Will join us with the latest. Hello, everyone. Im monte francis. Thanks for joining us. Lawmakers have decided to rewrite a controversial bill that critics said threatened freedom of the press. The bill would have made it illegal to film Police Officers in certain situations. Over the weekend, tens of thousands of people protested against the law, the proposed law, bowing to the pressure behind article 24, and said members of parliament would take it back to the drawing board. We are going to propose a complete rewrite of article 24, which should reflect its dual purpose. This new text will be written within a collective framework involving the three majority groups in parliament. It now appears evident that the legislative and semantic choices we made have prompted concern over citizens who are worried, who are in fact convinced it would threaten the right to inform the right to access information, as well as a legitimate system of checks and balances when it comes to police behavior. The balance we are trying to achieve has not been unanimously understood. We are aware of that. Monte the decision came as a result of growing public pressure. Our reporter filed this report from the National Assembly that explains how the reversal came about. Reporter the french government and the french president today faced with mounting opposition to a proposal that would essentially criminalize filming on duty Police Officers. They have decided to quote unquote rewrite this proposal. This is essentially a way to bury it, because this could not be supported, not only on the streets, but here in the parliament by the president s party. They felt they had been betrayed by the governments hesitations on this issue after violent incidents were filmed where you could see Police Officers beating up a black music producer entering apart a migrant camp in the heart of paris. This is exactly what the opponents to this bill are saying, that if there were no cameras to document these issues, there would be no investigation. President macron convened an emergency meeting today, after which his supporters in parliament announced that they would rewrite this proposal. This means that this proposal is now out of the way, and it will be thoroughly rewritten to find the balancing act and hope to calm the opposition, because this has been a very tough week for the president , his supporters, and the interior minister was grilled on this very issue, and the issue of Police Brutality here in france. The outcry over that bill follows a disturbing case of Police Violence here in paris. Three officers have now been detained after a video surfaced of the brutal beating of a black music producer, the latest in a series of incidents involving police and accusations of excessive force. The interior minister faced questions from a Parliamentary Commission on relationships between the public and the police. Undescribable actions have been carried out by those who wear the uniform of the republic. It was the case in the 17th arrondissement of paris. These people have been suspended. I have asked further, an inquiry is ongoing, which i congratulate myself for. People who have been given the monopoly of legitimate violence and to use force in a disproportionate manner must be sanctioned, and have no place in the police force. But individuals do not make a whole, and i will not tolerate attacks on the institution that is the police, which is doing admirable work. Monte the officers in question are now under formal investigation on a number of charges, including what the prosecutor is calling racial abuse. Case has prompted growing criticism about policing methods here in france. Reporter the latest twist and turn in an incident that sent shockwaves through france. Early on moay morning,or Police Officers involved in the beating of a black music producer were placed under formal investigation for filing a false report and committing lawful violence by a Person Holding public authority. Two were put behind bars on fears they could pressure witnesses. A paris prosecutor also called for charges of racial abuse. Quickly denied using racist language, as reported by the victim, and corroborated that one of the youths was standing behind a door. They denied that the minutes of their first statements were false. Without the premises was an access fall open to a public, rather than a private lobby. They didnt they did end up admitting it was unjustified and they acted out of fear once they reporter one of the officers is accused of throwing a tear gas grenade into the music studio. The cctv recording of the assault has been widely shared on social media, leading to a groundswell of social pressure so large that monday francis parliament agreed to rewrite article 24 of the National Security law. Saturday, tens of thousands demonstrated nationwide against Police Brutality. Protests ended with violence on both sides, leaving 98 officers injured, according to the interior ministry. The number of injured demonstrators is unknown. At least one journalist was hurt. Monte with more than one covered vaccine on the horizon, the french government has laid out its strategy for disturbing the shots. It includes five stages, beginning with the most vulnerable. The vaccine could begin its rollout by the end of the year. Reporter the objective is clear prioritize the elderly and those most at risk. That was the message delivered from Frances NationalHealth Authority on monday as it laid out the comprehensive rollout strategy comprised of five phases. As soon as the first batch of vaccines arrived in the country, phase one of the rollouts will see them set aside for over six and 50,000 elderly residents. Phase two will see a mass expansion, first to people over the age of 75, then two people age 65 and up suffering from comorbidities, and finally for all people between 65 and 74. The third phase, people over age 50 will receive the vaccine, followed by those under 50 suffering comorbidities. In phase four, people who have been in highrisk contact with coronavirus cases and have never previously received vaccines will be prioritized. In the fifth and final phase of the rollout, people 18 and up who do not currently suffer from comorbidities will be able to receive vaccines. Millions of vaccines are currently in transit the european union, of which france is set to receive about 15 , with the end of 2020 and beginning of 2021 being earmarked. However, recent surveys by Francis Department of Public Opinion show that 59 of french do not intend to take covid vaccines, which will not be made compulsory by government. Monte earlier, we spoke to a professor of Public Health at University Hospital in lyons. He told us about the risk benefit analysis when it comes to a vaccine. Guest this has been developed quickly. It usually takes yrs. We should understand that all the planet worked to get these vaccines. All of the administrative buyers , now we have a great advancement of science. 10 vaccines are being tested, with two or three more advanced. Of course, any treatment has some side effects. But we know the existing vaccines have effects. What is important is to balance thbenefit versus the risk of sideffects, versus the benefit of not sending people to the icu with risk factors. Monte the drugmaker moderna has announced it has applied for emergency authorization for its covered vaccine. If the food and drug ministration approves, the first doses could be available by december 21. The shot has been shown to be 94 effective. During a is the second drug company to apply for authorization. Pfizer submitted an application for its vaccine on november 20. The u. S. Supreme court heard arguments today on President Trumps effort to exclude undocumented immigrants from the census. The tally comes every 10 years and does many things, but fundamentally determines the number of house members each Congressional District receives. Critics say it is no more than a power grab by trump, an effort to shift political power in democratic district to republican control. Going is now is our washington correspondent. I know we may not know the ruling on this case for some time, but often you get a sense of how the court could rule by the questions that are asked. Were there any clues today . Rerter it seems like the justices, wheth they are liberal oronservative, seem to be very skeptical aboutonald trumps plan to exclude undocumented immigras. There skeptical for two main reasons. One i because it seems that they are leaning toward the fact that maybe the president does not have the authority to exclude anyone from the census count, because the constitution requires the census count to be done every 10 years, and to count every person who resides in the United States. There is no specificity about whether they have to be legal or illegal, and whether this is the first time it would actually happen. Until now, those undocumented immigrants have always been unted inhe census. The other reason why they are skeptical is because the Census Bureau itself, and the trump administration, the department of justice, have been unable to say how they would proceed in excluding those numbers of undocumented immigrants, because of course they are by definition and how many othese undocumented immigrants would be excluded, and the scope, and whether that would even able to be done by the time the census count has two come in it has set a deadline of december 31. The Census Bureau indicating they might not even make that deadline because of the delays surrounding this pandemic. It seems like the Supreme Court justices are not only skeptical about the constitutionality of this plan, but they also dont feel like they maybe want to give a ruling to block or not block Donald Trumps plan, because they think they may not have to, because this might spill over into joe bidens term. Monte shifting to a different subject, President Trump has been waging Court Battles against the election not successfully, we might add. He has largely been out of public view. What has he been up to the final weeks of his presidency . Reporter it does not seem like the president of the United States is very focused on governing right now. Of course, this was thanksgiving weekend, so it is usually a downtime even for the white house. The president , when he was speaking to troops across the world for his thanksgiving address, he also held an impromptu small press conference. And he has split his weekend between his golf course in virginia and spending time with his family at camp david. Other than that, we have not really seen him. He had a lunch earlier which was not open to the press, with Vice President mike pence. Recently, journalists have not been getting those weeks ahead, the schedule for the week for the president. Nothing on his schedule at least officially. But the president has found time election fraud, about how hebout actually won the 2020 election. He had that call in with fox news anchor recently, and he also sticks to his preferred social media platforms, tweeting up a storm, attacking people like the georgia governor about not going against the results in that state. The president really focusedn attacking those election results, even though, as you said, legal chaenges have been thrown out over and over again by the courts, and states are certifying the results almost every day now. Monte thank you for that report. Now we go to ethiopia, where there are conflicting messages on the state of the countrys civil war. The Prime Minister says the fighting may be over, and the government has taken back control of the capital of the tigre region. Other sources tell a different story. Reporter two days after reportedly taking control, the Prime Minister addressed parliament and maintains that not a single civilian has been killed in the northern tigre region. The Defense Force has never killed a Single Person in a single town. No soldier from any country could display any competence. We have disciplined soldiers. Many people were saying we would demolish the city. It is ours, but with our resources. How could we destroy it . Reporter but the pples liberation front, which dominated the polical scene until the Prime Ministers election, is accusing Ethiopian Forces of carrying out a genocidal campaign. With internet and phone calls cut off in the gre region, the claims from either side remain difficult to verify. Sunday, the red cross warns that supplies including body band body bags wereoming to the hospitals. Refugees who fled to neighboring dan are unnvinced Government Forces have retaken the region. I dont believe this information. We only believe news that is broadcast on our radio station, since the other stations work to promote a bail bed rather than the president of the people. He could not seize michaela. The tp lf says fighting continues, and bows to remain on the front until it ousts the ethiopian army. Over 45,000 people have fled the region since the fighting began on november 4. Fears of a humanitarian disaster are growing. Monte in cyprus, Climate Change is having a devastating effect on the olive harvest. A series of heat waves earlier this year has caused output to limit. At least one organic farmer is trying to face the challenge head on. At this time of year, this olive grove would usually be flooded with seasonal workers, and branches weighed down with olives. Of 1200 trees, only 40 bore fruit after heat waves left them barren. Elia sampson took over the family farm two years ago and is already facing catastrophic conditions. This year, the heat wave struck at the exact time ty were flowering, the olive trees were flowering. Was not just the heatwave of a couple days. It lasted over a week. We were watering and watering, we did not manage to save the blossoms. So they fell. They did not turn into fruit. We had very, very few olives this year. Reporter temperature soared in the month of may, and july, august, and september were the hottest since records began. These were at the heart of agricultural output for millennia, b Climate Change is threatening the olives here. The semi arid soil has been damaged by intensive farming and it has put the economy on the line. I would like to see governments in general promoting more organic farming, a more friendly approach to agriculture in general, for not just olives, but everything. It is costeffective. Reporter 2016 report states 43 of cypriot territory is in critical danger of desertification. That could rise exponentially if action is not taken imminently. Monte frances top literary prize was announced today. The novelist is a former scientific joualist. News comes at an opportune time for the countrys bookstores, which have just reopened after a second lockdown. Reporter Christmas Shopping has begun, and parisians can Wander Around small shops. [speaking french] clovis bookshops struggled to compete against online retailers during lockdown. They are desperate now for the sir for the support of the public after months of losses. Like many other anglophone bookshops in the capital, they are hoping for the quick return of tourists, that they will have to wait a little longer for that. Monte time for a look at some of the days business stories, with colston spangler. Youve been looking at the markets today. The markets are wrapping up a successful month in europe and the United States. Analyst the dow jones on track, finishing its bt single month performance in more than 30 years, up around 11 on the month. We have also seen historic gains in europe. The dax in frankfurt down about 0. 3 . Shares on the ftse down around 6 . Monte u. S. President elect joe biden has named key members of his economic team. As expected, janet yellen is his nominee to become treasury secretary. What is your background . What might we expect of her in that role . Analyst janet yellen is best known for chairing the Federal Reserve from any 14 through 2018, proposed by barack obama. She was known as more of a dove than a hawk, meaning she was more interested, broadly speaking, and using the Federal Reserve to combat unemployment that she was in using the fed to tackle a risk of inflation. That is a legacy we have seen in a lot of respects continued by her successor, jerome powell. She is someone who has a pretty positive image among progressives in her party, but also has support in parts of the Business World as well, and with republicans. Think back to her confirmation into any 14. When she was appointed to the Federal Reserve, she was confirmed by republicans back then. It is hard to predict how she is going to act going forward, if she does get approved as treasury secretary. We do know is she is someone who has signaled support for stimulus to prop up the american economy. She is expected to have a pretty Good Relationship with the fed, given her previous role there. Finally, she has signaled support for regulation of the Financial Sector and wall street in particular. Is that something we could see more action on . We will have to wait and see. Finally, i would be remiss if i did not mention that if she ultimately gets confirmed by the senate, janet yellen would be the first woman to head the u. S. Treasury department.
