MI5's efforts to stop a report on a rogue spy being seen by MI6 led to Margaret Thatcher limiting Foreign Secretary Geoffrey Howe's use of the document, papers reveal

Mrs Thatcher was told Sir Geoffrey Howe had asked to see the Security Commission's full investigation into the case of Michael Bettaney, an MI5 spy who was jailed for 23 years in April 1984.
