We are coming on the air in the middle of a race against time in South Florida. Still a search and Rescue Operation, meaning they are still looking for survivors after part that have condo collapsed around 2 00 this morning in surf side near miami beach. Youre seeing part of that building left. At the moment one person has died, two are in the hospital. There are no numbers on how many people are still missing after this horrifying scene. Survivors started to share their stories after a scary morning. Unfortunately, we do hear screams. I dont even want to think about it. We did hear screams but i couldnt tell where they were coming from, from the rubble, from the apartments. People were on their balconies, waving flashlights, yelling to the firefighters. Over the course of the next 60 minutes, we are talking live with another person who made it out of that building and with the mayor of Miamidade County who oversees the First Responders here. As we come on the air with you live from washington, sam brock is on the scene in surf side. Sam, we just got an update from mrnl officials. We know some of the numbers of people rescued, 35 of them, right . We know the numbers of people in the hospital, too. What we dont know right now are how many people are still missing as officials are directing folks who have family in that building to call this Hotline Number to let them know. Thats exactly right, hallie. There were 55 units that chapsed. Now, its florida. Certainly some people are down here, but the reality is when we interviewed the surf side mayor, there are plenty of people in there. How many bedrooms were occupied we dont know. This is night and day, literally and figuratively from what i saw this morning, when fire trucks were extended with ladders in the balconies. You mentioned 35 folks were rescued and two others who were taken from rubble and survived. One confirmed fatality, 10 people treated on scene. The question right now, we all want answers, is how many people are missing and could this death toll rise exponentially and officials cannot provide clarity on that. Harrowing stories as you hear from folks you just played, saying they could hear screaming in the building. There was so much debris in the hallways, she could not get out. Had to be rescued from her balcony with her husband and two elderly folks that live in that building. She shepherded them out. She says she has three kids. As young as 12 months old. If she were living on the sea side of things, she would not have been talking to me today. I have countless other stories like that, hallie, that makes you believe there are other people missing right now. I know youre about to talk to the mayor in one second. Theres chaplains on scene, reunification services. Hopefully its more emphasis on the latter, Reunification Versus the chaplain but these are distinct possibilities, hallie. It is a gut punch to look at the wreckage and think about the operation that needs to unfold. You talked about the immediate question which is how many people are looking for. The other is, how in the world did this happen in the first place . Investigators are trying to figure that out, too. Reporter absolutely. And it was built in 1981. In miami beach if its older than 40 years, they have to inspect it for structural inefficiencies. Im told by a resident they were doing work on the roof and believes it was tied, in fact, to that review of the building. Is that related to the collapse . Theres a lot of architecture here built in the 80s. This is miami. How representative is this of potentially any other issues . The mayor says it was an anomaly, like a bomb went off, catastrophic failing and right now there are so many questions. Sam brock, appreciate you being live there on scene. Very active scene in surfslide, florida. Just in the last 60 minutes or so, they said this would be a long search and rescue process. Do not think it will wrap up in the next couple of hours. Its going to be way longer than that. Listen. Here we are, the unimaginable, incredible. Our prayers are with the residents, with the families, with the community. Were very appreciative of what theyve offered and the assistance, anything we need. This is not going to be something that is going to be brief. Its going to be something thats going to be for the long term and possibly, you know, at least a week. And, you know, these people behind me, its very important that you recognize them because theres a lot of support here, and this is who is helping them make this happen, that we can resolve this as quick as possible. Good morning. You can hear me. Officials confirmed one person was killed, several others hurt. Any word or condition on those taken to the hospital . No, we do not have an update on that. We know 35 people were rescued and we had only two that went to for medical help. And, of course, theyre continuing a search and rescue for the rubble as well as theyve evacuated everybody from the buildings. This is your county. This is the town that you know. This is a community that you know. How are you doing this morning . And talk me through what happens gone through your mind as this has unfolded over the last several hours. So heartbreaking. As you say, this is my county, my community. Surf side say familyoriented community, very closeknit, small. The mayor has been on site since the wee hours and his manager, fire rescue team, which is the best and has so much experience, unfortunately, with this kind of work, has been working throughout the night and will obviously continue. We also have our Florida Department of Emergency Management and the task force here on site, dogs. We have really the best. The best of the best, and theyre doing everything they possibly can to continue to identify anybody that they can rescue. Is there any expectation at this point, mayor, that you will find survivors remaining in the rubble . Yes, we still have hope that there will be survivors. Yes. And were actively pursuing that at this time. Is there anything thats given you an indication that you might find survivors . For example, i know the dogs have been brought in, et cetera. Are you getting any signals that perhaps there are people alive in the wreckage . Ive been told that they are actively searching and that they are hopeful. So thats all i can communicate at this time. Of course, weve also identified any missing people and we have a hotline, 3056141819. And miamidade. Gov emergency. We want to encourage everyone looking for missing loved ones to report so we can be more deliberate in our Search Efforts and aware of the situation. Can you talk about any assessment as to whether part of the building that is still up we spoke this morning here at nbc news with people in that part of the building that did not collapse, that got out. Yes. Is it confirmed that part of the building is no longer in danger of collapsing . Is that okay . Im understanding that there is some concern that other parts of the building might be vulnerable, and the area has been cleared to make sure. Fortunately, everybody has been evacuated from that building already. But there are First Responders, right, who are on scene, looking for people . We can see images of them there. Correct. At the part that has not collapsed. Do you believe theyre in danger at this point . Our First Responders are obviously heroes and heroines. Obviously were praying for them and all of our thoughts are with them as they conduct this very dangerous operation. I know its so early to be thinking about what caused this or have any understanding of what caused this as we heard from our reporter on the scene. Can you shed light on that, mayor . Theres been speculation, was it a sink hole . Did something fail . What do you think you know, at least that the point, albeit very preliminarily . What might be concerns with the construction or condition of the building. We do not have any information at this time to really say. Of course, foul play, we seem not to be concerned. We havent found any evidence of any foul play. Some of the survivors have described seeing a lot of water in the garage area underneath the building, which could obviously be from the Collapse Itself. Could that have been something that happened prior . Is there any indication that water was a factor here that you know of so far . So this building is right on the beach. Obviously, theres wave action nearby. We do not know exactly what may have contributed to that. But for sure theres a lot of water in the area. Do you have the resources that you need there in Miamidade County . What else do your crews need . As i sit here in washington i wonder if there has been any federal outreach to you. I dont know if the president would have called. Yes. Or had outreach to you or representatives from the white house . Yes, ive heard from the white house, offering any and all assistance, i heard from our delegation, offering any and all assistance. Our Lieutenant Governor is on the scene and chief Financial Officer is arriving. Were told the governor is arriving later. Were all here together. And my understanding is that we have the resources we need. Again, just top notch, world recognized rescue team with a lot of experience. We have the equipment that we need and many, many, including governments across i heard from the israel consul, argentinian consul, other dignitaries to ask if they can be of assistance. Weve been showing the number for the Family Reunification Hotline for people who dont know who where their loved ones are. Im sure theyre in agonizing pain. Yes. Please call us. We have jewish chaplain. We have Police Officers that speak hebrew and yiddish. We dont know who the missing are. We are here to is it assist everybody. Coming up in less than 60 minutes just over 60 minuts, President Biden is set to meet with a Bipartisan Group of senators looking for a seal of approval on a tentative deal. 30 minutes we expect to hear from House Speaker nancy pelosi, who could announce whether she will set up a special House Committee to investigate what will happen january 6th. Weve also got our Mike Memoli Standing by. Leann, big meeting next hour there where mike is at the white house. Talk to us about what youre hearing on this thing thats coming together, this framework on infrastructure. Hey, hallie, thats right. Big meeting. Right behind me, big buses to take the lawmakers to the white house in the next hour or so to meet with President Biden. And that comes after days of negotiations with white house officials on what this framework on infrastructure entails. We dont have the details yet. Theyve been very tight lipped. We know its traditional infrastructure, roads, bridges and broad band. The biggest Sticking Point is how to pay for it. After a latenight meeting last night, negotiators felt very good about what they came up with, on ways to pay for it. We are waiting to hear what exactly those are. But Speaker Pelosi and Leader Schumer had a separate meeting with white house officials, and they emerged from that meeting, understanding the dynamics within their caucuses. Its going to be very difficult to get all 50 democrats and all of the House Democrats on board for any bipartisan bill, unless they have an agreement on a major reconciliation, human infrastructure bill. Lets listen to what Senator Schumer said last night after that meeting. We had a very good meeting. We got into quite a bit of detail. The bipartisan tract. We hope to have voting in the house and senate in july. And that is the thing that hes trying to make a commitment to his progressive members, saying, look, were not going to go on this bipartisan bill and leave Everything Else aside like the child care, elder care. That is his commitment to them. I did speak to one member of the Bipartisan Group this morning and he said they feel very good about where things are. Hallie . Leigh ann, thank you. Let go to mike at the white house. Leigh ann touched on this. Despite so much attention being put on republican support, for example, senator joe manchin, et cetera. Whats the expectation youre hearing from your many sources inside the west wing on this . Well, hallie, whats so interesting about what were going to see unfold in the next hour is weve had the top advisers camped out really on capitol hill, working with this Bipartisan Group, trying to come up with what is now being called framework of a deal. Not necessarily sure we have all the details pinned down. Thats set President Biden up to be the closer, to make sure they have everything in place on this track. We began the week talking that theite house thought they had its been an either or situation. Either the bipartisan bill or reconciliation, democrats go it alone move. The white house will have to grapple with the fact that democrats want both. Part of what Senator Schumer spoke to there is the likelihood that theyre going to try to do both. This sets up the president , former man of the senate, wants to get congress back into fupgsing the way it used to with one of the most complicated shall legislative maneuvers ahead of him that weve seen in washington in some time. Today for the president , these direct talks with republicans and democrats alike, laying the groundwork for his own government, it will require him and the entire White House Team constantly reassuring both sides, including progressives that have become increasingly critical in the concern that they can get both of these things done at the same time but its no easy trick. Mike, thank you. Sal, you have this other piece, which is Police Reform. You have this deadline set to try to reach some sort of a deal. Where do they stand on that front . Hopes of a bipartisan deal are very much alive. Negotiators met a couple of times this week and sounded positive about what came out of those meetings. Lets hear from senator tim scott and congresswoman karen bass. I dont think theres outstanding issues that need to be worked out. Nothing is over until youre looking at Written Language. Were not at Written Language yet. Reporter now one of the Sticking Points in these talks has been the issue of section 242, criminal liability for Police Officers and whether things like excessive use of force should be covered and subject them to liability. What negotiators hope to do is come up with a framework they agree on this week and spend the next couple of weeks writing legislative language. We saw when the two sides thought they had a deal and then they got to Writing Language and then not so much, maybe they didnt have a deal. Any deal, the two people who really matter in delivering 60 votes in the senate are President Biden and senator mitch mcconnell. Whether its a gang of five, ten or 21 up to the crucial 60 votes needed will tell us a lot about where this president s agenda stands. Thank you very much for your reporting. Appreciate it. Back to South Florida and the partial collapse of that Condo Building that has left one person dead shall two others in the hospital. New this hour, our first look at the Collapse Itself from Surveillance Video captured nearby. We have to warn you, this is extremely disturbing, especially given how many lights were on in those condos inside the building when it chapsed. Were only going to show it once here. Were going to do that right now. It is horrifying to see, as you see the middle part of the Building Collapse followed by one side of it, and then that plume of dust, debris and smoke covering part of an area in surf side. Rescues are trying to move equipment and get that scene cleared. You can see pictures of what it has looked like in the last little bit this morning. I want to bring in somebody who ran in to help people when this collapse happened. Nicholas balboa is joining us on the phone. Actually, youre here with us. Do you have me okay . I do. We just, our viewers just saw what happened right around 2 00 this morning when part of this building came down. Can you walk me through where you were at the time, what you saw and what you did . Sure. So at the time, it was about 11 sorry, about 1 30 in the morning. I was walking my dog. Though i was about a block away. Felt the ground shake, and i heard what sounded like thunder. So i didnt really it didnt really register that it could possibly be Something Like this until about 30 seconds later. Basically another sound of thunder and feeling the ground shake beneath me that i realized something wasnt right. I brought my Dog Back Upstairs and ran back downstairs, went to collins and saw the plume of dust and smoke just kind of barreling down the corridor on colins. As i was approaching the scene, you know, to, i guess, the west of the building, on the front side of it, you know, fire crews were coming in. Emergency vehicles. So, they were lining the street. They were pushing people back. So i guess, you know i wanted to get a better vantage point. I decided to walk around the Apartment Complex to the north of the building, walk around it to the beach side. So that way i could be on the back side of the building and get a better angle and see exactly what had transpired. There were no police, fire crews. It was just myself and a few individuals. We got closer to the building to see. It was almost erie quiet. There was a young boy sticking his way up through the rubble to see if he could be seen. Can you see me . Can you see me . Please help. I was able to i started to kind of climb up he was pinned. I was trying to help with another individual. I used the flashlight on my phone to try to flag a Police Officer and fire crews and get them over there. Thats when a Police Officer came over. He climbed up and was able to see him. Just the whole time, the little boy was screaming, dont leave me, dont leave me. We wanted to make sure we stayed there and he knew that i wonder, nicholas, in that moment its so difficult to listen to when you think about Something Like this. What were you saying to this little boy who i think was just 10 or 12 years old, right . He was 10 years old. I just told him, were here. Were not going to leave you. The Police Officer that came, he wanted us to move back. And i pretty much told him he wasnt alone. He said his mom was in there with him. I couldnt see her or hear her i wanted to let him know he wasnt alone and would not be forgotten about. After that, i dont know how long you stayed on scene. We know, we believe the boy was taken out. I dont know if this is the same child in the pictures were showing here. I want to be clear about that. How long did you stay . And how are you doing now . To witness Something Like that, im sure, was shocking for you. It was. We, myself and the other individual, we were there for about i would say about 15 minutes with him, about 10, 15 minutes. Fire came over. I guess they were waiting for a special team that could come in and move the debris. They moved they got there. They started their work. Obviously they asked us to get out of the way. We moved down and then the Police Officers, they started to make a larger, you know, perimeter. They backed us up pretty far. I couldnt quite stay there. But i saw them work. It looked like it probably took somewhere between, i dont know, half hour to almost an hour to get them out of there. He was pinned pretty good. Yeah. Nicholas balboa, it is an incredible effort you went through to make sure that this little boy was okay. And our hearts and prayers go out to so many people in your community in surf side. Thank you very much for being with us on a difficult morning. We want to get a better sense of the steps that these Crews Nicholas was talking about, are taking right now. I want to bring in somebody who has a unique and specific perspective, retired chief dave downey. Thanks for being on. Good morning. Thanks for having me. I know in your career you havent seen anything exactly like this, right . Can you give us a sense, based on your expertise, what these First Responders are doing now at this point . Were eightplus hours into when the collapse actually happened. We are told it is search and rescue. The mayor told us a couple of minutes ago on this show that she is hopeful, right, that maybe theyll find more people alive in the debris. Whats going on from your perspective . Absolutely. Theres a very specific process that takes place with Building Collapse, search and rescue. First the units on scene, were removing those that were on the surface so we could get those folks out. Then you get into the more methodical void search and rescue. Thats whats happening right now. Its a very specific, step by step process. Its a large area of collapse. Theyre literally looking for needles in a haystack. So theyll be running our Search And Rescue Dogs over the rubble pile. And if theres any areas of interest expressed by the canines, theyll bring other Search Materials in such as Listening Devices and cameras that can get into these void spaces. Conducting Rescue Operations. This type of collapse doesnt lend itself to large void spaces but theres still the possibility of void spaces and survivors in those void spaces. So its going to be a process you mean an area where somebody could be im sorry, chief. Just to put that in Plain English thats a spot somebody could be in potentially with open space around them. Right . Exactly, exactly. And so the absolute last thing theyre going to do is start trying to remove large pieces of rubble. Some people are saying why arent they pulling that debris out . That debris causes Everything Else to become unstable as well. Theyre working in an environment where theres part of a building still standing. As the mayor told us this morning, some concern about the stability of that piece of the structure. Just before we brought you in here, im not going to play it again. Im not going to show it again. We showed Surveillance Video of what happened i wonder if you would read anything into that meeting. It looked as though the middle portion of the Building Collapsed. If we could go back to that shot we were just showing, it looked like Computer Animation Rendering around the building itself. Is there anything that investigators, chief, might read into the way this building came down as to what caused the Collapse Itself, one of the key questions still outstanding . Sure. Thats going to be the great mystery to all of us. All the efforts are focused on lifesaving rescue and then recovery. There will be a time to figure out when this building came down. In my 40 years, ive never seen a collapse like this, that didnt involve some sort of, you know, earthquake or something else. And so this is really a unique type of collapse and just a tragic event. Talk through what this is like for the actual men and women on the ground. They are very clearly putting themselves in harms way to try to conduct this search and Rescue Operation. What is that like as far as the head space that they go into Something Like this with . Sure. Fortunately, you know, or unfortunately, but fortunately miamidade fire rescue sponsors the search and rescue teams. The personnel there on the scene are highly trained, highly experienced in this type of Rescue Operations. Youre saying the best of the best . They dont need to call in others because they are the ones other people call. Right . Theyre as good as any of the other teams out there. Obviously i think theyre the best because theyre my guys. Bottom line is, they know what theyre doing. They are going to work this incident with safety in mind. Structural engineers are out there and make sure that the areas theyre going to work are safe for them to work or or stabilize the building to make it safe before they send rescuers in. Thats the biggest concern now, likelihood of a secondary collapse because you have a building that was supported that has a whole side now thats unsupported. Right. Right. I wish i did not have to ask you this question and it my hope it is not a question we have to continue to address but at what point does the Rescue Operation then move to a Recovery Operation . At what point does any optimism or hope of finding survivors start to wane for you . Well, thats the toughest call that rescuers have to make. Having had to make that call many times in my career, thats the tough transition. There will come a point. The decision is typically made when either we have exhausted any efforts, we hear no sounds, the dogs arent alerting to anything, theres no evidence that theres survivors in there. That, coupled with the stability of the remaining structure and the stability of the area. Because we certainly dont want anybody else hurt or killed as a result of this incident. So its not a decision that you can say 12 hours after the incident, 10 hours after the incident. Its going to take some time. There will be the time they have toition to recover. Our first sentencing in the january 6th case. First of all, the judge before sentencing Anna Morgan Lloyd, criticized republicans, calling ridiculous the Conspiracy Theories that the fbi might be involved. He gave Anna Morgan Lloyd exactly what federal prosecutors were seeking, three years probation. She wanted hours of Community Service and a small fine. The judge gave the doj shall the justice department, what it wanted. Three years probation. She is among the lowest of lower level defendants. No damaging of property, no incitement. She apologized to the American People and even she got exactly what prosecutors were seeking in a sentence. The feds are releasing new video of this, scott. What can you tell us about that . An hour new video, body cam video. First of all our first sense of the taunting d. C. Police officers received as they approached the capitol that day, vulgar taunts amid the mob. Some of the assaults weve been hearing about in court hearings, allegedly as brian mach, Video Exhibit from his case. He could be back am court later today to find out if he will be released from jail pending trial. These videos show a lot of defendants, assaults on police being held in jail. Speaking of things surrounding the insurrection, republicans in mch are going against their own, reconfirming what weve been reporting for seven months, that theres been no widespread fraud.
