Lowell House CEO Bill Garr to retire next month

LOWELL — After 10 years as CEO of Lowell House Addiction Treatment and Recovery, Bill Garr will retire from the role next month as Nashua Soup Kitchen Executive Director Michael Reinke prepares to step in.
