And what will the long awaited Special Grand Jury report reveal, a very big week, coming up. And just what the doctor ordered, the Biden Administration moves to lower Prescription Drug costs for millions of older americans. Big pharma is promising a big fight. Domestic Policy Adviser to President Biden joins me live to discuss. All of that and more is coming up. And a good Sunday Morning to you all. I am katie phang. We begin with a look at the week ahead on capitol hill. The senate is back in session on tuesday and Majority LeaderChuck Schumer is making his First Priority crystal clear, funding the government. In a letter to his colleagues, he says that the country, quote, cannot afford the brinkmanship or hostage taking we saw from House Republicans earlier this year. But that could prove to be difficult, with some republicans of the house already tightening or threatening with a shutdown, while also pushing for an Impeachment Inquiry into President Biden. And once again, Congress Needs to work fast. The government could run out of money in just a matter of weeks. Nbc news capitol hill correspondent Julie Tsirkin joins me now live. Julie, good morning. The senate back in session tuesday. House is returning september 12th. So what will Majority LeaderChuck Schumer and House SpeakerKevin Mccarthy leave facing when they return, especially since some in the gop are already calling, again, for a biden impeachment . Good morning, katie. We now have House SpeakerKevin Mccarthy heating to some of those calls, right . You open the door to an Impeachment Inquiry at least of President Bidens, especially as it comes to his party, being on different pages when it comes to funding the government, essentially. So we could see this Impeachment Inquiry move into a vote on the house floor in september. And thats because mccarthy is hoping to release some of that Pressure Valve that is building because some of the hard right members of his party to want to see an Impeachment Inquiry go through. He might have to do both at the same time, fund the government and pursue an Impeachment Inquiry. That will be quite a split screen to watch. On the other side of the chamber, we heard from the Majority Leader, Chuck Schumer, as he addressed democratic colleagues, telling them basically that they ought to break up the government shut down because of what he said, quote, those maga republicans. For schumer, though, is gonna try to pass partisan spending bills to demonstrate that contrast between the senate and the house. We already know the minority leader, mitch mcconnell, he has said hes not gonna get involved and he is not gonna help House Republicans out with their quest to fund the government in levels lower than Kevin Mccarthy and president mccarthy agreed to. Its gonna be a big spending showdown. Its also one in which investigations into the biden family are gonna continue on the house side. We will see if they can potentially get this done. But mccarthy is surely operating with a very, very tight majority. And well see if he can make it happen. Julie, yesterday, former pennsylvania governor and United States ambassador to the United NationsBill Richardson died at the age of 75. He also served 14 years of the house of representatives. So what kind of reaction are you hearing in washington on his death . Katie, everybody from President Biden to former president bill clinton, who first brought Bill Richardson to his Administration First as energy secretary, launching him into the diplomatic stage as u. S. Ambassador to the United Nations. We also heard from senators and colleagues who served with richardson when he was here. And also those from his home state, like senator lujan, just last week, Nominating Richardson again for the Nobel Peace Prize for his work that he accomplished, even after he left office, after he served two terms as governor in new mexico. He went on to found his nonprofit, the richardson global engagement. Hes played a hand in freeing and reuniting so many families, the senator saying in a statement, 80 families since this nonprofit was formed. We know he played a hand behind the scenes, even if you did not see him publicly, in fringe diplomacy, in freeing americans, like otto warmbier, the College Student who was arrested in north korea for a period of 17 months. He also played a hand in trevor reed, the former u. S. Marine who was freed from russian captivity as well. We know of course, here we turn in the summer to fight in ukraine. And most recently, brittney griner, the wnba star. We know that richardson played a hand in that as well. It goes to show you how closely he was involved in so many quarters of the earth and, his diplomatic relations with most traditional leaders would not engage in such a thing. So, richardson certainly leading behind such a legacy, such a whole. I want to leave the redo part of the statement of this nonprofit, he said, quote, theres no question that governor richardson, if it held the promise of returning a person to freedom. The world has lost a champion for those held unjustly abroad. Also i should mention, richardson, in addition to his career and his administration as a congressman for six terms here, he also ran for president in 2008. He mounted the First Nationwide campaign as a hispanic democrat, someone of hispanic descent. A lot of notable accomplishments and achievements for the 75 year old and many mourning his loss this morning. 75 year truly a lasting legam him. Julie tsirkin, thanks for getting us started this morning. And turning now to donald trump and his 18 codefendants accused of trying to overturn the results of georgias 2020 election. The twice impeached, quadruple indicted ex president will be at his home in bedminster, new jersey this wednesday instead of inside of a Fulton County courtroom. He entered a written plea of not guilty to 13 criminal counts on thursday, waiting his need to appear in person for his arraignment. 11 of trumps codefendants have also done the same thus far, including rudy giuliani, who entered his written plea of not guilty on friday. But trumps former chief of staff, mark meadows, and six others have yet to waive their arraignments as of now. And if any of them decide to show up on wednesday, we could see it all play out live on television and on the internet, after the Presiding Judge ordered that all Court Proceedings would be livestreamed and televised. Joining me now is ana bauer, legal fellow at Fulton County correspondent at lawfare. Anna, its good to see you, not an atlanta, actually, and not inside of a courtroom, but i always love spending time with you. Lets talk about that Fulton County grand jury report from that Special Grand Jury, friday, September 8th is that deadline that judge mcburney has said we will make that report public at 10 am. Parties have been given until the sixth to submit any objections. But, ana, kind of quickly, walk our viewers through how notable the release of this report is going to be because my understanding, its going to show who else the Special Grand Jury was contemplating recommending for indictment. I also wonder, this is impact, substantively, fani willisprosecution. Right, katie, remember, this is something thats been a long time coming, that Special Grand Jury investigated this for over seven months, starting in may of last year. They finished their report in december and it wasnt until february that the judge released some very specific portions of that Special Grand Jury report. It was a very small portion. It was very general. It did not name names. And now, we are going to potentially see on friday this week, it will be the full report that as you said, it will name names. And it will include folks who are actually indicted now in Fulton County. And that would give us some clues to who has to operate it. We already know that there are some people who took immunity deals, some of those fake electors did. But there might be other folks who were recommended for indictment, and that will give a clue as to who has cooperated, or who else potentially has immunity deals. In terms of how it could affect the investigation of fani willis, i mean, i think that it certainly will tell the public a lot more about what the options were that she had on her plate, and what the prosecutorial decisions were that she made. But i think that it wont have a huge impact beyond, you know, just giving the public some more information about what exactly went into these decisions, who else did they consider, and who is not recommended there on the list of folks as well. And, anna, from a procedural standpoint, the Presiding Judge indicating that after the Arraignment Stick Place on wednesday, and after hes contemplated several motions to sever, which are currently pending, is that going to set a scheduling order. What do you think a trial could be had in this case, knowing georgia, as you do, knowing, for example, that the r. I. C. O. Case is still in month nine of Jury Selection. And that was an indictment that was brought last year in 2022. Right. Look, when fani willis and that initial Press Conference said she wanted to go to trial in six months, i was very skeptical that that would happen. R. I. C. O. Trials take a long time to go to trial in georgia. Weve seen it, as youve said, with another case, where i think in month eight of Jury Selection in that case. So i think here, even with some of these trials happening, starting in october, with ken chesebro and Sidney Powell who have made the speedy trial demands, even if they start going to trial in october, there is going to be a very long Jury Selection process, if its anything like the why a cell case, it will last for at least six months. And i think in terms of judge mcatee making these decisions about severing the defendants who had speedy trials from people like trump who dont want a speedy trial, i think is going to be very reluctant, and of course, any defendant to fasttrack their case if they dont want to. This is a case that has a volume of evidence. Its very complex. It is sprawling. And so, i think that trump is saying he doesnt want a speedy trial, not that hes going to be hesitant to tell him, okay, youve got to be ready to go in october. But we will see. And Fulton County correspondent at lafayette is back with me. Anna, thanks for sticking with. I want to ask about something that has been uncovered in the last two days, and you and i both know Fulton County has been covered a lot. Chesebro filed a motion to disclose Unindicted Coconspirators. He was honest enough to admit in his filing that there is no georgia law that compels these identities to be turned over. He equated it, though, to the idea that confidential informant law, would actually govern his ability to obtain this information. But is there a chance hes gonna get this anyway once that Special Grand Jury report is released at the end of the week . He could very well get some of that information from the Special Grand Jury report. It is also the case that many of these Unindicted Coconspirators are identifiable from public information. So, i presume that his team has already worked through identifying some of those people, based on publicly available information. And so, to be seen, whether or not all of these folks will be included in this Special Grand Jury report. But thats a really good point, katie, that he may well get this information from that report. And then, anna, lets talk brass tacks, right . Whats the real this advantage on this Removal Thing . Because we are waiting for meadows, meadows ruling from judge jones. Weve got four more hearings coming up in a couple of more weeks for the other for that to try to remove. But following her for a second. If fani willis and her team and up the special prosecutors in Federal Court, and she gets to prosecute the case. If there is no opportunity for a pardon for donald trump, for example, because it is still the State Law Crimes being charged, what is the disadvantage than if removal is granted for mark meadows, jeffrey clark, and the other georgia fake electors that are trying to get to Federal Court . Right, so they disadvantage for the prosecutions first, you know, theyre not on their home turf. Every prosecutor likes to prosecute things in their own court. They will know the judges. They will feel more comfortable comfortable in those courtrooms. And it will feel kind of like they have a home field and manage. But beyond that, you know, it is important to say that even though the jury pool will not be politically or ideologically significantly different, you know, the jury pool will go from being pulled from Fulton County to these ten counties and the Metro Atlanta area. Some of them are a little bit less blue than Fulton County. But its not that significant. But when you are looking for Something Like jury nullification, you are just looking for that one juror who can make all the difference. And so i think these folks have that in mind, that even a little bit better jury pool for them is something that they are looking for. Beyond that, you know, there is this Supremacy Clause in unity that meadows has raised. It is a doctrine that means that federal officials who are acting within the scope of their federal authority, they could potentially have charges dismissed here if a court finds that they are immune from State Prosecution under that doctrine. And i think that meadows, clark, and some of these other folks who potentially good ways this are thinking that a federal judge is going to have more deference, more federal authority than maybe a State Court Judge would have. So they could raise it in either state, or Federal Court. But they are pinning their hopes on the federal judge and then being able to directly appeal to the relatively conservative 11th circuit, and then potentially take that to the supreme court. So i think that those are a few of the things that they have in mind here, in terms of why it is very important in terms of meadows, clark, and all of these others. They are really pinning their hopes on getting this into Federal Court. Well, just a reminder to everybody, getting it to Federal Court is one thing. Getting your dismissal done, pursuant to federal law, thats gonna be a whole other burden. Anna bower, as always, thanks for being here, for getting us down into the nittygritty of the law. In the Health Care Policy overhaul that some are calling the most consequential since the passing of the Affordable Care act, the Biden Administration has announced new steps in reducing the cost of Prescription Drugs for tens of millions of americans, thanks to the Inflation Reduction Act, which was signed into law last year. Medicare was given the authority to directly negotiate with manufacturers on the price of some Prescription Drugs. This week, the white house unveiled the list of the first ten drugs its targeting for price cuts. They include medications for diabetes, heart disease, arthritis, and cancer. The effort is bidens most significant step in fulfilling his Campaign Pledge in lowering drug prices, and an accomplishment that he would certainly tout in the run up to 2024. Joining me now is domestic Policy Adviser to President Biden neera tanden. Neera, it is always so good to see you. And its an honor to have you join us this morning. Can you just really briefly explain to our viewers how in previous years, medicare drug Price Negotiations occurred, and why this new step from the Biden Administration is going to materially change those negotiations in favor of americans . Well, essentially, their idea that medicare would negotiate drug prices, the idea and policy around that is a new one, precisely because the Pharmaceutical Industry won a sweetheart deal, in congress, decades ago, prohibiting Many Medicare from negotiating those prices. Although medicare negotiates many other aspects of the health care system. It negotiates for hospital payments, and it negotiates for doctors payments. And honestly, the Veterans Administration and the d. O. D. Have been Negotiating Drug Prices for decades. Its really just medicare who was prohibited until the Inflation Reduction Act. So, this is a change that advocates, leaders, Health Care Leaders have been pushing for, for decades, and President Biden, and the last congress got it done in the Inflation Reduction Act. I was listening to one of your other interviews. And i listened to what youve said, which i thought was really important for everybody to understand. Medicare has not been Negotiating Drug Prices. They have been standing strong because there was a prohibition in the law, you called and had a sweetheart deal, the pharmaceutical Companies Got decades ago in currency courtesy of President Biden and his administration, the Inflation Reduction Act eliminated it. So, we went through that list of drugs, and they are impressive, they deal with things, running the gamut of blood clots, diabetes, crohns disease. I want to know actually the medications, trading conditions, disproportionately impact black americans, which is notable and a good. I guess my next question for you is when can we expect to see more drugs added to this list . Great, so, this is the first this is really just the first ten drugs. Next year, they will be 15 more drugs. After that, they will be 15 more, and then 20 every year. So its really important to remember that for medications that arent on this list, they may be on future lists. And this is exactly why pharma has been going to the courts to try to stop this because they know that this is really designed to ensure that not just for these ten drugs, medicaids ability to negotiate drug prices is going to reduce costs across the board for Prescription Drugs. Thats the soundness of this legislation. And im glad you mentioned them running to courts, big pharma has filed at least eight lawsuits. How is the Biden Administration addressing or responding to that litigation . First and foremost, we make clear that medicare Negotiating Drug Prices is just an aspect of capitalism. In fact, everybody negotiates prices. The Pharmaceutical Companies, what theyre doing, theyre going to their quest to ensure they can charge any price they can get away with. And that is wrong. There is nothing in the constitution that stops medicare from negotiating rogue prices. They feel, we feel very strongly about our ability to win this because thats just a basic principle of free market. And so, we believe that these companies will negotiate. And we actually, its important to say that Drug Companies really didnt commit. You on this list, they did not say that they would not negotiate. We spent full negotiations. And these drug prices, the lower cost for them would be made public your from now. Neera, i do want to ask on that. You have to love social media, the Realtime Aspect of it. Somebody just posted on my twitter feed, why is it going to take long . Why cant this happen immediately . And what is the response from the administration as to that question . We do have to enter in a negotiation with the Drug Companies. And we specified in the Inflation Reduction Act the time horizon for that. It does it was a year, as specified by statute. And, you know, i would say that we are anxious to get prices lowered. But we should also realize that prices have been lowered already for insulin. People, seniors are getting 35 a month now from insulin, a dramatic reduction in cost. And importantly, a lot of the private sector has followed that cost. And we hope that will also be true when these prices are public for medicare, there is nothing that stops private insurers from using those prices so that all consumers can get lower prices as well. So you have to love a little bit of dark the president taking a bit of a victory lap, tweeting up the following image, pointing the difference between talking and delivering, juxtaposing this latest policy when against trump who back when the 17 dropped his promise to negotiate drug prices after meeting with big pharma. Lowering drug costs, partisan support, but why do you think it is that trump failed to deliver any results based on what he originally promised . Well, i mean, we should also point out that every republican voted against the inflation we auction act. Every republican voted to stop medicares ability to negotiate prices. And every republican voted to ensure that Pharmaceutical Companies could charge American Consumers whatever they want. Arge americaso, it might just be republican party. Stopped the Trump Administration from doing this. But im glad to be part of an administration that delivered this real result. Again, i worked on this policy for decades. I never thought it would happen at times. And im happy to be part of this administration, with President Bidens fight. This was a fight to get Prescription Drug coverage and the Inflation Reduction Act. But it was his fight to ensure this really delivers. And this is a massive win for the administration because it impacts so many lives and so many different walks of life. So, neera tanden, thanks for being here and for explaining it. Or do you just dont care . Yes, i do think there are echoes of a historic ugly racism in this country now showing up in new clothing wait, wait, wait just a second. We do not want to to say that is not going with sheets and burning crosses and lynching people. She said something you just disagree with you cannot Equate Grand Wizard of the kkk with somebody saying something that you think is a little controversial or a little too far. Some of our relics have been killed by the kkk im trying to get you to ill be honest. I know you are an intellectually honest guy. So i would remind you that Hakeem JeffriesJoe Analogies between donald trump and the kkk. And i dont think you have him on, pressing him the same way. I mean, david, the gop specializes in the whataboutism here. But why is somebody like Vivek Ramaswamy, who himself is a minority, doubling down on this idea that its okay to make those comparisons between the kkk and Ayanna Pressley . Katie, with Vivek Ramaswamy, you get what it wouldve looked liked if russ had one for president in 1994 because he does carry the brassiness of donald trump. He is not owned by anybody. He likes to use that line. But his ideology, base comes for conservatism, it sounds a lot like Newt Gingrich 1994. And i love that you investigated him in the republican candidates because i have the opinion that donald trump and maga ron desantis provide unique challenges to the constant constitution, danger to the constitution. They would act extra constitutionally. But among the other brands, people like Vivek Ramaswamy, whose politics are dangerous on issues of race and culture. I think he clarified it, in many ways, his coming out night. But since then, you see both the Opposition Research from other candidates, but also the deep dive into his true policies. They are dangerous and they are wrong for the country. Lets continue to take that deep dive, david, into the policies that he would bring if elected to office. When it comes to abortion access, he says that abortion is murder. He would not support a federal abortion ban, but he does support a sixweek state ban. When it comes to Climate Change, he says its a hoax. When it comes to immigration, he supports universally deporting undocumented immigrants. He opposes any path to legal residents. Hes criticize u. S. Aid to ukraine as you mentioned there. He says being transgender is a mental illness. He believes the fbi should be abolished and thinks the government has told us lies about 9 11. How, how dangerous is it for us, as americans, to underestimate somebody like Vivek Ramaswamy, i would actually disagree with you, david. I think he is beholden to donald trump. He claims he doesnt belong to anyone and nobody owns him. But i do think that donald trump clearly is a little bit of a puppeteer here. Sure. Listen, the most interesting about Vivek Ramaswamy is everything you just listed, katie, thats exactly what Republican Voters want. And what they want to hear. And thats why he did well in the debate. But Vivek Ramaswamy, for all his brashness and kind of coming out, getting to know him at the debate stage. And for ron desantis, for all of his awkwardness and instability if you will at the debate stage, those two were actually repeating back to Republican Voters what they wanted to hear. And the dangers they reflect, a Cultural Movement in the United States that is willing to take us back decades on Critical Issues for protective classes on race, gender, equity, lgbt community. I think to your point about the politics of donald trump, there is a similarity. When donald trump was gifted in ramaswamy, as a foil for ron desantis, donald trump wants to stay above the field. He doesnt want to engage in hand and politics in iowa, and in New Hampshire with desantis because it will elevate him. But with ramaswamy, he now has a surrogate. And ramaswamy is not going to be president. Hes not going to overtake donald trump. So donald trump will be continuing to pat him on the back and say, i really this, i like this guy, vivek, his comments, way to go, vivek. Will vivek be the vessel now for donald trump to continue to spoil ron desantis its chances. Asking donald trump a few days ago when he thought about Vivek Ramaswamy serving as vice president. A lot of us believed that a lot of the gop candidates are auditioning constantly for the role of vice president. This is what donald trump had to say. Quote, i think he is great. He is starting to get after a little bit. Is getting a bit controversial. I mean, for donald trump to say that someone else is getting to be a little controversial i think is ridiculous. But i see Vivek Ramaswamy, kind of like a pulley onyx version of donald trump. But is there, is there a real possibility of a vp nominee with donald trump for Vivek Ramaswamy. No because his skin color is brown. And in Todays Republican Party i hate to be that blunt about it. I appreciate it. That type of diversity on the gop ticket in 24 is highly unlikely for where the politics are. It is shameful to acknowledge that. But its an observation. I just think what you are seeing in trumps some of ramaswamys policies, they reflect kind of the side with putin, we shouldnt help ukraine. When it comes to no aid to israel and some of these other issues, donald trump has made commitments to those demographics. And so, it is hard for him to wrestle with that. But thats fine. The 9 11 conspiracies donald trump really doesnt want to touch them. Its not that donald trump is unwilling to. It just doesnt want to spend his time and voice on those issues, where ramaswamy its trying to make a name for himself. So hes out there with a crazy comments. Congratulations on announcing your candidacy. Last time you were here, it was rumored you might be running for office. Now, you are officially running. Why now . Im just tired of waiting. I have convinced myself that i was strong enough, that i didnt have a career that was serious enough, that i havent paid off my Student Loans enough. But there is no perfect timing. And there are so many issues that are important to my generation, that if i dont run now, they wont be as well event anymore. And the most important thing here in texas is that my generation, we are the ones who are going to have to deal with the repercussions of a decisions that are made in the austin area. I was fascinated when i heard you were running, the incumbent you are running against, her name is Angie Chen Button. Shes also Asian American. How do you think thats going to impact the dynamics of this race . If im going to be honest, i actually ran the same circle as Angie Chen Button, growing up, and we have photos together when i was 16 or 17. We are both heavily involved in the aapi community. And when i met her for the first time, honestly, i was inspired that she was in government, and she was an Asian American woman. When i, what i will say, though i am ready to represent my community who hasnt been represented in a way they wanted to be down at the capitol. So, averie, you are the daughter of a filipino immigrant mother. So what would it mean to you and your family if you win in your district . Youve said before, you never see leaders who look like you, let alone who fought for you, more importantly. It is twofold. First, it will be an honor to represent Filipino American community, and not only them, but first generation communities, women of color, for example, and it would also be a responsibility, right, not only want to be one of the first to get something that im very used to, but it would also be a responsibility having to make sure that i make decisions based on the peoples interest, that i serve, not necessarily police. And i think this one of the Biggest Challenges that lawmakers are having in austin. They only want to please certain communities or constituents. But im here to serve all communities. And so, how are you going to do that . Because the gop really controls in a tight hand the legislative body like the texas house. How do you feel youre going to be able to make a difference there . Absolutely. It will be, my intention is always do it. But at the end of the day, if i dont, its all about increasing feasibility, being seen, being in places where we dont necessarily belong. And at the end of the day, if i dont when, for example, i am setting the stage by creating this path for other woman who looked like me to at least try. And thats how we are going to get democracy to work in a way that is intended to work, when it represents the people that it reflects. So, you have always been an outspoken supporter of access to reproductive rights. What do you think of the move by some areas in your state of texas to make it illegal to transport anyone to get an abortion on roads within certain city or county limits . It is terrifying, honestly, as a woman myself. And any individual who necessarily needs to access that kind of Reproductive Health care. We are spending too much money, wasting too much time, discussing issues that are not necessarily something that we should be focusing on, right . We need to make sure that women have access and are able to make those choices in a safe way. And not being able to transport ourselves, just seeking these resources in different spaces where it is legal, thats a step backwards for the lone star state. I got less than a minute, but i want to ask, averie, you are 26 years old. You are that next generation of the young voter who really cares, and wants to make a difference. You have 1 million followers on tiktok. Do you think were gonna deploy that have a Social Media Strategy to be able to support as you are doing this race . I think so. I actually turned 27 yesterday. And with a huge fund raising push online, digitally. But i will say its going to be difficult translating the followers into individuals who donate, or who actually vote in district 112. Im going to use my gen z power and asked for help via social media as much as i can.
