Democrats say they will keep fighting after Senate Republicans on a sweeping new Voting Rights action in laws in red states. Democratic governor joe manchin voted to debate, after receiving assurances that his compromise would be considered. At the end, the vote was split 50 50, short of the 60 votes needed to overcome the republican filibuster. Heres what will we heard on the senate floor yesterday. Theres no widespread effort to stop voters from casting a ballot. And theres no design to hand states constitutional authorities over to the federal government. Our democratic colleagues are struggling to accept this reality. And what would be more hypocritical critical and cynical . That invoking Minority Rights in the senate, as a pretext for preventing debate about how to preserve Minority Rights in the society. There is no effort in any state in america to suppress votes, based upon suppression of minority participation. What this is really about is an effort for the federal government to take over the way we conduct elections in this country. It is a solution in search of a problem. Regardless of what may be happening in some state, theres no rationale for federal intervention. My colleagues, my colleagues, a senator 60 years ago held that the federal government should never intervene to protect Voting Rights, this body would never have passed the Voting Rights act. The republican leader uses the language and the logic of the southern senators in the 60s who defended states rights. And it is an indefensible position, for any senator, any senator, let alone the Minority Leader to hold. All right. Joining us now congressional reporter for politico, olivia devers. Olivia, great to have you here. Lets talk about the facts. At the end of the day, this is about power, and specifically for republicans to try to hold on to power as much as they can. Kasie, this is a major setback for democrats, basically the push to get the ethics and reforms bill. And without the republicans on board they were unable to get the filibuster. There are things democrats can do, again, that was a huge setback and a major fail of something they have promised to deliver. They can try to make another push in the fall. They can break up this bill and try to do it in bits and pieces and get republicans voting on certain aspects of it. Or they could be trying to put Election Spending in a reconciliation bill. But they dont have to go and get the ten other gop votes. But democrats havent really figured out how theyre going to do that. Schumers saying theyre not done fighting as the Vice President , but they havent previewed how theyre going to go forward with this. And, of course, they really have an Activist Base on this issue thats really pushing them particularly hard and was particularly disappointed by what unfolded yesterday. Olivia, lets talk briefly about the infrastructure deal. We thought we were going to get something on yesterday, on monday excuse me, on monday, early this week, at the very least. We still havent really seen a framework that people can agree on. The white house has weighed in and hung up the talks. Where do you think things stand and is there actually some resolution by the end of the week . Were seeing more talks, theres more meetings today. But the more they start fleshing out, the more they say they have to iron out the various differences. But one thing i found interesting talking to republican sources in the senate. They, too, are preparing for the talks to fall through. And ive been told from sources that they are already planning amendments in the event that democrats go through with the Reconciliation Process if these talks fall apart. Democrats, too, like senator Bernie Sanders with the 6 trillion way of moving forward with the infrastructure and other acts of sort of a way Going Forward. But in terms of these discussions, both sides are saying that theyre holding out hope and theyre optimistic. Its just theres a lot that they havent been able to come together on. Right. Its almost impossible to identify one significant source of new money that everyone says, okay, great, we can agree on that. Lets also hit on one more topic that bubbled up yesterday, actually right or in the immediate aftermath of the Voting Rights bill failing on the floor. And thats the possible formation of a select committee to investigate the january 6th attacks. There was some confusion late in the day as to exactly how this was going to play out. But clearly back in the conversation, what are House Democrats thinking in terms of what to do about investigating that . Democrats are saying that they absolutely want to do something. At first, it was that pelosi was planning to go forward with this. And its about whether shes going to be making her decision which we already heard beforehand. But democrats really want happen on january 6th. They couldnt get the gop support to examine one of the more deadly atrocious days of an attack on our nations capitol. So, theyre trying to figure out how to move forward in a way that they can examine it without republicans turning it into this partisan, you know, crazy, back and forth between the two sides and they can actually get answers. Pelosi hasnt said how shes going to do that, but the select committee is the most likely option that shes going to do according to my conversation with sources. Lets go now to the coronavirus pandemic with the pace of vaccinations falling, the white house is going to admit that theyre likely to miss President Bidens goal of getting 70 . Many the target had been received for americans 30 and older, but its going to take a few more weeks to hit that number among younger americans. Where the country has more work to do, particularly with 18 to 26 year olds. The reality is many younger americans have felt like covid19 is not something that impacts them. And theyve been less eager to get the shot. Has this white house said, what went wrong . Was the goal too high, the number was not attainable . Sure. Well, we dont see it exactly something went wrong. How we see it, we set a goal, an ambitious goal, something the president has done from the very beginning. Democrats have been debating for some time how to properly investigate this. There was confusion late yesterday. It seemed as though we were on track. But then the House Speaker pulled back a little bit and now we still dont know. What are the pros and cons. We know a commission is likely off the table. What are the pros and cons of a collect committee in this instance . Sure. Theyre going to use it to accuse democrats of trying to move forward with the idea that it is just something to be used to criticize him. And what we will see what will happen, as democrats will be put in a position where they will constantly have to defend and prove theyre doing this. But in fact what ended up happening which was an insurrection that almost destroyed democracy. I think one of the key points that democrats are going to have to lean on is the idea that this is something that democrats in america want outside of capitol hill isnt true. Weve seen conservatives come to capitol hill and say we need a solution to prevent this from happening again. Yeah, a handful of conservatives including liz cheney and i think, a lot of surprise, frankly, there there was so much opposition in the senate. Again, we talked so much about this when this first happened people were appalled. The more time that passed the more it became a political issue that republicans couldnt deal with. Eugene, lets talk about Voting Rights. This is of course, as weve talked about many times on the show, an existential issue for people. And become the issue for the democratic base. We saw yesterday, even with all 50 democrats, they cant get anywhere with this. Whats next here . I think what you can expect democrats to do, based on what they signaled really to lean into this and get involved in State Elections an remindering voters who you send to your State Capitols is as influential as who you send to the nations capitol. And pushing back on Voting Rights, as you know, this is the first time that washington has not moved forward on Voting Rights. Democrats do have experience on relying on activists and local organizations to rally and try to get the vote out. Its going to be much harder. So what is clear, they just cant rely on republicans that previously suggested that. Theyre actually for this issue that their vote is saying theyre not for. Whats your consensus how much concern there is behind the scenes among democrats who worry this was set up to fail in a way that ultimately hurts the cause, in that they spent so much time and energy on something that everyone knew was never going to become law in the first place. Do you think that theres any secondguessing about how this all went down . Well, theres certain likely is, because not everyone is on the same page when it comes to try to figuring out how legislation should work. There will be people who step back and say we really should have approached this differently. But some of the democrats that ive talked to on the hill, staffers said, what they had to to do, at the very least, give the experience this is something they were doing and reveal to americans concerned about it that this is something that republicans just werent on board with. And be able to point to the democrats who are going to be able to go back to their districts and say, you know what, we took this issue before the people and prioritized it and we did our part regardless of what the outcome we wanted it to be. I guess one other thing, we may see and there was late news yesterday, perhaps senator roy blunt is one to watch on preclearance for Voting Rights act, that would be incremental to the people act, but still be something that perhaps we may see discussed in the future. The white house is working with a twotier Infrastructure Strategy that would include a bill with Legislation Support and supported entirely by democrats. And the mark since biden first unveils the infrastructure plan, many democratic lawmakers say its time to see more movement before the twoweek week, progressive Law Enforcements with a guarantee if they vote on a package, other priorities like Climate Change and social programs will pass through reconciliation, Senate Budget Committee Chair senator Bernie Sanders has drawn a red line saying theres either going to be both or nothing. Joining us now House Armed Services and select committee, democratic congressman roh khanna. There will be concerns even with pay bipartisan deal out of the senate, it could come into the house and run into a little bit of trouble. Whats your stance, and whats your thinking on the best way to move forward in termstwoprong strategy. Kasie, there are three broad concerns. First, if theres no significant climate legislation, it wont pass the house. And the house is not going to take the senates word for it if we pass something bipartisan, then we can pass reconciliation later on. It has to be simultaneous. Second, were never going to support a tax on the Working Class and set up a tax on the ultra wealthy. Thats forcing President Biden to break his own pledge. So if the gas fax increases we wont have the vote. You cant increase taxes or user fees on Electric Vehicles. These are the three broad concerns im hearing among progressives. So, given all of that, do you see any path forward for the bipartisan talks . The pay forward is that looks like weve been talking about these talks now essentially for weeks and gotten nowhere . Look, my district, as you know in the heart of silicon valley, 10 trillion market, the wealth increased 30 during the pandemic. The wealthy in my district are benefitting the most from infrastructure. Many in fact say theyre willing to pay more tax. Why wouldnt we increase taxes on them first, instead of putting the pay on the backs of Working Class that commute to work. I think the progressives look at this and say you are taxing the wrong people in this country. And you dont have climate infrastructure. This is not the right way. Whats your sense of where the white house is on this . I mean, the senate did seem to be actually moving forward with some of these things that youre discussing, the gas tax and fees on Electric Vehicles until President Biden came back from europe and then saying thats not going to work for us. Is that a reflection of whats going on in the house . And where do you think theyre ultimately going to come down . Where the president is substantively is where they are in the house. He wants to address climate and tax on the wealthy. And he wants to see something bipartisan work out. Hes letting the process play out. I just dont think that genuine desire for bipartisanship is consistent with what he also wants to see policywise and the divergent. How significant would you say is the frustration currently among democrats on the hill, and particularly progressives, with the pace of this . I mean, do you think that President Biden is letting these bipartisan talks drag on too long . Kasie, the president has an enormous amount of goodwill on the hill. For two reasons, the american Recovery Plan was a huge success. The president has done a phenomenal job in getting shots in the arms of americans. The third reason is the president conducted himself very well on the world stage. So, i think he has a lot of goodwill. I wouldnt say that there is some anxiety, but i do think there is a resolve that while we have both chambers and this president , we will get a major package which has Green Infrastructure and tax on the ultra wealthy through. And were going to continue to push to make that a reality. Finally, sir there was some back and forth late yesterday, about the idea of doing a select committee to investigate january 6th. There were Reports Pelosi was ready to go ahead and move forward with it the House Speaker, but now it seems like shes still trying to make up her mind. What is your sense of where that stands . I mean, is there support in the Democratic Caucus to have a select committee and to get that started pretty quickly . There is, and ultimately, i do think the speaker will have a select committee, if we cant get the bipartisan votes in the senate. The sneaker is an institutionalist. She loves the capital end of democracy. She served for over 30 years in this institution. They wants this actually to be bipartisan, but its politics for her. But given this, there has been no movement in the senate. She will have a select committee, if theres no other option. It looks to me were headed towards a select committee option. Todays one big thing is a losing hand for democrats on Voting Rights. We saw as you reported earlier in the hour today democrats didnt muster enough votes to overcome the filibuster, overcome republican objections on Voting Rights so that speaks to the hard road ahead they will face on trying to get some of these Policy Prescriptions through, not just in the senate, theyre facing gerrymandered districts, facing legislation tours that tilt in favor of republicans. One democrat said this is going to be hand to hand combat in state to state. Also democrats were upset that President Biden and Vice President harris didnt lean more into this as an issue, didnt lean more on to the caucus on to republicans to try to overcome the filibuster. To do this a lot of democrats have been receptive they didnt even had enough voits in their own caucus to push back on the filibuster. These frustrated democrats what would they have had the president and Vice President to do . Make this more of a top priority for the president and Vice President. The devil is in the details on this. If you go to the white house they would say this is something that the president and Vice President were committed to. It wasnt enough to get it done in the senate and so now a lot of democrats were speaking to are looking to fighting this back again in the house and another thing to watch is what happens in the courts when these get litigated. There might be movement on slightly narrower bills, there is the bill named after congressman john lewis, that might be the next thing to move but its uncertain. I saw senator roy blunt, talking about pre clearance requirements which would touch on that. And a lot of democrats moving on voter id laws. Maybe there is a place to find agreement. Perhaps, although i still think its a very long road. You guys are also reporting on coronavirus and how different states are dealing with this in different ways partly because of different vaccination rates. Everything is back to normal, were back to the studio for the first time in 15 months but without masks Public Health officials are telling us theres two stories in states where vaccinations are at pace up above 70, 80 percent case counts are dropping below single digits, but in states where vaccinations are not at pace, thats where Public Health officials are worried about the new variants that are far more dangerous and transmissible. We could see a second wave of the coronavirus that belies the sense of reopening we have in a lot of states where vaccinations are proceeding. For sure. Get vaccinated. Get vaccinated. The other piece of this, too, you guys are looking at today which is actually kind of a flip side, a positive story and thats Small Businesses that seem to be coming out perhaps more strongly than we might have expected. Boosted by the stimulus support, the government and Federal Reserve policies and bank lending looking at another great year for Small Businesses. A big comparison versus the financial crisis which was brutal for small business. The Economic Conditions are different, the political conditions are different. You have to wonder, too, in the cases of many of these larger employers that are struggling to find employees because people are reevaluating their lives they would rather work at home for themselves instead of a Fast Food Place or retail store.
