massive $1.9 trillion bill. amanda, catch us up to speed on the latest border crisis. >> reporter: the department of homeland security has instructed fema to begin to get involved with the unaccompanied migrant children coming over the southern border and trying to mitigate and shelter and move them into other facilities to help the influx we're seeing. to note the data points we have so far, about 3200 unaccompanied children being held at cvb facilities it comes as a 28% increase. this is all coming both with the biden administration trying to tackle the immigration issue but it's taking notice here among lawmakers within capitol hill. keep in mind, the influx we're seeing of this -- of the migrant children coming through across the border is due in part to a couple of factors including devastation from hurricanes in the last year as well as the covid pandemic impacting where the communities are as well as looking forward to anticipating more relaxed border protection and enforcement that they perceive under the biden administration. this is coming as lawmakers here on capitol hill are reacting both for concerns of where things are and with the pandemic how it could applied. we're seeing gop house minority leader kevin mccarthy taking a group of house republicans down to the southern border tomorrow in texas right near el paso to tour a migrant processing facility and trying to pin this on the biden administration. saying they're not doing enough and this is what we're seeing as a result. it comes as house democrats are trying to help biden both navigate the situation as well as try to see if it's possible for them to keep up on their promises of wanting to make the immigration system more humane. as we look to see this playing out, especially among capitol hill, the house is taking up two immigration bills, one that is going to look at citizenship for those in the d.r.e.a.m.e.r program as well as visa systems for those a part -- excuse me, for those working in agriculture across the company. this is something the gop is using to stoke their base. as we saw play out in the 2018 midterms with republicans and pushed by former president trump trying to use the anti-immigration sentiment to rally up the base. we're seeing similar messaging play out ahead of the 2022 midterms with mccarthy and house republicans saying that they are fearful of super spreader caravans, of other immigrants that could be coming across an using it to hit democrats. we'll watch it play out throughout the week on capitol hill. >> in the meantime, the first couples plan on hitting some five states over the next few days. why specifically those states? >> reporter: the bill is signed and sealed and deliver for some who have seen those checks and pending transactions but they want to make sure that the american people also fundamentally understand what is in this massive package. that's why they're going deploy their top surrogates, principles, even cabinet officials and hit a variety of states. the intent here is also political, kendis, they're going to places that will be critical for democrats not just in senate races in 2022, but beyond. they're making clear in places like colorado, places like nevada, pennsylvania, and georgia they want to hold on where some democrats will be on defense for some critical seats there. that is definitely by design. then they're going to a couple of other places because they want to talk about how this is going to impact the local communities. senior white house officials say it's just the beginning even though, again, we are seeing this as legislation because they want to make sure that this is an educational tour and they want to also ensure that they're not going to repeat what the president views as some mistakes they made in 2009 when he was then the vice president with the recovery act. the president actually spoke to this saying that at the time, then president obama didn't want to sell it. didn't want to tout it as much in the rimpl they should have done it differently. it's going to give the president an opportunity to do something white house officials say he enjoys the most, which is actually leave washington and talk to voters and american people where they're at. in these small group settings and discussions, this is something he like to do on the campaign trail. so they are very excited to see him able to do that because they believe he thrives in those environments and that's somewhere where he can continue to explain why he wanted to get this across the finish line. of course, though, this may be white house officials say one of the easiest things they do in terms of their legislative agenda and they know, at times, it wasn't all that easy. they haven't been able to lay out what the next priority will be, whether it is immigration, remains to be seen. it seems to be heading in that direction which will be difficult to garner complete bipartisan support. >> i know infrastructure was top of mind but perhaps immigration will be going to the front burner now. thank you. with us to continue the conversation former dnc chair and florida congresswoman debbie wasserman shultz. good morning. thank you for being with us. >> good morning. glad to be here. >> let's talk about the border crisis, first. dhs asking fema to help. right now some of your republican colleagues are stoking fear among their base related to migrant caravans. we heard amanda golden reporting on that. a playbook we've seen before, one that didn't work, by the way. how does the government address this humanely? >> well, in the -- republicans stoking fear about immigrants coming to our border who are coming to try to make a better way of life for themselves and their families. as you said, lindsay, it didn't work in 2018. in fact, democrats took the majority in the united states house of representatives and now we've won the white house as well as taken back the united states senate. that's because the trump administration and their republican kronies in congress broke our immigration system. the american people were horrified that trump administration and republicans separated children from their parents at the border -- threw kids in cages and made families sleep on floors and in unhumane and barbaric conditions. making sure we have a passionate and secure immigration system is the direction that we're, thankfully, going back to now. that's going take some work because the trump administration broke it pretty badly. >> congresswoman, the family detention began in the obama administration. we know family separation began in the trump administration and many said it's no treatment for a child. but what do you and your colleagues do with these people who are coming to the border seeking asylum and now fema is coming in to potentially set up tents to house some of these people >>well, again, the trump administration intentionally broke the immigration system because they didn't want to see brown people coming across our border, and they didn't even allow the legal and lawful asylum system to function appropriately. i went to the border of mexico and went into the camps that the trump administration set up where they forced immigrants who were simply trying to use our lawful asylum policy to seek asylum and plead the conditions and the danger they had in their own countries and be able to enter the united states and take refuge with people who they could live with here while their asylum cases are adjudicated. that's what the biden administration is returning to. making sure that we reestablish the parameters of our immigration system so we can ensure we have calm at the border and, also, make sure that we can focus on fully implementing the american rescue plan so we can get shots in arms, get kids back safely in school, so we can make sure that we get the -- >> congresswoman, i want to pick up on the american rescue plan. it's kendis here. they delivered it. a huge win for president biden. why is it such a big sell? why so hard to sell it? >> oh, no. it's not about the difficulty of selling it. i mean, the american rescue plan, as you've seen, is overwhelmingly popular. but what we have to make sure that we let people know -- people have been through a lot. the american people have been through so much in the last year. you have small businesses that are trying to stay afloat, you have people who are in dire straits trying to pay their rent. you have people struggling to remain healthy or get back to health. making sure people know what we did. i was so proud of the american rescue plan. you'll see the first lady and the president and the vice president and the first gentleman traveling the country so they can connect with people and let them the know the benefits in the plan so they can understand what they have access to. >> okay. all right. congresswoman, we're running out of time. i have a couple of other things to get to. i was in miami beach a few weeks ago. it was as if covid did not exist. yet again we're seeing many images down there of people -- from this weekend right there where they expect tens of thousands of people to flood this area. is there -- are the officials there in miami beach doing enough to try to make this not a super spreader spring brae -- break? >> the officials in miami beach, my friend, the mayor there, they are doing everything that is possible based on what ron desantis is allowing them or not allowing them to do. he eliminated the ability of the local government to enforce the public health policies. as you can see, i have a serious situation. ron desantis has been callous and indifferent to making sure we can keep people safe from the pandemic here from the beginning. and that continues. >> and, congresswoman, to wrap up on a completely different note, i'm curious for your take on governor andrew cuomo. should he resign? a few years ago, you were calling for al franken to get out because you believe women should be treated equitably. should cuomo resign? >> i think the young women who have made astonishing allegations need to be believed and they need to have their allegations fully investigated. >> but you're big in the democratic party. you're not calling right now -- you're not adding to the voices now for him to leave office? tomorrow is day five of jury selection in the derek chauvin murder trial. some selection patterns are beginning to emerge. the defense, for example, blocking people who have strong feelings about chauchb's guilty. the prosecution dismissing the most inclined for those giving the police the benefit of the doubt. and joining us now is jerry cass mere. thank you for being with us. >> good morning. >> it's not necessarily new. i've been through jury selection. some of these questions make a lot of sense, but let's listen to some of the questioning and you can weigh in. >> and so if you needed the police, you can pick up the phone, call, and they would be available to help? it sounds like you have a strong respect for law enforcement, is that fair? >> would you be able to proudly say to your friends and facebook followers and family members "i was a jury who found mr. chauvin not guilty"? >> let's get your opinion on the questioning coming out. >>well, -- [overlapping speakers] >> i'm sorry. >> no worries. this is typical. this is what attorneys are supposed to do. their job is to empanel a jury they believe will do the job. right. they have to do the job, sit for the entire trial, listen to the evidence, and most importantly, not make a decision, not form any opinions until they've heard all of the evidence towards the end of the trial. and at the end of the day, we all come to the table with our own biases. we all have our own experiences with police. if you live in a particular neighborhood, you might have a good relationship with police. if you live in another neighborhood, you may not. the question is whether or not people can put their biases to the side and wait until the conclusion of the trial and make an determination. what you see the prosecutor doing here, what you see the defense attorney doing here is making sure they can find the best of the best of the crop of jurors. remember, these jurors, potential jurors, rather, tend to answer a questionnaire with 13 questions before they can get this point. the job of these attorneys is to call out who they think can do that job, which is put their biases to the side, put their opinions to the side, until the end of the trial. >> gary? >> yeah, miss charles is right. that's what the intent of jury selection is supposed to be about. what you end up doing, as a lawyer, good lawyer, to find somebody who is on your side. who is going to vote in your favor. you're looking for hints of that early on. it's sometimes it's not a appropriate thing to do when it's an issue of race. there's a lot of issues of politics going on here, but trust me, these attorneys are trying to find out who is going to vote for them, no matter what the evidence shows. that's one of the reasons why they want to know if you're going to be proud when you put on your posting i voted not guilty on this case. they want to know where you might stand in cases that are very, very difficult for you to do that. i'm not saying any of these questions are unnecessarily unfair, but there is san intent here. it's not out to say morally high but also i need to find the person who is going to vote for me. to vote guilty or not guilty. >> yeah, so that said -- we've got the attorneys asking questions and the judge is saying, but do you think your preconceived notions would prevent you from coming to a fair result. do you think we'll have 12 unbiassed, diverse jurors in this case? >> it's my hope that we do, you know, it's my hope that we do. like i said, the attorneys are doing a good job in trying to put it together. putting to the pieces of the puzzle to make sure that this trial will be smooth, that the trial will be with 12 jurors and alternates, remember, you also get alternates here to make sure they come towards the end of the trial with that conclusion, but i want to point out that if there -- this isn't done right, it can be fatal to a case. let's say that there is a conviction here. it is entirely possible that on appeal the conviction can be thrown out if specific attention isn't paid toward bias toward the jurors. for example, the boston bomber case, the death sentence, this past summer, was vacated by an appellate court because they found there wasn't enough attention paid to potential bias during jury selection. >> wow. >> it's an important -- yeah. it's a really important process in a trial. like, this isn't just, you know, basic procedure. it can have disastrous effects should there be a a conviction later down the line, if it isn't done right. >> yeah. that's an important point for us to keep in mind. gary, let's turn to the trump administration. michael cohen has been asked to return for an eighth interview in the criminal probe into trump's finances. what are you thinking here? does it mean an indictment is imminent? >> well, i'm thinking they're looking hard at this. i think they know the source of the information is someone who is very close to trump who would have the information they need. they do understand that there were payments made here that he was involved in the payments and he was covering up while the payments were given to stormy daniels and how it might have played on the tax returns and whether it was noted as an expense that he deducted, which would be a crime because, obviously, it was not a business-related expense to pay off stormy daniels or anybody else, for that matter. so going back to him eight times is clearly a sign they have something they're interested in and want him to elaborate on. so it is definitely a sign that this case is not over by a long shot. >> what should we expect next? (doorbell) (giggle) do ya think they bought it? oh yeah. em battled new york governor andrew cuomo clinging to power this morning despite mounting calls for him to resign. the "new york times" is out with a scathing new account from people who knew him. with one person claiming he has no real friends. msnbc correspondent cathy park is here in new york city at the governor's office with more on all of this. cathy, more than two dozen people were actual interviewed for this particular piece with the "new york times." what sort of picture are they painting of the governor? >> reporter: hey, kendis. good morning. that's right. it's a long list of people they interviewed. they all seem to agree that the governor lead and he was aggressive and lost a lot of support on his way up. the article also compared and contrasted where things were just about a year ago when he held those daily covid briefings. was essentially must-see tv and they talked about his -- i guess, obsession with self-image and on the very last day of the briefings, on the 111th day, the article suggested that he touted this milestone, this accomplishment. he thanked the more than 59 plus million viewers who tuned in. he celebrated this occasion by hosting a mostly maskless party at the governor's mansion. but it is a far cry from where we are today now he's embroiled 234 a pair of scandals. the alleged undercounting of nursing home deaths and the mounting sexual harassment allegations. so, really, the article was implying that he was not very liked by a lot of people. in fact, one person, a former democratic lieutenant governor was coated as saying the problem with cuomo is no one has ever liked him. he adds he's not a nice person and no real friends. meanwhile another state assembly member was quoted as saying i've not met a person yet in new york politics who has a good relationship with andrew cuomo. not close relationship but good relationship. even people close to him, i cannot say in good faith have a good relationship with him. so despite the mounting criticism, though, they believe he'll continue to fight. he's going to fight for his job and he essentially wants to match the three terms that his father fulfilled as governor. so he really is holding on despite the mounting pressure for him to step down. >> and the pressure is absolutely growing on andrew cuomo by the day. cathy park joining us outside the governor's new york city office. i should point out, coming up on the sunday show, ab exclusive interview with the senate majority leader chuck schumer on his call for new york governor to resign. isn't it good to be safe rather than sorry? >> oh, well thank you very much for having me on. it's always good to be safe. what i wanted to point out, it's safe to have small gatherings, particularly in your backyard now. first of all, if everyone is fully immunized, you can clearly do that. without masks orr social distancing. if the vulnerable are immunized and the family members are not vulnerable, you can do it now. even if no one is immunized, in your backyard, with social distancing and appropriate masking that, can easily be done. it's easily been done for a long period of time. to think to wait until july 4 th is a little understated. we need to gradually ramp it up. but small gatherings are fine. >> we're already experiencing a sense of normalcy, is what i gather what you're saying? >> we're not in a normal state now. it's appropriate to mask and physically distance through all things. i'm here in texas, which schools have been open since august with no detrimental effect. in most places, restaurants are at least 50% capacity. i think the country is already past, at least what the president implied during that moment, i think we should aspirationally be ready to do more by july. the president said every american wants a vaccine, there will be one for them by may. that's a little bit more accelerated than we had planned in the trump administration. we thought it would be more like june or july but there's another vaccine now available. you know, with 106 million vaccines given, 68 million at least receiving one, i believe we're going to be in better shape by july and you'll see more than backyard gatherings. >> you know the science even though your administration didn't follow a lot of science. >> cheap shot. not going to take that. >> okay. >> tell me the science we didn't follow. happy to talk about that. >> we can debate that for another time. you know the numbers now and they're similar to what we had last summer. with the deaths up more than a thousand people every day still. the number of new cases are averaging around 50 to 60,000 cases every day. the numbers we had last summer. would you have said at the time last summer that now is a time to reopen completely? >> good morning. i'm good. how are you? >> good. how do you feel? how does it feel that you and your team won this championship? >> you know, it's an awesome feeling, especially being with these group of girls. we shared a lot of memories during preseason and everything. just to finish off with a win it's an amazing feeling. >> when did you guys find out what had happened during that kneeling process in the national anthem? >> so, we played and, of course, we didn't hear it because it was on, like, the network thing, but we just heard it i was with shante and aliyah and getting treatment and coach showed us and, like, what he was saying and we were kind of, like, in shock. it was, like, wow, someone can really just think that way and just say that. so we were just kind of, like, upset about it and just feeling a little weird about the whole situation and how someone can just say that. >> kelby, we'll bring in your coach now mike neil. good morning to you and congratulations on you and your team's win. when you found out about this announcer who said those things about your teammates, the girls that you support and you coach every day, what went through your mind? >> just extreme shock. i wanted to make sure our girls were protected and have them focus on nothing but basketball and the comradery of what comes with playing with each other. we have a great group of girls. so, you know, all the praise goes to them for how they handled it. >> and, of course, coach, not only did the announcer use that racist slur, he also hoped that the team would lose because they were kneeling. has he reached out to you? i know he apologized claiming that it was the racism was a result of his diabetes. i didn't know that was one of the side effects of diabetes but okay. >> no , sir, he did not reach out to me. you know, these girls were not focussed on anything that was negative during the course of the playoffs and when i heard that, it really didn't derail them. they were only concentrating on themselves and the things they stood for which is love and inclusiveness, togetherness, and just being together. whenever they heard that stuff, you know, it only just highlighted the things they were already going through as a team. >> kelby, quickly, before we let you go, we only have a few seconds before we have to go to break, but you and your teammates were kneeling as part of this conversation about racism and the national reckoning only to have it happen. did it prove how far we as a society still have to go? >> it really does. i think that it was just very impactive to me and my team that racism is still a thing and it's still going on and, you know, i'm just really blessed and thankful i get to, you know, fight this with this group of girls and make an impact on other people so, i mean, even though it's a negative experience, i think it also has a lot of positives to it. >> coach, quickly, i got a few seconds, do you forgive that broadcaster when he says it was because of diabetes?
