This is the blueprint now, and it shows that the president has the votes with that assist from Vice President harris. Some of the key measures here, 1. 9 trillion in much needed aid. 1400 checks to millions of americans. Only the super wealthy are excluded from that benefit. Jobless benefits will be extended. That was a huge debate during the president ial campaign. New grants for restaurants and bars, some of these hard hit industries, even as theyve tried to follow safety protocols, and also funding to expand both testing, which people need to control the risk and vaccines, which people need of course to get past all this. President biden, as you heard there, says he is acting fast. These final touches on the bill could literally be done within two weeks according to the legislative process, and that is objectively a very swift rollout for a multitrillion package. Meanwhile, as mentioned, the former president bracing for the second impeachment trial. We now are getting new details on how this is going to work. It will begin formally on tuesday, and the Republican Party continues to wrestle with how to balance the trial of a former president who summoned People To Washington who attacked the capitol and what Many Democrats say in that critical vote last night is having actual sanctions for members of this congress who have also encouraged political violence. Gene, it is striking to see what the congress can do if its willing to work hard, stay up late and make moves. Your thoughts here while there is a lot of things going on with such a massive package making its way. We now know this has the votes to be done. Yeah, were talking about a 1. 9 trillion package. And what we learned last night and today is that it does indeed have the votes to get done, all democrats in the senate are behind all the major components of this legislation. And there will be tinkering around the edges, what will be the upper income level for those who get the 1400 checks. At what point to start phasing those down. There might be some negotiation on that. But the basic elements are if not set in stone, theyre all set in motion, and democrats have stuck together and are behind it, and that gives this package 51 votes in the senate and has the votes in the house. So its a matter of now the slog of actually writing the legislation and getting it through the Committee Process and this and that and the other, which apparently they intend to do with some dispatch. So this was a very, very big day for President Biden. Yeah, and tiffany, there is a lot of reporting and data on how this is going work. A lot of people who can be getting these checks shortly, theyre going to be spending them on essentials and on food. So on the positive side, this is needed help. On the sad reality of it, we only know this because of how dire the situation is. I want to turn so everyone is clear on the stakes here. To what people are going through. Just looking at some footage, some local news reports, some people in their own words. Take a look. Its 150, 200 cars starting at 12 00 at night. Food is so expensive, you know, thats why we come. It is important because im on Social Security and have i bills to pay. Food insecurity is growing exponentially. The numbers are there. People are still struggling. Half a dozen eggs which is helpful. Everybody is just worried about next next meal. Tiffany, this is food assistance. It is something that people need, and they need it more than ever in a pandemic. There is no type of person who will or wont need food assistance, because we all dont know as life goes on whats going happen, whether were going to hit a pandemic or two people who held jobs for a decade find theyre ought of a job and theyve got kids. Right. I wonder if you can reflect on that part of the package for us. Yeah, i think we have to back up and say with the 1400, a lot of that wont even go to food because a lot of it will get eaten but by overdraft fees, by late fees that youre behind on. So people are going to have to choose between if theyre going eat or if theyre going to buy medication or if theyre going feed their children and starve themselves or if theyre going to have power in the house instead of having food on the table. So i think this is where there is a disconnect with lawmakers. And i know that were saying, you know, the basic tenets of this are met, but i still think there is something about having this policy talked about on capitol hill being disconnected from the people who are actually experiencing it. For example, how are we defining the super wealthy . Im very interested in seeing that. You know, if somebody makes 100,000 in new york city, you are not super wealthy. However, if youre making that in south dakota, sure, maybe youre not eligible for those checks. But what happens there, you have the potential of red state people benefitting disproportionately for more heavily populated cities. Then there is also the politics of this, ari. So because we have such democrats have such a slim majority in congress, you have to wonder everybodys vote counts on everything. So when you get to senators like Kyrsten Sinema or joe man chon, they are 49 and 50. They are already broken ranks with the party, particularly joe manchin onge. What will democrats do there . They didnt pass the bill. Now you get into the nuts and bolts of writing the legislation. So whats actually going to be in there . Will we see democrats try to slip the minimum wage in there on who is going to support a 15 minimum wage at risk of opposing the Stimulus Bill altogether . So this isnt necessarily done, particularly given some of the dissent weve already seen within the democratic party. But i hear you, ari. I think first and foremost, its suffering of the american people. This is about the virus and the vaccine. And until we get on the other side of that, people are going to need help and funding from their government. And im at least happy that there is some light at the end of the tunnel, and i hope that light is hope and not a train. Yeah, and i appreciate your point, tiffany, that its both. There is meeting the Emergency Needs and then Big Questions of minimum wage being a good example where the votearama as they call on the hill was the action. I think that biden and harris showed they get action. As you say, there is a lot of other important and populous priorities to still be dealt with. Theyre surrounding him, providing what appears to be a kind of support. People can look at the video themselves. And gene, it goes to how much plotting was going on and how much direct it goes back up to the president when someone he has endorsed enough to recently pardon is here with these armed people outside a hotel, gearing up for whatever they were planning that day, gene. Right. Id love to be able to look at some Cell Phone Records and see who was talking to whom at what point in the days and hours leading up to the insurrection. And also, during the insurrection itself, i think with all that could bear heavily on President Trumps guilt or innocence. But i think its guilt on incitement here, and that would all be interesting to be able to look at. I dont know how much access the house Impeachment Managers are going to have to some of that data, some of that information. But i think it would be useful if they could get it. Yeah. Joining us now is dr. Anthony fauci, director of the federal governments institute of Infectious Diseases since 1984. Dr. Faucis career spans combatting Health Crises from hiv to sars to covid. He is the medical director for President Bidens covid team. Dr. Fauci, thanks for being here. Good to be with you. Thanks for having me, ari. Great to have you. Much of what you do is serious, sometimes somber. We will begin tonight, sir, with a sliver of good news. Were seeing covid cases drop about 30 since the holiday peak. Tell us why, and is the United States on track to continue those trends or not . Well, hopefully it will continue. Whenever you see such a sharp surge that we unfortunately experienced over the prior several weeks, it was really very bad. The inflection of it was like this. And we were up to sometimes 300 ,000 to 400,000 infections a day. Youre going to have to have a peak, because the cause of that surge was very likely three or four factors, the cold weather, the Holiday Season with thanksgiving followed by christmas followed by new years, and then once you stabilize, then you just plateau off and start coming down. I dont think that the fact that were beginning to vaccinate people has yet contributed to that slight decline because we havent vaccinated enough people yet. So what it likely is the natural course of a very high sharp inflection, which naturally will start to peak. A combination by people probably when they were hearing about the very disturbing numbers likely doubled down a bit more with masking, physical distancing, and avoiding congregate setting. Thats what i think is going on. A natural peaking as well as people doubling down on the measures. A combination of continuing with that trend as well as get more and more people vaccinated as we go from february to march to april, i think youre going see that continue to come way down. The only wild card in that that we have to watch is the fact that we now have variants in this country that we know in other countries like uk are associated with an increased efficiency in transmitting from one person to another. So we have to keep an eye out on the evolution of those mutants and make sure they do not become dominant in this country. Well, its very helpful to hear you break it down that way, that youre envisioning a onetwo punch, two being the vaccine which we hear about, but the numbers that may be going down, as you say are from the first punch, which is what we do collectively matters. And that if people pulled back from gatherings or got more serious about everything that youve recommended and the experts have recommended, then that can work. On the variance, you have the South African One thats getting attention because its seen as more infectious and resistant to vaccines. Thats here in the u. S. Meanwhile, a Top Epidemiologist who advised joe biden is offering this warning about the british strain today. The surge that is likely to occur with this new variant from england is going to happen in the next six to 14 weeks. We are going to see Something Like we have not seen yet in this country. I see that hurricane 5, category 5 or higher 450 miles offshore. Telling people to evacuate in that nice blue sky day is going to be hard. But i can also tell you that hurricane is coming. Does that sound right to you, or is it possibly overblown . Well, lets put it this way. That certainly that is a possibility, but i think if we do the things that you and i have just mentioned a moment ago, that doesnt necessarily have to happen. So what dr. Osterholm, who is a good friend, is saying, he tends to think in terms of the worst Case Scenario. Now the worst Case Scenario may occur, but i think we have the power within us to do things to prevent that from occurring. So if you get a dominant strain, and he is quite correct in saying that if you do modeling, the uk strain, which is the b117, which shows to be more transmissible in the uk leading to their surge, if it becomes dominant in the United States, we will be challenged with a virus that has a degree of transmissibility thats more efficient than what weve been dealing with. And because of that, that should be an impetus for us to double down so that uniformly, not spot ly ly spottily, but uniformly throughout the country we do have adherence to those measures that we know work. So he is correct in saying that this is a possibility, and it might be, but i think it doesnt have to be an inevitability. A possibility but not necessarily an inevitability. Thats, if i may say so, thats very dr. Fauci the way youre putting it. Youve also said Herd Immunity would be getting somewhere around roughly 75 vaccination rates. If, though, these other variants spread enough, does that prior advice hold or does it become more complicated . Well, thats very interesting. So it gets a little complicated, but i think i can simplify it. Ive said, and this is purely an estimate, because we dont have the data to prove it, but i think its a reasonably accurate estimate, that if we get 70 to 85 of the population vaccinated, that we will in fact get a degree of Herd Immunity,ably be represented by kind of an umbrella or a blanket of protection so that the level of virus is so low that it is not threatening anymore. Now, the point is that if you get these variants that dominate, the ones that you need to be concerned about more so than the british one is the one in south africa, because the one in south africa, which is 351, thats just the name of the lineage, we dont like to call it by the country. It gets to be a little stigmatizing the country which we shouldnt be doing. But if that becomes dominant in the country, it tends to evade the efficacy of the vaccine somewhat. So it might be that it would spread more rapidly. Thats the sobering news. The news that is a bit encouraging, that the data that we saw from south africa with another vaccine, namely the j j vaccine, that even though it was actually not 94 to 95 effective, it was only about, you know, i would say 72 effective overall, but it did protect very well against severe disease leading to hospitalization and death. So what we could see if it becomes dominant and we dont have time to upgrade the vaccine, which were working on already, trying to upgrade a vaccine to directly address the new mutants, we may see a situation where we have more infections, but if the people get vaccinated, the overwhelming proportion of the people get vaccinated, that you have the unusual situation of a lot more infections, even if youre vaccinated, but very fewer people getting serious disease and dying. Is that clear . I mean, i think thats important, because it can be confusing. Well, let me say it back to you as a layperson, not the expert that you are. It almost sounds like youre saying the Public Health benefit would be something we more associate with treatment rather than vaccination in the sense that youre going to have at a collective level less of the most extreme severe or deadly result which is a collective good even though it didnt go ahead. Youre absolutely correct, ari. Thats exactly what they saw when they tested. And its another vaccine, its the j j vaccine. When they tested it in south africa, the prevention of infection was markedly diminished when you were talking about mild to moderate disease, it was like 57 or so percent. But when you looked at severe disease, it was about 88 protection. And when youre looking at hospitalization and death, it was almost 100 protected. So it was this interesting situation where you have a vaccine which in the classic sense was not preventing you from getting infected or even mildly ill, but it what it was preventing you from doing was getting extremely ill and dying. So thats the thing thats the difference there. I think well, doctor, what i was going to suggest, thats such an important point. I hope that sinks in with people. Its also a reminder of why so much of this science, which youve encouraged everyone to follow, and which we have multiple companies around the world pursuing can deliver more than one result. Its not a black and white result. Its not simple to digest, but its something we need to follow. Were going fit in our shortest break and dr. Fauci has agreed to stay with us. We have a lot more to get into, including this issue of immunity equality. Dr. Fauci joins us again for a second part of this conversation when were back in just 30 seconds. Conds. I want to get into immunity equality, but also give you the floor back for any final point you were making about some of the Vaccine Education you were giving us. I think the bottom line that we want people to understand clearly, that right now we have a vaccine that were giving to people for the virus thats in this country right now. Putting the mutants aside, its 94 to 95 effective against mild to moderate or symptomatic disease, which is really very good. Its almost 100 effective against very severe disease. So the best way you can prevent the virus from evolving and mutating is to prevent it from replicating. Because its an interesting tenet of virology that the only way a virus can mutate is if you allow it to replicate. So when you have a lot of infection in your country, when youre getting 300,000 to four 000 new infections a day, the virus has an open Playing Field to replicate so much that it starts to mutate. Thats when you get the dangerous mutations. So one of the best ways to prevent that from happening in this country is to double down on the Public Health measures to prevent the virus from going from one person to another, the masking, the distancing, the avoiding congregate settings. Right. And on the other hand, the other best thing to do is that as soon as the vaccine becomes available, please go out and get vaccinated because the combination. Exactly. Of vaccination and Public Health measures will bring the level of virus down so low you wont give it a chance to mutate. Thats what we need to do. Right. Understood. An important point. Now i want to get you on something that i know you care about. We spoke about it last time, but the governments not doing the optimal job. Look at, for example, new york on equality, where white residents are being vaccinated at a higher rate than their share of the population as compared to black and latino theres who are being vaccinated at half the rate. We talked about why fairness is essential. This is of course hard hit new york. So its an example. I also want to play a little bit of something from bill gates, who joined us. He has done this pandemic prep work. He brought you up actually, doctor, in saying both these Conspiracy Theories are bad and he also spoke out about the Racial Injustice thus far. Take a look. Both myself and dr. Fauci featured in Conspiracy Theories, like one says dr. Fauci is trying to make money off of these vaccines. Pretty stunning that the infection and death rate in minorities has been over twice as high. Thats partly multigenerational households. Its partly job occupation. It may have been the ability to communicate Health Messages in to those households. You know, im stunned at that. Your response to both points. Well, he is absolutely 100 correct. I mean, the Conspiracy Theories are really very detrimental to getting a good Public Health measure uniformly accepted throughout the country. Thats one of the real problems weve had in this country. We live in such a divisive society that when you have Public Health issues become politicized and you have such diametrically opposed opinions of that, its extremely unfortunate because it hinders our ability to respond. I mean, talking about it being a hoax. Its not a hoax. Its killed 430 plus thousand people. No, bill gates is not putting chips into the vaccine so it injects into you so we can follow you around. Come on. Lets get serious about that. But the point that bill made, and he articulated it very well is that there is this disparity and in equity now and has been in our society. Its something in the longrange if we get this taken care of and behind us, let us remember and not forget the disparities in health that we have to address, because its going to take a decadelong effort to do it. Yeah. But lets take a look at what were facing now as you put up quite correct. There is inequity. Im going press you. Im only jumping in to press you, because we talked a lot about truth in science and the previous administration, but lets look at new york, which is of course run by a democratic mayor and governor. People are keeping track. Theyve relied on this internet system. Half a million households in new york dont have internet. It tends to be the poorer ones. But wealthy residents for that and other reasons are securing more vaccine slots. Are these ongoing problems, doctor, where Government Policy can be making it even worse . You know, what the numbers that you showed, ari, are things that are disturbing, and i think when those numbers are out there, youve got figure out a way to get around that. And what President Biden has done, hes established an equities task force. He has a person that you may have interviewed already, i dont know, marcela nunes smith, whose job is to address these. Youre right there. Are things going on even on the part of well meaning people that inadvertently just sometimes are the opposite of what youd want to do, because youve got to get to people. Youve got get out into the community and get minorities, brown and black people who youre absolutely right. If you look at the representation in society, 13 african american, 18 plus percent latinx. And you wind up seeing that the percentage of them that are getting vaccinated is well below their demographic representation in society. Weve got to do something about that. Right. They dont have access to the internet, weve got reach out to them in other ways to get them to get vaccinated. And thats what this Equity Task Force is all about. To look at the problems that you put up on the screen, because they are real problems. Right. And to figure out ways to do something about it. Well, look, i definitely appreciate that and you giving us a window into how a new Administration May try to deal with it. I only got 30 seconds left, doctor. Youve been generous with your time. The last question may be the easiest and the shortest. How do you advise people to enjoy this super bowl safely given the rules . Well, i want everybody to enjoy the super bowl at home mostly, of course. Very few people are going get to go to the super bowl. But watch it on television, but please do it within the family unit. People who are residents within your household. Everybody likes to have i did too back then to have a big party with a number of people coming in, friends and others from the neighborhood. If you dont know what the status of a person is visavis whether theyre infected or not, youre really putting yourself and your family in danger. So enjoy the super bowl, but dont do it with a large crowd of people in your house in a place when its cold and you dont have good ventilation. Its a perfect setup to have a mini Super Spreader event in your own house. Dont do that for now. There will be other super bowls. Enjoy it. And while no Single Member of congress defines everything and republicans have objected to the idea that they are now suddenly the party of q from one election, there certainly is an important debate over whether calls for violence are being seriously confronted or not. What do you think america saw this week in the congress . Well, there is a question of just what stripping congresswoman Marjorie Taylor greene of her Committee Assignments really means. Traditionally its a big deal, because in congress, thats what you do. You go and you work and you sit on these committees and you contribute. In fact, many people back home really want to know what committees youre going to be on and make sure theyre influential to your district. Yeah. But congressman greene is saying i just have more time now, basically, to be political. And you did see this week more republicans behind closed doors say they wanted to strip congresswoman liz cheney of her Leadership Role in the republican conference than you saw republicans come out publicly, because it was public vote, and vote to strip Congresswoman Greene of her Committee Assignments. So republicans are grappling with just what this means for their caucus as they hear these yeah. Commentary by people like Congresswoman Tlaib trying to say you cant have healing, you cant have reconciliation until you clean out the scar, clean out the wound and really deal with the guts of whats happened. Well, libby, as you often do, youve given us all a very clear incite and boil it down to those numbers. Numbers dont lie. And there were greater numbers who wanted to go at chaney for what was widely seen as a vote of conscience, conscience of her view as a National Security leader. Mitch mcconnell and others defended her right to that vote. That, as you say, was more controversial than this. Take a listen. I have senator ben sasse here talking about what you say as well, the cult of personality. For years, but its not me. Personality cults arent conservative. Conspiracy theories arent conservative. Lying that an election has been stolen, its not conservative. Acting like politics is a religion, it isnt conservative. Lets be clear about why this is happening. Its because i still believe, as you used to, that politics isnt about the weird worship of one dude. Libby . Right. So senator sasse is facing a censure back home in nebraska, which is why he is saying heres what i stand for. Here is what the Republican Party and conservatism means to me. He is not the only one. Congressman kinzinger who has voted to impeach the president and is standing by that vote is also facing censure on his county level from republicans who are angry with him there. So instead of seeing this groundswell of republicans come out and very publicly and vocally criticize Congresswoman Greene, were seeing republicans have to fight for their right to sort of go with their beliefs, like you were pointing out with congresswoman cheney, their beliefs on prince cal. Theyre having to defend that back home. We cant dismiss what Congresswoman Greene has said, ari. When it comes to systemic racism, even a new president does not automatically alter the core inequities around the nation. The rate of Fatal Police Shootings remains steady, including 71 people shot dead this year. Many of the suspects were arm and thus legally pose an inherent risk. But others were killed in questionable situations, like a 19yearold shot dead by Arizona Police on inauguration day. No reports of a weapon there, or an unarmed man in texas where police shot him dead at his home after responding to a domestic disturbance call. Also in texas, police recently approached an unarmed 52yearold black man who neighbors describe as a nice guy. He was seen chanting in the street in apparent mental distress. Police responded by shooting him to death. These disturbing incidents are so common, many do not make the National News without an extra factor, like grim videos of killings that we become also accustomed to. Any Excessive Force is a problem. Data shows, though, police use it more against black americans. Experts say deterring such abuse requires many reforms, from Police Training to independent probes to educating the public, because prosecutors stress they cant get convictions, even if they may be warranted, without unanimous juries who can be skeptical about this whole problem in the first place. Well, i just thought that, you know, the project resonated with me, being a black man in america. And, you know, oftentimes feeling like there is not much alternatives to finding justice or even hope. I just thought that it was a Perfect Match for the story that im trying to tell, the message that im trying to push forth. I want to play a part of this film that you acted. I want to warn viewers, like much of what we do in the news, this is tough, but you were all dramatizing it for a reason. Lets take a look. Dramatizing it for a reason. Lets take a look. Hey hey so even from a short clip, we see this character having this interaction more than once. When i first saw your film, which is new, people can find it, i thought, this is like black mirror meets do the right thing. Can you explain what is happening . Hes pretty much having the best day of his life, then out of nowhere comes this angry cop who kind of disrupts his whole flow. You can tell carter is this cool kid who is minding his business, not causing anybody any trouble, any harm. This cop is clearly having a bad day or Something Like that. He messes with him, one thing leads to another, it gets physical. And, you know, the same clip weve seen way too many times at this point plays out. Do you hope that some people who may not understand that perspective, even when we cover these things, we end up focusing on the worst moment of someones life, and a lot of times were talking about the worst moment of a young black mans life. This allows some people to see a different portal. Why is that potentially important . Its very important because it shows the many different walks of life that black people could be taking, traveling. And this injustice still finds us. You know, once you get into the film, you see that carter, hes placed in all of these different plots and situations, and its still the same outcome. He has no weapon, no incentive for violence. He has nothing but a good heart. You know . And he still gets faced with just injustice and hatred. Im curious, what are your thoughts about more of america potentially waking up to the mainstream virulent racism in the attack on the capitol . Its not news in many places in america. What do you see as the role of people like yourself, with a following in hiphop, who may say, this has been in the songs for decades. But this may be a time when were making progress. I feel like were making progress every day, when theres people like myself, like you, like trevon, people constantly making an effort to expand other peoples perspectives and intelligences. I think well always have a chance at, you know, just seeing a better world, a better future. Once we can make it past that, and we can elevate to this vibration of love, its nothing but uphill from there. You know, and i feel like were very much on that path. I would rather be hopeful than to be negative. I think your art and music has always been very raw and real. But also hopeful. And really giving people, thats why you have anthems that i know inspire people, i know you know that, and to see what youre doing in other arts and in acting is great.
