Manslaughter charges are dropped against ex-Tucson cop who shot and killed wheelchair-bound suspect

A second grand jury in Pima County, Arizona, has decided not to recommend charges of manslaughter against a former Tucson cop who shot dead a wheelchair-bound suspect in a mall parking lot.
