And i think its really important weve all agreed that none of us got what we wanted, i clearly didnt get all you wanted. They gave more than i think maybe they were inclined to give in the first place. But this remind mez of the days we used to get an awful lot done in the United States congress. They did not and i understand their position republicans and this group did not want to go along with my family plan issues, Child Care Tax Credits rkz the Human Infrastructure i talk about. That, well see what happens, in the Reconciliation Bill and budget process. I want to thank each and every one of them. A lot of us go back a long way where were used to doing one thing, give each other our word, and thats the end. Nobody questions it. They have my word ill stick with what is proposed. Theyve given me their word as well. Where i come from thats good enough for me. I dont think ive ever seen a president do specifically that, go out to that specific spot, which is reserved by the White House Press corp with microphones there ready for people with important meetings with the president at the white house. The white house is always left in the building while senators are doing that kind of press conference. That picture was like joe biden back in the senate where he stood many times leaving the white house as a senators after an important meeting with the president. But thats an indication of how excited joe biden is about where this momentum is tonight on this legislation. As President Biden turned to leave he was asked about this complex twotract approach to infrastructure in which the democrats will pass a separate bill without republican support that contains most of what republicans have rejected. From the bipartisan deal thats announced today. Are you committed to a twotract system . That is going to be are you confident that youre going to have all of the democrat support. Let them talk to you. Im not confident anything except i trust this group. Nbc news has obtained a list from the white house of what is included, rough list, in the final deal between the white house and Bipartisan Senate negotiates including 312 billion in transportation and 266 billion in other infrastructure, such as broadband and Climate Change resilience. The white house says the bipartisan plan will be paid for by stricter enforcement of current tax law and redirecting unspent funding from the covid relief bill as well as other possible sources of funding that do not include tax increases. The democratic leader of the bipartisan negotiations, senators joe manchin said this. We have a package that meets the needs of the 21st century and an opportunity to show the world we can still get things done in a bipartisan way. Did you commit to supporting the second package that will be pushed through with reconciliation. Im committed to working on the second package. Arizona senators kristen cinnamon did not comment t on the second package but did comment about it later. Heres what she said about the bipartisan agreement. You know there are many who say bipartisan is dead in washington, d. C. And across this country. Is this historic agreement shows with a committed group we can use bipartisan to solve these challenges. As the president said, no one got what they wanted, we all gave some to get some because we put first the needs of our country. This does represent an historic investment in our countrys infrastructure and meets the needs of folks who live from virginia to arizona. Later at the white house, President Biden explained the leverage that he believes he has to make sure the senate passs both the bipartisan bill with 60 votes or more. And the democrats only bill with just a Majority Vote through the budget Reconciliation Process. Mr. President , you said you want both these measures to come to you in tandem. Did you receive any assurances that will happen . How do you anticipate what will you do i control that. They dont come im not signing. Real simple. So, what i expect i expect that in the coming months this summer, before the fiscal year is over that we will have voted on this bill the Infrastructure Bill, as well as voted on the budget resolution. And thats when but if only one comes to me, this is the only one that comes im not signing it, its in tandem. The lead Senate Mitch Mcconnell responded this way. It was tale of two press conference, endorse the agreement in one breath, threaten to veto it in the next. Less than two hours, it almost makes your head spin. What the president was doing was making sure that people understood that this is a twotract, dualtract process to get his american jobs plan and American Families plan done. And we worked hard to get an agreement across the aisle, bipartisan, to invest in americas future and competitiveness. But those senators were not interested in helping on the American Family plan and other agenda which he always said would come in a second bill. So this is just the same tract that we always had in mind to get his agenda completed, the rescue plan, the jobs plan, and the families plan. Lets list tone listen to what joe manchin said about the two track approach. The Reck Ill Iation is inevitable. S inevitable theres gonna be a Reconciliation Bill. So joe manchin is on board with the Reconciliation Bill. Senators sinema said i spoke with senators about two path process and open to finding a path forward. Senators manchin said we just dont know how big the Reck Simple Yaigs bill is going to be. O be Reconciliation Bill is going to be. What is your sense of the Reconciliation Version of this and will you holden the liberals in the house with Senators Manchin. Its ball details and what we want accomplish. I want to stress Senators Sanders is starting on the Reconciliation Process and well make sure our care economy, our education, our investment in families and our commitment to fighting Climate Change is all encompassed in that legislation. And so we believe that Senators Sanders is going to craft a bill in which all democrats are going to support. Heres the real question. I think the president touched on this today, were going to fix and remove all lead pipes delivering water to homes in this country. Were going to connect every home to highspeed internet. So the question is, do i this i democrats will vote against removing lead pipe from people who have contaminated Drinking Water in their house, connecting rural and poor communities to the internet, our investment in electric vehicle Charging Stations and electric vehicle busses, the largest investment in infrastructure in the last hundred years. The largest investment ever in amtrak our rail system, the largest investment since the creation of amtrak. So this bill does a lot of land mark thing and investment is real and i think constituents and people and voters want to see it pass. I will close with this, theres an old saying, when two elephants fight only he the grass suffers. So this was President Biden doing exactly what he said he was gonna do in both the primary and general election, that he was going to bring people together and make sure we move this country forward because this is about the American People. Hes going to be a president for all of the people. You know, just 24 hours ago i was struggling to see how this could be done with this twobill approach which has never been done before but it is ripening into something that is starting to make a certain sense about how it is going to work. We just heard the congressman in the last hour with Rachel Maddow speaking very positively about this agreement today. Even though it leaves out her priorities because she expected her priorities as Senators Sanders does to be dealt with in the next bill. Senators sanders speaking very positively today about this bipartisan agreement. So it does seem to be taking shape on the democratic side as intended. Its just a question of what does that Reconciliation Bill end up being . And how many compromises will have to be made there . Well, again, its gonna be the president s priorities for the American Family plus climate. Im so glad you started with that. President biden has been doubted since he was declared president. He wasnt progressive to win the primary couldnt win the general, he did all of those things, couldnt pass the rescue plan 1. 9 trillion, and did 220 million shots. People keep under estimating joe biden and theyre dead wrong. He said from the beginning i have a rescue plan and im coming back with a jobs plan to invest in our physical infrastructure and im coming back with a families plan to invest in our Human Infrastructure. Hes been Crystal Clear about what he wanted to do and i think people under estimate his experience in the senate and the fact he completely knows exactly what hes doing. Thats why experience he matters and relationships matter. So i think this is exactly what he was thinking when he designed this. And i think that people are going to be happy that washington delivers for the people when you have a president that can bring people together when he has to. And that he is focused enough that if he has to go at it alone like with the rescue plan hes able to do that. You have had as many as 11 republican senators in the bipartisan negotiations. If you have 11, that brings you to 61. Its literally exactly one more than you need to pass in the senate. But is there any indication that those 11 could attract more republicans to this bill . I would hope it does. And i think that it has the possibility to do that xtd because at the end of the day it invest in the things that people care about. Broadband. Rail. Transit. All of those things that republicans and democrats support. This bill is wildly popular. This is not a hard vote. This is actually an easy vote just like the rescue plan because the American Public supports it. So my hope would be that it passes with overwhelming bipartisan support. Yeah, Senators Manchin and colleagues crafted a great bipartisan bill and i think everyone thought it would be a twotract system and i dont think it is news, Senators Manchin said well find ways to pay for it and will see chuck and nancy work to get it done, by the time we go to august recess you will see a lot that moderates and progressives can be very happy with. John hyland weve seen Mitch Mcconnells attack plan on this, hes basically saying not in these words but in effect hes saying this republican agreement with democrats is enabling the democrats to get their leftwing wish list as he will call it in the other bill. That seems to be the way Mitch Mcconnell will try to pull at least two republicans away from this bill. Yeah, i think thats right, lawrence. I think the one they have done to this point a masterful job and im with you when you confirm my read whats going on in the senate makes me feel like im right, to see the way the progressives have lined up and have seen the signs that are coming out, just in the last 24 hours, i like you was a little dubious maybe 48 hours ago, i think theyve been masterful so far, i do think the question now is the fact that it is falling into place, is there a possibility that that gives mcconnell enough time to work the strategy that youre talking about and make clear, i mean, if he really tries to lean hard on his people on his caucus and make it clear to them or enough of them, the two youre talking about or more, that the agreement that theyre signing off on right now is enabling this larger bill to happen and be able to bring political pressure or Party Pressure whatever kind of pressure you want to talk about, now that he has it in his sights does it give him enough time to do the mcconnell stuff, the killjoy stuff that hes a master of. Thats the question i have, is falling into place a little too quickly and neatly potentially for its own good in that context. Well, jonathan, in many ways, the real republican leader on the republican side of the senate is donald trump. And so what is donald trump going to do, what can he do in the coming weeks and months to pull as of tonight all he has to do is pull two republicans off the bipartisan bill and it collapses. I dont think donald trump will be able to pull two republicans off this bill. This bill is negotiated over a long period of time and these people are friends, this came together because they all Work Together on a regular basis and theyve built a relationship. So this isnt like ten people just got in a room and decided to chop it over who would get what in what spending bill, who would get infrastructure, who would get water and highways. These are ten people who trust each other. Anything that trust will grow. I understand dons skepticism, youve been watching the senate more years than ive been there, yeah, id be skeptical too but good chance it grows to 70 senators rather than grow to 56 i think jonathans got a real point, it does have an equal chance to go up to 70 rather than down from 61. The real question is what does Mitch Mcconnell really want . Does he want this bipartisan Infrastructure Bill to pass so he can get that bridge that he doesnt have to vote for connecting kentucky to ohio very important bridge over the ohio river. Does he want this to happen . Or does he want as he does with Everything Else to derail joe biden . Thats the decision for mcconnell yes, and i think, i want to be clear, im not skeptical, to jonathans point, im just trying to look down the road and see where the point of maximum vulnerability is. We obviously know who the point is. We know who the sharpshooter is here. We know mcconnell is going to try to make some kind of move and the fact that this might not get voted on for some number of weeks potentially not all the way to the fall when this thing finally gets to final passage, it means theres a lot of time, theres a lot yardage out there, right . So your question is the right question, not only the right question but the answer to it depends on in that period of time what happens to the public support of the bill over the weeks that elapse between now and final passage . That i think is going to determine some extent what mcconnell decides and that is to some extent in the hands of the white house and democrats. Can they go out and make this thing more popular. If they make it more popular, including in red states we will end up with 70. It erodes in popularity that is where mcconnell will be in very great danger along the lines weve been laying out well, if this succeeds, this is a big blow against mcconnellism in the United States senate. The Supreme Court of the state of new york suspended Rudy Guilianis license to practice law today because the court concluded that Guiliani Quote Conduct immediately threatens public interest. The court took action against Rudy Guiliani because of lies about the president ial election that Rudy Guiliani told in court in the course of representing his client donald trump and because of lies Rudy Guiliani told outside of court. Which violate the rule that lawyers must not, quote, engage in conduct involved dishonesty, fraud, deceit, or misrepresentation. Rudy guiliani told the court he did not know that his lies were lies when he said them. The court said that ignorance is not a defense for lawyers in cases like this. The court carefully dismantled many of Rudy Guilianis lies, including lies he told about 30,000 dead people voting in philadelphia, the court quotes guiliani saying repeatedly the former heavyweight boxer joe fraser who died in 2011 voted in the 2020 election. The court said, quote, Public Records show that pennsylvania formerly cancelled mr. Fraziers eligible to vote three months after he died. And the court said Rudy Guiliani failed to provide a intersection intersection evidence for any of the varying and wildly inconsistent numbers of dead people that vote in philadelphia in the 2020 election. The court noted that Rudy Guilianis misconduct directly enflamed tensions that bubbled over into the events of january 6, 2021, in this nations capital. The seriousness of respondents uncontroverted misconduct cannot be overstated. Was also a bad day for Rudy Guiliani in michigan where a report written by republicans in the Michigan State senate has concluded there was no evidence of widespread or systemic fraud in michigans prosecution of the 2020 election. The report produced by a Senate Committee of three republicans and one democrat dismissed one of the big lies told by donald trump and Rudy Guiliani that more votes had been cast in detroit than the number of people who live there. The report says the more votes than voters theory repeated by president trumps attorney Rudy Guiliani was based on an affidavit from the allied Security Operations group cofounder that cites several counties where there were more votes than registered voters however. The affidavit cited several townships in minnesota not michigan even if it was the right state the claims regarding minnesota townships still were not accurate, according to data from the minnesota Secretary Of State. Joe biden won michigan by 154,000 votes. The report focused on lies told about one small county in michigan where a human error in the vote count initially showed joe biden ahead in Antrum County but when that mistake was quickly fixes donald trump won the county by 3,800 votes. The republican authors of the report express the outrage that that quicklyfixed mistake in Antrim County was choosed by the trump team as evidence of a nationwide conspiracy. The report said the Committee Recommends the Attorney General consider investigating those who have been utilizing misleading and false information about Antrim County to raise money or publicity for their own ends. Lindell clap thats attacks by foreign and domestic enemies were successful in obtaining access to the computers in the local clerk and Secretary Of State and in some cases included tabulators however this narrative is ignorant of multiple levels of the actual election process. And again, speaking the truth and talking about the fact thats weve known for months and spelling them out in a way that we hope more people will hear, including the legislatures and lawmakers who continue to push for and promote legislation that responds to these types of Conspiracy Theories and lies, legislation that seeks to undo the policies that led to our success, that led to so many people on both sides of the aisle voting an participating in democracy in 2020. So my hopes are that the words in the report lead to real action and response from other leaders in the senate and State Legislature so we can really put behind us these issues with regarding to undo the success of the 2020 election and work forward and build on that success and find ways to replicate the security and access that we did so well in 2020. That includes republicans introducing completely hopeless bills in State Legislatures controlled by democrats. But in the states controlled by republicans, these bills can threaten democracy itself. Republican governor of texas greg abbott announced that he will order a special session of the legislature on july 8th. Governor abbott has promised to revive new Voting Restriction Legislation blocked by democrats during the regular legislative session. The governor has said that what he calls Election Integrity should be addressed. Joining us is democratic Congressman Colin Allred in texas. Hes worked as a Voting Rights attorney. You are our expert in this arena, particularly in the texas case, what are you expecting on july 8th . You know, we spoke about this previously, lawrence, that they were with the come back and despite the bravery of the legislators who walked out, they were going to come back and try to do this again. The good news, i think, is some of the most egregious provisions may actually come out of the bill from cutting the sunday early voting restriction where they were going to target souls to the polls to make it easier to overturn an election. Those may come out. Seems like thats possible, but theyre still going to empower partisan poll watchers, tie the hands of local Elections Officials and drive through in 24hour voting on top of us being the hardest state in the country to vote. Lets go back to the overturn the election part. For me, theres a lot of people covering this and a lot of different perspectives. Im zeroing in on that. Im concerned about what happens after votes are cast in georgia, what might happen after votes are cast in texas. So what was in the provision that they tried to get through and are you anticipating that they might just get rid of it completely . Its strange because legislators were saying they were not aware of whats in the bill previously, which makes me wonder who was writing it, because, i mean, if people on the Conference Committee hadnt seen the language, you wonder what outside group is handing them this language and telling them to put it the legislation . Previously they were trying to lower basically the threshold for a court to overthrow an election to say you dont have to prove actual fraud, that you can have a presumption basically, and a judge in this case in texas, partisanelected judges could decide to overthrow an election. Anytime were talking about make it easier to overthrow elections, were talking about going to the heart of democracy. Youre absolutely right. This is one of the most concerning provisions. Ill be watching closely, certainly, to see if it stays in. And is that the kind of provision that could be challenged constitutionally by Election Lawyers if it is in the bill . Absolutely. I mean, there are several ways i think the background challenged either on a straight constitutional grounds or perhaps under section 2 of the Voting Rights act. You could probably see how you could make this challenge. But it certainly would be and i think the moment that it was signed into law, you would see a lawsuit filed by mark elias. Mark elias is keeping a Running Tally on twitter about every new lawsuit hes filing in every state as its happening. Thats the most difficult possible way of pulling that tooth, is after the fact through litigation like that. So july 8th is going to tell us an awful lot about the future of texas. Yeah. You know, unfortunately ive been a part of lawsuits where, you know, even if they were later changes to the restrictions that were made in a bill, we have elections that were conducted under those restrictions. In many ways, those elections were not fully, you know, verified elections because you had later courts say that discriminatory provisions were in place during the voting of that bill or of that period. So, you know, its really a long process, litigation is. It takes time, there are appeals and we may have courts that are not friendly to voting. Thats why we need federal voting protections to try and make sure these things never go into place. Congressman colin allred, thank you very much for joining us again tonight.
