border. a crisis at the border starting to take shape. a surge of migrants crossing. fema stepping in to help with the more than 3,200 migrant children being housed in customs and border facilities as of last week. that figure is a new record. republicans are seizing on it. in a matter of hours, kevin mckathy and other congressional republicans will be at the border in texas. they are calling it a crisis. democrats are calling it a challenge that they inherited from the previous administration. that's where we start. garrett haake in el paso, texas, where a group of house republicans, including minority leader mccarthy, making the border visit. i want to bring in the former white house deputy chief of staff for operations under president obama. jacob is with us in california. we know that part of fema's role -- we don't have jacob yet. garrett is in el paso. congressional republicans making a visit to the border in a matter of hours. this visit coming as congress preparing to consider two immigration bills this week. what do we expect to hear from republicans? what's the point they are hoping to make with the visit? >> reporter: there's the humanitarian issue here and the political issue. there will be two immigration bills debated and voted on later this week that deal with the -- [ no audio ] they don't deal with seasonal and generational. it goes back administration after administration. in this case we are seeing this surge of unaccompanied minors making their way through mexico and presenting themselves at the border. we are hearing from the house republicans who are saying, this is a result of biden administration changes in policy, loosening of restrictions that were put in place by the trump administration. they say even by a change in tone from the biden administration that makes the u.s. seem more welcoming. they would like to reverse this. they don't specify what policies they would put in place that would be more humane. immigration activists and democrats argue these problems pre-date the current administration and in many cases were made worse by those draconian policies of the trump administration. last night, i interviewed the democrat who represents the el paso area. i asked her about this. listen to her response. did the united states waste the last four years building walls instead of trying to address the root causes of this? >> 100%. when you think about the tens of billions of dollars that we have spent in the last four years alone and if you look at the approach to border and immigration policy over more than a decade, the hundreds of billions of dollars that have been expanded, what's changed? >> reporter: the electoral politics of this are also a driver. republicans are united in wanting stronger border security and a focus on those issues. this fence behind me, yesterday our crew watches a couple of guys with a ladder climb it and hop over. this is not just a border security issue. it's going to require a whole of government response. that's what i will be pressing these congressional republicans about later today. >> presumably those folks who jumped the fence there saw the cameras and they were not deterred by that. >> reporter: that's right. they were apprehended by border patrol quickly. with the policies in place now, if they were adults and from our vantage point they appeared to be, they will be sent back. the border is closed to asylum seekers who are not unaccompanied children. >> jacob joins the conversation. jacob is with us from outside nasa moffett air field in san francisco. he is there because this is a site that hhs is considering as a potential influx shelter for migrant children. how is that going to work? what are you seeing on the ground there? >> reporter: that's right exactly right. i wanted to explain why am i here in the san francisco bay area if we are talking about what's happening along the southwest border. a humanitarian crisis of a backlog in border patrol facilities. this is one of the choke points. this is where i think the biden administration and the federal government, if it was up to them, would like those children to be relocated to if this facility turns out to be suitable in the mind's eye of health and human services and child expert services that care for kids that come to the united states unaccompanied and are transferred from the border locations into the care of what's called the office of refugee resettlement. here at the ames research center, hhs came out here last week with a team to basically assess if this location is good enough to build what would be effectively a tent facility or a soft-sided facility in order to bring in not only child welfare experts but doctors, caseworkers, educators in some cases, even things like a barber shop or entertainment pore children while they are here. i have been inside the hhs facilities along the southwest border. that's the idea, to get them out of what is effectively a humanitarian crisis and the border patrol facilities so they can be in a place where they can be cared for before they are placed with a family member or a sponsor. they can't get a facility here up and running fast enough to alleviate the crisis today, tomorrow, maybe not even in the next week. that as garrett was explaining is why fema has been brought in and is involved. rest assured, this is something that the biden administration would like to have yesterday. they don't have it yet. that's why we are seeing the situation we have at the border. >> jacob, stand by if you can. jim, as we heard from garrett, republicans appear to be trying to make this a biden administration crisis so far. the white house chief of staff and the speaker weighed in on that over the weekend. >> we inherited a real lack of capacity. it's hard to ramp up that capacity. you can't just take children and put them in a hotel room. >> this is a humanitarian challenge to all of us, what the administration has inherited is a broken system at the border. they are working to correct that. >> jim, they are pointing the finger at the trump administration. how much longer will they be able to do that? at what point will american voters start to blame this president for what appears to be another crisis at the border? >> i think american voters understand this has two reasons why we have this crisis. the first is the covid destruction of the economy of central america and mexico. the second is the trump administration's policies over the last four years. there is no plan in place, there's no way to test these kids for covid, there's no way to deal with these kids, as jacob reported. i think voters understand that. we are a long way away from the next election. the two most important things people want to see are a plan in place, which the administration is racing to get. they are seven weeks in. you can't fix in seven weeks what took four years to break. i think people are going to give them some time to deal with this crisis at the border. >> jacob, let me come back to you for a moment, if i can. i recall the description that was used during the trump administration in terms of the facilities. we heard cages. children being held in cages. do we know if that's still the case right now? >> reporter: specifically, the facility i was in, the central processing station in texas, is where i saw the children held in cages in 2018 at the height of the family separation crisis. it's really important to understand, that facility very specifically has been closed for renovation under a congressional appropriation bill that included things like removing the cages. the facilities along the border are at the same type of facilities. whether you call them cages or plexiglas or whatever the border control is using, take it from me who has seen these places, those are not places for children to be. whether or not there are cages i think is beside the point. kids are in effectively border jails right now. they shouldn't be there. they should be in permanent facilities run by child welfare specialists at the office of refugee resettlement in the next best case at influx facilities, temporary shelters with child wefare facilities. but they are in border jails. it's a humanitarian crisis that the biden administration faces. there are important questions to answer. why aren't there enough influx facilities or shelters ready today? did the trump administration know and project an influx and not prepare? did the biden administration know and they weren't able to stand this up quickly enough because they did move on influx but not until february? those are questions that both the former trump administration and the current biden administration need to answer. more importantly, they need to find capacity for children that is humane and fair and safe to match the rhetoric that this administration has said they want to approach the immigration system with. they need to do it now. >> jacob there for us in california. garrett haake, i will check in with you there at the border in texas as republican leaders head there. jim, stand by for me if you can for a few moments. the white house is pushing ahead on selling the covid relief package to the american people. in a few hours, president biden will deliver a speech touting the american rescue plan. the first lady and vice president harris are kicking off a white house victory lap of sorts across the country, explaining what precisely the package will do for the average american. kelly o'donnell joins us from the white house with that part of the story. kelly, why does this administration feel it's so important to sell this plan on the road? >> reporter: there are a few components to that. part of it is about wanting to be certain americans can access the benefits that will be available to them, to understand those benefits that are there. certainly, if a direct deposit hits their bank account with the 1,400 direct payment, they are aware of that. it goes beyond that. getting the vaccine. seeing schools in their home community refurbished and using resources. making people know what's accomplished. part is a political credit seeking opportunity for the biden administration. this was a hard process to get through congress. a big achievement legislatively. the first big piece of legislation. wanting to savor that win for as long as possible. to some degree, making certain that there is a positive reaction to the bill in the face of complete rejection by republicans and a lot of criticism about the scale, the cost, the priorities in the legislation that republicans say are not focused enough on covid. what we will see over the seven stops in five days are the principles of this administration talking about different aspects. dr. jill biden, an educator herself, will be at a school in new jersey, one of the things, a chance to see how are schools going to implement some of the resources to deal with ventilation, to deal with a different physical layout to accommodate for distancing, those things. there is the next phase of implementation which president biden will talk about today. that can be a thornier, trickier process. what's in the bill and the big chunks of money for benefits programs and so forth have to be managed. had a can be where problems will pop up. he has acknowledged that knowing from his own past experience in government how that can be problematic. as that phase kicks in and there are issues that come up, they hope to have a well of understanding and support for this legislation to offset some of the trouble spots that may be down the line. craig? >> kelly, quickly, we learned this morning that the president has picked gene spurling to implement this rescue plan, if you will. what's that going to look like? >> reporter: point man on this very big task. gene spurling has been democratic administrations. he has treasury experience. that's important with the piece of getting money into people's bank accounts and debit hards -- cards and paper checks. managing all of the resources that are appropriated through this legislation and seeing that the right decisions are made about where the money goes and how it is used when it becomes not just an idea or a paragraph in a piece of legislation but is a real resource in places around the country. >> jim, you worked in the obama white house and the days after the stimulus bill was passed back in 2009. president biden seems to want to take a different approach, holding virtual meetings with democrats last week. the president said, quote, we didn't adequately explain what we had done in 2009. obama had been, quote, too modest in his approach. what was the thinking? >> we were in the middle of a host of crises at the time. in retrospect, didn't sell it hard enough. vice president biden was a part of this. he understands as president, he has two goals. the first, to kelly's point, is to administer this historic package. no one tried to administer this big of a package. it's a job he had at the time. he knows how do it. appointing gene spurling was a brilliant move. what you realize when you try to administer these things is you have over 20 government agencies who need to be coordinated. there has to be a point person at the white house to do this. first is administering it. the second is going out to the public and selling it. you need to sell it because there's programs people aren't aware of and not sure they qualify. the second piece is to make sure people understand the government is working. we have a competent administration that is getting these things done and we are on to better times. we will get past this covid thing and fix our economy and get back to the america we all want. it's incredibly important for consumer confidence we do this and we have an administration out there selling it very hard. you have an absolutely focused biden administration on doing those two things. >> here is the thing. as you probably know, poll after poll continues to show widespread support of the president's relief bill. there's this poll finds 90% of democrats support it, 71% of independence, 59% of republicans support it. if it's so popular, why do they need to hit the road and sell it so hard? is that just because voters' memories are so short? >> no. it's never assume. you can't assume people understand it. i have not seen a bill in my recent experience where they went through a vigorous debate and the thing has gotten more popular. the truth is, the republican party decided they will be against this. they will try to point out their criticisms of the bill. the administration can't just sit there and rest on their laurels and say, 75% of the people support this. they have to continue to sell it. they know that. that's why they are really pushing hard to administer this and sell it. i think they're doing exactly what they should be doing. >> always good to have your perspective. kelly o'donnell for us there at 1600 pennsylvania. thank you, as always. right now, that white house covid response team briefing is happening. it comes after a weekend that saw air travel hit its highest level since march of last year. that, as you might imagine, raising a few concerns. also ahead, a big day in florida for those waiting to be vaccinated. the state lowering the eligibility requirement to age 60. a big segment of the population says it won't get the vaccine. the top elected democrat in florida will join me next. more protests are happening in minneapolis as week two of derek chauvin's trial gets underway. live at the courthouse. customizes your car insurance so you only pay for what you need? (snap) fine jewelry for every day, minus the traditional markups. ♪♪ this past friday, we saw more travellers pass through our airports over 1.3 million. this is the most travellers we have had in a single day since last march, before the w.h.o. declared the global pandemic. >> that was cdc director rochelle walensky a few moments ago at the covid response briefing talking about the concerns that health officials have about air travel specifically. here are the latest facts. this morning, more than half of italy has re-entered lockdown. schools and restaurants in many regions are closed with residents only allowed to leave home for work or necessities. the restrictions in italy coming after a 10% spike in new covid cases across that country last week. back here in the united states, dr. fauci is warning states against rolling back covid restrictions too quickly. dr. fauci says we are not in the end zone yet. the u.s. could see a new surge in cases if it lets its guard down. about a dozen states have loosened rules over the last few weeks. right now, we are setting records on the vaccine front. on saturday alone, some 3.2 million americans reported getting a vaccine dose. that was a new daily record. that's according to andy slavitt. we are still averaging more than 2 million shots in arms every day. starting today, florida is opening up appointments to a lot more people. the state lowering the eligibility requirement to anyone over 60 now. that means 2 million more people will now be eligible for the shot in florida. sam brock is at miami-dade college where a federally run site has been set up. how is the state going to get all these newly eligible people appointments? >> reporter: they are running a much smoother operation than we saw even days or certainly weeks ago. this is, of course, one snapshot at miami-dade college, the north campus, which about a week ago was gangbusters, especially as they introduced new groups of eligible recipients. we saw lines which over my shoulder, it's people trickling in by the orange cones. it was previously going through this parking lot and down on the sidewalk as folks were coming in trying to get vaccinated. appearances can be deceiving. i found out this site, which has the capability of 3,000 vaccinations a day, is today at 1,150, give or take, through 11:00 a.m. they will hit the mark of 3,000 if it keeps up. we were able to get inside a little while's at this location which offers walk-ups. one of the appeals tthe federally assisted sites. you go to the other part where the u.s. army medical specialists are helping to vaccinate people and they had 40 simultaneous stations going. many of them were vacant. the fact that i would say attribute this to people in florida understanding eligibility requirements a little better now than they did previously. it's running smoothly and effectively. we talked to folks who have come down living in florida or part-time residency in florida, which means they are eligible. they are excited. take a listen. >> when it first started out, they were slow getting it going. now it's going much better. i feel a lot of people's lives will be saved because they are being proactive now. >> i think everyone needs to get vaccinated. it's good for everyone involved to be proactive, to fight this awful disease that's hampered us and killed us for over a year now. >> reporter: craig, we have talked to plenty of people who are hesitant as well, whether it's because they haven't seen the data over a period of less than a year, if they want to see friends and family get it first to test the waters. there's split emotions on that. it's important because of this, the governor has spoken about the fact he expects to open it beyond 60 and up. and then everybody, he says, but at some point in april, that's a lot of folks. he believes it's under 50% for some of the younger age brackets when you get into 30s and 40s. maybe not as excited or willing to get the vaccine. we need all of them if we will reach herd immunity. not just the supply but the demand as well. >> absolutely. sam brock for us there in miami. thank you. let's turn now to nikki fried, the commissioner of agriculture and consumer services in florida. the only statewide elected democrat in florida. good to have you back. thanks for your time. big day in florida with vaccine eligibility changing. as we heard there from sam, there seems to be some confusion since the rules depend on whether it's a site that's run by the feds, the state or county health departments. what more can you tell us about that? >> reporter: that's right. a quick break right now right after that additional juror was added. something that we are seeing this morning in the proceedings is that that civil settlement between the city and family of george floyd is making its way into the criminal proceedings. among the attorneys, the judges and even among potential jurors. the first potential juror that was questioned this morning was dismissed after she said she heard the headline of the $27 million settlement. she guessed when she heard it -- she said it shifted her opinions that would not allow her to sit impartially. they raised the complaint with the judge about news of the headline. i want to take you into the courtroom for that moment. look at this. >> i am concerned with the news that broke on friday relevant to the civil settlement in this case. by my account, this is the third highly prejudicial and incredibly prejudicial press leak or press release that has very suspicius timing, to say the least. >> all i can say to the court, there are some things the state of minnesota and the prosecution team can control and there are some things the state cannot and does not control. >> reporter: eric nelson, chauvin's attorney, asked for a few remedies. he asked for a change in venue. he asked for immediate jury sequestering. the judge held off on most of the rulings. take that for advisement. you get a sense that all the stuff that's happening outside the courtroom, we talk about the barriers, we talk about the protests, that does have an impact on what happens inside the courtroom. going to that additional juror that was seated, we are more than halfway there. eight of the necessary 14 jurors, that's 12 and the two alternates, have been seated. this latest juror is a black man in his 30s. we heard him being questioned this morning. court is in quick break and then they will resume the jury questioning process later. >> shaq, quickly here, apologies in advance if i'm putting you on the spot. we heard the defense lawyer say this was the third prejudicial thing that happened since the trial started. any idea what the other two were that he mentioned? >> reporter: i know for sure one of them is just the idea of the -- the third was the civil settlement. one was the idea that chauvin was in negotiations for a plea deal for the third degree murder charge. that goes back to last week when the judge reinstated that. there was reporting there was a plea deal in the works between derek chauvin and the state over where he would plead guilty and agree to ten years in prison. that is one of those instances that the defense attorneys have brought up in the past as a reason for the continuance that they want, delaying the trial. a reason to move this trial and have the change of venue. that's one of the other ones. what the third one is, i need to check back and see the third instance they are looking for. >> shaq, thank you, as always. this morning, new york governor andrew cuomo facing mounting pressure to resign. his support from democratic leaders has crumbled after two more women have accused the governor of inappropriate behavior last week. cuomo insists he has no plans to step down. anne thompson has the latest. >> reporter: this morning, andrew cuomo stands alone, a political pariah in new york and the nation. in his first comments on the scandal, president joe biden urging patience. >> i think the investigation is underway. we should see what it brings us. >> reporter: many aren't willing to wait. this morning, almost all of the democratic congress people there are calling on him to go, along with the two u.s. senators. >> governor cuomo has lost the confidence of his governing partners as well as the people of new york. >> reporter: cuomo says he is not going anywhere. >> people know the difference between playing politics, bowing to cancel culture and the truth. let the review proceed. i'm not going to resign. >> reporter: ratcheting up the pressure on the 63-year-old governor, two more younger women who said he had been inappropriate with them, bringing the total to seven. >> it's very simple. i never harassed anyone. i never abused anyone. i never assaulted anyone. >> reporter: the seventh accuser, a journalist. in a new first person account in "new york" magazine, she described how he physically touched her while she covered him in 2014, writing, he uses touching and sexual innuendo to stoke fear in us. that's the textbook definition of harassment. this morning, reports that his vaccine czar has been calling county executives to gauge their loyalty to the governor.
