Breaking news, the first jobs report of the Biden Administration is in, it shows modest job gains, 49,000, slightly fewer new jobs than expected. The Unemployment Rate came down to 6. 3 from last months 6. 7 . But, and this is important, both november and decembers jobs numbers were revised, painting a picture even worse than previously thought. Bottom line, the recovery may be stalling, and theres still a ton of economic pain thats devastating large parts of the country, nearly a year after the pandemic began. But help may be on the way after working through the night and into the Early Morning the Senate Just Passed a budget resolution, a critical step in getting a new relief bill through. The vote was 5150. All democrats on one side. All republicans on the other. Vice president harris casting the tie breaking vote for the very first time. Were going to hear more about that later this morning. President biden set to give a Status Update on the legislation, following a meeting thats happening with democrats during this hour. And if all that isnt enough, over the house, over at the house we saw something weve never seen before, a sitting member of congress, Marjorie Taylor greene, stripped of her Committee Assignments by the other party. Paying the price for embracing Conspiracy Theories, and violent threats. Let me bring in capitol hill correspondent Garrett Haake and eugene scott, political reporter for the Washington Post and host of the podcast the next four years, so garrett, look, Marjorie Taylor greene, people trying to get their hands around this, both sides claiming that theyre taking the high road, the only road they can take here. Bottom line, though, whats the impact . Reporter well, for democrats theyre able to take a stand against the kind of political violent communication that she was involved in, whether it was on social media, or her past statements or campaign ad with an ar15 in it became kind of a Rallying Point On The House Floor Late Last Night before that vote was taken here. So democrats feel like theyre taking a stand for decency and what the house should represent. Republicans had a little bit of a jailbreak last night, quite honestly, 11 votes with democrats for the expulsion of Marjorie Taylor greene. I think what or the removal of her Committee Assignments, rather. This shows us the Republican Party is going to try to be a tent that includes everybody and theyre still going to have a ton of internal division over the coming weeks and months as they figure out what they want to be, what they stand for, what their leadership can accomplish. So im very curious to see what Taylor Greene has to say for herself at her Press Conference later this morning. She will have a lot of time for Press Conferences in the coming months, without Committee Assignments and Committee Work to do. Yeah, she already tweeted what could be considered a taunt. Well talk about that later on. Eugene, in the midst of that big fight theres another, which is the budget resolution. Explain to people what happened in the very early hours this morning and what it has to do with Passing A Covid relief bill . Well, early this morning we know that Senate Lawmakers moved forward with passing the budget that President Biden proposed with the effort to get relief to millions of americans who are struggling during this pandemic. There were some disagreements, obviously earlier this week that republicans were hoping that would be more entertained, but that were not. But i think one Important Note that people should keep in mind is that efforts from senators joe manchin and Susan Collins to prevent upper income americans from receiving relief did move forward. And so what that looks like and how that will be defined specifically is still not yet clear. But it should take a few weeks for it to be written into legislation and for it to go forward to americans across the country. Democrats are going to the white house to talk about this bill. I guess the key question is, eugene, whats left to talk about, are they on the same page, is there room really nor negotiation . Where are we . What do we know . Well, there are specifics that some democrats want to see happen related to minimum wage, related to who gets funding and when. There are other amendments that still havent been settled. So this is not a done deal. The details of that still are being worked out. Everything is still largely on the table. But were going to see different wings of the party advocate for what they think is best based on their constituents and based on what the basis they want to see under democrats under the Biden Administration. I want to bring in sean patrick maloney. A lot to get to, glad to have you here today. We heard a lot of senate conversation overnight, so i want to get a sense of where you are, where youre maybe willing to bend, where you wont, and i want to start with that 15 minimum wage, didnt make it through the amendment process last night. We know at least one democrat, joe manchin, doesnt support it. Can it be dropped . Well, i think the point is that we remain committed to raising wages for americans out there working hard. For the purposes of this negotiation, can it be dropped . If i can finish, there are many vehicles for passing the president s agenda. Its absolutely critical we move the covid relief as quickly as possible and we are not going to support measures that dont address the needs of the American People. But this isnt going to be the last bill that a Democratic Congress passes with a democratic president. We remain committed to the minimum wage. Lets see where it comes out. Let me tick through some other contested parts of the proposal quickly, let me know where you might be willing to compromise. Again talking about in the context of this bill. 1,400 relief checks, could less be okay, what about mitt romneys proposal to provide at least 3,000 per child . Im sure youre getting it from your constituents. I hear that question all the time. How much am i getting and when . Right. Well, i think youve heard the president say that he is going to hold the line on the 1,400 amount he promised that to the American People, and he doesnt intend to break a promise as the first thing he does as president. I think that makes a lot of sense. He said he is open to the Income Threshold on that and as democrats were always in favor of getting help to those who need it most. We dont like tax cuts for millionaires that republicans supported through reconciliation, by the way, weve always wanted to target, you know, help to those who need it, not to the wealthy, but to those who are struggling. Then theres the whole question of 350 billion in state aid, 170 billion for schools. Republicans say no state aid, 20 billion for schools, very, very far apart. Is there a place in the middle where both sides can meet . Well, if the republicans dont support that aid, they will be defunding the police. Lets be clear. It is that aid that is going to help the heroes on the front line, the First Responders, the people who County Government and local government will have to lay off. Every Town Supervisor i represent, by the way most of them republicans, and county executives, republicans in my part of the world, support what we did last may in the heroes act because they know the state and local aid is essential. I think youre going to see us fight very hard for that. Its absolutely critical so that we arent putting pressure on School Districts and First Responders at the moment when they need our support. Just so im clear, though, congressman, fight for it at that level with no room for negotiation, or is there room for negotiation on the numbers . Well, because i dont think it makes sense for me to negotiate here on your show. I think what makes sense is for us to get the strongest possible path. What i support is what the American People support by twothirds majorities. Were talking about supermajorities of support for the president s plan. What do you say we do that . What do you say we do what going on 70 of the American Public knows hes urging and we need to do it quick. I admire the president s effort to encourage republicans to join in this effort, but we need to we need to move expeditiously, and i think the president is focused on doing so. The reason i asked the question, though, about willingness to compromise, and im not asking you to give me necessarily a specific number, is because thats what joe biden ran on. Thats what a lot of the American People when they put the democrats in the white house and in control of the senate, they said they were tired of the partisanship. They wanted to know that the two sides could Work Together. Joe biden has talked about that virtually every day on the Campaign Trail and since he had his presidency. Im wanting to get a general sense of whether there is Movement Possible . Right, well, being bipartisan doesnt mean you allow the most obstructionist members of the United States senate to hold everything up when the American People need it desperately. I just told you the republican local officials in my part of the world support what we did in may and know it should have happened back then. Theyre going to support whats in the president s package right now. The governor of west virginia, no liberal, supports going big. The president the former president , for goodness sakes, said he supported larger direct payments. Theres all kinds of bipartisan support for massive relief to address this massive need, and to do it rapidly. If there are washington politicians who think they get veto power over this, thats not my definition of bipartisanship. The president of the United States spent two hours in a civil conversation with ten republican members of the senate. Thats the right thing to do. The right thing for them to do is to get off their butts and help the American People now. Speaking of right and wrong there was a big debate yesterday, and it really does speak to that. Marjorie Taylor Greene. I think that theres widespread agreement in the Democratic Party and among republicans that the things she has said and done are not acceptable. Do you worry that what happened yesterday does set a precedent in which the leadership of whatever party is in power can dictate Committee Assignments for the minority . In other words, it could come back to haunt you . Thats not the precedent i think most of us would point to. I think the precedent is if you say is outrageous and Dangerous Things she said and by the way that she lied about on the house Floor Yesterday she did say qanon in her campaign, they played the tape of it in the previous hour. She did say the things about a plane not hitting the pentagon, even if she thinks something happened on 9 11. Shes being cute and dishonest now for a political motive to try to save her skin. But if the precedent is when people say things that are as dangerous and as racist and as anti semitic and as violent as this person has said, theres a consequence, im okay with that precedent. Joining me now, jason furman, economics professor at the Harvard Kennedy school. Good to see you again. So 49,000 jobs added in january. Unemployment rate down 6. 3 . On the surface, if youre not an economist that could look pretty good. But whats your analysis . My analysis is that were nearly 12 million jobs short of the trend we were on before the pandemic. If youre creating 49,000 jobs a month, its going to take many, many years to get back to where we were. It needs to get a lot faster than this. Also, the Unemployment Rate is a lot worse than it looks because so many people have left the labor force, so many people have given up looking for jobs. If it werent for that, wed have an Unemployment Rate above 8 right now because those people dont count as unemployed. Your friend Austin Goolsbee was on cnbc when these numbers came out and he says we might be headed for a double dip recession. Would you go that far . I dont think so. Most of the indications ive seen is that were going to have positive growth in the first quarter. I really hope we continue to see the Virus Numbers come down. So but, you know, i wouldnt get super excited about nearly flat growth in a world where were in a really deep hole. Thats not something to celebrate. We need to do a lot better than that. Youre an economist whos operated in a political world. Let me ask you a Fight Over Which president is responsible for what. But as this president has made it his priority to obviously get the pandemic under control and then as a part of that, get the economy back on track, whats a reasonable timeline where youre going to start looking at these numbers and say, okay, this is working or its not . I think, you know, first of all just looking at the Virus Numbers, thats in some ways most important and matters a lot for the economy. But i would like to see us this summer having made a decent amount of progress, not just a lower Unemployment Rate, but also more people reentering the workforce, which is a real vote of confidence in a return of normalcy in the economy. Now to the latest on the coronavirus pandemic, this morning the wait is on as Johnson Johnson wants to see if the fda okays its Emergency Use Authorization Request for its covid19 vaccine. Unlike the pfizer and moderna vaccines Johnson Johnsons requires only basic refrigeration and is given as a single dose. A sobering new study out of the University Of Washington estimates the u. S. Death toll for covid19 could reach 631,000 by june 1st. That means nearly 180,000 more americans could die in the next four months. Our team of reporters is following the latest developments across the country. Lets start with Stephanie Gosk who got back from a rural hospital in georgia that got its Vaccine Supply seized. What the heck happened there, stephanie . Reporter it tells a larmger story how difficult it is to prioritize a vaccine thats in short supply. This clinic was way ahead of the curve. In the fall they bought their subzero freezer and bought real estate next to them to have enough space to run a vaccination clinic. They were super efficient, got to a point where they thought it was time to start vaccinating Essential Workers and teachers and school staff at the top of the list. They started. Then they got a phone call from the state Health Department saying we are shutting you down. You have broken the rules. Not only that, the state Health Department, we have video of this, showed up at their clinic, took time out of the fight against the pandemic, to show up at this clinic, remove the vaccines from their subzero freezer, and confiscate them. What . Reporter we spoke to one of the doctors there, about a half dozen partners at this clinic, we spoke to one of these doctors, hes worked there all his life, he came back there because it is such an important part of the Rural Health Care system. The people there, in that clinic, to say the least, are heartbroken. Listen to what he had to say to me. Its heartbreaking because we poured everything in the past few months to try to make this a success. Just a rousing Success Story of how we could prepare in a pandemic and get our patients, you know, safely taken care of. Reporter and the truth is, if you were up and running there would be people in these chairs . There would be people in each one, waiting to get their vaccines, or waiting to be, you know, watched afterward. Reporter the state Health Department has given 2,000 more vaccine doses to the county, distributing to other places that really arent as well equipped as this clinic. This clinic has to wait six months. They tell us they have hundreds of seniors who are eligible, who they could vaccinate today if they had the vaccines who are instead sitting at home, chris. Well, what did they say they did wrong . Reporter so the clinic misunderstood the guidelines, essentially, that they werent State Guidelines at the time in georgia said that seniors, 65 and older, could be vaccinated, but teachers at that point, and school staff, could not. Instead what they did was vaccinate them both at the same time. But incredibly they didnt get a warning. The state Health Department just called up and said youre shut down. So instead of saying reporter and a second appeal instead of saying stop vaccinating teachers, theyre not on the list, youve got to only vaccinate Senior Citizens who i presume already had appointments, they shut them down completely . Reporter shut them down completely. They were turning 80 to 90 people getting them in and out vaccinated a day at this clinic. Their staff was putting in overtime to set the place up. I mean, they were well ahead of the curve. In fact, what they seem to be is a shining example of how this vaccine should be distributed. In an area that has a shortage of health care. Theyre sitting there twidling their thumbs just getting the second doses to some of these people that already had the first doses. And they are frustrated. And angry. And theyre worried about their reputation. This is a clinic, chris, thats been around since the 1950s. It was started by veterans from world war ii. This doctor that i spoke to went out of the state for schooling, got his Doctorate Degree in georgia, decided to return to this area so he could serve the rural residents of elbert county. Hes sitting there heartbroken. Wow. Reporter he wants his clinic up and running. And you make the point that theyve been there so long which means theyre a trusted member of the community so thats another thing. Stephanie, that is an incredible story, i know youll have more on this tonight on nbc nightly news. I want to go to illinois now where Shaquille Brewster is taking a look why that state has a lower rate of vaccination in the country. Whats going on there . Reporter look at those numbers were talking about. When you look at the states on a per capita basis, the bottom states, you see idaho is topping the list but not far behind it is illinois and that has been a major source of criticism. These numbers change daily and they fluctuate and theres a lag in reporting the vaccinations but thats been a major source of criticism. When you ask why that is, you hear different answers, depending on who you talk to. But everyone seems to agree its about the speed in which that people in those longterm care facilities are getting vaccinated. The governor is pointing the finger at cvs and walgreens, this is a federal partnership. And that has been going slower than expected. Look at the statement we got from cvs, they said this has essentially been the plan from the beginning. Cvs saying were delivering on the Vaccination Goals established early in the process and were communicated to participating states in jurisdictions months ago. Walgreens points out that they believe theyll have that population vaccinated by the middle of this month. And then you have pharmacies. Pharmacies who have relationships with providers, with those longterm care facilities who have those personal relationships and saying, hey, we were left out of this process, we want to be involved. I spoke to someone who tracks the rollout here in illinois. Listen to what she told me about that local pharmacy angle. In your opinion, what kind of difference in the Vaccination Rollout would we have seen if local pharmacies were used instead of those big cvs and wall green chains. It would be done. It would be done. It would be done for as many vaccines as they could give them, it would be done. Reporter now there was a small segment of population in that 1a Population that were not involved in that federal partnership so private, independent pharmacies like the one behind me have started to vaccinate those people. But more pharmacies are saying, hey, were ready, willing and able to help. Shaq, thank you for that. Let me bring in dr. Tom frieden. A lot of people are frustrated about the whole Vaccination Rollout, and now you see these two stories. Local trusted pharmacies that say we want to be part of the solution. An organization that seemed to be part of the solution that gets shut down. When you hear stories like that, what goes through your mind . Well, were in a difficult time. There is not enough vaccine to go around. Over the next couple of months, theres going to be much more vaccine. But we still have very high levels of spread throughout most of the United States. And even though things are getting better, theyre still really bad. So theres a lot of covid out there, and theres not enough vaccine. In that time its really important that we double down on protection protocols, wear a mask. This weekend please, if youre going to have a party, make it virtual. Or just with people in your household. What we saw around thanksgiving, christmas, was a massive increase in the u. S. And were just coming off that huge increase while were ramping up vaccination. But the vaccines arent going to be widely available for at least a couple of months. Yeah. And therefore we need to be really careful right now. So you mentioned the super bowl parties and we keep hearing, you know, dont have people from outside of your household in for a party. We saw that video that sam brock shot, you know, in a supermarket. Here it is in florida where nobody is wearing a mask and people say, well, i was in and out. Or im just having a few people over. Help people to understand what the consequences could be of interacting with people, whether its in a Grocery Store or in your home for a super bowl party, what does that mean to the overall picture, and why are these warnings so persistent, not to do it . The more time you spend indoors, sharing air with people who are not from your household, the more likely it is that youll get infected. In addition, what were seeing is the steady increase in more transmissible variants. Mutant forms of the virus that can spread explosively. What were seeing in countries around the world we saw earlier in the uk and ireland, were seeing now in is really, is really an incredible increase, just an explosion of cases as these very transmissible variants come. Weve got these two trends where weve got more transmissible variants and weve got the possibility of a lot of internal contact. Every time there are contact events, whether its a holiday or travel or if people get together with many others outside of their household, we see a surge in cases, cases are followed by hospitalizations and hospitalizations are followed by deaths. Brings me to good news, Johnson Johnson has officially applied for emergency use authorization, could come through fairly quickly according to anthony fauci. How important could that be in this fight . Its great to have another tool in the fight. And the j j vaccine, as you mentioned, is single dose. It doesnt require complex refrigeration methods. And were still learning more about it. What weve learned so far is encouraging. 85 protection against serious forms of covid. And interestingly, if you look at the detailed data, the immune response got better, or up to about two months, and yet theyve only published data for the first month. So it could be even better than that. We dont know how long it will last. We dont know how well it will work against variants that emerge. Well, if you can believe it it was a year ago today that President Trump was acquitted in his first Impeachment Trial. Now, just four days away from his second Impeachment Trial, we are getting more details about what we might see on tuesday, and one thing we wont. In an exclusive interview trumps Impeachment Lawyers have told nbc news the former president will not testify at the trial and will not submit a written statement. This comes after the lead impeachment manager, congressman jamie raskin, requested that the former president testify under oath. Lets go to nbcs monica elba whos in washington. We also have dasha burns talking to voters in michigan as part of our county to county series. And apparently its very cold there. Monica, we now know the former president will not be coming. What will their defense then consist of . Any chance we could hear from trump . Reporter we know donald trump no longer has his preferred social media platforms so that wont be where we hear from him. Now he has defaulted to really sending out what would be his tweets in the form of Press Releases through his official office as a former president. So that may be how we get some reaction, and we know that some of his surrogates and lawyers could go on places like fox news and other conservative outlets, defending him. But we also now have a good idea of what his legal team is expecting for the length of this trial. They told me colleague kristen welker, they believe it could be wrapped up in less than a week. But we havent gotten any of those kinds of details yet from the lawmakers involved in the house Impeachment Managers for what an expected schedule will look like, or whether they plan to call any other witnesses or ask for any other additional testimony. We do know from david schen and bruce castor in this exclusive interview also that they plan to add a third attorney who has not yet been announced. That will be a new detail that we will be looking for next week. In response to the request for testimony, they called that a publicity stunt. Now were waiting to see what else they may ask for from the former president. Democrats plan fully to use that refusal to participate as something to bolster their case saying if the former president doesnt want to come forward and be accountable for his actions contributing to what happened on january 6th, they said, that will be a huge centerpiece of what they plan to argue should be the reason senators should consider impeachment. Talking to voters during the first Impeachment Trial, how thanks for bearing the storm for us. Reporter a bit of a Groundhog Day Feeling here in kent county, and not just because of this very wintery weather. But we first met these Republican Voters when they were conflicted about their president and their party during the first Impeachment Trial. Since then, two of the voters youll hear from cynthia and katy have essentially washed their hands of the Republican Party. The third voter youll hear from, jerry, says its in chaos and needs a new band leader. All of them had different views about the value of the Impeachment Trial. But they all seemed to see it as a symptom of whats broken in washington. Listen. It played out in front of all of our eyes. Whereas the entire russian thing, you know, we had to do research. Hes standing back and just saying, well, i had nothing to do with it, my rally that day had nothing to do with it and thats to me no different, standing in front of an open container of gasoline with a match and saying i didnt know it was going to explode. They need to figure out whats going on with our economy, than to run another Impeachment Trial through the senate. I mean, we need help as americans. So im so curious to hear how you saw last nights vote, republicans essentially leaving it up to the democrats to take action against greene. What does that tell you . Well, it frightens you a little bit. I think we should have taken care of our own house. When you see somebody doing the type of things she was doing. Its continued. It wasnt just 2018. You know, like you showed on the graphic there, not only by the senior or one of the chief strategists for the Network ContagionResearch Institute im working with the American Jewish congress on ains anti semitism. She was active in posting in 2019 and 2020, in december where she deleted a tweet supporting qanon. The issue we have right now is we have somebody who has a problem with the truth. Never seen a Conspiracy Theory she doesnt like and now we have a conference thats Making Excuses for somebody who really has done damaging things. And when i say damaging, im talking about bigotry, racism, antisemitism, and pushing fantasies. Thats probably not the playbook to win for the Republican Party in the future. Well, the way the leader, mccarthy, frames it is the party is big enough for everyone, its got to be a big tent. And by the way, her voters knew who she was. When they elected her. What do you say to that . I think, you know, i was talking about this before, how you help the voters also, because a lot of people talk about the candidates. Weve got a voter issue also. And how do we reach them and ensure that disinformation isnt pushing them into votes, or not sort of making them or allowing them to preselect these crazy Echo Chambers where they go there for their information. When you have disinformation squeeze, we have people brave enough at the local levels that speak out about this and by the way, you can lose, people may not like you and thats hard for people, it seems. Sort of for me, ive had no problems angering the left and the right but people might not like you but there has to be a kweez from the bottom and from the top. If we can push that together and squeeze out the disinformation on each side and go back to facts and policies, thats what we need to do. Ive got to tell you, weve got a problem on both ends of the spectrum, at the grassroots, that makes it difficult for us to get our message through on how Conspiracy Theories damage. So now youve got some people in nebraska Republican Party who want to censure him. I want to play a bit of his response to that yesterday. The anger has always been simply about me not bending the knee to one guy. Personality cults arent conservative. Conspiracy theories arent conservative. Lying that an election has been stolen, its not conservative. Acting like politics is a religion, it isnt conservative. Heres some other facts. Donald trump lost the election. He lost the popular vote in both elections. Republicans lost control of the senate. Given those facts, are you surprised by the Staying Power of folks who think that ben sasse has no place in the party . Im not because, you know, again, it has metastasized and cemented in the Republican Party certainly levels about disinformation. Welcome to the censure club. Im the king of censures, theyre so fun, i get so many of them. It is interesting what hes saying, weve gone from the party of rugged individualism to having an authoritarian daddy. Thats what hes talking about. Is that conservatism . I thought republicans were about institutions and rule of law and individual freedom, not about a Guy Taking Care of you. Its just insane to me. However, thats what sort of has, again, a spread across the Republican Party in the base, based on the amount of influencers at the political level, right, and the crazies like cindy kraken and lynn powell, and rudy giuliani, lets face it, when youre talking about the kraken, and stop the steal is inherently qanon. If youre talking about those things still today, youre part of the Disinformation Problem and what ben is saying, and im glad hes here, i did the Qanon Resolution months ago, im glad people are joining this bar fight but what hes saying is we have got to look at what it means to be a conservative and we have to reach out to these voters on individualism, national defense, Smaller Government and taxes. But really, the most important thing is that congress and the president Work Together to take action now, because delay is only going to make the Economic Situation worse. But are there any hesitations about moving forward with a process that doesnt require any republican support . Well, you know, the Reconciliation Process can be bipartisan. Actually, in the majority of Reconciliation Bills that have passed over in recent memory have beenec bipartisan, includi important things like the child Health Insurance plan was through reconciliation, but it was bipartisan. So that doesnt preclude it, but it does mean that, you know, that congress can do its work and make sure that the full package is able to go forth in the way they think it makes sense.
