Man killed by deputies previously incarcerated for ramming deputy's vehicle

The man shot by Kanawha County Sheriff’s deputies Saturday afternoon has been identified as Brian Edward Spencer, 43. Spencer was previously incarcerated for ramming a KCSO vehicle in 2015.
