And there is billions of dollars communities will be able to use for policing. And the frustrations of being the negotiator in chief, Infrastructure Talks between that Bipartisan Group of senators and the white house havent just hit a pothole, they are at the edge of a chasm over some big Sticking Points. The latest on that this just moments. Were following Breaking News as well out of the Supreme Court. A big decision on students free speech. It is an 81 ruling that former cheerleaders online profanity about her school is protected under the first amendment. Pete williams has read over the decision. What stands out to you . What stands out to me is who things. What the Supreme Court is saying here is that it is wiping out a Lower Court Ruling that said that schools can never punish students for what they say off campus. The court doesnt go that far. But it is the next best thing to that far as far as free speech advocates are concerned. Because the Court Suggests that the circumstances under which schools can punish students will be very lemtlimited. And they say that this is an easy one, the punishment went way too far, her speech wasnt really disruptive to the schools mission, it occurred during off school hours, it was on a saturday, not on campus. Remember, what happened here, she was on the Junior Varsity cheer leading squad, she tried out but didnt make the varsity squad, and that is when she sent that fbomb laden message On Snapchat About School and cheer leading and that is what caused her to be kicked off the cheer leading team all together. Her parents sued and Third Circuit said that they could never punish for off Campus Speech and the Supreme Court didnt go that far, but did suggest that the ability of schools to punish students to off Campus Speech will be very limited. So this is a very strong free speech case, a big victory for her anded a vow va advocates fo sfree speech. Pete, thank you. And this afternoon President Biden is announcing a new strategy for addressing rising crime nationwide particularly gun violence. And monica alba is covering the white house and i want to also bring in michael steel. So were just a couple hours away from laying out the steps that they plan to take to put a dent in rising crime. What are we expecting and why the focus on this issue right now . The numbers are simply going up so much and in such a disturbing way that the white house felt that they could not ignore it and that they needed the president and the Attorney General to come out and address the nation in terms of what they feel that they can do to try to help states at the community level. This is something that federally the white house understands they wont be able to solve necessarily but they can try to make things like all of this money that was in the American Rescue plan available, funds for them to dip into for Police Departments that are stretched too thin if they want to be able to hire more officers, or pay overtime for instance, now they can use more than 350 billion of this money that is already allocated for this purpose. So the president will go through things that he feels can happen again at the local level while also tackling of course the issue of gun violence. Something that he has spoken about repeatedly during will he is time in office. And even though that he has only been able to do executive actions to limit what the white house and the administration feels is really a major problem, he will call on congress to try to do more. But they will also be trying to tighten some Gun Restrictions which they feel will really bring this down potentially. And nesh to that, you will see the president unveil some other programs that are more Community Based interventions. And we got more insight from Cedric Richmond on morning joe this morning. Our strategy to fight crime is to prevent it from happening in the first place. And well invest in police also. We want to make sure that we protect black and brown community, all communities. In order to do that, you have to deal with policing. Players can use the Arp Hone To Hire Police which far too many hold to lay them off during the pandemic and were not going to let republicans repurpose that money. Reporter of course the president back when he was senator in 1994 was a coauthor of that crime bill that had so many controversial elements to it, so this is something that he has a depth of experience on but of course now he is confronting it in a far different manner. And also Cedric Richmond referred to the issue of Police Reform, that is also something that the white house is really hoping can get done and can help ease this potentially. So you will hear them make a call for that as well. They would like to see that become a reality in the next few weeks if possible. Yeah, michael, there is a big difference between Police Reform and defunding the police obviously. Allowing communities to use 350 billion in state and local funding from the American Rescue plan to hire more Law Enforcement and purchase more equipment is not defunding the police. As a strategic move to address this problem, does it make sense to you and what about as a political move . Well, both of those are gnarly strategic and political. Largely because the republicans have the upper hand in the policing narrative. They have the upper hand in the Criminal Justice narrative. And that is because of how they have talked about it. Democrats have largely been on the defense in this space. So it is interesting to see that the president is making it clear that the funds are not to be repurposed for something, you know, some wish list for republicans. But rather to deal with Community Policing issues, to deal with the relationship of the police with black and brown communities specifically. And to more broadly address the rising tide in crime around the countries on the heels of covid19. The success of this is going to depend how the president actually lays down this narrative and how he helps the American People agree with his vision of what modern day policing needs to look like to deal with some of these intractable issues particularly as they touch on race. So it will be interesting to see how much the president can claw back from republicans to get a firmer footing where this will be a big deal in states. And so this is good to start the argument now. Well see how the miles an hour people receive it over the next few weeks and how republicans most especially respond to it. And we want to talk about 2022 and how democrats look at this. The New York City mayoral race, i dont want to pretend that it is a blue print for the country, but it is a very blue city and eric adams took the lead. We wont know who actually won for at least a couple weeks. But the ahead of the dccc said this on morning joe. We wont stop fighting for Racial Justice. But we wont accept the false choice that we should choose between Racial Justice and safe streets. Well do both. And i think that that is what eric adams really represented. I think that you will see out of New York City a pretty good representation of where the Democratic Party is. Is that messaging that can work in 2022 with moderate voters . I do. And it is interesting, you know, footnote, eric adams, former republican back in the 1990s. And now a democrat and possibly the next democratic mayor for New York City, figured out a way to navigate that space, that blue space, if you will, to get moderate new yorkers on board. The dccc, dcsc, as well as the dnc should listen and sort of federal government out exactly how they can transport the messages to other states particularly where there are republican senators for example in a purple or blue state. And sort of help them really set the table. Because to be honest, you know the reality of it is the messaging on defunding the police stuck, it hurt, and it continues to stick in some ways and i think eric adams showed a way to sort of loosen the grip of that discussion on the Democratic Party. Well see if biden picks some of that up in his messaging today. And well see how it all shakes out when we finally get the results from New York City. But it is a very blue city. All right. You will both stay with us. Another big story that were following, the next steps for democrats after republicans successfully blocked the landmark Voting Rights bill. Last night all 50 gop senators voted to block the For The People Act from reaching a final floor vote. And now democrats are facing tough options about how to move forward. Our capitol hill correspondent Garrett Haake issing toing where things go from here. We knew the bill wasnt going to pass. Senator mcconnell has been saying not a single republican would vote for it. Reporter and there may be no options but democrats are committed to at least the principles contained within this bill. And within minutes of the vote being called both Kamala Harris came out to speak to reporters and Chuck Schumer laid the gauntlet on the senate floor vowing to keep pushing. Take a listen. In the fight for Voting Rights, this vote was the starting gun, not the finish line. And make no mistake about it, it will not be the last time that Voting Rights comes up for a debate in the senate. Reporter the challenge for democrats is this is kind of a three point plan missing point two, they knew that the vote would happen, they knew it would fate. Step two, something, something. Step three, they vote again and it succeeds. But the reality is that democrats i think at least some of them thought that republicans blocking this bill would put pressure on some of the moderate democrats that have opposed thus far changing or eliminating the Filibuster Rule for senate business. That has not happened. And so with those kind of tent poles in place, very hard time seeing how democrats can move this bill through the u. S. Senate. Is there anything that the white house thinks that they can do . They say stay tuned. And longer answer, it is completely unclear what they see as the path forward here. They believe that there might be some options in terms of taking on some of these state laws at the federal level. So they may explore that through legislation potentially. But in reality, were hearing here the same thing from the Vice President and the president which they feel this battle is just beginning but they havent been able to lay out the next steps. Take a listen to how the Vice President reacted once the measure failed yesterday. And the bottom line is that the president and i are very clear, we support s1, the john lewis Voting Rights act and the fight is not over. Remember, this is just one of several Homework Assignments that Vice President harris has been given by the president. Of course she is jug length juggling other things. But the time line is that he wanted something done in the month of june. So that is sort of what he crip it cryptically hinted at when many wanted help to hold an event and rally vote, instead releasing a paper attempt in which he did say that ill have more to say about this specifically next week. So well look to that for more clues about what the white house feels that they can do. But right now they simply believe that this is more about sending a message about where they stand but there are not a lot of other options on the table except for the president to try to use more of his Political Capital but we know that he is putting most of that behind infrastructure. And i want to read part of nick kohns take in the new york teams. The bill was destined to fail, but his suggestion is that that might open the door for more options that could potentially have a better shot this the senate. He writes that many other avenues remain to be pursued. All are more plausible than the bill that died in the senate on tuesday. And he points to Senator Manchin offering republicans voter id i. D. Restrictions as a compromise. Is that starting point . And garrett, he is shaking his head. Oh, i saw my man garrett, no, that aint going to work. I think, look, garrett is right. The horse is out of the barn on this. You cant know i mean, you are looking at one of the architects of creating the Political Warfare inside the senate in michigan mcconnell. This guy those what the hell he is doing. Hes already figured out your steps. So you have to have a strategy coming into this fight. It should have been from the very beginning back in the fall when they were talking about saying that this is just a democratic wish list, a Christmas Tree of stuff that is not going to get passed. He should have heard the clues to pull those pieces out and put republicans on the stick with respect to aspects of the bill that were sellable to the more moderate republicans. So mcconnell had to work his caucus. He didnt have to work his caucus here, so what do youdo now . Monica is right, they should have rolled out something with the president last night if this is that important. Lean in to it. But you are sitting Back Playing Chess and Mitch Mcconnell is playing fourth dimensional, you know, chess with while you are looking at where the pieces on the board are. Eventually named Secretary Of The Navy by president nixon, and then elected to the United States senate where he became a towering and respected voice on foreign policy, National Security and defense. Second longest serving senator from virginia, longest serving republican. A member of the greatest generation. And he understood that democracy is more than a form of government. Democracy is a way of being. He understood it begins and grows in an open heart and with a willingness to work across the aisle and come together in common cause. And that empathy, empathy, is the fuel of democracy. The willingness to see each other as opponents, not as enemies. Above all, to see each other as fellow americans even when we disagree. From johns spec perspective, especially when we disagree. That is how john forged consensus and made sure our system worked and delivered for the people. I saw it time and again, on issues of war and peace, john opposing torture, and ending gun violence. Protecting the rule of law and the independence of the judiciary. Johns decisions were always guided by his values, by his convictions, and never by personal political consequences. And it was always guided by his obligation to all those he represented even those who did not vote for him. Every senator wears the pride of his or her state on their sleeve. But johns love for the people of virginia was something special. And they loved him back, kept reelecting him. Because they knew john understood the job of senator was bigger than himself, it was about more than just john. And as we say in the senate, excuse me, a point of personal privilege, when john endorsed me for president last year, it carried an extra meaning for me. Senators in congress will understand this. It wasnt merely that promise republican endorsed me. Win john endorsed me, it gave me confidence, not about winning, but about being able to do the job. John gave me confidence. You know, in the battle for the soul of america today, john warner is a reminder of what we can do when we come together as one nation. While weve never made real the full promise of all americans, johns life is a reminder that every generation, every generation, has opened the door of opportunity a little bit wider for everyone. And so Key Biden Administration officials will head to the hill to meet with pelosi and schumer to plot their path forward. And Leigh Ann Caldwell is joining me with more. Good to see you. Take us through what i guess are fraying bipartisan negotiations. What are you watching for ahead of the meeting . So there is a couple meetings happening today that were going to be watching for. Lets just start with this heating with Speaker Pelosi and Leader Schumer with white house officials. Democratic senator tells me that they are going to be discussing everything really. That is because senator schumer reiterated again that he is on a two Track Process for infrastructure. On one track is a bipartisan bill that is currently being negotiated. The other track is this partisan Infrastructure Bill that could be upwards of 6 trillion including this human infrastructure component. So we know that is going to come up in this heating because that is what they are working on behind the scenes. And as for the Bipartisan Group, they are also meeting with white house officials for the second day in a row trying to hammer out details and try to come to some sort of agreement on how to row. As you mentioned, the biggest Sticking Points again is how to pay for it. The white house has taken off the table the gas tax, they have also taken off the table an electronic vehicle fee because they want to incentize use and purchase. And there is other things taken off the Table Including an Infrastructure Bank to finance all of this stuff. So it is becoming very complicate order how this Bipartisan Group comes to some sort of an agreement. So absent that, what they do it or not, the path is still moving forward. And i want to talk about one of the big parts of the infrastructure package, it would include about 25 billion to expand access to child care and preschool. And comes at a crucial time for parents because a lot are heading back to the office. Take a listen. Happy kids on the playground at beginning futures learning center. But this in this tough neighborhood, they would love to have an indoor place. Very often we have to break from the playground and return to the building because of gunshots. Reporter and the proposal includes money to upgrade facilities like this and build new ones. They are desperately needed. Covid shuttered more than a quarter of centers by the end of last year. And those up and running face a tee bill dating staffing shortage. Imagine entry level pay is 8, 9 and hour when you can go to target and make 15. And a lot of countries are offering signon bonuses. And i cant compete with that. Reporter black and hispanic communities like union city, new jersey were especially hard head by the closings. Exactly the places where parents often didnt have the ability to work from home. And we said that we are only probably going to be for two weeks or so. And here we were a year and a half later. Reporter union city is open again, but without competitive salaries an estimated 20,000 other Centers Nationwide may never reopen. And so child care advocates insist that money for Brick And Mortar alone doesnt add up because without higher salaries those new and improved buildings wont have the teachers to staff them. The taxpayers need to understand that education for a young child is crucial. And is a key component for the future of our children. Reporter and democrats are making this economic argument, the latest data shows that millions of americans are abandoning their jobs and experience shows us that the lack of affordable readily available child care disproportionately impacts women and especially women of color. So that brings me ck Leigh Ann Caldwell. What is the status of child care . And that was such a great story and you highlighted two major issues that democrats are promising to get passed in some way as far as infrastructure is concerned. Thets one f neither one of those issues the money for Brick And Mortar or to subsidize salaries is included this the bipartisan framework of a proposal. Instead, democrats say that those are going to be included in this massive partisan Reconciliation Bill that they are currently formulating behind the scenes. And this is likely something that Speaker Pelosi, Leader Schumer and white house officials will be talking about tonight. Leigh ann caldwell, thank you. And well continue to keep a close eye on it. This morning were keeping a close watch on a Cdc Advisory Committee that are looking at the rare cases of heart inflammation. More than 300 cases have been reported so far. But for perspective on how rare that is, that is 300 reported cases in more than 20 million vaccinations. And this morning icu beds are just 5 left. And that may sound like it is five or six months ago when the entire country was dealing with the worst of this pandemic, but it is the current reality this one colorado county. Right now mesa county is facing a crisis as new cases of the Delta Variant are on the rise. Dasha burns is speaking with health officials. And mesa county has the majority of colorados cases. What are you hearing from people, what is going on there . Reporter i got to tell you, it does feel like deja vu standing here at another hospital that is again almost full, covid19 helping through this community, the Delta Variant impacting that unvaccinated population. And that is the thing, this is very different than what we saw in november because there is a vaccine available and the Health Experts that ive been speaking to here point to that as the biggest factor and the biggest concern here. Hey a county is lagging significantly behind the rest of the state and the rest of the country when it comes to vaccinations. And they are battling misinformation and vaccine hesitancy. And this is a county that is more rural and conservative. And where a lot of folks pride themselves on personal choice, on lack of government intervention. But what that translates to is that vaccine hesitancy. And what it means for the Health Care Workers in this building behind me is that while they watch the rest of the country, much of the rest of the country, start to return to normal, other hospitals breathing a sigh of relief, they are still very much in t thick of this battle. And i want you to hear from one of the lead nurses here, dustin duncan, about this. Take a listen. It is putting a strain on the staff. Physically and emotionally. Especially knowing now that we have a vaccine available and our Vaccination Rate here in the valley is as low as it is. Most of the patients that were seeing hospitalized these days are unvaccinated. Probably out of the last 100 admissions, i think only two were vaccinated. Reporter and so a lot of the staff disheartened and frankly frustrated and want their neighbors and Community Members to get vaccinated. Dustin told me that he is a nurse of 29 years and after all of this, he has thought many times about changing career paths because of what he has seen over the last year. The county trying their best to get people vaccinated, they are doing mobile vaccination units, creating a mobile unit at a Big Country Music festival, try to get shots in arms. Thanks for that. A i want to speak to dr. Peter hotez. I wonder what goes through your mind when you see that reporting. It is almost like we are living in two americas. Places with high Vaccination Rates and hospitals almost returning to normal and then you see what is happening in this county in colorado. What do you make of it . Yeah, i think that you hit on it, we are looking at two americas or what i have been calling two covid19 nations where certain parts of the country like in the northeast over 80 of the population has been vaccinated. And then here in the south or in the Mountain Areas, colorado, wyoming, idaho, incredibly low Vaccination Rates. And what is going to happen is this, wherever we have this Delta Variant now, about 20 of the virus, pretty much anyone who has not been vaccinated, there is a high risk that they will become infected now. And unless that we can have areas where High Percentage of the people are vaccinated to va transmission. So this virus will seek out areas of low Vaccination Coverage in those three Mountain States that i just mentioned and in the south and thats what were going to see into the summer and fall is another surge affecting predominantly young adults and adolescent, especially who are not being vaccinated. Do you see part of the Messaging Problem what we saw at houston methodist. They just fired 150 people because they refused to be vaccinated and they were widely interviewed and talked about the fact that this is tested enough, that theyre nervous about this vaccine, that they dont want their rights infringed upon, and you can see people saying, well, if my nurse wont get the vaccination because shes nervous about whether or not its been properly tested, maybe i shouldnt get it. Where do you think all of that fits in, particularly the role of Health Care Professionals . Healthcare professionals are really important in this and whats happened, unfortunately, is theres at least a dozen major antivaccine disinformation groups out there putting out that kind of message around Health Freedom or saying that the vaccines are experimental which theyre absolutely not and theyve been well tested and well vetted by the food and Drug Administration and now this has been picked up by the conservative right. We spent time in West Virginia, watching as the protesters marched to protest his views on not saying he wont reform the filibuster and on that point, saying he will not support the For The People Act. We know that in the last 24 hours that has changed in part because of a conversation with leader chuck shumer and also in part because he was able to take part in negotiations around what was in that bill. So now that manchin is a yes on that, this is still part of a sustained, Grassroots Campaign to keep progressive issues at the forefront here. The fact that not even having a dialogue right now and debating which is the fundamental purpose that theyre sent there for is just fundamentally wrong. What im not seeing from manchin is that higher sense of purpose to put the needs of his constituents before the needs of other interests and thats why were here today. So, chris, yes, they are out here pressuring manchin, but he is not the only senator in their sites and theyre also looking at minority leader Mitch Mcconnell and to that end there will be attendees here from about four or five different critical states, places like kentucky, ohio, pennsylvania, new york, of course, right here in d. C. And manchins home state of West Virginia. You can see its a little bit early and we have a few hours before things start and you can see some of the folks here volunteering to lead this march once things get started later this afternoon. Well see these activists as well as others who will be bussed in from those states that i mentioned and more than seven busloads of people starting here in the Supreme Court and getting as close as they can to the capitol and to Senator Manchins office. If you talk to folks in manchins home state, hes aware of the protests and aware of the pressure from progressive roots and that will only continue and as one of the organizers said to me when i was in West Virginia last week, this is about bringing continued street heat and trying to keep the Pressure Campaign on democrats for s1 and for Voting Rights and a slew of other democratic priorities that they hope they can pass at least while they have the house and senate.
