Year in year out the International Criminal Court (ICC) receives thousands of “communications”, mostly from NGOs, detailing alleged crimes that these organisations wish the Office of the Prosecutor to investigate. Only five - a tiny proportion – are said to have gone on to become official investigations. And everyone agrees that the system is not transparent. Why do NGOs keep lobbying that way? And is their influence growing?
