On its website, The Centers describes itself as "a private, non-profit organization licensed by the State of Florida and accredited by CARF International" that provides "a full range of mental health, recovery support, and child safety services."
Sheriff's officials said the victim – a woman whose age was not released, other than to say she's 18 or older – was at The Centers pursuant to the state Baker Act, which allows law enforcement to involuntarily commit someone, for a short period of time, if they are a danger to themselves or others.
An explanation of the charges
Hartigan interviewed a technician at The Centers and was told he checks on the patients every 15 minutes. On Saturday, the man said, when he came to the victim's room around 2 p.m., he heard what sounded like a door closing. The man said he saw Luebke walking away from the woman's room.
