Detailed Justification:
The Child Sensitive Social Protection (CSSP) Programme is a flagship programme for the Arua Area Office (AAO) and of strategic significance to WFP in Uganda. In this programme, WFP plays an “enabler” role to District Local Governments (DLGs) for six refugee hosting districts (Adjumani, Koboko, Madi Okollo, Obongi, Terego and Yumbe) and national government agencies through system strengthening for better results, greater ownership, and sustainable outcomes. The CSSP supports two work streams: design and implementation of a nutrition-sensitive cash-based transfer; and strengthening three government social protection programmes being implemented at the district level. These are the Senior Citizens Grant (SCG) under the Ministry of Gender, Labour and Social Development; and two programmes under the Office of the Prime Minister (OPM): Development Response to Displacement Impacts Programme (DRDIP); and the Third Norther Uganda Social Action Fund (NUSAF3).
