Were going to be speaking with a staff member who feared for her life, barricaded with lawmakers as the mob took over the capitol. And on the other side of pennsylvania avenue, President Biden began his third week in office by meeting with a group of democratic senators. Theyre talking about how to get a pandemic relief deal passed by march 14th. That is the day that extended Unemployment Benefits will run out for millions of americans. The president was asked if a bipartisan deal can happen. What were you saying, youll get republican support . I think well get some republicans. Joining us now to startoff our coverage for this hour, nbc correspondent Carol Lee Covering the white house for us. Also with us, anna palmer, founder of punchbowl news. Good to see both of you. Congressman greene met with leader Kevin Mccarthy last night. We were all watching. They went in, went out, went in. Nothing definitive came out of that meeting. Steny hoyer tweeted, if republicans wont do it, democrats will. Is that going to put pressure on the republicans to act . What are we expecting to see out of the meeting in an hour and whats going to happen to Marjorie Taylor greene . Its been high drama on capitol hill as everybodys been trying to figure out what exactly her future is. Kevin mccarthy, the leader of the House Republicans, has been reluctant to make any move, any sort, and basically out of hope to compromise or broker a deal with steny hoyer that many kicked her off one panel, left her on another. Democrats have said no to that which means theyre going to move forward with this process. I cant say how dramatic and unusual it is. Ive never heard of a Majority Party kicking off a minority member of a party. Thats never happened that ive known. Weve been looking back in history as well on that. Certainly extenuating circumstances. The big question is really going to be what happens in this meeting at 4 00 p. M. . Ketchen mccarthy has not taken action again her. Will there be other repercussions or democrats who punish her for her kmept scomme things shes been saying . Not an inconsequential question. To your point, republican congressman don bacon told chuck todd earlier today democrats will regret this. Watch what he says. Whats going to happen in two years when were the majority, as the average pickup in a term, off year, is 30 seats. Are we going to go after Maxine Waters because she went after us saying to tell people to get in our face at restaurants and gas stations . I mean, bacon let republicans decide their own committee assignments, but what are you democratic sources telling you about that . I think this is an issue that after the january 6th Mob Siege at the capitol is just too much for democrats. I think the republican congressmans point is well taken, though, and theres been some republicans who have been telling us that if they get the majority back in 2022, which is not out of the realm of possibility, that other members, like ilhan omar, a lot have said has said antisemitic things. A tit for tat. Its a risky move on behalf of the democrats. I think they feel like this is the only hand theyve been dealt and republicans are refusing to take care of the situation just like they did for a very long time when it came to steve king, the republican of iowa. It took months and basically only after donald trump, you know, didnt defend him did Kevin Mccarthy take action. Right now, Marjorie Taylor greene has the support of donald trump. So, carol, as this drama, and it is high drama, exactly as anna says, is playing out in the house, President Biden is focused on getting a covid relief bill through congress. And we talked about that deadline, midmarch. You dont want people to run out of benefits. Take a look at this. These are five of the biden top advisers who were in the Obama Administration. When they spent months, months working to meet republican demands on the stimulus and on health care and they ended up, frankly, with little or no republican support. So what are you gauging as the Confidence Level if they can get anything thats even remotely like a bipartisan deal here . Well, chris, President Biden is expressing confidence that he can get republicans on board. You heard him at the top of that meeting with Senate Republicans at the white house or Senate Democrats at the white house today saying, you know, he thinks he will get some republican support. At the same time, White House Press secretary jen psaki said that in that meeting democrats and the president agreed they need to go big. But the president s confidence that he can go big and get some republicans is far more than what youre hearing from democrats including some of those who work for the president whove seen this before and have been through this process and just dont think that looking at the gaps you have 618 billion versus 1. 9 trillion. You have the president who wants funding for states, you have republicans who have no funding for states. They look at that and say, how are we actually going to get here and so theyre not really confident that that can happen. Weve heard some from the white house today about things that the president might be willing to compromise. Jen psaki said that those 1,400 stimulus checks that they could basically calibrate them to Income Levels so that they wouldnt be necessarily as expensive. That they can target those. She said they could potentially compromise on things like Small Businesses but funding, but theyre already kind of close, if not the same on funding for Small Businesses, so, again, that those gaps remain to be there and anyone you have this timing question and thats where midmarch comes in. Where you have this cliff that where some of these benefits expire and the hope is, at least among people around the president , that this cant drag on indefinitely in the way that we saw during the Obama Administration because of that deadline. It is a cliff. Theres no doubt about it. Carol lee, anna palmer, thanks to both of you. On capitol hill a plea has gone out from congressional staffers who lived through the harrowing capitol riot to senators. Theyre talking to them urging them to vote to convict former President Trump during his upcoming Impeachment Trial. There are 370 staffers who have signed on in all. Theyre all from Democratic House and senate offices. This is part of the letter they wrote. Our workplace was attacked by a violent mob trying to stop the Electoral College vote count. That mob was incited by former President Donald Trump and his political allies. Some of whom we pass every day in the hallways at work. For our sake and the sake of the country, we ask that they vote to convict the former president and bar him from ever Holding Office again. Joining us now is sarah guerrero, press secretary for Texas Democratic congresswoman sylvia garcia. She is one of the folks who signed that letter. I really appreciate you being with us and being willing to talk about what i know was a harrowing experience. So on that day, as i understand it, youre on the house floor, its the first time, right, i think you had never been on the house floor before. Yeah. First time on the floor. I mean, you see Speaker Pelosi being evacuated. Tell us what goes through your mind in a moment like that and what happened next. Yeah, so i was with my boss and i see Speaker Pelosi being evacuated and i hear them tell her, you know, the capitols been breached. And in those moments i think along with a lot of my colleagues, we went into shock and we were, like, okay, wheres my boss, thankfully, i was with her, and they, you know, were like you need to get on the floor to where youll be safe. And then were on the floor and theres a lot of confusion. My boss sits down, but im standing kind of to the side, and someone is saying, someone grab the gavel, grab books, we need to be ready to throw things. And hearing that was a little, well, very unsettling. And so that was, like, the immediate situation. And ive heard that one of the people who are part a key part of your story is congress congressman gaego. Tell us what he was doing. Yeah, so the congressman, we were sitting down, he was very calm and he started giving instructions on how we were to put on the gas masks. And then described to us what it would feel like to get tear gassed. And he was you know, he was describing it will burn a little bit, but your colleagues that are also veterans have all been tear gassed. You will this will not kill you, just stay calm, do not hypoventilate, we will get out of this. It was really pivotal to see the to have some guidance from someone in that moment. Especially a member. It sounds like the people around you, i cant imagine in this situation what you thought was going to be this amaing day for you getting on the floor of the house and it turns into this. You could actually hear the sound of gas masks while some people were praying. Yeah, so the gas mask, no one tells you this, this make a humming sound, and my boss and i and congressman mondaire jones, we wore our gas masks okay and we realized they were all humming. Once we were in the safe place, actually, members began a communal prayer. And people got on their knees and you just heard the humming and the praying. And in those moments, it was just so impactful, i think, and it was you could feel the gravity of the moment and the significance of it. Sara, in those moments did you think you might not make it . Oh, yeah, no, i fully at one point was like, okay, you know, i am going to be murdered on the floor of the house. And so i i also i think i was with my boss and when we were evacuating we linked arms and i saw photos afterwards and im colombian. My boss is also hispanic. We were discussing how in our culture, you know, we do that a lot with our Family Members. And with our, you know, our family and it was comforting to both of us, you know, we were alone in that moment but we had each other and i think i was thinking a lot about that and just kind of, you know, what it meant and i think even more so, yes, i feared for my life. I had the privilege of continuing to work after the building was secured and being with my boss when we certified the election and knowing that though we thought we would die, we made it through and democracy prevailed. So, you got through this with the help of your work family, but in the midst of all this, where is your biological family and were you able to talk to them . And i mean, i cant even imagine i can tell you just watching it unfold on television, how terrifying it is just thinking about whats happened to people you know who youve worked with. What must it be like for a Family Member . Yeah, i mean, so this is another tidbit, i had left my phone when we were, you know, running onto the floor. I didnt have my phone. My congresswoman didnt have her phone. Her phone was with Congresswoman Escobar who was in the gallery. So i actually had my scarf. I was like, congresswoman, can you pass me your phone . She tossed my boss phone from the balcony of the gallery to the floor where i caught it and we were able to communicate with our families at that point very quickly but speaking to my family afterwards, after everything was safe and it was the evening, they described, you know, thinking back to terrorist attacks from my home country, colombia, in which the government had been attacked before and unfortunately had been a much more violent jut come. And so that trauma that they drew on in that moment, you know, i was raised in the u. S. I never thought this was possible. But for them, it was this very, like, haunted, you know, deja vu. So they were horrified and very, very troubled by it. Aside from being an immigrant family, you know, we came to the u. S. In pursuit of, you know, more democratic stability. And to see this happen here makes you realize how fragile democracy really is. And to happen to their daughter who they must be so proud of for all that you have accomplished at such a young age. But when i hear this whole story, that brings me to the letter that you decided to sign. So whats the message that you have for senators, if there are any out there, who truly are undecided and are trying to figure out whether or not they should vote at the Impeachment Trial for the for impeachment of donald trump and to see that he never holds office again. Of course. Well, you know, that ends up being up to the senators. I will say, though, that the trauma that we all experienced is not partisan. In that moment, my colleagues that were present and those that were not, we all felt the same fear. Again, you know, the trauma is not partisan. So i think keeping that in mind and keeping in mind how fragile our democracy is, something my boss always says is democracy is a gift one generation gives to the next and we have to protect it. So i would just echo her and say that, you know, this was a really horrible attack that happened. And it people need to be held accountable for it. This week, jenny cuds lawyer asked if conditions of her release could be changed so she could attend a work trip on the riviera maya later this month meant to a bonding retreat. And word today that just weeks after President Trump pardoned him of federal charges steve bannon could soon be on the hook on State Charges. Nbc news reports that manhattans District Attorneys Office is investigating bannon for his role in a charity that was supposed to use private funds to build the border wall with mexico. Bannon had faced related federal charges last year accused of using those donations for his own private use. Nbc news Correspondent Tom Winter joins us now. So lets make sure we understand what this is. This involves both state and New York City investigators. What can you tell us . Whats going on here . Right. So in this particular instance, chris, when we say state or New York City, its all the same thing. So cy vance can bring State Charges. It will be the people of new york or the state of new york versus in any particular instance. Thats whos looking at it and they have to have a nexus to something in New York City so they cant go outside of their jurisdiction. Now, theres a bit of a technicality to that when you involve a conspiracy, you can go outside of New York City, but there still has to be some sort of New York City element to the crime where the conspiracy that youre looking into, here this is primarily driven and first reported by the Washington Post by the pardon that was issued by the president , as you mentioned, the president s pardon doesnt extend to the State Investigators and to state District Attorneys Offices as well as attorneys general. So when you look at this this is an investigation that is completely predicated on the fact that there was a pardon. Theres obviously a nexus to New York City here involving mr. Bannon and so its something thats well within the manhattan District Attorneys Office to look at. Let me ask you really quickly, there were three others who were charged similarly. Whats their status right now . Right. Youre looking at them on screen. All of them pleaded not guilty at the time that they were taken into custody. Although, i think we have the wrong picture of timothy shea there on the screen. I think when we look at this particular case, this involves an effort to privately build the wall along the u. S. Mexico Border. Its alleged that gentlemen involved here all pocketed the funds personally and that very little money, if any at all, went to actually building the border wall. The u. S. Mexico Border wall. The case involving the three that did not get a pardon here, that continues forward. So thats going to be prosecuted federally here in New York City by the u. S. Attorneys office for the Southern District of new york. Who did not comment on our story. Neither did the attorneys neither did a spokesman, rather, for the manhattan District Attorneys Office. Its good to see you. We got good news and bad news from Anthony Fauci today. Lets start with the good. Data on Johnson Johnson vaccine is being reviewed right now. He says we could see literally within a week or two they wind up getting emergency use authorization. It is a oneshot regimen. Is isnt so storage sensitive. Fortune magazine says it has the potential to reshape a Vaccination Rollout in the u. S. If that means much more doseses are available, could it do that . I am really excited about the news about the effectiveness of the j j vaccine. Thats for a number of reasons. The first reason is the oneshot dose means we have an opportunity to give this to highrisk individuals who are harder to track and followup on. You know, one of the challenges that we havent addressed well is the impact of covid19 in Rural Communities who live far from Major Medical centers, which would have the negative 8 0 freezers needed for the other doses and who may be taking extraordinary measures to get somewhere to get one vaccine dose let alone needing two. I think the singledose vaccine has the potential to reach those communities. It also has the potential to reach our hardest hit vulnerable populations who arent entrenched in the medical care system who arent going to be able to sign up with an Online System to be able to schedule a vaccine. This presents an opportunity for mobile health and Public Health in its finest in that a mobile vaccination clinic can transport the singledose vaccine to hardhit areas and reach people. Yeah, so thats a great news. The not so great news is, of course, we know the uk and other variants that fauci acknowledges could become the dominant strains in the u. S. And then obviously that complicates the Vaccine Effort if the spread is faster, its more virulent. So knowing it may be coming, what can we do about it . You know, i think what we need to do is prepare ourselves. You know, we saw what happened in the Los Angeles Area over the Christmas Holidays and december and january with rapid surges. We need to all prepare ourselves to potentially be in that same situation as that strain takes over. Im really pleased about the biden administrations aggressive plans for a 100day major change in how were managing this virus. However, what we need to do really is ramp up the vaccination and ensure a renewed commitment to the Mitigation Strategies that are going to be needed even if individuals are vaccinated. We also heard from the cdc director Rochelle Walensky this morning on the issue of how to safely reopen schools so i want to play part of what she had to say. Yes, acip put teachers in the 1b category, category of essential workers. I also want to be clear that there is increasing data that suggest that schools can safely reopen and that that safe reopening does not suggest that teachers need to be vaccinated in order to reopen safely. I mean, practically everything about schools has been hotly debated, but jen psaki, the White House Press secretary, was asked about this and how joe biden feels about that. She just said this afternoon, look, obviously, joe biden wants everybody, all teachers, to be able to be vaccinated. But given that this is a critical question, do you agree with that . Do you think its not necessarily necessary for teachers to get vaccinated before going back to inperson learning . I do endorse that statement for the following reasons. There are a number of independent schools who had adequate resources to put into place for Mitigation Strategies such as masking and distancing and they were able to successfully run their schools all fall before we had vaccines available. I believe that the biden administrations plan to allocate funding toward schools and large School Systems to be able to put into place these Safety Measures are what we need to be able to move safely forward with school reopening, which is a Starting Point for launching our economy. And finally, the taking away the requirement that teachers be vaccinated prior to opening doesnt mean that teachers shouldnt be vaccinated. I feel very strongly and hope that teachers and educational administrators will choose vaccination because for those teachers, particularly those who are in touch with younger children, the vaccines are not available for children under age 16. Given that outside of the household, teachers and Teaching Staff are the primary source of exposure for those of us who have young children. So i hope they will choose vaccination. I do not believe it needs to be a requirement for reopening schools safely based on the data that we have. There is one thing that pretty much all the experts agree on, even though its so sad, theyre saying dont have a Super Bowl Party outside your own household. But beyond that, dr. Fauci was asked by Savannah Guthrie this morning to weigh in on the super bowl. Who do you got, chiefs or the bucs . Oh, dear. Okay. Well, you know, im a no, i dont want to go there, savannah. Yeah, Well Lin Wood says he told my colleague at wsp tv, justin gray, that hes been in South Carolina for months. But later on he said hes only technically made his residence in South Carolina this month. So what State Investigators will be looking to see is whether he violated state law, which is kind of ambiguous about this. It says if a person moves to another state with the intention of remaining there, and making it their place of residence, theyre no longer considered eligible to vote in georgia. He said he was still a resident of georgia when he voted but its up right now to State Investigators who see if thats the truth. So, i want to read exactly what wood told wsb tvs reporter. This is a statement, ive been a resident of the state of georgia since 1955. I changed my residency to South Carolina yesterday. This is harassment by the georgia Secretary Of State because i have credible evidence of Election Fraud on the part of Brad Raffensperger. Does he have credible information about Election Fraud . Yeah, this has been i think thats been settled, right . Thats been settled. But, look, he played a key role in these baseless challenges to Election Results in georgia. He was actually brought in by trumps allies shortly after the November Vote to help lead the legal case to overturn the elections. He filed a string of fruitless Court Challenges that were quickly dismissed then he led rallies urging republicans not to vote in the runoffs echoing trumps false claims of a rigged election. Yeah, according to our analysis, primarily in whiter and more conservative rural areas where republicans were looking to run up the score. And this is particularly in Northwest Georgia and in south georgia, these are both areas that donald trump, himself, visited in Value Valdasta and dalton, two rallies, to rev up Voter Participation there. Thats also two of the most conservative districts in georgia where a lot of the false claims of widespread voting fraud took root among the republican base. We just saw a press relief from Speaker Pelosis office, she refers to Leader Mccarthy as a congressman representing qanon. Make no mistake, democrats are hanging this around the necks of the republicans for being unwilling to solve this problem around the freshman member of congress. This is and you know, i would ask the members of the house, whether democrat or republican, whether on the right or the left, to come together and just not trivialize the murder of scott, or demean their memory by allowing congresswoman greene to remain on the education committee. You know, she has, to this moment, denied the substance of the conversation she had with me she knows the Parkland Shooting did take place. She knows it wasnt a staged event. All of can ask you of her, just put the notoriety aside.
