Armstrong. Gentleman from north dakota, mr. Armstrong is recognized with the remaining three minutes. Thank you, mr. Speaker. Lets be clear why were here. Because the Incentive Structure in this town is completely broken. We no longer Value Loyalty and integrity and confidence or collaboration. Instead, we have descended it a place where clicks, tv hits and the never ending quest for the most mediocre tate of celebrity drives decision and encourages juvenile behavior that is so far beneath this esteemed body. Kevin mccarthy has done more in nine months than any speaker in decades. Weve done regular order and had open amendments and every Single Member of this chamber has right, the ability and the opportunity to be heard on the floor. It is been messy. Its been raucous, and at time chaotic. And god bless every minute of it. Because democrat is supposed to be hard. And because the alternative is a Closed Door Process where 2,000 page bills come out of the Speakers Office at midnight and are forced to the floor the next morning. Ken mccarthy has broken that cycle. That alone is fluff for him to remain our speaker. But that doesnt deliver his opponents what they crave the most. Attention. We shouldnt stand for it. I wont stand for it. I will stand here with our speaker, with our leader, that the overwhelming majority of our conference supports and you need to look no further than where the opponents are sitting today in this chamber. Theyre not over here. Theyre over there. [ applause ] so were going to face these challenges together. And i say bring whatever comes next because we believe in the job you have done, mr. Speaker. We believe in your vision and most importantly, we are proud to call Kevin Mccarthy our friend and our Speaker Of The House. And with that, i yield back. [ applause ] gentleman yields back his time. Gentleman from florida is recognized with three minutes remaining. To be clear, i trued to get three podiums on the republican side and you wouldnt let me have them. But ill make this argument at any desk in this building, from the well, from the chair, ill make it on every Street Corner in this country that washington must change. We have to break the cycle. We have to break the fever. And i would hope truly that the reforms that we are fighting for are reforms that would last and be embraced and that would democracy power in this institution beyond the privileges few who back us up against Shutdown Politics and christmas and deadlines in order to achieve their objectives. Mr. Speaker, high inflation is on the verge of bankrupting American Families. Our economy is breaking in half. A typical American Family cant afford to buy a house in 99 of u. S. Counties. Inflation is stealing more than 700 a month from working americans, nearly 9,000 a year. Kevin mccarthy is the Speaker Of The House of representatives and hes failed to take a stand where it matters. So if he wouldnt, i will. I make no apologies for defending right of every hardworking american to afford a decent life for themselves and their families and we have a greater opportunity to do that and to build coalitions under new leadershipm we have to rip off the band aid. We have to get back on a better course. Ant i dont foe how this vote is going to go. This floor is pretty predetermined and this one im not so sure. But im sure weve made the right argument. That this place deserves single Subject Spending Bills and we should have 72 hours to read a bill. That something that spends more than 100 million shouldnt be put on the suspension. Okay. Matt gaetz is closing his argument right now to vacate the speakership to oust Kevin Mccarthy from his chair and to take away the gavel from him. Kevin mccarthy needs 214 votes to survive. It is not clear he has this votes. Six republicans have said that they will not vote to keep him in power. They will vote against him. That number could be higher. Were watching Ken Buck Of Colorado who tweeted on social media that he did not think Kevin Mccarthy had kept his promises to the American Public or to congress. He did not say how he would vote. So werech whatting him. And there are a couple of others that were watching as well. Republicans would voted to lift this debate and let this vote proceed. They voted to not table the motion. Were also keeping an eye on a handful of democrats, well see how they go, although all indications are that the democrats will vote together against Kevin Mccarthy. The vote will start in just a second. The nays have been requested according to the house so were going to watch this vote. This could very well be the last moments of Kevin Mccarthys career as Speaker Of The House. That is going to do it nor for me today. Deadline white house starts right now. Hi there, everyone. It is now 4 00 in new york. We are still watching this vote to remove speaker
