A 'level-service' budget is a positive thing, say Milne, Levesque, Ells

In a joint meeting last night, Barnstable Finance Director Mark Milne was scheduled to take center stage, presenting the town's post-COVID financial status to the Town Council and School Committee.
"You'll hear two different terms used," Council President Matt Levesque said Wednesday by phone: " 'level-funded' and 'level-service.' With 'level-funded,' town departments would get the same amount of money as last year.
"With 'level-service' – which is what Milne is recommending – you can do the same thing as last year with increased budget, including raises and cost of living increases...which is a good thing," Levesque said. "We will be able to offer the same services knowing that the budgets and costs are going to go up, but we're in a place where we can do that. That's a positive thing."
