A Lord of the Rings DC Comics book never happened — but why?

J.R.R. Tolkien’s Lord of the Rings trilogy has been adapted into Peter Jackson’s live action trilogy, multiple animated versions, radio plays, stage dramas, musicals ... but not comics? With DC Comics turning WB movies into comics all the time, why did it never happen for Fellowship, Two Towers, and Return of the King? It’s weird.
