Politics and the Infrastructure Deal that was introduced by the white house and a group of bipartisan senators yesterday. The president celebrated the deal but said its just a start. The framework that was released by the white house allocates 6 trillion. To get the deal, dell carats had to concede in investment and climate and other measures like child care, education, and paid family leave. Theyre planning to put those measures in a separate budget reconciliation bill, hoping to ease concerns to progressives about this, he said hell only sign the deal if there are other guarantees that come right along with it. Weve all agreed that none of us got all that we wanted. I clearly didnt get all i wanted. This reminds me of the days we used to get an awful lot done. We actually worked. We got a bipartisan deal. We agreed on what we could agree on, the physical infrastructure. There was no agreement on the rest. Were going to have do that through the budget process, and we need a fair tax system to pay for it all. Im not going to rest until both get to my desk. So by move forward with this twotrack system, are we putting the bipartisan bill in jeopardy . Sure. Look. The bipartisan bill from the very beginning was understood. There was going to have to be a second part of it. Im not signing the bipartisan bill and forgetting the rest i proposed. I proposed significant piece of legislation in three parts, and all three parts are equally important. It was a tale of two press conferences, endorse the agreement in one breath and threaten to veto it in the next. Less than two hours it almost makes your head spin, an expression of bipartisanship and then an ultimate on behalf and then an ultimatum on behalf of your left wing base. What the republican leader did not say is whether he would support said bipartisan agreement. Joining us now, mike memoli. Its always good to see you. Whenever i listen to Mitch Mcconnell say things like that, i cant help but remember he used the Reconciliation Process to force through massive tax cuts without any support from democrats, but that aside, it was a little bit unusual to hear a president embrace an agreement on the one hand and turn around and say, well, if you dont give me this other thing, i will veto this other thing we literally announced just today. Its not sitting superwell with republicans who feel a little bit taken aback, slash, sidelined on this is. How concerned are they about progressives getting out of line . Yeah, kasie. I had the same reaction to yesterdays backtoback announcements that Mitch Mcconnell did, which is one of those announcements, seeing the president come out to the sticks outside the west wing. You never see the president go out to the press. He has a room for which to speak. Habits die hard. It was a chance to bolster true. Hes been there before. He wanted to bolster the work of the bipartisan group, the moderate democrats like manchin. This is what hes been wanting to do all along. Then the east room event was definitely a message to his own democratic progressive caucus with sort of a twin message. One is, were going to get what we want, this is all part of the grand plan, stick with me here, and, two, dont look a good thing in the mouth here, you know. But you understand why republicans, especially Republican Leadership would have issues here. What really is a compromise in which the things the democrats took off the table in order to reach a deal with republicans only then get put into another legislative vehicle that they say they have to pass in order to approve both. And so thats really, i think, where you can see trouble ahead. I will concede that President Biden knows the Senate Better than i do. He made a point of calling us out yesterday, Playing Media Critic several times during his remarks in the east room yesterday. You and i have seen this movie before. You and i know yesterday was the beginning of the process, not the end of the process. That is true. Ill leave that aside. Mike, what do you think the timeline is on this . They want to get this done both of these things done by the end of july so theyre moving in tandem. Do you think thats realistic . Kasie, ive been thinking about it. When is the last time youve seen congress try to bite off two significant multitrilliondollar pieces of legislation in the end at the same time . I think the way the congressional leadership has outlined it, the senate needs to operate on one track while the house can potentially operate on another. I think yesterday, the blitz we saw, the officials fanning out trying to sell this as well, is try to build momentum before people can take stock of this really, try to make it seem like its a done deal. Its going to be a real tricky act. I asked the president what assurances do you have from democrats in the house and senate that they will approve both of this, and he bristled at the question. Really, its the only question that matters. So the white house is going to be spending a lot of time focused, even on its own side of the aisle. It always takes longer than anyone says its going to take, so lets bear that in mind. Now to this. Such a difficult story. Searchandrescue efforts continue in florida nearly 24 hours after half a condo Building Collapsed. Officials say 99 people remain unaccounted for after 12 stories of this 155unit building crumbled. They worked to save a trapped boy yesterday and there are reports to rescue others as well. Dozens of fire and police crews are desperately searching for any survivors. Miamidade fire has been on the scene since the very beginning and most of the efforts are being concentrated underground. Nothing seems to be going on on top. All operations are occurring underneath the rubble. Theyre occurring underneath the Parking Garage where we have teams of firefighters constantly as they continue to make cuts, reaches, and placing sonar devices, search cams to locate victims. So awful. One person is dead while nearly a dozen others are hurt. There are 102 people declared safe. And were waiting for more details when another News Conference is scheduled. Whats the latest with the searchandrescue efforts . Reporter look. Its not raining now. Thats a good thing, kasie. Theres no question the searchandrescue has faced a number of roadblocks basically since the weather started. This is florida. There are frequently strong thunderstorms. This overnight period was no different. As you look over my shoulder, you doll see some of the Dust Whipping around in the wind from that giant pile of rubble. We know how fragile it is. Some of the fire and rescue had to take cover when pieces of the debris were coming off the rubble based on how strong the storm was. If you look at the video from underneath the basement where they have been searching in the champlain towers, youll see a couple of feet of water. Theyre using sonar, listening for any sounds of life, and dogs on the outside traversing the rubble. We know this has been a real struggle even fires breaking out yesterday. They had to be extinguished. We could see the smoke from our Vantage Point a couple of blocks away. There have been some hurdles. There are 102 accounted for but 99 missing. It doesnt mean theyre missing, but theres the potential based on the number of units, that number exists. Were waiting for more information on that. President biden signed declaration of emergency at a federal level. Fema and others are trying to help coordinate earths here. Its an aroundtheclock effort at this point. You see impeachment waiting, huddled in blankets, waiting for hope. There are multiple phone lines. Authorities issues new phone lines so they can get updates at all times. He said it has to be one of two things. The steel breaks or the concrete fails. The steel in the concrete that provides flexibility and strength of the structure, if they snap, the whole thing comes tumbling down. Is that what happened here . Its premature to speculate on that. We spoke with the owner of the condo. He said there are no signs this was imminent. There was a 40year inspection just performed, and they told us they were doing repairs to steel and concrete. Again, hes flabbergasted, shocked right now. With all the conversations with engineers, which have been going on for a long time, no one had raised red flags that Something Like this was remotely possible. Almost one month after the Senate Republicans blocked a bipartisan agreement, House Speaker nancy pelosi yesterday announced the house will select a committee for the task. This morning with great solemnity and sadness im announcing the house will be selecting a committee on the january 6th insurrection. Again, january 6th was one of the darkest days in our nations history. Ive said it now three times. Its imperative we establish the truth of that day and ensure that an attack of that kind cannot happen and that we root out the causes of it all. The select committee will require a Majority Vote in the house to be formed and will not have a deadline for completing investigation. Pelosi did not announce how large the panel will be or how shell distribute the seats. Meanwhile during a speech at the Reagan Library again, mike pence made it clear he did not have the authority to stop the insurrection on january 6th. There are those in our party who believe in my position as Presiding Officer over the joint session that i possess the authority to reject or return electoral votes certified by the states. But the constitution provides the Vice President with no such authorities before the joint session of congress, and the truth is theres almost no ideal more unamerican than the notion that any one person could choose the american president. And i will always be proud that we did our part on that tragic day to reconvene the congress and fulfilled our duty under the constitution and the laws of the united states. Lawmakers announced theyre going to continue to work next month despite some early optimism they could finish a compromise before the july 4th recess. In a joint statement cory booker, tim scott, and karen bass announced a tentative deal. They announced in part, we have reached an agreement on a framework addressing the major issues for bipartisan Police Reform. There is still more work to be done on the final bill, and nothing is agreed to until everything is agreed to. Two key sticking points have come up, first is the qualifying immunity which protects officers from being liable while on duty. The other is called section 242 and thats the criminal standard to convict Police Officers. Joining us now, White House Correspondent for politico and coauthor of the playbook, eugene daniels. Hes also an msnbc contributor. Eugene, thank you so much for being here. Lets talk through these negotiations here because there still is optimism, i think, on both sides. Weve heard it a little more from republicans, which has been the case throughout the process. The risk, of course, to leaving while this bill gets written is that the groups who have vested interests in each side and democrats have been talking to many on their side, republicans working with Police Unions and other groups, they get their hands on it, and ewell f all of a sudden what seems like an agreement turns entirely. What do you say . Thats so true. Good to see you, kasie. One of the things about any bill is its all about tiingtiming, . So they dont get the influence and change what happens in the room. This is a good example of why hard, soft general deadlines in d. C. Are not great. Senator scott said june or bust. That bust has occurred. Were moving on from that. What we know now is they say theyre going to continue to talk. They have been kind of bullish, more bullish than anyone on capitol hill that theyre going to get something done. You have senator scott saying senator scott can agree with everything here, theyre good to go. But the dangers are that qualified immunity, if theres a bill that goes into the house because progressives like cory booker in missouri said getting rid of qualified immunity for Police Officers is a red line. Those are her words. Last month she said that was a red line for her. That is where the danger is for democrats. Democrats on this end of things, if that bill goes to the house. Also, rise in crime rates around the country because you have representative karen bass, one of those key negotiators saying that was a concern of hers, thinking the people wont be very interested in Police Reform if theres rising crime in their community. So when Members Of Congress Go back into the communities, hearing from Con State Yeenlts there about the rise in crime may influence their position on Police Reform. They have some of those dangers about not getting it done before they head back home. Eugene, thats an interesting point. There was a very interesting story in the New York Times in the last day or so about Police Forces and how in the wake of what happened with george floyd, they cited a progressive town where suddenly Police Officers are quitting because they feel unsupported by the community. If you take that and youre dealing with this rise in crime, that could fundamentally shift how this all plays out. What role do you think members of Congress Hearing from police in their own towns and local jurisdictions might impact this . I think it will be huge, right, especially for republicans because they have largely you know, theyve continued to call themselves the party of police and theyre saying democrats want to defund police, which isnt always as cut and dry and Black And White as that. So going back and hearing from the communities that theyre nervous about whats happening in and around the country when it comes to a rise in crime rates for whatever reason, usually the economy because the economy is still not great, the summer is always rougher. Derek chauvin, the Police Officer convicted of murdering george floyd is expected to be sentenced today. Chauvin was convicted of Second Degree murder, Second Degree manslaughter. Hell only be sentenced on the most severe charge of Second Degree murder which carries a maximum of 40 years. The prosecution has asked for 30 years. His attorneys requested he receive probation with time served or a term lower than the minimum, 12 1 2 years recommended by the sentencing guidelines. Then theres this. Rudy giuliani, former maier of new york, onetime personal attorney to president donald trump, has had his law license temporarily suspended by the new York Appellate Court for, quote, Making Demonstraby false misstatements during the 2020 election. The court said giulianis actions were an immediate threat to the public, inciting the capitol riot. The court noted for instance mr. Giuliani repeatedly claimed tens of thousands of underaged teenagers voted in georgia. In an audit, they found that not to be true. Giuliani can fight the suspension but may ultimately be disbarred. Okay. So lets talk for a second about the chauvin sentencing as well because this is something were going to have obviously a lot of people paying close attention to. Theres a pretty wide range of things here that could happen. Theyre obviously proposing probation with time served, chauvins lawyers. 30 years is what the prosecution has asked for. Where do you think well actually fall here, and what things are the judge going to be taking into consideration as they make this decision . Well, normally for a firsttime offender in a case like this, he might be looking at anywhere from 12 to 15 years. Does have a criminal record. So that would be the normal sentence that you would expect for someone convicted of the top count in his case, however, prosecutors over the past few weeks, as ive said they would on this and other programs, have other Aggravating Factors they want to use that would support the increase of the actually sentence chauvin will receive, and judge cahill has, in fact, said he finds those factors mitigating. Those factors being number one, it was a slow and calculating way he did this, the slow death of mr. Floyd by Derek Chauvin contributed to that, in addition to the fact there were a number of minors around, the youngest being 9, the oldest being 17. The judge talked about that. Ultimately i think what were looking at is a higher sentence, not necessarily the maximum. We wont see what the prosecution asked for, 30 years. I think its safe to assume well see something between 20 and 25 years being handed down to Derek Chauvin today. All right. Well be watching out for that. I think that it wouldnt be a bad thing if we ended up having two bills that sort of go together. The bipartisan bill and another bill through reconciliation. They are. It was really interesting to see biden come out after his own white house meeting, president s dont do that and speak to the press like that. Mitch mcconnell jumped all over the biden comments and clearly the republicans saw this as, you know, a mistake by biden to lean that hard into that kind of statement. So, you know and mcconnell is playing his own wait and see game on this vote anyway. Look, i think this is a really were setting up a really, really difficult couple months here. July, august, september, october, theyre going to be some really hard months on the hill. Only in washington is a trillion dollar bill called paltry, were thinking about a trillion dollar infrastructure bill. Thats paltry, only in washington does it happen. Democrats want as much as 4 trillion, theyre not going to get that but theyre going to push for more. I understand where the Progressive Democrats are coming, theyre saying if we do this deal, the republicans are going to walk away with the football or democrats like joe manchin are going to walk away with the football and theyre not going to be there on more social programs. What theyre demanding is a promise from joe manchin and Kyrsten Sinema that theyll vote for the reconciliation package. I think theyre out saying it, if they dont know whats in the bill it seems difficult to get a commitment, yeah, ill vote for it. Were hearing Kyrsten Sinema, whos the democratic senator from arizona, whos critical on the Infrastructure Deal, that shes you know, shes her top line is Something Like 2 trillion in this second package. So which is far from what some democrats want to spend. Manchin talked yesterday said he didnt like the 2017 republican tax cut bill thought it went too far because the republicans passed that on a Party Line Vote and joe manchin is all about bipartisanship. They havent gotten a Firm Commitment from Kyrsten Sinema or joe manchin. I think Chuck Schumer and the Senate Majority leader feels theyre there, gonna be there, he works joe manchin and Kyrsten Sinema every ten minutes or so. Hes on the phone with them. They want this bipartisan deal because it shows manchin and sinema hes serious, hell do this bipartisan bill if he has to. Were going to love august on capitol hill. Theyre just as scared as Senate Moderates are. I think, you know, it would probably be in the area of talking about a second reconciliation package, 2 trillion i think theyll come where sinema is, there are the factions within the House Democratic caucus, overwhelmingly dominated by progressives but like you said, these moderates are the Majority Makers, i think 2 trillion would be something they would be interested in. Im not sure they want to go over any deficit spending, theres a lot of concern about that. So can you raise taxes somewhat to cover this . Well see what happens. We will.
