Local election turnout falls to historical low

Excluding army votes, the voter turnout in Israel's local elections was under 50%. Ron Huldai held Tel Aviv; Moshe Lion romped home in Jerusalem; Einat Kalisch-Rotem slumped to defeat in Haifa.
